OT Boycott Gets Media Coverage

WBEZ had something, but we can't find it.

The Sun Times followed:
  • The Fraternal Order of Police is urging its members to turn down all requests for “non-mandatory overtime” over Labor Day weekend to protest “continued disrespect of Chicago Police officers and the killing of officers across our country.”

    “This is a time when very few people have come out and supported police officers. Very few people have spoken out against the murderous attacks or non-stop, anti-police rhetoric. No one is taking into account the spouses and children of police officers and the heightened concern they have for what their loved ones do every day,” FOP President Dean Angelo said Monday.

    “We’re asking our members to consider not participating in secondary employment to spend time with their families. They deserve it. They’ve earned it. They should take advantage of it. This is not a job action or to put pressure on anybody at the city. This has got nothing to do with what is or isn’t going to be discussed in 2017 [contract talks]. It’s for our members to spend time with their families.”

    The decision to declare Sept. 2, 3, 4 and 5 “FOP Unity Days” was communicated to rank-and-file police officers in a union flier.
That seems kind of.....well, weaselly. It is not a job action as it is voluntary special employment, but it is most certainly is a message to the administration - "Hire more cops!" seems to be what we're reading. And that's a perfectly appropriate message to be sending to the city - the Department is badly understaffed. But Dean is calling it something else.

The FOP is not raising the stakes because they are not sure of the support they will get on Labor Day.
If you want to win the contract talks, you must get the membership united and to deny voluntary OT on Labor Day.
Let your CPD management force everyone to work OT. They will need to call in officers to keep the peace on yhe holiday.

Of course he is.

He's saying just as much as Rahm will let him say. Anyone that thinks our bargaining unit has the rank and files best interests in mind is fucking high.

Dean has had countless opportunities to get in front of shit on behalf of patrolmen. Instead he has chosen (perhaps been ordered?) to remain completely silent or - at best - barely vocal, only saying something way after the most opportune time has come and gone.

Dean's silence has been deafening for far too long, and the only reason he's throwing his membership an anti-establishment bone now is due to aspirations of reelection. Not to mention it was given the green light, if not completely orchestrated, by City Hall. Don't be fooled, this stunt wasn't dreamt up in the best interests of the grunts in blue shirts.

You know, some of your FOP dues money can just as easily be spent on proactive, pro-CPD advertising in papers and on billboards, buses and trains as it is on fishing tournaments, golf outings, annual picnics and scholarships that always seem to go to kids/relatives of the 'usual suspects'. Why isn't it? Because the truth gets in the way of delivering promises made for life post-FOP for those who faithfully carried the water for the Fifth Floor.

Why did Shields go down in flames? Because those leftover from the prior regime knew he had no intention of going along with the established program. Hence the coordinated effort all the way to the State Lodge to bounce his ass and the subsequent gag order and non-admission of guilt in the settlements as a result of the conspiracy against him.

"Complicit by Omission" should be the slogan of Angelo's ticket when they again campaign.

NBC Ch.5 covered the story - and then promptly shifted gears with Mary Ann "my son is a CPD PPO" Ahern glorifying the "Mothers Of the Movement" which are the mothers of "persons killed by the police." Hillary is catering to this group, especially the mother of Sandra Bland who committed suicide - not slain by the Texas Highway Patrol. This nonsense is indicative of the anti-law enforcement stance that Hillary has shown for years, especially towards the U S Secret Service.
Did you notice who was seated last night at the convention in Philly with Bill Clnton?? None other than "too many blacks in jail" Toni Prickwrinkle. Don't let the occasional reference to Dallas or Baton Rouge sway you to support the anti-police Clinton Agenda. She and Rahm could have their own tv series entitled "The Biggest Liar."
Let's hope that our brothers & sisters on the Philly PD have a safe week of duty while keeping the circus inside the arena and off the streets.

FYI: Any 'Job Action" call for by the union would result in the cancellation of the contract and the dissolution of the union. Remember the talk of the 'ticket slow down' [Job Action] this was never sanctioned by the union, it couldn't be.

Again, most of these are considered security details. Be very careful of any boycott or work slowdown. Many individuals would be happy to work these special details for half to a third of the pay. G4S provides transit security in Milwaukee and other cities for example. WTF do I know. Do what you want.

The problems we face are not because of the police, it is because of very poor political leadership by our elected officals and their supporters in the electorate and "programs" that do not work. I am entering my third trip to the polls and no longer voting democrat because I do not expect more of the same will solve any problems. I finally get it. I want a law and order candidate but I expect him to disappoint me too.

All the vri guys and gals will be the first to cry when the pension is no longer. They don't realize they are contributing 9% from every paycheck and by actually working vri they are working against their own investment. See there is no money paid into the pension fund for any of the vri or any special overtime by the city. If nobody worked vri they would force the city to hire additional manpower the new hires would be paying into the pension, along with the city's 18% contribution and protecting your 9% investment taken out of every regular paycheck. Nobody realizes how much money they are saving the city by working vri. But here is a ballpark: 18% to our pension, they don't pay shift differential, uniform allowance, they don't pay the city's portion for health insurance (approx $10,000) per employee. The city has 6 Billion in cash reserves plus the tif funds and still refuses to fund our pension. On top of that the police have not only the second worst pension funding out of all city funds but are one of the few funds that it annuitants do not receive a compounded cost of living increase. Why any police officer works any voluntary overtime for this city is mind boggling.

That's just it! The city should have plenty of police officers for every shift without using overtime police. The city purposely let the manpower go to a dangerous level and now they have to resort to overtime to even come a little close to a normal level. But what happens when cops have plans and don't sign up for OT?

The whole point is this; 1. As police officers, we can not take a job action. We can not go on strike (for obvious reasons) and we can not engage in a work slow down. 2. The department has relied on voluntary overtime work initiatives as a crutch to mask the fact that we do not have enough man power. If we as police officers do not sign up for the voluntary overtime then the department will have to publicly acknowledge the problem- that we do not have enough officers.

Let me give you an idea of how bad the manpower shortage is. Back when I started, 26 years ago in my district we had 86 officers on our shift. Today we have about 56. That is a decrease of 34.8%. In some districts that is even worse.

In some districts that have a very high population the man power shortage is dangerously low. Downtown, the north loop/18th district, the 19th district (clark and addison) and also a lot of the working class neighborhoods are being under staffed while the crime ridden districts get the bulk of the resources.

Cops rarely stand up as one cohesive voice......that's one of the reasons the pols don't give a shit about the police. Hey asshole, this goes beyond the contract and money. I love working and stopping violent people but over the years this city and country have changed and we are treated with greater hostility, provacative actions on the streets, contempt in court by judges and attorneys alike and through political and media shaming and false narratives. It has come to a point where we cannot work and it sucks. The contract is NOT what this is or should be about. It's about the tacit approval for anarchy and hatred of police. "Your CPD management" indicates you're not a cop. Always back each other up and let the only work be done be in clear cut matters where you're forced to take police action. This is the new and ineffective policing we have been forced into.

Thanks for the explanation. It makes sense now why they're calling for members to turn down non-mandatory OT and are stressing members enjoy time off. That makes sense because if the FOP calls for a work slow-down it will dissolve our contract and strip FOP powers...like a collective no-strike policy. I think the FOP move is smart and will not be working OT those days unless I'm ordered to.

One thing worth mentioning... The REASON you're not hearing about our support for you (those large numbers of us who DO support you) is because the media doesn't WANT you to hear about it. You're hearing about the BLMers, and the Phather Phlegers, and the race-baiters. Those are all "media endorsed" darlings. As for the rest of us, we're disregarded because, like you, our concerns "don't matter", and frankly, our concerns are very similar to yours, such as working, taking care of our families and our homes, and living our lives.

I don't have a blue light on in front of my house because I can't afford new windows, I don't have time to lead a pro-police rally, and the media hasn't asked me for an interview on my thoughts. I just can't understand I retired 6 years ago with 31 years and was with fop from the start up and I can tell you this not one president opened up his mouth for the PO's they all kept quite and they all got good jobs when they left. You are correct about trying to make the good family life, but do not use that as an excuse. Taking the 2, 3, 4, 5 September off is not going to make you or break you, so do not try to justify working on them days, If you do you are simply an asshole.

Got a whole bunch of great pictures from some time back, Sanctuary City landscaping crew with one of those huge translucent-plastic-tank water trailers -- and their very own hydrant key. Not an insignificant amount here. Just flew into midway talking to coppers there he said they get overtime but the rep there is telling them to comply and they said it's a good idea they don't want to be found being not part of the brotherhood I told him they are doing the right thing! All the vri guys and gals will be the first to cry when the pension is no longer. They don't realize they are contributing 9% from every paycheck and by actually working vri they are working against their own investment. See there is no money paid into the pension fund for any of the vri or any special overtime by the city. If nobody worked vri they would force the city to hire additional manpower the new hires would be paying into the pension, along with the city's 18% contribution and protecting your 9% investment taken out of every regular paycheck. Nobody realizes how much money they are saving the city by working vri. But here is a ballpark: 18% to our pension, they don't pay shift differential, uniform allowance, they don't pay the city's portion for health insurance (approx $10,000) per employee. The city has 6 Billion in cash reserves plus the tif funds and still refuses to fund our pension. On top of that the police have not only the second worst pension funding out of all city funds but are one of the few funds that it annuitants do not receive a compounded cost of living increase. Why any police officer works any voluntary overtime for this city is mind boggling.

More proof of the substance of this previous thread. From the pension newsletter. Prior to the passage of SB777 our pension fund would have been 90% funded by the year 2040 and cost the taxpayers $28 Billion. Since the passage of SB777 it will cost the taxpayers $47 Billion, kick the can down the road until 2065 and only fund our pension at 35.12%. Does anyone see the lack fiscal responsibility with taxpayers money here??? Paying $47 billion of taxpayers money to satisfy 35% of your debt versus paying $28 Billion to satisfy 90% of your debt. Anyone working overtime for this city is crazy given this gross example of contempt the city has for it's police officers and every single taxpayer. Read the entire article.

FYI: Any 'Job Action" call for by the union would result in the cancellation of the contract and the dissolution of the union. Remember the talk of the 'ticket slow down' [Job Action] this was never sanctioned by the union, it couldn't be.

Do you really think the City would EVER cancel the contract and dissolute the FOP. It is the only thing keeping us from Striking (No Strike Clause).
