cBS Covers 016 Shortage

You can lead the media to a real story, but you can't make them cover it properly:
  • The crime is going up, and police manpower is going down–a serious complaint coming from aldermen in the 16th police district.

    Today they went looking for answers from police superintendent Eddie Johnson.

    As CBS 2 Investigator [...] reports, the worry is high.
  • Alderman Nicholas Sposato of the 38th Ward falls in the 16th police district.

    It’s the biggest police district in the city. And covering 31 square miles, “I have been able to confirm five [patrol] cars on a given shift. Five is unacceptable.”

    While in the 15th police district, the Austin neighborhood, there were more than 30 patrols that include support units.

    And in the 11th, Harrison, there were also more than 30 patrols.

    The alderman says, no question more squads are needed elsewhere, but, he says he believes police officials have over-compensated elsewhere at the expense of the residents in these wards.
Five, by the way, is including the two sergeants at one point during the evening. Here's a quick exercise for the slower members of the media:
  • Ten years ago, the CPD had city-wide units like SOS, TRU, MSF, Enhanced Foot Patrol (Jump-Out Boys). Each of these units was about 250 officers, supervisors and support staff. None of them exist any more.
  • Ten years ago, there was a separate School Patrol in five different Areas, in just about every public high school in the city, their own response cars and their own tactical teams. The Unit numbered over 200 officers. They don't exist any more.
  • Six years ago, there were 25 Districts and 5 Detective Areas. We're down to 22 Districts and 3 Detective Areas. Each of the closed Districts housed nearly 300 officers. The Detective Areas were around 200 personnel.
With those 2,000 plus officers reassigned, the remaining Districts should be overflowing with manpower - they aren't. Exhibit A - 016.

The Detective Areas should have adequate amounts of Detectives and the clearance rate ought to be near the national norms. They aren't anywhere close. Exhibit B - Areas North, Central and South.

Homicide rate climbing. Shootings passing 3,000. Robberies and Burglaries up double digit percentages across the city. "Safe" parts of town no longer so safe.

Rahm is lying to everyone - and the media is letting him get away with it.

It was just a few month ago Sposato and Special Ed met with the community at St. Francis Borga and "promised" more help was on the way.
Well what has been the result?? 6 PPO's were assigned to 016 !!!!... Think I'm joking ?! It was in our neighborhood paper.
Praising Special Ed like he was making good on his word. The article was a complete joke and was actually written in all seriousness.

To all who aren't the police that read this blog ... Buy a weapon and protect your family and loved ones because for the most part your pretty much on your own.

The shortage of cops in 016 will lead residents to fend for themselves when confronted with bad guy in the garage or in the home. Cops have the means to fight back. However, for the average citizen Sheriff Clarke has good advice, "You can beg for mercy from a violent criminal, hide under the bed, or you can fight back. ... Consider taking a certified safety course in handling a firearm so you can defend yourself until we get there." Rahm nor the brass will never give the same advice and in so doing so commits the average citizen/family to death or the very least a stay in the hospital.

Arm yourselves good people, for it is only a matter of time before the wolves come knocking on the door, realizing that the sheepdogs have been pulled away from the flock and sent elsewhere.

I'm the police and I live in 016. My mother, father, wife and I (all live in 016) have all been victims of crimes ranging from vehicle theft, property damage and assault. These incidents occurred within a 6 month span and have occurred to my neighbors as well. The offenders of these crimes are mostly from inhabitants of other parts of the city—mainly the south and west sides. I have multiple RD's and pictures to prove it. My neighbors for the most part report these crimes, but in some instances are so unfamiliar with police interaction that they are not even aware of how to properly report these crimes. Not to mention it takes the average 016 beat car at least an hour to respond. Yes...property crimes are not necessarily violent, but still greatly impact our lives. Even with some type of insurance cost up to $500-$1000 for a deductible so we're not talking pennies here! Please, stop sending the PPO's to 011, 015, 007 etc...send them here where we need them or open up VRI or overtime initiatives in 016. I would gladly volunteer!!!

Watch out for the new Samsung Galaxy Note 7 phone. They have been catching fire on airliners in flight, one guy was charging his in the car and it went up and the whole car burned. These things have really hi-amp lithium-ion batteries, and this seems to be a bad batch. I don't think you want one around.

31 square mile police district with 5 beat cars? This is the kind of police protection the people want and it would seem as a news story it is a non starter. The people seldom unseat elected officials ultimately in charge of their safety be they the incompetent Mayor or Judges who are a very real problem. I wonder if the crime rate and violence is really a concern for most people because actions seem to agree there is any real concern.

While in theory that sounds like a good idea it'll come back to bite us in the ass. Just bases on the fact that the true shortage is public is going to have an impact on time due. If nothing else the city is vindictive and you can be sure in order to insure coverage time off is going to start being granted sparingly. The city will sit on the district bosses making them accountable for man power every watch and God help the ones who are "too generous" in taking care of their people. Just thinking of the long game here.

CPD has a lot of personnel - A LOT - hidden inside in "spots" off the street or in units. The "bosses" who run this shit show like a family business or who have to take care of officers connected to politicians or reverends REFUSE to reassign more officers to the street, to do the job we were all hired and trained to do, the job that maybe a quarter of this department is actually doing - patrolling the street in a beat car answering calls for service.

There are police officers on this job who are mortally AFRAID to work the street again or have to leave their cushy unit and go back to a district watch, and would do anything not to.

On paper we have a thousand less officers than we did 10 years ago. But what we still have left is criminally mismanaged.


Some officers being taken care of comes at the expense of others who now have more work to do with less back up. Oh, and let's not forget another result of less officers on the street - longer response times for citizens who need the police.

All so the chosen ones can continue to work inside or in a "special" unit and go home early and still call themselves police officers. They should be ashamed.

Don't worry, crime is down in 016. Burglaries are now classified as thefts from buildings, thus burglaries are down. Folks don't call the police anymore in 016, because they don't show up in a timely manner. And that callback unit is impossible to use. thus reported crime is down.

Retired and loving it. Went to 016 in early 80's, we had over 350 p/o's assigned to district. There were 3 wagons working all 3 watches and every major intersection in district had a footman assigned. there were 3 wheeled motorcycle police working on days and 1650 cars on afternoons. Now you are lucky if you see a squad, thank god there are active and retired police aplenty in district. STAY SAFE OUT THERE THE JOB HAS CHANGED AND NOT FOR THE BETTER !!!!!

NAVY PIER — Mayor Rahm Emanuel and new interim Supt. Eddie Johnson Friday promoted three police sergeants who are named in an investigation into alleged cheating on the department’s lieutenant’s exam.

Three of the 36 lieutenants officially promoted Friday — Lt. Nakia Fenner, Lt. Maryet Hall and Lt. Davina Ward — were named in an anonymous complaint made to the department’s Internal Affairs Division that accused Deputy Chief Eugene Williams of sharing “information that was privileged” about the exam to sergeants in a study group, according to a confidential police Internal Affairs report obtained by DNAinfo.

Williams is a “subject matter expert” who helped create the exam, documents obtained by DNAinfo Chicago show.

Williams’ study group included Fenner, who is engaged to Johnson, as well Hall, who is married to former First Deputy Police Supt. Al Wysinger, who retired last year, and Ward, multiple sources told DNAinfo Chicago.

Anyway, one other critical point was left out in the 016 manpower shortage...Ohare Airport (part of the 016 boundary). Did any the bordering aldermen factor that in? - NO.

Ill-equipped to handle any catastrophe. Unarmed security personnel, a scant, lax, uninspired and undertrained-armed politically appointed personnel AND most importantly...a great distance from any responding support personnel when the chit hits the fan.
Traffic is horrendous getting in, up to 30 mins. just from Harlem to the terminals. Traffic aides are where?
Politically run and operated with a gentle non threatening style, watch out for bums, beggars, pickpockets allowed to roam all over, and then the a wide open CTA tunnel space that is like a refugee welcome center and halfway house. There has be a soup kitchen down there too.
Take note Ohare, The Brickyard Mall had a better disaster plan before it was demolished, maybe you can resurrect their public safety plan.
Does the politically appointed commissioner at Ohare Airport know what Alleppo is ?

Same problem in 22 ne District . 9 Beat cars on patrol on a good day .
The 10 sector is larger than the 7th District and has 3 Beat cars . The 3 Beat cars on patrol in the Mt.Greenwood ,Beverly and Morgan Park neighborhoods are often assigned to the 20 and 30 sector . That leaves the law abiding citizens easy targets for armed , strong armed robbery , burglary ,theft from auto , bicycle theft . Crime is up in the 10 sector and many crimes are committed by convicted felons from outside the neighborhood . Where is our political representation ?
We pay higher than average real estate taxes , get little in return.
10 sector should have 5 Beat cars , 1 Squadrol , 3 Sector cars and a minimum of 2 tactical units on patrol at all times .
10 sector covers more area than the 20 and 30 sector . At one time there were 5 sergeants and a field lieutenant on patrol in 22 . Not any more , luck yo have two street supervisors .
Call 911 for all suspicious activity .

4 M/1 bandits tried to pull off a smash and grab at a high end jewelry store in Orland Park yesterday. An off duty PO was working security. One M/1 tried to lure him out of the store with some ghetto bs story. He didn't fall for it and called it in. Responding units caught all 4 who had fled and recovered a small hammer.

If your thinking of picking-up your own M-4, think twice. S.O. 04-26-11 Issued 017-SEP-16 states that upon retiring a duty-related M-4 shall de disposed of or removed from the City in 60 days. This is a question that was asked years ago and we were told it would never happen.

1. Section 8-20-075(a) provides that it shall be unlawful for a person to possess, sell, transfer,
import, or manufacture an assault weapon (as defined in section 8-20-010).
2. Section 8-20-075(b) provides an exception to the assault weapon ordinance for corrections
officers, members of the armed forces of the United States, or the organized militia of this or
any other state, and peace officers, to the extent that any such person is otherwise
authorized to acquire or possess assault weapons, and is acting within the scope of his
duties, or to any person while engaged in the manufacturing, transportation or sale of assault
weapons to people authorized to possess them under this section.
NOTE: Department members will refer to the Department directive entitled "Police
Carbine Operator Program" for information regarding registering assault
weapons.
3. Section 8-20-075(c)(2) provides that any person who is a qualified retired law enforcement
officer, as that term is defined in 18 U.S.C. § 926C, and who lawfully possessed a dutyrelated
assault weapon at the time of separation from active duty in law enforcement, shall
legally dispose of, or remove from the City, the assault weapon within 60 days of such
separation.

Dear Neighbor,
Yesterday, I met with Chicago Police Superintendent Johnson and 1st Deputy Superintendent Navarro along with Alderman Nick Sposato (38), Alderman John Arena (45) and Alderman Gilbert Villegas (36) to discuss recent crimes in the 016th District and the need for more police officers. I am happy to report that we have been guaranteed a large number of PO's assigned to 016 District in October, then another large number of PO's assigned to 016 in December. We were also promised that the bids into the 016th District will be quadrupled during the next bid period and will stay consistent the next couple of bid periods. Finally, we were promised that all assigned PO's and the number PO's who bid into 016 will be adjusted properly to the current rate of attrition in the 016 District.
I am very thankful to Superintendent Johnson and 1st Deputy Superintendent Navarro for their willingness to address our concerns.

Davina Ward — were named in an anonymous complaint made to the department’s Internal Affairs Division that accused Deputy Chief Eugene Williams of sharing “information that was privileged” about the exam to sergeants in a study group, according to a confidential police Internal Affairs report obtained by DNAinfo.

Williams is a “subject matter expert” who helped create the exam, documents obtained by DNAinfo Chicago show.

Williams’ study group included Fenner, who is engaged to Johnson, as well Hall, who is married to former First Deputy Police Supt. Al Wysinger, who retired last year, and Ward, multiple sources told DNAinfo Chicago.

Stevenson is about 80th Kostner. 834's. Beat. Saint Bedes neighborhood. Like most of the neighborhoods in this City - it USED TO BE a great neighborhood. Lots of cops, fireman etc. most started leaving early - mid 90's and shit has moved in ever since. But compared to the east end of 008 - comparitvely speaking - not as bad as the shit 20 sector in 008. I'm sure that doesn't make you fell any better - but most of the resources are sent east of kedzie - western - again to try and tame those that don't care about shit, and don't want us there.

A few paragraphs in, it states that if you had a carbine while you were employed by the CPD, once you retire, you can no longer own it. The department tells you that you have 60 days from date of separation to get rid of it, by either selling it OR move out of the city.

I trained in 016 (Gale St.) during the early 90's...There were a lot of us at roll call. Locker rooms were co-ed,(yep coed!) and rookies dressed out in the parking lot because there were no lockers available. We double parked because there was no parking space available. I remember a lot of greybeards trying to kill their careers back then. 29 and a day was the dream. For the most part the younger coppers did all the proactive work. The old timers brought in movers and parkers, and even a bus check or two. A curfew was like a part one arrest coming in. It wasn't heaven, but it had the appearance of legitimacy.

The bosses were oblivious to real policing. And there was little if any incentive to bring in arrests. Proactive policing caused police reports to be generated, and that raised the crime stats in the district. Many a night I went to check off with Zero's across the board. No problemo...

016 has always been wide open in my opinion. It's still a quiet place to live, but every once in a while you become the victim of a crime. Be it burglary, or theft. Now we see more robberies and shootings. The bosses then would rattle the sabers every time something hit the news. 016 could move back into the old Gale St. building (now a revenue center)and everyone could have two lockers.

I blame piss poor management...across the board for developing such a culture of dysfunction. Everyone who was taken care of said nothing while the band played on. The regular slobs who did the work just got heaped upon.

I left to work on the west side, and never came back. I live there now (016), and see the police about once or twice a year.

It didn't have to be that way...Nobody spoke up when cars went unmanned, or down for the tour. Is there even any foot patrol in 016 anymore? They worked about 6 hours a day...Do not ask for whom the bell tolls...it tolls for thee.

I could go on....but there is no point anymore...be careful, everyone.

That's one car for every .15 square mile in 015; and 1 car for every 6.2 square miles in 016. That means 015 has 41 times the number of cars per square mile than 016.

I'm a citizen in 16, but had family on the CPD. Aldermen Sposato and Napolitano stood by the CPD when other politicians were running for cover over the McDonald incident. Unfortunately I live in the 45th Ward with the useless Arena who couldn't be bothered to attend any of the pro-police events.

I'm certain that Sposato and Napolitano are doing all they can regarding getting more CPD in the 16th District. They're fighting an uphill battle.

When you retire, you think you're on furlough, then the truth slowly seeps in.
It's like shedding many layers of Winter clothing and letting Spring hit your face with sunshine.
You don't look over your shoulder for 'who's watching' you anymore.
You don't have to beg your supervisor for the week you absolutely MUST have off.
You can go to family functions on holidays.

Not sure these are posted now (and I'm done with the circus now), but when I got on, each district had a seniority roster posted in the roll call room. It listed all district personnel and those detailed out. If at least one person from each district posted the number assigned to that district and those detailed to clout spots, we'd get a better idea of how many people are actually working. We hear 12000 sworn from the City, but what is the real number? How many POs total and how many in each district? How many sergeants, lieutenants and captains really exist and where are they? The FOP/PBPA should know the real numbers of who's assigned to districts and to units, but the real number always seems cloudy. Aren't there seniority rosters on that fancy computer system, where someone can do a simple district/unit breakdown and spoon-feed the media a story on shortage?

This is from one of your own - you career politician Irish scumbags are what got us to this point in our history. Enriching yourselves and your families at the expense of the rest of the taxpayers and wrapping yourselves in the Irish flag? 'Career politician' should be considered an insult and term limits should be enacted immediately. All that gerrymandering and career political muscle that keeps these criminals in power needs to go.

We are all Americans you shortsighted moron. All these professional Irishmen with their false pride blindly voting Democratic all these years while the politicians fleeced us. What a bunch of narrow minded idiots.

Anyway, one other critical point was left out in the 016 manpower shortage...Ohare Airport (part of the 016 boundary). Did any the bordering aldermen factor that in? - NO.

SORRY,but the airport police is federally funded and paid by the airlines. They just get a city check.
