Rahm Drowns in Bullshit

Is the media waking up to the bill of good Rahm is selling? Probably not, but they're pretending:
  • Mayor Rahm Emanuel on Tuesday emphatically denied he was treading water with his ambitious plan to hire 970 additional police officers over the next two years over and above attrition.

    Emanuel did the political dance known as the sidestep as he welcomed 100 more recruits to a police academy he promised would soon be “busting at the seams” while churning out a conveyor belt of classes.
If it was "bursting at the seams," it'd be running nearly 1,000 recruits through right now so that they'd be on the streets before the killing season begins in May/June, and it'd be running full speed ahead until October/November so the retirement shortage would be unnoticed. That isn't happening.

Then you have the Fall Guy/Fall Gal speaking their pieces:
  • It happened when the mayor was asked about the declining police manpower under his watch and about whether he has any regrets about his heavy use of overtime to mask the manpower shortage.

    “The question is not right. So, I’ll let Eddie [Johnson] speak to that,” the mayor said, deferring to his police superintendent.

    Johnson then stepped up and took the political heat for his boss.
Special Ed lapped it up with a smile on his face, didn't he? Sold his soul right there at the press conference for everyone to see. Granny Clampett was right there, too:
  • Anne Kirkpatrick, chief of the Bureau of Organizational Development, was asked about the Police Department treading water under Emanuel with the hiring surge merely reclaiming ground lost over the last five years.

    “I’m here to speak to you about what I can do and what my mission is,” she said.
This from a woman who's biggest supervisory job (A) ended in failure, (B) cost taxpayers at least a million bucks and (C) was a department about the size of a typical Chicago Police District. No one asked her how she got hired and if it had anything to do with her threat of a Federal lawsuit for Rahm's running a "nationwide search" for applicants, then declaring he was hiring the black guy who hadn't even applied. Kirkpatrick weaseled a six-figure job out of that for herself. And no one asked about who followed her here from Washington for another high-paying taxpayer funded spot.

Take it from me, the academy is busting at the seams, that is not an understatement. They want to train more dics, sets and ETs also??? No way they are all fitting in the academy. I hear the classes will be put at 35th street.

"merit" promotions should be (from now on) be offered to most senior city wide police officers and so on down the ranks to retain some knowledge of how the job really is.......i.e: c.i.t. trained officers....god bless them....but mentals are quite easy if you you play with similar cards in your deck......sort cars? time and distance? how about a piece of gum or a cigarette to chill them out and a little verbal judo...mental style...or the other route...either way, I haven't gone to c.i.t. training yet.....do the ppos teach it?

Trade 1000 experience police officers who have years on the job, for a 1000 kids who slept through the academy and got 2 weeks or 1 month with a FTO... NICE business Rham... Do you expect any legit police work out of a cop who basically walk in the academy and ate lunch for 6 months? Wait for more lawsuits and bogus shootings which a gun was lost to asshole on the street

This is WELL beyond being a Joke. This is a travesty. This is a disaster.

Rahm needs to go and ALL of CPD Command staff needs to be flushed down the toilet.

It is not just a problem in Chicago. Poor Mayors seem to be prevalent in the BIG cities. New York's DeBlasio is another "Gem".

Where are all the old-time investigative reporters? As for Chicago media, many of them need to be flushed down the toilet as well.

I am so tired of seeing all these six-figure bureaucrats who either duplicate someone else's responsibilities or just hang there looking "in charge" but could never be in charge of a one-car Chinese Funeral.

Chicago needs to trim its budget -- a LOT.

CPD will never catch up. The city went to long without hiring and no one wants the job now with all the bad press. They better pay more and fix the pension. Also get rid of the residency requirement or limit it to 10 years to attract more applicants. Maybe make 25 years the max instead of 29. Most departments have 25 years or less to max out.

It's not busting at the seams YET!
All that's in there are 150 recruits.
50 which will graduate next month.

Busting at the seams is putting classes of a 100 or more thru each and every month.
Talk of promoting dicks, et's, sgts., lts, is just that talk, not busting at the seams.

I don't know maybe it is just me but I looked at the picture of those recruits sitting in the cafeteria and I could be wrong but I tried to count how many were sitting there and I came up a bit short of 100.

First of all, Kirkpatrick is simply incompetent. She keeps telling people "I'm working on it", but nothing gets done. Second, City Hall nixed the hiring of her friend from Seattle. At least for now. And they're not "girlfriends". Get off that already.

The recruits they are putting in the academy today are from the old police test that has been exhausted but the mayor reopened the list for a lot of people (Minorities) who were taken off the list. The people, that were taken off the list (Failed power test, Failed psychological test, Failed to show up for a test), were recalled and asked to try again. That is why the next few classes are majority minorities. You can bet they are not calling anyone back who lives in Mt. Greenwood.
There have been numerous changes to way they are calling people from the latest police test. I believe they have a pool of about 8000 and they have been calling 100's of people since October to take the power test first. If you pass, you have 3 days to complete the 72 page questionnaire online, then the next weekend you go to 35th to do the drug test and they give you a date for the polygraph. If you fail the power test they allow you to retake it with the State police or Chicago police.
Based on the speed they are testing people they still would not be able to put any people, off the latest police test, in the academy until approximately March but once they do, they will probably exhaust the new list by the end of 2017 which is why they are giving a new test so soon after the last one.

They won't get sued as much and the Mayor thinks in terms of the bottom line. How foolish. There goes your experience. Police work isn't like training the line how to make a new automobile, but then again Rahm really wasn't good in business either.

Nothing like the greatness of that period...the Academy was truly bursting by Sept86, which included Metro..although the place didn't prepare me for the clout, rigged promotions, fixed "spots", etc, those Instructors did prepare me to stay alive, out of jail,& to fight crime..bless those Teachers...all done under " Harold "..seems like he wasn't so bad...

I'm retiring in May, when I called personnel in late September with a question, I also asked how many had submitted PAR forms for 2017. I was told 574 were retiring before June 2017.
Rahm better call the fire department, because his pants are on fire.

Here is the problem with all the hiring, not enough FTO's to put the new recruits with. Evey study, every cop, knows the importance of FTO's. I don't care whether you are a doctor, lawyer, teacher, they never just throw you into a situation. Doctors spend years working with other doctors, teachers student teach, lawyers are second chairs on cases. But, the police, learn all the laws and policies and best practices and are basically thrown out on the street. Sure, they have to work with a veteran officer, usually the guy or gal no one else wants to work with and is cynical as hell. Garbage in garbage out. And they wonder what the problem is. I think it is great we are hiring more cops, we need them. But, how bout establishing a reasoanble program where you hire 30 a month, every month and make sure you have 12o FTO's so there is always an FTO for the recruits when they get on the street.

So much so that he's calling for new recruit classes to be 70% minority. The old reverse discrimination ..... it's supposed to be ok when blacks do it to whites??

We should have seniority count for something when ranking scores for these tests. 30% of your score on CFD exams is your seniority. That is a way to get bosses with at least a little more competence than most of the merit hacks we have now.

yes this is racism at its best, but no one in the media will call him out as they are afraid of the racial politics of this town, and many really believe that only black officers can and should police black citizens. I have sen lazy as hell officers of all races and both sexes and great police officers of all races and both sexes. No on has ever produced any study to show that race is a factor in most police work. If Johnson is really proposing this then he is a racist. I have had black people tell me that they are not racist, they just prefer black people. I have worked for racist white commanders, racist black and hispanic commanders. Chicago is all about racial spoils. As you can see Rahm appointed an hispanic women as the replacement city clerk, in which he said the office has been a " Hispanic" office for decades. It is disgusting and sick but ok if you only say this about blacks and hispanic. I have never heard and will never hear any politician say that a certain elective office or a certain police district is a " white" district or office.

I agree with you but there is one big problem. Calloway as the deputy chief. He has blocked any positive changes made by his staff for years. We are hoping that Godsel will take over the daily operations of the academy but it seems he always survives. I always wonder if Fitzpatrick and Johnson realize how incompetent calloway is at the academy? Talk about a fish out of water.

Police officer - 1982-1985 Memphis TN

Accomplishments include:
Earned Masters degree
Hand selected to join a small team in R&D to design a new rank structure
Recruited to Join OCD and Narcotics - DECLINED BOTH

Four years as a police officer 30+ years ago, and her accomplishments have nothing to do with police work. Then, 8 Years as a sergeant in Washington state, also no police work listed as accomplishments. Then became a Chief for 3 different departments. Who IS her whack?

She covers herself with degrees and certifications
in order to flit from executive post to executive post
"reforming" Police departments.

The woman is a Police Hater personified who
managed to outsmart Rahm and finagle an
exempt position with CPD.

So a guy with time on the job should get merit just because he has time on the job? I've met and known a large amount of people with a lot of time on the job who don't have a clue of anything on this job. You can still have 25 years on and not know a thing if you are a dog who has never done anything. Wow, You can deal with mentals on this job...insert slow clap here. That's your claim to fame, you can deal with mental?? Listen, anyone who has worked a beat car and over 10 years on can handle a mental and keep him calm by shooting the crazy breeze with him. Stop trying to justify yourself getting merit one day.. dogs sneed not apply just because they think they are special because they have time on the job. You want a good merit system then work hard, really hard and ensure you have ample time on a beat car in your resume. Tac or other teams on your resume would be a plus but not required especially if you have a good hardworking beat copper who comes in with good activity, has knowledge of the players in the district, conflicts and makes arrests. You have all of that along with time on a beat car then you are fine in my book. Just having time on doesn't cut it.

Commenter talking about people from new list not being called, that's wrong. They started last month calling veterans from it and Godsel is a super stroke, he won't get much done unless there's a photo/media opportunity then he strikes is like a catwalk model, his tweeter account is always buzzing. Does he have a designated photographer at academy already? He sure had one in 009 when he was actually at work, taking part in some public gathering.

I've met and known a large amount of people with a lot of time on the job who don't have a clue of anything on this job. You can still have 25 years on and not know a thing if you are a dog who has never done anything. Wow, You can deal with mentals on this job...insert slow clap here. That's your claim to fame, you can deal with mental?? Listen, anyone who has worked a beat car and over 10 years on can handle a mental and keep him calm by shooting the crazy breeze with him. Stop trying to justify yourself getting merit one day.. dogs sneed not apply just because they think they are special because they have time on the job. You want a good merit system then work hard, really hard and ensure you have ample time on a beat car in your resume. Tac or other teams on your resume would be a plus but not required especially if you have a good hardworking beat copper who comes in with good activity, has knowledge of the players in the district, conflicts and makes arrests. You have all of that along with time on a beat car then you are fine in my book. Just having time on doesn't cut it.
