Where There's Smoke...

How does that saying end again? Oh yeah....."There's fire."

We didn't want to write this post. It pains us, because while we've always tried to do our job to the best of our abilities, we have to acknowledge that we are part of a broken organization. We knew it was bent when we got on, but we resolved to do it the correct way regardless, and we've pretty much succeeded as we move into the home stretch. We sleep soundly, not concerned about any late night knocks at the door - we've known too many people not as fortunate.

As we said, we didn't want to write this post, because the information we have available to us is pointing toward a justifiable shooting. We've always advocated for a prompt, thorough and legit investigation of "questionable" shootings because shootings have to be judged through the eyes of a reasonable police officer, not a political actor with an axe to grind.

So this revelation from the Tribune only makes us shake our head once again:
  • A Chicago police sergeant who shot an apparently unarmed man last month — his second fatal shooting in three years — might have been fired years ago, but that disciplinary case fell through the cracks for reasons the Police Department cannot explain, the Tribune has learned.

    Chief police spokesman [...] said Superintendent Eddie Johnson has ordered that an audit be done to try to figure out why the internal investigation of Sgt. [...] was never completed.

    Multiple sources told the Tribune that the allegation against [...] was serious enough for the Police Department to consider moving to fire him well before the two fatal shootings, but it was a mystery why he was never disciplined at all.
A real mystery here. So mysterious that the Sun Times had even more information:
  • Chicago Police Officer [...] was cleared of the fatal shooting of an unarmed burglary suspect in 2013, and he is under investigation in the fatal shooting last month of an unarmed teenager in West Englewood.  Police investigators now want to know why the department never closed a 2004 internal affairs investigation that could have cost [...] his badge more than a decade ago.

    Police Supt. Eddie Johnson has ordered an audit to determine why the 2004 investigation of [..]’ possible ownership interest in a bar, a violation of department policy, has never been closed.

    Owning or working at an establishment that sells alcohol is a firing offense, but [...] went on disability shortly after the department’s Internal Affairs Division began looking at his ownership of a bar in 2004. The investigation apparently went dormant because [...] stayed off the job for another seven years, according to department sources.
He stayed off the job for 7 years? A Leave of Absence is only granted for a year (though numerous superintendents ignore this rule for connected people.) Disability has a short shelf life. IOD runs out after a year, then you might go on Disability. But this guy stayed off the job for 7 years.

Then after returning in 2011, he shoots a guy in 2013 - with his brother's gun - and IAD doesn't find a "missing" investigation. He then gets "nominated" for a merit bump in, and a standard IAD background "investigation" found no trace of an open investigation that fell through the cracks for nine years.

Golly. How can such a thing fall through the cracks? Not just fall through the cracks, but fall so far as to not jeopardize a "merit" bump from the current First Deputy Superintendent. All we can say is it must be a pretty deep crack. Deep enough that:
  • an officer named by the Chicago Crime Commission as a known associate of the Outfit was hired and remained employed even when he was the last person to see three murder victims alive;
  • an officer with a disqualifying history was screened through, only to be videotaped in a drunken rage missing countless hay-makers at a bartender;
  • an officer beating an elderly couple in the suburbs, who had skated on numerous other Battery charges, and who had to be subdued by a suburban K9 Team;
  • a commander with numerous CR's for stalking a boyfriend, domestic abuse, child abuse, an arrest record, battery to co-workers, and a record of general incompetence who had her ex's dogs put down after the breakup;
  • another commander who stole money from fundraisers to gamble with;
  • an Assistant Deputy Superintendent was promoted, demoted and promoted after using Department databases to stalk female cops and citizens;
  • another exempt busted climbing in the window of a female officer;
  • a Chief at IAD who overlooked dozens of Deviations and CR's directly related to the SOS scandal that might have exposed it years earlier;
  • another Chief pissed hot for cocaine not once, but twice; 
  • another Chief at Housing who handpicked most of his teams that ended up going to jail for stealing drugs and money;
  • and another Chief who, as a PO, committed Aggravated Battery on juvenile students, washing their mouths out with soap;
  • a First Deputy with a Domestic Violence CR, and a number of Captains with the same;
  • a Superintendent of Police who was fired for associating with mobsters - and "nobody knew;"
  • another Superintendent who was awfully close to the Marquette 10;
  • an "outsider" Superintendent who had a history of drunken behavior, improper weapon discharges and a "colorful" vocabulary regarding minorities;
And that's just off the tops of our heads. There are undoubtedly dozens more incidents we could dredge up over beers with two of three other coppers with a few more years than we have. The connecting thread to all of it is "clout." Certain people have it and exercise it.

In fact, we'd bet that 90% of the scandals over the past 25 years, are directly traceable to clout - either someone handpicked a team, someone running a team was "merit" along the way, someone politician sponsored someone to a certain spot. You don't get a really good spot without some pull - and those who feel they don't have to play the game the legit way, don't feel any particular need to follow the rules (or the law) when they get there. They've beaten the system once, twice, three times, what's once more?

The Tribune has this laugh-line in the article:
  • According to the department, [...] was nominated for the promotion by Kevin Navarro, then a South Side commander and now Johnson's top assistant as first deputy superintendent.

    At the time, Navarro would not have been aware of the 2004 complaint about [...] involvement in a liquor license or the mysterious inaction on it, according to the department.
Bullshit. Everyone knew. See the examples listed above - we're "aware" about those. The clouted are a law unto themselves. And that's where it really gets bad. Intelligent people eventually figure out when a game is rigged...when the odds are stacked against them. Sometimes they get out. Sometimes, they buy into the game, not matter how crooked they know it to be. Sometimes they just move through, hoping for retirement without too many hassles.

Unfortunately, the hassles sometimes find you. And that's when the un-clouted get fired....or sued....or jailed....and the charmed ones continue on their merry way, sometimes even going up the ladder, to bigger and better things, enabling an entire new generation of clout.

Remember, this Sgt was in the ultimate clouted Sergeant class that consisted of 13 babies. I have no respect for any of the Merit 13. This guy was also very arrogant and cocky in class. Mr entitlement wearing his lumberjack beard in class heckling the instructors. Disgrace.

In the NYPD, we call these outrages as "white shirt immunity" NYPD lieutenants and above wear white shirts. What the CPD calls "clout", we call "juice", "having a rabbi", "having a phone call", "having a hook" or the biggest of all is "having a crane".

While it exists in the NYPD, I get the impression that it is systemic in the CPD. It totally destroys morale. 20 and out. We share azzhole mayors.

I am going to print this post out and mail it to Senator Jeff Sessions' office.
I will demand the Trump DOJ investigate the corruption in the Chicago Police Department Leadership.
Fixing that wil do more to fix racism and discrimination problems than anything else.

I hope everyone else mails in this or a similar post, or news story to Senator Sessions.

How far into your face does something have to be before you take notice, MEDIA PUKES? The merit process is rife with clouted asswipes like this who receive undeserved special treatment based on whom they know and not what they know. Despite being off the job for seven years, this guy was deemed to be the best and brightest and was put in for a merit position. Such a situation is just as highly unlikely as his incompleted investigation mysteriously not coming up previously. The corruption and cronyism in this city sucks out loud and the media in this town, let alone country, wouldn't know what to do if a story came up and sat on their collective faces. Allow me to provide you with a giant clue, something needs to be done to ensure that the merit process is made more legitimate to prevent clouted fools from being placed positions in which they are allowed run roughshod and damage the agency and cost the tax payers giant sums of money or the city needs to completely abandone the merit process and to allow for only qualified employees that have successfully taken tests to be promoted l. are promoted. The city and department are too afraid of being considered racist for promoting only qualified individuals as the results of such tests will demonstrate that the blacks will score lower than the Hispanics, who will score lower than the whites, who will score lower than the Asians.

He's part of the whole Greek Club of clout and nepotism. I believe anyone with any time on will remember a certain jackass that was made exempt rank with about 10 years on because his family owned a restaurant frequented by some the the bigger bosses over the years. Same shit here. Absolutely sickening that someone can game the system for seven years only to be rewarded with a promotion. I'll reserve my judgment about this shooting because we all know what's possible, especially given our second-class status and how the ghetto operates in regards to police-on-black interactions. But he reeks of everything that is wrong with this department. Just another asshole that got sponsored for bigger and better things (no doubt he was being groomed for Lieutenant) while several excellent officers are routinely passed over because they don't have connections. Damn, I hope the DOJ has been compiling truckloads of information.

With the subject matter of this blog, you could have left it alone, but you didn't. You reported it (quite eloquently) because sometimes the path the story takes goes into an unpleasant direction. Something the MSM and piss-poor hacks at the two rags in this town, seem to have forgotten. Great writing.

If media or the DOJ doesn't use this as a reference to begin taking corrective measures, then I'm convinced that...ah, I'll keep it to myself for now. Good job, though!

Bad thing is nothing will happen to them. They are NOT going to shoot them selves in the foot.

If only this blog was read by more people of substance and action. Then these embarrassing jokes calling themselves police officers would be forced to resign.

I did not attend the district xmas party this year. I purchased a ticket to support the retirees. Only half bothered to attend. I haven't missed a district xmas party in 18 years but this year I could not stomach all the phony embarrassing CPD brass.

Hopefully the unNOBLE Lt & Sgt cheating scandal will bare some fruit and a few of these clowns will be forced out.

Know what the funny thing is? Every one of the bosses that you named had a minimum of one merit promotion. Doj was shocked to know that there is absolutely no criteria for a merit promotion. You left out the cop, SR, who pissed hot for steroids and was under investigation for selling them. Being one of Matt Cline's BFFs helped that go away. It was only after the FBI caught him using their computers to run a background check on a felon he sold guns to and he was charged by the US Attorneys Office that he was fired.

100% Spot On. Aware that time & space left out few. Recall a certain m4 Sgt who's girl friend booty call happened to gain access to his 357 and allegedly shot her self in the head,Oddly his first call wasn't to 911, it was to a detective buddy and it became a revolving door of white shirts to his far. North west side condo. The paper car was adept enough to include those on scene. Nothing happened to the Sgt and he retires from the Airport.

Fantastic post SCC! You have done the CPD a great service by chronicling some of the Department's "Great Moments In Clout History" that always just seem to get forgotten. Clout has a short memory- glad to see that SCC doesn't ! Also glad to see that you have put Phat Phil Cline on your list of infamy. Cline was an integral part of the Marquette 10 but somehow escaped indictment because he was working undercover on another case when his colleagues were charged. Cline remained a corrupt policeman -even as Superintendent - and now pays himself over $150,000 a year to run the Police Memorial. Cline's clout runs so deep that even after being fired as Superindent he remains clouted as a civilian! He is as shameless as he is corrupt.

SCC you are so right on this matter it scares me.

I worked in IAD back in 2000 and was familiar with this Officer when he was first hired all the way through 2004 when the allegations of the family bar were questioned. Take a look at the boss who was in charge at IAD then.

This was a political hot potatoe and was another cover up from the days this officer was in the academy. But every IAD investigation was controlled by Command staff outside of IAD. AND SEE WHAT YOU GOT NOW?

Witnesses confirmed allegations. Further more claiming it was racial in nature.

You are a little off in your comment about the Superintendent and the Marquette 10. He cooperated with the government because the government had considered indicting him and this led to him getting a pass. When called to testify at the trial he invoked the 5th Amendment.
The same individual had a picture of Hanhardt in his office and would dine with Hanhardt frequently until the day of his indictment.

Wow! Thats off the top of your head? I recognize some of them thanks in part to reading this blog. But as I read it one thing kept popping in my mind. These reference point to:
1)clouted or merit appointments to everything and 2) Who makes those appointments who are the recipients? Politicians and connected people. It is simply more evidence that the political corruption endemic in government taints everything it touches.

I wonder if you compared CPD members who showed up, took the tests and passed them on the legit no sponsor how many of those people are on that list? I bet few if any. And I believe the reason is if you EARN your achievements rather than have them bestowed upon you they are more valuable or sacred and you are far less likely to throw them away. Then there is the issue that power corrupts and absolute power absolutely corrupts.

This is the problem in the ghetto. No one has resepect for themselves or each other because they value nothing. They value nothing because they have not earned anything. They are given or bestowed the basics of life.

But this is the kind of thing that troubles law and order citizens who will give the benefit of doubt to the police always. We always should look at the facts objectively first on a case by case basis.

Ahhhhhh....Merit bosses promoting friends again. This guy doesn't look like a very candidate for merit either. Good thing he had friends in high places. The DOJ should look at each and every bosses promotions over the past 30 years. Who their sponsors were and why they were promoted. Higher pay because of friendships in a government job. The whole thing is sick.

But the First Deputy..... a good guy and funny... is a triple merit dimwit.

Again, Kevin is a funny likable person. But not qualified to be a commander, let alone The First.

He made JP a sergeant. And maybe he should have. He should wear the jacket.

This whole place is a fucking joke..... very few qualified people to run the operation.

Money has it that The First is/was going to make his admin secretary Fenton a Sgt in next class.

Maybe they took his pick away.

Excellent, informative post. Unfortunately, all of this comes as no surprise to anyone with more than a cup of coffee on the job. Thirty years ago, as a fresh faced recruit, I was often told "the jobs legit". This being a code-phrase for everything that you laid out and more. And having no clout, I got the message. I worked a beat car/wagon, found good partners (mostly), waited for seniority to get me to better watches/ furlos/ districts, handled my jobs without trying to figure out which exempt did what for whom, ignored a promotional process which I knew was not "legit", and tried to fly under the radar as best I could. Luckily, it all got me to a beach in southern Florida, which is all I could have asked for in the first place. My story in no way excuses the system or mitigates my disgust for it. This problem has been festering for some 180 years and won't be solved anytime soon. As long as the department is staffed by men and women, it will remain. Good character, morals and personal integrity are things that have gone by the wayside not only on this job, but life in general. To everyone that did it the right way, congrats and sleep well tonight. Sorry, I don't have an answer to the problem, but felt compelled to comment anyway. SCC, keep up the good work. Maybe some day, someone with the wherewithal to actually do something will listen and act.

Good work SCC but the stuff you listed is just the tip of the iceberg. Of course it is really bad to have these players in leadership roles in law enforcement, but you neglected to mention scores of outfit connected guys past and present in the job. Although these folks shouldn't be on the job, those involved with organized crime are far worse and have done far more damage. I'm not sure if it was an intentional oversight or just content for a later post.

Remember the '94 sergeant's exam? When Daley stated they were going to make the top 500 no matter what. Well they stopped at 421 or 423. I always wondered who the heavy guy was that the cutoff was made at a strange number. Got my answer 3-6 months ago when he was made the number two guy in CPD.

Is there any doubt as to why Morale is in the toilet? The "Political" Corruption and mismanagement of promotions is blatant. It is as if Chicago is in a Time Warp. The Last Big City "Machine" is not dead and acting as if we are living in the 1950's! However, since Diversity brings us together, the new corruption gives all races and genders, as long as they are "Sponsored" an equal opportunity to get a Merit Promotions. There is absolutely NO possibility that this case fell between any cracks. For someone to even receive a transfer to a Special Unit requires that the person produce activity and that transfer must be reviewed by IAD. Somebody INTENTIONALLY overlooked the Sgt's status and disciplinary history, especially an "Open CR", coming back from a long absence. This type of Corruption goes beyond reducing morale. Every Working Chicago Police Officer at some point finds himself/herself in a circumstance that requires a life or death decision. Merit, without a clear definition, PLACES THE LIVES OF CITIZENS IN DANGER. INCOMPETENT OFFICERS CAN CAUSE THE DEATH OF CITIZENS OR OTHER OFFICERS. THIS ISN'T JUST A JOB ISSUE, THIS IS A MATTER OF LIFE AND DEATH.NAVARRO NEEDS TO RESIGN, AND EVERYONE INVOLVED IN THIS SERGEANT'S PROMOTION SHOULD BE HELD ACCOUNTABLE FOR THIS TRAVESTY AGAINST THE PUBLIC AND EVERY WORKING COP. Once again, Rahm failed! "Clout" is a word invented to describe "Chicago Values"! Baby"G"

Remember most commanders merit picks AINT theirs.

An exempt hire up uses the pick. The media is very lazy and will assume whoever signed the merit pick is the person who actually knows the clouted officer.

The merit system is obviously a secretly organized fraud with multiple layers. Yet the media can FOIA all those list and still can't put anything solid together.

The media should start with all triple merit because the fraud is easily apparent.
Next you would follow where the clouted is assigned throughout their career.

sometimes it is by marriage
sometime they are a mistress
sometimes they are engaged!

I bet the bosses signed off on getting rid of him until it reached the top. Then that's when the hokus pocus comes into play. Check to see who the Sup's were and who was head of IAD. And the chances of a Lieutenant getting promoted that actually passed the test created to check actual knowledge of the job is about 10-15%. However, a merit selected Lieutenant has an 85%-90% chance of being promoted to Exempt. This is why the department is such an incredible disaster.

Yes, you are correct, the CPD is a broken and corrupt organization, rife with political influence, patronage politics, racial politics and just general incompetence. All of this flows from the top, the mayors over the , at least 25 years, the police board/mayor picks for superintendent, the total lack of transparency, the phony merit promotions and the list goes on and on. It is broken and I don't think anyone can fix it in my lifetime. I am long retired and I can go back to 1968, when many people had to pay to come on the job and pass the phony physical examinations and then pay for promotions. I even had a commander's secretary in 010 take money to work a certain car and partner. I really don't know what can fix it. We have had outside superintendents and that has not worked. Maybe the US Justice Department should actually appoint a superintendent and a command staff chosen from police leaders from around the country. Does anyone know ?

Clout has a short memory- glad to see that SCC doesn't ! Also glad to see that you have put Phat Phil Cline on your list of infamy. Cline was an integral part of the Marquette 10 but somehow escaped indictment because he was working undercover on another case when his colleagues were charged. Cline remained a corrupt policeman -even as Superintendent - and now pays himself over $150,000 a year to run the Police Memorial. Cline's clout runs so deep that even after being fired as Superindent he remains clouted as a civilian! He is as shameless as he is corrupt.

The Chicago Police Memorial Fund (CPMF) is nothing more than a huge scam conceived by Cline for his own enrichment. While he was Superintendent, before he would consider a member for any type of a "blessing", the first litmus test was whether or not the member had "volunteered" for a payroll deduction contribution to the CPMF. The second litmus test was the amount of the "voluntary" contribution. Sadly, there are members of our organization still fooled by Cline because he plays Santa Claus for one day of the year for the 150K and an automobile given to him as the head of the CPMF. Cline has always been a POS, but the ultimate evidence is enriching himself off the backs of our deceased heroes. With any amount of luck on our part, Cline will burn in hell for eternity.

Didn't know midnights in 007 was a clout spot. Gotta make a phone call to get in. The clout guys that graduated with him all went to units at headquarters. The Irish Mafia is still alive, two merit hacks in his class went right to IAD from sergeants school. Never stepped foot in a district. Another Irish merit hack has a task force team, an Irish lassie is back at the academy. Fourth Irish lad is the commanding officer at FOIA. This guy shoots an armed offender who passes a gun off to his homies. "He is a dirty cop". He shoots a felon trying to commit a forcible felony and its a setup. He left the job for 7 years and IAD couldn't close the BAR complaint because the rules don't apply to you when your on a leave of absence. He comes back and the Irish lads at IAD cant add up 2+2 and never look into his old complaint because his name doesn't appear on any licenses and they aren't smart enough to investigate his possible silent partnership in a liquor establishment. Remember its not what you know, Its what you can prove. Quite a few guys took extended leaves of absence to work overseas and made huge money as private security contractors. So many officers took advantage of the leave of absence program that the department changed the way it was done. You can only take up to a year leave of absence now and have to submit paperwork every three months up to the year. Is this department fucked up? Absolutely. Glad to see we are jumping on the loevy and loevy/BLM bandwagon. Why he was promoted merit? I don't know. I don't know what qualifies anyone for merit, but this recent shooting shows how the department will railroad you even if your right. Don't trust the brass, answer your jobs and go home to your family. Let these gangsters kill each other. Our exempts can cry all they want. Don't jeopardize you freedom and family for a department that doesn't care about you.

Lets not forget the school patrol sergeant caught every day parking the marked squad car in his garage for the whole tour five days a week. IAD followed from roll call and observed the legend and we obtained his falsified logs. His neighbors actuslly gave their names which is rather unusual. Long story short he stated his wife a politicians sister was battling cancer. Low and behold the wife is still alive and healthy he was recommened a thirty day suspension pending termination, and in the finest tradition of the CPD, forfited forty hours time due and made Lt, and returned to the Youth Division.

I was turned down for merit sergeant because of an open bullshit CR that was later not sustained. It sickens me to see all these other officers getting promoted with open CR numbers and/or previous suspension time or arrest records. No recourse so I was told at the time by our illustrious union so I finished out my career and retired with never having a sustained CR number or suspension time.

Just a little off subject, there has been copers connected that pissed hot and were warned before a CR was generated. They resigned the same day before a CR number and preserved their pensions. Thereby, leaving their pensions and laying low for a few months. After laying low they have often joined another Police agency. A back ground check usually did not show the officer pissed hot, because the officer resigned before an investigation was started. I don't know the rule, but the County pension availability is 10yrs. and they kept paying into our pension to receive full benefits with another pension.

Forgive me but I am having a hard time processing Cline and the Marquette 10, I was working in 10 at the time this when down and it had to do with the tact team and one outsider from sog or a narco. Any way those guys were straight up and they all worked 2 or 3 part-timers if they were on the take that is news to me. Dan Webb made a name for himself on this and sent those guy up on only hear say evidences from drug dealers and users never had any proof. Webb let Wilson run 16th street drug markets and never went after him. I worked the ghetto car and when we stopped the dealers they hand us Webb's card and tell us that they put the detectives in jail and they put us in jail too. The supe, the media and that twat RR are trying to hang one of us out to dry. I hope that we all don't loose sight of that. In looking at the shooting itself, there is no doubt in my mind the version of events related by the Sgt are true and accurate. Everything else, right now, is just noise.

There is for sure a time and place to attack the heavily clouted and exempts who have done nothing but scorn law, order and personal space. I don't think, in this particular case and at this particular moment, we should be throwing dirt on the Sgt when support is what is needed most.

I appreciate the insight and understand (more than most) how the crooked merit system slowly fucks us all over, however it was in place long before the Sgt got his stripes and all things being equal, his alleged skulduggery doesn't come close to the latter mentioned.

I'm not going to cast judgement on the incidents seeing that I was not there. I also know and so should everyone that nearly all CR#'s aren't legit so I will not speak to some twelve year old nonsense. However, given the history and surrounding issues, I blame his clout for putting him in the limelight. He should have had an inside job and/or not have been promoted. Many people's arrogance brought this to fruition. It's never a brilliant move to showcase clout and cronyism. Backfires can and do occur. I guess the terms "lay low" and "out of sight, out of mind" are not considered by some. Meanwhile the humble and deserving never get rewarded. I guess this is the way life goes, at least in Shitty of Chicago, Crook County, Republic of Socialistic Entitlements; the land where the clouted and entitled leaching criminals roam free.

Old Retired Guy Here.... Again !!! Had to chime in on this one. Yes, Yes, and Yes. The clouted are of an "ILK" all their own. One of my favorites was this. A PO would get stripped, and sent out of the district. The reason would be some murky story of criminal involvement, or just a stupid incident. Some time would past, and all would be forgotten.
Years Later,I would be attending the annual St. Jude March. Guess who I would see, in a Sgt. or Lt's Uniform. Yes, the PO would "Miraculously" appear again, and be promoted. This happened at least two or three times, in my 33yr career.
Bottom Line: "Deal With It, and Move On"! It was a great career for me, and I never let that stuff spoil my day.

That Sgt played the numbers game. He was very arogant and cocky in his District. He shuned away at regular p/os if they wore blue over skinny jeans. He recruited the oblivious and naive to his team on 1st watch. Sad to say, he had it coming trying to prove to his white shirts who now don't have his back in court or prison. Stay fetal, don't loose you freedom for units/sat/gang/narcotics/etc I believe the Sgt., but it will take a grand jury in Cook County ran by Foxx to clear both shootings where no guns was present. Juice stops once County takes over and the DOJ. Not worth a pinch.

SCC, I'm not going to say definitely that Navarro would know about Poulos's bad history. All exempts do (after selecting someone for a merit promotion), is submit the merit packet up the chain; IAD is supposed to do all of the 'groundwork' to look into a candidate's background. Clearly, either it wasn't done, or the path was well greased (all the way up through Navarro) to 'make it so.' If that is the case (and there's some indication that it was), it just makes Poulos' promotion more of The Chicago Way. (No one I know who knows Poulos can think of anything he's done in the line of duty to warrant a merit pull, so it is very likely clout, stemming from the family owned Lincoln Park bar).

People have written books about corruption in the CPD. This is not a new topic, only the personnel management system corruption is in focus now, not the thievery of days gone past. There is a book titled "To Serve and Collect" which talks about CPD history from it's start ending with the Summerdale scandal. Maybe it's time for another volume. Another interesting read is "When Corruption Was King." Not an academic book and a bit dated. Good easy read for a new officer to get some historical perspective of the "good old days."

Did he get cured because he was making merit sergeant? If you look at the merit lists it appears that Navarro and Caluris played a lot of quid pro quo.

Glad to see we are jumping on the loevy and loevy/BLM bandwagon. Why he was promoted merit? I don't know. To 0636. Your wrong about the 94 Sgt exam. They stopped at 416. There were 8 people who had the same score so the last person who got promoted was 423. Of the 8 three were black five where white. The only other black officers on the list were in the top 200. Number 424 did not get promoted off that list. The next test initiated the "merit" system.

Forgive me but I am having a hard time processing Cline and the Marquette 10, I was working in 10 at the time this when down and it had to do with the tact team and one outsider from sog or a narco. Any way those guys were straight up and they all worked 2 or 3 part-timers if they were on the take that is news to me. Dan Webb made a name for himself on this and sent those guy up on only hear say evidences from drug dealers and users never had any proof. Webb let Wilson run 16th street drug markets and never went after him. I worked the ghetto car and when we stopped the dealers they hand us Webb's card and tell us that they put the detectives in jail and they put us in jail too. I have to agree with you. I worked in 010 and knew all of them. I was in a specialized unit when they got jammed, but I was working cases on the west side at the time. The tact guys made a lot of arrests and a lot of stops. From what I can recall, they did some stupid things like taking some gits, but nothing like Webb claimed.

The Chicago Police Memorial Fund (CPMF) is nothing more than a huge scam conceived by Cline for his own enrichment. While he was Superintendent, before he would consider a member for any type of a "blessing", the first litmus test was whether or not the member had "volunteered" for a payroll deduction contribution to the CPMF. The second litmus test was the amount of the "voluntary" contribution. Sadly, there are members of our organization still fooled by Cline because he plays Santa Claus for one day of the year for the 150K and an automobile given to him as the head of the CPMF. Cline has always been a POS, but the ultimate evidence is enriching himself off the backs of our deceased heroes. With any amount of luck on our part, Cline will burn in hell for eternity.

Test was given immediately after race norming test scores was no longer an acceptable
practice per the U.S Supreme Court. Race norming did work in a way that it provide the highest score blacks on the test rank order way of being promoted.

Clout aside, the Sgt has been in two justified shootings. One in which a shithead burglar tried to escape using the the finger gun in the pocket trick and one in which the gun walked off with another asshole. Everyone in Englewood knows the word on the street about that particular gun...

If she was even put it in, it is a true disgrace. She has NO time on the job and NO time on the street. She has absolutely no business as sergeant.

I remember when we were still in the academy and the medical section, iad and other units were inside the building. Despite twenty four hour security, there was a break in to the offices. I never did hear what files, if any, were taken. God knows what scandals were removed?
They opened a satellite IAD office east of the academy on Adams. They also moved the medical section to thirty fifth st.

A lot of truth about incidents over a whole lot of years. A lot of bitching from whiney do nothings that don't get promoted because they don't do anything.
A lot of this is right on, except Phil Cline and the Police Memorial. He works his ass off to raise money for the Memorial. It would have never gotten off the ground if it weren't for him. It would not survive if it weren't for him. It has brought local business to show their support for us. If you have ANY doubt about the good work he gets accomplished, talk to a Gold Star family member and quit your uninformed bitching about one of the only Great things this Police Dept. has left.


Couldn't agree more. There are plenty of things to bitch and moan about concerning this job.This isn't one of them

Word is this PO (KF) was whining about the 1st (KN) at the Area South's Christmas party to Watson and his Admin Sgt. Talking sh*t about a boss to another boss - that'll get you prompted, NOT! Hey Admin PO K.F. why is it you think you deserve to be a (Merit) Sgt? Experience, NOPE! Time on the job, NOPE! Acts of bravery, NOPE? Oh yah, you're a good typer, RIGHT!

And the Sergeants that get taken right of school and assigned to IAD are usually former detectives thats been the case for the 12-15 years.

Being a detective and being a sergeant are two different assignments, with two different roles. That's like a foot doctor doing breast augmentation. They need to go to a district and pay their dues. But when they open up applications to go to IAD you need a year in grade as a sergeant. It all makes sense.
