What Did We Learn This Weekend?

If the trend holds, shootings this year as compared to last, will be down in the area of 50%. On its face, this is a good thing, but the numbers that came out of the weekend are still pretty bad - between 40 and 50 people shot.

But how was this accomplished? Anyone from the media want to answer? You've been printing it on and off for days leading up to the weekend. C'mon, we're just dumb coppers and we've been talking about it and pointing it out for years.

No, it wasn't ISP sending a few dozen troopers. Or County sending some sheriffs to patrol the south and west sides. Here's a clue - this quote from Frank Main:
  • The Chicago Sun-Times reported earlier this year that the Police Department spent a record $116.1 million on overtime in 2015 — up 17.2 percent from the previous year — to mask a manpower shortage that has mushroomed under Mayor Rahm Emanuel, with police retirements outpacing hiring by 975 officers.
:::GASP!!!::: A manpower shortage? Why didn't somebody say something?

Here's what really happened:
  • the brass rearranged tactical team days off (as usual);
  • they put everyone in uniform;
  • overnight shifts stayed an extra half-a-tour;
  • the ran an operation taking 88 high level problems off the street letting others know there was something serious going on;
  • anyone who was RDO was offered the chance to work one or both days off for time-and-one-half in their district, on their regular shift - not somewhere far from home
Were they 5,000 extra cops? Not even close. All told, the number of cops working a day off was probably between 1,200 to 1,500 or so, all watches, all shifts.

A huge number of house mice were manning cars. Were they lighting the world on fire? Not where we work. Were they jumping out on dope tips, chasing the pack, hiding in the bushes? Good lord, no. Were they a visible presence, deterring crime, manning cars that aren't usually up and making the numbers of coppers seem like they were suddenly reinforced? You bet they were. And what happens when they all go back inside this week and end up RDO again on Saturday/Sunday and the gangs don't feel like there's a street presence again? Go on.....guess.

Now which news outlet is going to have the balls to ask for the actual numbers of cops and the actual OT paid out this weekend? And who is going to point out to Rahm that if he had properly manned the Department while McCarthy was here instead of trying to do it on the cheap, there might be more than a few innocent lives saved?

I didn't watch much news this weekend, but both times I did I saw people being interviewed about whether they felt safe. The guy at 31st and the lake said absolutely. He said 'look at all the police, they're stopping anything before it happens, and if something happens they know the police gonna catch em'. Then, a guy at Navy Pier, with a female, said almost the same thing. He said 'the police are all over the place. Look, they're everywhere, keeping us safe'. The female kept nodding her head and smiling.
I don't care how many skewed studies they want to cite, or how many experts (who've never once worked a beat car) they drag out, police PRESENCE makes a difference. We had it - at huge expense - this weekend, but now it's over.
Back to business as usual.

I was in 014 visiting family. I ran into a marked squad at a store that then passed me a second time on North Ave. Two minutes later I was passed by an unmarked, followed shortly by a marked squad, on a side street. First thing out my mouth was overtime.

It only takes balls to get it established. After that, the machines push it all out and anyone can monitor and establish the relationship between manpower levels, OT, and crime rates. Anything that can be gotten by FOIA and is computerized should be automatically published on the Internet.

At the beginning of the 22nd century, this will all be routine. It's dirt cheap to do it now. Why not spin the future up today?

At the very least, the rock bottom worst that will happen is that the excuses will be entertaining, sad but entertaining.

We could have used the money the DOJ investigation is costing us to hire more police.

Only problem is the ot was for 1-4. I work midnights in a southside district and we got no extra help on the night of the 4th because for us it was the 5th. You would think some member of the brain trust authorizing overtime would realize this and adjust accordingly but instead we've got a skeleton crew and a mile long backlog still at 5:15 a.m.

The house mice were in uniform and some even hit the street but some "chosen" few got to wear their new looking uniform and hid in the office and get that holiday pay. A few that worked the street in 12 got the taste of what it feels like to deal with Joe citizen and even get a late arrest and have your plans ruined. Welcome to the real world ladies!! Others worked their usual 5 hour tours on the desk and yet others continue to abuse the medical (N. M )and enjoyed an extended holiday weekend on the backs of others due to a bruise on their foot. You want to increase manpower??? Anyone ever hear of our medical integrity unit ever catching anyone ?

with all the hype over all the extra police maybe the shooters gave it a break and sat back- letting the city spend a ton of money and continue to physically exhaust the officers - the city plan is not sustainable and the gang drug conflicts are not going anywhere.

i HAVE A COMPLETELY different perspective. I say NOTHING we did mattered. It didn't matter that tact were in uniform or that there were more cops on the street. It didn't matter that 88 rats were locked up. None of it mattered. You know why the numbers were down? Here's why: NO REASON. We got lucky. The animals just didn't act up. That's all.

Eddie probably did some good things - no matter that they were unsustainable - which is a valid point. But he overstepped by taking credit on the news and acting like anything he did actually mattered. If he was a wise man he would have said "We tried our best, we did what we thought might help, but in the end, the 3 million people of Chicago are the ones who decide whether they want to act up."

It's laughable think that a Superintendent can do some magic to affect all this.

I'm sure we've all worked big festivals and parades, and it should be obvious that if the crowd truly turns on you we are so outnumbered nothing we do would really matter.

Eddie should have been smart and said "ya it worked out ... we got lucky."

It was also 65-70 degrees a lot of this past weekend. Let's not act like OT is what saves the city. We have had VRI for about 5 years and numbers are still high. With the manpower shortage being what it is(and we all know it's out of control) we should be allowed to work our days off(or at least 1) each week in our own district ON A BEAT CAR HANDLING JOBS year round.

I live In the Belmont Harlem area,and the only 2 squad cars that I saw from Chicago were 4310 E and another squad going to eat at Lukes' on Harlem. I really don't know where 2511 was at all weekend. Maybe deploying him elsewhere.

Last night we had six cars working 99. Too many officers were given time due. Officer safety (especially on a busy holiday day) should take priority over time off. You want weekends, holidays and a nice 9 to 5 schedule then you should go work in corporate America. Not the police department. The Millennial generation is spoiled. It's all about them.

It's still an insane fucking weekend. 5 killed (maybe more) 60+ shot. I would not be toting any "winning strategy". 0ver 1000 more officers on the street and only around 5 less killed than last year. I don't believe the 5 less killed is a directly correlated to the 1000+ Officers put on the street. Chicago still had over 60 shot, just like previous years. This is a sub-culture of crime all reinforced by weak CPD bosses, a pandering mayor/politicians, pathetic judges, biased media, ETC... This weekend was far from a success.

Tact teams should be in uniform every day. They are not tricking anyone. Why plain clothes? If they are on a buy-bust mission then plain clothes works for me. Worked Tact for 17yrs didn't give a shit if I was in uniform or not. There are a few crybabies who think it makes them special but most Tact don't care one way or the other. Not trying to play Devil's advocate but in the other cities, major cities, where there is a less police per residents ratio, why is there less crimes and shootings?

Not to say I don't want police on the street, and don't want you guys to have enough backup, but crime isn't really affected by the number of officers on the street.

Maybe high presence can be a deterrent, but police can't solve poverty, unemployment, drug and alcohol addiction, fatherless homes, and a court system that refuses to punish criminals. Not to mention the hand that the media plays in all of this, and the empowerment of criminals. I blame liberals, but that's another story.

Fuck this city and take care of the good people, good neighborhoods, and yourselves.

McCarthy promised that there would be no decrease in manpower when 019/023 were combined. He did this at a Town Hall meeting in 2011 at Lakeview High School. Police Officers there knew immediately this was a lie. It took citizens a little longer to find out. Commander Kenny and Boehner were there as were all alderman in effected wards. Now, 5 years later, there are 8 fewer Lt's at least; 30 fewer Sergeants and 100 fewer police officers. At least.

88 gang bangers locked up right before weekend. If they are incarcerated they can't shoot anybody, and they can't get shot. Incarceration drives down crime. It's a fact. Preckwinkle and Foxx can talk all the shit they want about criminal justice reform, and a racist incarceration rate.The fact that those 88 jagoffs were off the street had a huge impact on violence over the weekend. I'd bet big bucks those 88 were easily worth 3-5 homicides either as victims or offenders and 12-18 aggravated batteries/shootings as either victims or offenders.

Black Kevlar vests marked in white, "BUREAU OF SUPPORT SERVICES." Did not appear to be, uh, heavily worn.

After watching the circus put on by formerly respected Director Comey of the FBI, the FBI and the entire "Justice" Department have no credibility anymore. A secret meeting between former President Clinton, Hillary's husband and Obamas head of his "Justice " Department on the Tarmac of Phoenix Sky Harbor Airport and 3 days later Comey decides there will be no indictment by the FBI even though he says she lied on several different matters. What happened to that lying to the FBI is a felony ? This must come as a great surprise to General Petreyas who was convicted on a fraction of the evidence that they had on Clinton. Does this seem like a recurring theme? Sound like the result of the IRS scandal ? The head of the IRS takes the fifth 14 times and this "Justice" department finds no reason to charge anyone ?
The irony is this "Justice" Department is investigating the Chicago Police Department, I think the Chicago Police Department or someone ought to be investigating the "Justice" Department.

When you are 4,500 Officers short BAD things will happen. First of all that's a LOT of police to deter and prevent crime. Second of all the 8,500 are completely burned out with their regular CPD and side job commitments. Third of all if you can't figure it out you either don't care or enjoy the mayhem like our Evil Prick of a Mayor. F.O.P. should demand a real accounting of Officers and sue the shit out of the city for the P.T.S.D. it's caused. I'd love for F.O.P. to reach out to trained mental health professionals about this.

Here in 022, we had so many people that even the sergeants were riding 10-4. I got payed time and a half two days in a row to do less than I noramally do because there were so many people. Thanks Eddie! Keep it going dude!

Your shot and wounded numbers remain high, but homicides are slightly down. Is this not more a function of the improvement in trauma medical protocols, than additional police presence? This seems to be the case in our large Western Canadian city.

Last night we had six cars working 99. Too many officers were given time due. Officer safety (especially on a busy holiday day) should take priority over time off. You want weekends, holidays and a nice 9 to 5 schedule then you should go work in corporate America. Not the police department. The Millennial generation is spoiled. It's all about them.

.....too many people given off? I agree it should be an officer safety issue, but contract is contract. As long as it is at or below 15% off using discretionary tome, nothing can be said.
Now if the Department mandated and went under the negotiated 15%, there would be a grievance.

Tact teams should be in uniform every day. They are not tricking anyone. Why plain clothes? If they are on a buy-bust mission then plain clothes works for me. Worked Tact for 17yrs didn't give a shit if I was in uniform or not. There are a few crybabies who think it makes them special but most Tact don't care one way or the other. Those guys are the most aggressive and enjoy the perks that come with it.

The perks are not what they use to be. Also, being aggressive is not what it use to be. But, yes you are correct all tact teams should be in uniform. Also, when the district is in a rap, tact teams should be assigned radio jobs other then the old tact assignment of selling in progress. Lets face it, the only reason tact teams are needed is so the city can get around the contract with out grievance. Tact teams have become obsolete and any one who stays on a tact team is a sell out. All the tact teams should put in to go back and work the watches. Before the bashing starts I was on tacht for 13 years before I smartened up and put in the to-from to go back to the watch. Which did not happen for 3 months because the commander asked me to stay until they could find some one to replace my spot. I was a dumb ass and said ok. That same commander got a promotion and the next time I seen him he acted llike he didn't even know me. Its all about the command staff, they do not care about the blue shirts. So, all the blue shirts should go back to the watches and watch the department squirm.

f the amount of officers on the department directly affects the amount of shootings and murders why were we pushing close to 1000 murders years back when there were a few thousand more officers on the department?

In the past when a person was shot they had a much higher percentage of dieing. The emergency medical treatment has gotten so much better today. More people died in the past, but there were fewer people shot in the past. So, more police on the street will bring the numbers on the people shot down, which in turn will bring the number of deaths down. In the past if the number of people shot were as high as they are today this city would have easlily had over 1500 homocides a year.

Thank you for your recent observations. You are 100% right. Unfortunately, the Chicago Police Department has about 40% of its work force that should not be in this line of work. They abuse the tax paying citizens of this city by taking a paycheck and performing no function. What private company can you work for where you can come in and do nothing for 8 hours ( some only work 5 ) and then go home with a full day's pay. If theses officers would actually be supervised and made to patrol their assigned beat(s) instead of hanging in the station chatting with their fellow officers or bringing food to the desk and sitting down to enjoy breakfast while their beat/citizens get zero service. They think they are fireman and leave the stations when they get a call and then take 10-15 minutes to arrive at your call for service. These officers need to be reminded that police visibility is a deterrent. If every officer was properly supervised and made to basically do their job, you the citizen would see an increase in police presence. I know some of these officers and it sickens me to know that they call themselves "The Police". They post things on social media while they are faking illnesses and abusing our medical system and this without reprocussions. Without wishing any bad on anyone, one can only hope that when the family members of these officers call 911, they get the same level of service/response that they themselves give to you the average citizen.
