Dean Checks In

After the mayor, the aldercreatures and the blog address the issue, the labor organization that may end up representing these individuals says something:
  • Fraternal Order of Police President Dean Angelo on Friday expressed serious reservations about the push to relax police hiring standards to attract more black and Hispanic officers.

    At a time when police officers across the nation have “never been this scrutinized,” Angelo said the Chicago Police Department should be looking at raising standards — not lowering them.

    Instead, Angelo said momentum is building to move in what he called the “wrong direction” — either by eliminating or minimizing the impact of a candidate’s credit history or by allowing candidates with minor drug and criminal offenses to become Chicago Police officers.

    “When a police officer walks into a drug house with a search warrant and there’s mass amounts of currency there, that’s a situation where your moral and ethical compass has got to be pointed in the right direction. You have to ensure you’re not tempted by that. Same thing with drug use,” Angelo said.
Now we're forced to wonder - is this effort by the connected an indirect attack on the legal defense fund?

Yes, my claim to fame is dealing with mentals. I don't wish to a supervisor. I suggested seniority be a factor in a merit pick. Just coming to work day after day, year after year and dealing with the b.s. over time is a factor worthy of the consideration of a merit pick. Working a beat car is solid and working tact is great prep but now you only need 18 months for tact and now your beat car requirement for supervisor disappears. Out of touch bosses do not realize the brain-drain that has occurred within the dept. Most merit picks I have come into contact with are where they are from who they know. Seniority as a factor is solid and true. Fix it while we can before it is too late if it isn't already.

OT...was at the academy and saw a picture of Granny Clampet framed on the wall. She was wearing our uniform and the third picture next to the Supt and the first deputy. Is this a joke? Is she 3rd in command? She had 2 stars on her shoulder. Seeing her in our uniform really pissed me off. It sure diminishes the meaning of our uniform and any little pride we have left. The funny thing is, just down the hallway is a picture of an officer wearing the uniform with the words "Earned not Given" under it. Someone should get a picture of the two and post it. This has to bother some of the brass that have been on this job since day one. What an embarrassment

As a Hispanic member of this department, I would like to see a better representation of Hispanic officers but I don't think lowering standards is the answer. Maybe better recruitment is the answer. I'm sure there are Hispanic and Black military members that are thinking about leaving active duty that would make outstanding officers. Though I would like to see a more equal balance of people of color, I would hope the department could find a better solution than dropping our stanards. It sets a poor precedent.

Lowering the Standards was tried in the 1980's, in Miami, New Orleans, L.A. and D.C.; the result was Murder and Corruption by the Police, many of whom were career gang members and criminals. In addition the idea of waving a salary of $70 plus Thousand dollars after 18 months, is not how to develop and recruit a force that is motivated by "Vocation" rather than Profit. If you take the police job simply for the salary, You Are Not what the Police Department or the Public Needs; in essence you are nothing but a Mercenary or worse yet, a Whore. Remember, the difference between Lovers and Whores, is that the whore does it simply for the money. This hiring problem has been on the horizon for over ten years, with population flight and the aging of our society. And the Brilliant six figure gold stars and their political hack mentors did nothing. What we need now, that we are testing people at 18, is to develop a Serious Cadet Corps. We need to take the qualified 18 yr. old applicants and mentor, nurture and develop them for 36 months, as they do in some parts of Europe. (We once did it here in the 60's. Although back then, it was a political ploy to keep Clouted young men from having to face the military Draft. Ultimately, many of those former Cadets became bosses.) At 21 those that remain in the program could be hired; already acclimated to the mission and environment. Or, are we too shortsighted to see 36 months into the future? Remember, in 36 months, Rahm will hopefully be gone, and at that point, among the nightmares that will be his 'Legacy", we do not want to see a series of police corruption scandals. Or is that what we should Expect? In the meantime, Do Nothing to in any way make Chicago/Wilmette Values look Good. Fu*k Rahm and the Dummycrat Machine! Baby"G"

It is a concerted effort to make the CPD majority black and hispanic as the progressives believe ( and the racists)s that this will stem crime. That, despite the fact that no one ever, in any area of the country, has shown any proof whatsoever, that race determines the quality and effectiveness of a police officer. Just my opinion but if Residency was eliminated then not only would the CPD get qualified candidates from the suburbs, but also from all over the state, and other states too.

The Residency Rule is more obsolete than the Electoral College -- well, obsolete per sore-loser dimwits...oops I mean -- democrats, anyway. That fact of the matter is that the day of the Beat Cop living in his District's neighborhood is long over. There's little difference between someone living in Norwood Park and being assigned to the 4th District, and someone assigned to the 8th District who lives in Oak Lawn or Palos. A 'longish' car drive is a 'longish' car drive. Plus, due to the shortage of cops, you guys get moved around faster than Rahm & Toni can raise taxes so you can be driving anywhere on any given day; 'Oops, we need ten cops 'there' tomorrow.'

To me lifting the Residency Requirement is more logical than lowering standards: **It's alright, he's just a minor criminal. He never actually murdered someone.**

That 'logic' is even STOO-PID by 'Chicago Stupid' standards.

I called too. Kim Foxx's people could not figure out what days were being cut out as court days for the court keys. I thought FOP was blowing smoke so I talked to a ASA supervisor who told me their office is in complete disarray.

The FOP book will out soon but we're stuck with Foxx for four years. Shame the GOP could not come out with a viable candidate.

And once again another promotion class delayed due to politics. A class of detectives was to start on the first week of January. City hall wanted a certain number put in, the department needs a bigger number because Not enough merit selections that they want in the first class wouldn't get put in so the department requested a bigger class so they can get a bigger percentage of merit selections. City hall said not now because they need to spread the money out. The department says they need it now. A certain south side alder woman gets involved then when a certain south side boss beefs that city hall isn't playing nice with them and some of the south side constituents picks for merit in the first class. Rahm and O'Connor get wind of what's going on from this south side alderwoman and now there is a huge pissing match and a boss from the south side in hot water for going above people's heads getting alderman involved. Rahm throws up his hands and sends a big FU to the south side alder woman, the south side boss who doesn't know the chain of command and the department by delaying the first class from the first week of January until an undetermined time. They can't go too much longer without putting a class in so I'm guessing mid to end February so they are out by summer but gotta love the politics of merit picks. Glad they all got it from hard work and dedication.

Angelo, is spot-on in his comments again. As media, public and politicians increasingly want our decisions to be flawless, the city administration wants to LOWER hiring standards? That baffles the mind (of a non-politician, that is). Angelo is often the only voice out there advocating for us in the Chicago media. His job is not an easy one dealing with a diverse membership with an array of demands, but he does a great job in my opinion. To his point, though: Can the Illinois Law Enforcement Training and Standards Board be of any aid here? Can the city simply lower the hiring standard without recourse?

Get rid of the college requirement. There is no proof having a piece of paper makes you better qualified. Look at some of the current bosses. Some are barely out of mom and dads house. No true life experience. Give me a good hard working kid with a high school diploma and no background, and I'll show you a good hard working po. You have a lot of good kids who can't afford to go to college and choose to work to help make ends meet at home. You'd have way more applicants. Despite what everyone thinks there are still some people who don't use drugs.

I read Dean's statements in Saturday's Sun Times
While I must admit Dean's statements are mostly spot on they are also, in typical Dean fashion, woefully late in coming.

We don't need this type of "leadership" that can never seem to be proactive or get out in front of something...... Dean and his lackeys need to go.
In these very trying times to be a police officer we need the strongest representation possible by the FOP and Dean and his boys are clearly not up to the task.

As a 20 plus Hispanic member plus of this department. I could CARE LESS what color male or female a officer is. Do not lower the standards for any means. I want to work with the best qualified, and military doesn't make you a better officer. The department has had it's share of wacko military personnel too.

I heard the FOP budget is at 3 million for its legal defense budget which the JVD case will take a good portion of, if not all of it. With the agenda driven COPA/Kim Foxx (who just hired a Loevey and Loevey associate has her head of policy) the membership should be very concerned. With all the major change going on in our department and law enforcement in general, the FOP needs to start taking a more vocal and aggressive stance. I hate to say it but they have to be feared like the CTU. The FOP needs reform as well. The membership is not satisfied with your representation at all. We need better leadership, defense attorneys, and the CTU labor attorneys for the next contract (possibly the most important contract negotiation in our history). If I was in a shooting right now, I would be real worried about the lack of advise from the FOP with the new investigative procedures with IPRA/COPA as the lead administrative/criminal investigators. Something that could be illegal since they have no police powers and the FOP never fought. Also, Jim Ade makes normal sergeant's pay, just sayin'. It is the membership's fault for not holding the FOP accountable, we can't even get people to vote, let alone go to a meeting.

FOP can only hope someone will listen and understand how lower standards means lower quality.
If the FOP had any influence in changing the Hiring requirements, we would be living outside the city, able to freely Bid into all Units every period, promoted based on rank score not merit, and working until 75 yrs old.
Instead, we can only hope for 4 Golf Outings and 5 Fishing Tournaments a year, a paid Political Action Committee and a 3 day weekend St. Paddy's Day Party & Parade with more floats.

And once again another promotion class delayed due to politics. A class of detectives was to start on the first week of January. City hall wanted a certain number put in, the department needs a bigger number because Not enough merit selections that they want in the first class wouldn't get put in so the department requested a bigger class so they can get a bigger percentage of merit selections. City hall said not now because they need to spread the money out. The department says they need it now. A certain south side alder woman gets involved then when a certain south side boss beefs that city hall isn't playing nice with them and some of the south side constituents picks for merit in the first class. Rahm and O'Connor get wind of what's going on from this south side alderwoman and now there is a huge pissing match and a boss from the south side in hot water for going above people's heads getting alderman involved. Rahm throws up his hands and sends a big FU to the south side alder woman, the south side boss who doesn't know the chain of command and the department by delaying the first class from the first week of January until an undetermined time. They can't go too much longer without putting a class in so I'm guessing mid to end February so they are out by summer but gotta love the politics of merit picks. Glad they all got it from hard work and dedication.


&&&&&. Now if this is true it's pure comedy. Disgusting also. I can only guess who the boss and alderman are...

Applicants who experiment with marijuana in high school shouldn't be dq if they admitted it because that shows honesty!

How many cops are on the force that lied and said they never smoked and etc and are on the force?

I know a cop who sold Marijuana in high school daddy is a cop and he never admitted that and he's on the force, he did admitted to smoking tho.

As a Hispanic member of this department, I would like to see a better representation of Hispanic officers but I don't think lowering standards is the answer. Maybe better recruitment is the answer. I'm sure there are Hispanic and Black military members that are thinking about leaving active duty that would make outstanding officers. Though I would like to see a more equal balance of people of color, I would hope the department could find a better solution than dropping our stanards. It sets a poor precedent.

Hey my brown centurion brother, I'm guessing a lot of college educated minority persons would rather get jobs with the potential of higher salaries and potential for advancement without having to sell their souls to currupt pols. If rahm wants quality he needs to pay for it. Real pay increases that surpass all of his tax increases and provides us (fire side too) with a very good living for the risks we undertake. Lifting residencey, and eliminate merit or quantify what merit is.
Until then remain fetal.

There was a cop on A/2 gang team a decade back whose father had done hard time for manufacture and delivery to a MEG agent and his brother did a stretch for murder, he was sent back to the district and I can tell you I heard his 6 year old son tell his pee wee baseball team mates, my uncle got busted for wee,my son was on the dug out bench nearby. IAD called out tact office in the 90's asking 2 officers if they had any information or objection to the hiring of subject they arrested who proclaimed himself a latin king.
Look back a few years at the Federal sweep of the latin kings in 004 and the cops who were sticking up dope dealers and turning the loot over to their street counter parts.
They have been looking the other way on backgrounds for sometime.

I heard the FOP budget is at 3 million for its legal defense budget which the JVD case will take a good portion of, if not all of it. With the agenda driven COPA/Kim Foxx (who just hired a Loevey and Loevey associate has her head of policy) the membership should be very concerned. With all the major change going on in our department and law enforcement in general, the FOP needs to start taking a more vocal and aggressive stance. I hate to say it but they have to be feared like the CTU. The FOP needs reform as well. The membership is not satisfied with your representation at all. We need better leadership, defense attorneys, and the CTU labor attorneys for the next contract (possibly the most important contract negotiation in our history). If I was in a shooting right now, I would be real worried about the lack of advise from the FOP with the new investigative procedures with IPRA/COPA as the lead administrative/criminal investigators. Something that could be illegal since they have no police powers and the FOP never fought. Also, Jim Ade makes normal sergeant's pay, just sayin'. It is the membership's fault for not holding the FOP accountable, we can't even get people to vote, let alone go to a meeting.

2. By state law FOP can not call for a job action.
3. By state law FOP contract impasses go to an arbitrator.
4. FOP legal defense will have to go up a buck a pay period. Mostly because witness officers now need a lawyer so they do not come out of the interview as an accused.

Absolutely correct. The residency requirement is antiquated and is killing the police department slowly. Times have changed drastically for law enforcement making it not very desirable as it once was. Chicago is one of the only cities that require residency making it very unattractive to apply. Add in the high crime and it's the perfect storm to keep out a large number of qualified applicants that don't want to live in Chicago. You can bet outside police agencies are grateful Chicago still forces residency.

Well Dean you did it again sold out the rank and file. I am a retiree who's on Medicare now but wife a few years younger. I went to FLOP's held meeting in 1 Nov at Lone Tree to hear about FLOP's new choice after and extensive search and found and recommended Aetna for Medicare retiree's. Once you sign up you can have your spouse covered but not with Aetna. They have a special number for Chicago Police and Fireman for their coverage. I called that number was given a agent who I thought was Blue Cross/Blue Shield worker since they identify the policy as BC/BS.
When I signed up (or had my wife do it) they transferred me to another "agent" who finalized the policy. Well guess what and were this policy is from? BC/BS but in the market place (Obama Care site)which they require a payment first. You can use a Debit Card or have your payments taken from your account and pay by check monthly.
This was the option my wife took. When we received the E-Mails after calling BC/BS of Ill who told us that we weren't register with them. Found out that it was BC/BS but from the marketplace. Needless to say we cancelled this policy and my wife found another one just as good but a lot cheaper. Also I found out that the plans that city were offering for retiree's at 339 per month for part D coverage, I looked up plans from Medicare own website which gave you multiple plans which BC/BS was one but get this same plan city offering was for 313 per month 26 dollar cheaper. Guess were the 26 dollar goes to for doing nothing but sitting you up. The city and Rahm. FYI.

Well then, the property values would go back to where they should be. The market is overinflated and the bubble will burst again anyway. The morons paying $700K for single family homes in Edison Park deserve it. Some balloon head has a home listed for $1.2 million. I will gladly take the equalization for a chance to move out. But then again I paid less than half of what these idiots did and will not be upside down twice over. Do away with residency, the rest will work itself out.

to increase the number of applicants--- keep exam free, raise applicant age to 21, decrease college requirement to 30 hours, get rid of entrance exam.

to hire only qualified--- keep pass pre-power test requirement before background begins, keep polygraph portion, hair/urine drug screen at start of background and then urine test one week into academy, mirror best hiring practices of other cities in terms of data collection and report compilation, stop using outside vendor to do home interviews and reference checks, retain medical exam and psychological tests/interview but not necessarily the ones in place.

stop pretending like the low # applicants, speed of process, quality of hires is the fault of anyone except City Hall and Superintendent---treat hiring as an important step in building a better force and not an after thought to make Mayors sound legit (we have enough members and have decreased the budget for police, we don't have money to hire, we need more police, we are keeping steady with attrition, we are increasing the budgeted strength and hiring hundreds more...)

Calling cases a "mental" shows how ignorant your cops are. Not all "mental" are the same so why are they being classified as the same? The standards are relaxed enough, if your cops think anybody with a "mental condition" should be lumped in the same category and treated the same.
