Who was the Chief of Patrol?

  • Even after Chicago Police Supt. Eddie Johnson decides whether to fire 10 officers accused of covering up the police shooting of Laquan McDonald, Inspector General Joe Ferguson’s investigation will continue to determine whether police brass were part of a code of silence.
Investigating the brass? Interesting:
  • On Oct. 21, 2014, the day after the shooting, an executive committee comprised of police brass watched the video. They saw Van Dyke empty his weapon, even though McDonald apparently posed no threat, with many of the shots fired while the teenager was already on the ground.

    Then-Police Supt. Garry McCarthy presided over that meeting, with members of his executive staff including then-First Deputy Superintendent Al Wysinger, then-Chief of Detectives John Escalante, then-Deputy Chief David McNaughton, the incident commander on the scene the night of the shooting who abruptly retired earlier this week, and others. Escalante also announced his retirement this week.
Gee whiz, that's quite the line-up. McCarthy (gone), Wysinger (gone), McNaughton (gone) and Escalante (gone).

The thing is, we can't believe that only four exempts participated in the meeting. When brass meet for something big, there's always eight or ten attending. It's usually the entire chain of command. If we remember correctly, it'd be something like this:
  • Supernintendo (McCarthy)
  • First Deputy (Wysinger)
  • Chief of Patrol
  • Deputy Chief of Patrol
  • Chief of Detectives (Escalante)
  • Area Chief Patrol
  • Area Chief Detectives
  • On Scene Incident Commander (McNaughton)
  • Commander of involved member
Guess what just hit the comment sections?
  • *This is just a rumor again* SCC, this is unf#ckingbelievable how this is unraveling in just days. CPD gets a message from the OIG saying to fire Gene Roy. CPD releases a statement announcing Gene's "age-related" retirement that same day. Too little too late. Last week Gene Roy was interrogated by the OIG. Friday Dan Herbert got an order from a judge to turn over the transcript of the interview. Roy was given a copy of a list of attendees at the post-shooting briefing after this incident and asked what each attendee said. It was an easy answer. Each attendee was asked by the chief of patrol and each attendee said "This shooting is justified." Eddie Johnson was an attendee. I REPEAT: EDDIE IS ON RECORD AS SAYING THIS WAS A JUSTIFIED SHOOTING. How the F%CK does this guy fire officers who did nothing more than appear on scene to appease the mayor? He thought this would save his girlfriend? F%CK YOU EDDIE. YOU ARE DONE. Hope you had a good time with the shortest term of a superintendent ever you dipsh*t. *This is just a rumor again*
  • Holy shit Eddie is F$&&@d! Sworn testimony from multiple sources that Superintendent Johnson as Deputy Chief determined after viewing the video Van Dyke was justified. Either Eddie fires himself or this just went off the rails.
Oh yeah....the Chief of Patrol is always involved in these meetings.

Always.

And who was the Chief of Patrol?

So Roy and Special Ed were at this meeting, too? And they gave the shooting a "justified" rendering? Anyone see a tiny little problem here? Or is everyone seeing a giant f#$%ing issue with this?

If the lodge does not push for him to resign after a no confidence vote in him and Rahm, then we should be looking to other representation outside the FOP for what will certainly be the most contentious contract negotiations of our careers. Perhaps the teamsters need to come out and provide us with a little info on what they have to offer.

They should all relax. The shooting was justified. I, too, had the luxury of seeing the video. Dropping the charges on Van Dyke is the only answer....or helping build his defense.

The offender refused lawful order by a Police Officer to drop a deadly weapon.
Even the cheating hacks could see the knife and the offender's refusal and unpredictability. Van Dyke took police action. He did his job. Stop the circus. Eddie, be smart, turn the tables on Rham and say it was justified before you join the list.......Draw the line here. Save the City and the Department.

At this point, police order means less than nothing in this town.

Wait until every single one of them gets called as witnesses in the police board hearing and gets asked under oath if they thought the shooting was unjustified. Remember you are obligated to take action and at the very least pull a Cr. But a number was never pulled and VD wasn't stripped until 10 days later at Ando's request. The truth will come out and it might just cost EJ his job. EJ should never have tried scapegoating these coppers to protect the Mayor and Patton from withholding the video. Patton told EJ to fire everyone and EJ was too stupid not to realize it was going to come back and haunt him.

Two decades of being a police officer tells me that his actions, pcp intoxication, wielding of a knife, and his fuck you strut...says....Fuck you mother-fuckers, you're not taking me alive, I will fight and attempt to kill. OT: Everyone really needs to understand that Chief Eugene Williams met with several black sergeants both associates and non-associates of NOBLE and gave them enough help on the lieutenants exam to score in the top 100. Many of there sergeants, now lieutenants, have gone unnoticed. Green, Boyd, Cato, Winters, Carter all took part in this scam. Let's not continue to beat up on Fenner and Wysinger unless we start including Everyone.

Each and every one of them were sworn to secrecy and told by Williams that he would deny everything. Williams wanted to ensure that the future brass of the department was well represented by African Americans. Mission accomplished.

Question: Was the Liaison to the Police Department, from the Mayor's Office at that meeting, she was an attorney, or for that matter ANY Representative of the Mayor in attendance? Because "Justified" or not, it was clear after viewing the video; it was obvious to Media Savvy Rahm's Staff, that the video had to be concealed. I can still recall watching the press conference when Rahm was waiting for the judge's decision on the release of the video, while Rahm was still trying to suppress the video, and a reporter asked Rahm if he had seen the video. Rahm replied: "I'll see it when you see it." A great play on words from a cunning liar, because it was true! Sure Rahm would see the video when it was made public, but that phrase ignored the Real Question which was the implied;"Have you ALREADY seen the video and when"? My question is: Why is the Inspector General recommending that all on the scene be fired? If he knows anything about how the CPD operates, knows anything about the law, and understands anything about department orders. I might be wrong but I had read somewhere that IG had some of these officers with 35 or more department rules and regs against them. That is absurd and over the top.

Just a theory but it seems several of Rahm's hires have ethical and/or legal baggage when they are hired. Comptroller Ahmad and Byrd-Bennett come to mind. It is like Rahm seeks out folks who he knows that with all their possible legal or ethical problems, he can squeeze them to do what he wants and when wants.

Give it time, Eddie the Terminator will have a short shelve life. When he has served his purpose or stops doing what Rahm tells him to do, the lie-tenant exam scandal will break in the news and Eddie will quickly resign.

Rahm is too much of a micromanager to not be in the know on what skeletons are in his hires' closet.

This is funnier than you know.

When I was terminated by Superintendent McCarthy he said that the IAD had video tape of the
allegations. Well the video is never provided to the accused during investigation. Once you are terminated you are provided the video. Once myself and my Attorney viewed the video we could not stop laughing and continued to fight
termination. During police board hearing the city attorneys played video where the hearing officer asked the city,
(What does this video show the board? ) Police Board decided not guilty.

But the best thing about this was Eddie Johnson as chief of patrol and his not concurring with my allegation, in his reports to Superintendent he stated video does not quantify the evidence since each person viewing the video
sees a different view of the incident.

The big question here is when Rahm saw or was made aware of the video. He just made the statement that he is building a wall between him and decisions made by CPD. Another attempt at distancing himself from his decision to hold the video until after the election. He shouldn't be let off the hook this easily. Since our media has no balls we need to keep pushing out there who held the video.

Everything of any importance that occurs in every department of city government comes from the mayor's office, and that includes the police department. Everything of any importance has to be cleared with the mayor's office/ A former police superintendent who I knew pretty well, told me that when he was appointed he had only two picks, his executive assistant and his driver. McCArthy might have had a few more choices, but I don't think many. He allegedly is suing the mayor for unlawful discharge and I hope he wins big. But, he sure could hurt the mayor if he ever speaks out. But, I am sure McCarthy knows what ever former superintendent knows: keep your mouth shut and good things will come to you.

Rahm himself viewed the tape at 10:30 AM the following morning. Then determined the best way to win reelection was to take care of the victims family off and secure that video. 5 million to the family and 1 year of legal (tax payer money) fees to keep the video out of the public = re-election. Thought that the "on-going" investigation would keep the video secured. When the judge didn't rule that way, it all fell apart. What you will see if you keep peeling away the layers of political fat is that Rahm Emmanuel runs this city. Rahm Emmanuel runs the Chicago Police Department. Rahm Emmanuel observed that video the following day after the incident. Rahm Emmanuel ran this investigation according to his political agenda and got caught. It is so obvious that only a completely incompetent person would not further investigate. Unless they are part of a mayors office code of silence.

I see this as just a rumor for a really big reason. Im not so sure that at this little "viewing party" that it was deemed "justified" as the rumor states. If it was ruled justified immediately then way was Van Dyke stripped the day after the shooting.. when the alleged video review had taken place? Maybe at the review the round table of bosses didn't deem it justified. Maybe they said they need to strip Van Dyke pending an outcome of the investigation and findings by IPRA and IAD. Hmmmmmmm, too many holes in this one I think. If it was determined to be justified by the bosses then why strip him immediately? I don't think it was ever deemed justified by anyone and wasn't going to be classified as such until the investigation was over.

The initial shooting was justified. The problem is with the extra shots when the offender is on the ground. You can't watch that video and tell if he was still holding a knife or trying to get up. You don't know if he should've been shot 16 times. Just because you can shoot someone for coming at you with a knife, doesn't mean you can continue shooting them once they've been neutralized. I'm not saying that's what happened. I'm just explaining the problem with that shooting. However, if the offender was killed by the first few shots, there's nothing illegal about the following shots, since the supposed "murder victim" would have already been dead, and therefore unable to be murdered. Basically, if it can be shown that he was still a threat when those rounds were hitting him, JVD can't be guilty. If it can be shown that he was already dead when those later rounds hit him, JVD can't be guilty. The only way he's guilty is if the offender no longer posed a threat and JVD continued to shoot him until he died. You can't do that.

Now for the two most important points:

1. You think the guy who didn't see an officer clearly being choked on the Grenshaw video, and stripped the officers involved, and visited with the offender and his family, is going to say the JVD shooting was justified? Not a fucking chance. You think the guy who's fucking one of the main cheaters in the lieutenant test scandal and hasn't done shit about that, except lie, is going to back JVD? You don't get to say an officer charged with murder did nothing wrong if you want to be superintendent of police in Chicago.

2. If someone is on PCP, running around with a knife, slashing at people and vehicles, and posing a deadly threat to officers and the general public, and you happen to be safe and secure inside your police vehicle, don't drive over to the guy, jump out in front of him, and unload your gun into him. It is completely idiotic, totally unsafe, and looks really bad on camera. If he's a deadly threat, stay in your vehicle, which provides protection from his knife. Use the vehicle to your advantage. What JVD did was stupid cowboy shit. There were no tactics involved, no sense used, and no situational awareness at all. I can think of about 10 different options for ending the threat of Laquan without jumping out of the car into his path. And we see where being an idiotic cowboy got JVD. Don't do stupid shit, especially on camera, even if you're technically justified in doing it.

Has anyone ever been satisfied with who was chosen for superintendent? It is a tough job where you are placed on the hot seat because of the political class and their maneuvering behind the scenes. You are hired to be fired four years later. You take your orders from the mayor who is influenced by a variety of sources; the church, the political class, financial contributors, ethnic leaders in various groups, organized crime ( some say this is true), organized labor, etc., etc. One of the reasons the city has always resisted having a certified police department, CALEA, is the fact the certification works overtime to keep politics out of the department. Look at the standards and it will become clear. Eddie will be around for a few years. Rahm is not about to be embarrassed now. It will not matter if his girlfriend is accused of cheating or it is verified he was at a meeting and saw the video, it will not matter, the media and the black alderman will not care, the mayor will not care and the public will not care. Holler all you want. No one is listening. That is politics in this town. People are indicted or fired because of politics and the court of public opinion. Heads have to roll, people have to be sacrificed. High up the food chain it goes depends on a lot of factors.

They can make you carry the taser, but they can't make you use it. There is no force situation that requires a taser. That being said, there are a lot of situations where a taser is the best option. Learn to use it as the effective tool that it is, and make sure you don't use it when you shouldn't. Using a taser is absolutely not investigated like a shooting though. Don't be a moron.

Here's the thing:
You can't have anyone close enough to the mayor get in trouble with this because that person could be used to testify against the mayor. The only person who likely had this access is McCarthy, so he's safe.

You also have to consider that no one then with access to McCarthy can go down for this because they would be able to take McCarthy down and he in turn could take the Mayor down if he was motivated properly. I am informing you that a Department of Revenue ticketer came in my Northside neighborhood and as we spoke he stated he was equipped with a small covert body camera which he showed me. To this individuals credit he thought it was BS and wrong for him to do that. He stated that they have been instructed to activate this device if a city worker tries to get out of a ticket, argues or intimidates them. I am sure that all that were in attendance to view the footage NEVER thought it would go beyond that room. McDonald was a ward of the State at the time of the shooting for the second time. Guilliford was the chief of patrol... Mcnaughton was area south dept chief, odonnell was 008 commander. Mcnaughton was also the street deputy that night.. So where is the story here about Johnson. I think at the time he was either still a Lt in area central or a newly made commander...

Who was the Chief of Patrol? Wayne Guiliford. The person starting the rumor should do his homework. Guiliford was announced at a police graduation on May 15th 2013 as the new chief of patrol. When this shooting for all of 2013 Johnson was the area central sat/gun team Lt. I dont think he made commander till 2015 and it wasnt of 008 or area central. The rumor isnt looking so good. Also, The shooting wasnt ruled "justified" by anyone, it was still under investigation. McCarthy and whoever else was present at this alleged meeting saw that it didnt look bad and immediatly stripped the officer. They dont have a round table like meeting anymore, they might discuss it but the final determination is made by three arms, IAD, IPRA and the Cook County States attorney... Thats it. McNaughton only summerized the initial findings from the detectives reports that night and wrote a summary of the summary of what happened and if the INITIAL INVESTIGATION. To my knowledge this case is STILL under investigation by the feds who have not even determined yet if it was justified or not. Im wondering when are they going to release their findings??? If they say it was justified will the state drop charges?

SCC, here are some facts: Gulliford was on furlough and did not attend the original post shooting mission where all in attendance deemed the shooting justified. When he returned a day or two later he had a meeting with Roy, Eddie Johnson and several others to play catch up. After the video was played, each exempt in attendance was asked their opinion and each, including Eddie, stated this was a justified shooting. This is not hard to imagine since VD was not stripped until 10 days later, most likely after City Hall got involved. Ferguson is helping Rahm distract from the cover up by city hall of the video release until after both the general election and then the run off. CPD didn't cover up anything, IPRA had all the video. But now people aren't reporting on Rahm violating FOIA, or Eddie getting his girlfriends promoted, they are talking about a group of officers who just showed up to the scene of a pcp crazed knife wielding felon. Thank you for doing your part in getting the truth exposed.

You need to take another real close look at the video. Pay real close attention to McDonald's path relative to the line on the street. Generally, his path is angling to the right across the line, and his path is mostly perpendicular to a line from McDonald over to JVD. He's not getting closer to JVD, but he's also not opening the distance either. But at least as long as he stays on that path he's not making a move towards JVD. But then he takes a single step, or he sways slightly, to the left, closer to the street line. Easy enough to see how JVD could interpret that variation in direction as the beginning of a move towards him. Consequently, he opens fire. IMO, the first X shots were justified. After that is what lawyers and the courts are for.

The Dept. Of Revenue? LOL. Maybe they cleaned up their act, but at one time they were the most corrupt bunch of city employees of any department. They carried badges and many used that badge to carry a firearm. Their department was the one that was charged with enforcing ordinances against private social clubs and taverns. Ya,...right!!!! I am not sure that it matters in the long run. Exempts will tell you that the orders and rules are orders and rules for you and guidelines for them. The issue here is any written or oral statements made that contradict the video. I don't think most of the exempts made any oral or written statements. The ones who saw the video and read the reports and signed off on them as policy would have a problem.

During the Laquan shooting Rahm was in a run-off, therefore Rahm and Anita made the choice to cover it up until after the run-off. Rahm used Ja'mal Green who was on his payroll to help pull him out of the run-off, and later reneged on his promises to Green. After the release of the Laquan video Green realized he had sold his people out and that Rahm had covered up the shooting of a young Black man. Therefore, Green used Laquan's death and protest to get back at Rahm. Rahm is indebt to Green and refuses to pay up. The cover up is far beyond the CPD.

You hit the nail on the head. Been saying the same thing since day one of video release. only he is more then non compliant, He is threatening. he waives the knife to display it. Hikes up his pants to have a more free range of motion, begins to bounce of his toes as if he is preparing to box, he is taking a circular route moving from North-East to North trying to flank JVD. Now add stress anxiety that have built up from an emergency response ride that JVD has no control. no steering wheel to hold on to, no brakes to slow, Gas pedal to push. He jumps out and there it happens, knife displayed, Gun drawn, options closed, watching as all signs of an attack are displayed and imminent. 8 -12 feet is my guess of the distance between himself and the OFFENDER. THE PIVOT BEGINS AND JVD SHOOTS. How many shots, us wrong in my opinion from the safety of a computer screen playing a video. But the question should be when did JVD FEEL THE THREAT WAS GONE. Every officer there is farther away with different vantage points and different perspectives and adrenaline running thru them. there is a big difference sitting in a car as a passenger vs being the driver. The driver has control to start stop and turn. The steering wheel in both hands allows the drivers something to hold onto to accommodate all the vehicles movements. The passenger has to sit and shifting their body weight with nothing to help them do it.

You don't have to run and hide behind your car when you're inside the car. We're paid to act, but there's no reason to jump out of your car in front of a knife-wielding, drug-crazed offender on a rampage when he's in the middle of the street. Corral him with a few cars. Hit him with a car. Hit him with the car door. Shoot from inside the car. Jumping into his path is not heroic or smart or "being the real police." Is just fucking stupid and dangerous. It's the absolute dumbest option for stopping the threat posed by laquan. There were a bunch of other cops on the scene that night. None of them decided to drive right up to laquan and jump into his path and start shooting. Were they all being cowards? Are they not the police? JVD made a stupid decision so that his only option was to shoot. His stupid decision caused a whole shitload of problems we're all now dealing with. If you think what he did was the best option or the only option, you're a brainless moron who will likely end up getting yourself or someone else jammed up in the future. Ask anyone who knows anything about how to confront an assailant armed with a knife while you're safely tucked away inside an SUV. None of them will suggest you jump out of the vehicle into the path of the guy with the knife. If he's heading for a playground full of innocent children and your vehicle suddenly dies, maybe then you jump into his path and put him down. As long as your vehicle works and he's walking in the middle of a street, use your vehicle to control him or take him out. If deadly force with a gun is justified, you damn sure can hit him with a vehicle. They don't teach that at the range, but it works. Use your brain to be safer, cowboy. Or get a good lawyer and a nice suit for TV.

Use the vehicle to your advantage. What JVD did was stupid cowboy shit. There were no tactics involved, no sense used, and no situational awareness at all. I can think of about 10 different options for ending the threat of Laquan without jumping out of the car into his path. And we see where being an idiotic cowboy got JVD. Don't do stupid shit, especially on camera, even if you're technically justified in doing it.

We are not supposed to run and hide behind our cars. We are paid to act. If the officer hid behind his car like a coward, he would still be employed like so many dogs that don't work.

He chose to act. A deranged drug addled, knife wielding assailant that had already attacked officers was heading toward a populated area. Had the officer put himself in front of the assailant, fellow officers would be behind the assailant and in the line of fire. The officer was put in these circumstances circumstances and acted. THAT is all I know from the video I have seen.

I stand with the officer, not the gang banging criminal. Thank you officer for your service. Good luck.

Nobody said to "hide behind the car", the idea is to use the vehicle as tool to knock the armed offender to the ground and then allow a safe approach and the ability to take the offender into custody with no harm.

The McDonald case is a whole nother situation but with the Paul O'Neal shooting all I want to say is "Why?" Who gives a rat's ass especially when it ain't yo car? I was talking to a copper at Unit 376 yesterday. 20 years on and caught up in the McDonald situation and may lose his job and has no clue what to do next. My heart goes out to him as he was a victim in this whole mess and was not going above or beyond.

My advice is to start a side business with something else outside of LEO to fallback on. Too many of you guys/gals put all your apples in the city's basket. Plan guys for something else. I started my biz 15 years ago and I'm done next year at age 49. 20 years and out. Why? Because I planned for just what's happening now. So many of you have no clue what you're doing in 20 years. Plan guys. Make a plan and stick to it. Consider this a stepping stone until you are out the door.

I know I speak to deaf ears most of the time. Like preaching to an empty church.

I am right behind you. I have two other professions that I have lined up. Both require licensing and advanced degrees. My degrees are not from the diploma mills. I am thinking about lining up another option. I have time to pull it off. You have to have a plan. What are you going to do if you get fired tomorrow? I have more than two options available. Two require licensing.

By the way, be sure to thank the union for acquiescing to a 25% tuition reimbursement cut.

This has to be Gene writing. I worked in 021, 009 and the area when this idiot was there. He is an A--H--- of the highest order. He puts incompetents in positions and says its OK. I will be addressing this scum bag shortly in person.

I know all three of them and was in the room when Staples was introduced to Rahm in the presence of McCarthy. Rahm ignored Garry to talk with her for the rest of the event. This is why Garry always went out of his way to try and humiliate her at Compstat and why she was not promoted by him.

The rest of the allegations/connections I know nothing about. But I do know for a fact that Rahm likes Staples and wouldn't mind being the first big city Mayor to appoint a member of the LGBTQ community as Supt of Police.

If Rahm appoints Staples he'll be appointing her on the basis of her sexual orientation and not on her actual merit. She was useless in AFU. Just what we need, another overrated political tool to lead us. I guess we should be used to it by now. Her sycophants are salivating already.
