Great Idea!

If only someone had suggested this years ago....like hundreds of our readers:
  • There was talk at the academy of making 50+ lieutenants in February or March so everyone would have three on each watch. They want to go back to the old watch commander system
Not only a Watch Commander, how about a Desk Sergeant? The two-level review process can only improve things.

You know, this place would improve by leaps and bounds simply by dismantling just about everything J-Fled and McCompStat put in place.

Even with 3 lieutenants on a watch, the troops will never see one except at the beginning and at the end of the tour (?). And if there is more than one working the other(s) are ducking. Was always nice to see the Field Lieutenant from the previous day doing his/her log the next day in the WC office from the logs of the Field Sergeants, yet the sgts and coppers had to hand in their logs and humpers in at check off. And when the WC and Lt worked, the WC would duck the LT would cover, and then the LT would duck when the oncoming WC for the next watch showed up; never mind about going back on the street. Yet the bosses are so worried about the coppers scamming.

Speaking as a retired W C I can tell you a good desk sgt makes it all happen. Ensures proper court papers are ready, keeps an eye on the lock up and desk, and is the go to problem solver for everyone. Also helpful to the W C when preparing packages. It wasn't broke , they should not have tried to fix it.

Yes, lets bring back an old tired system of political and racist spoils that worked, but surely did not work at the best level, a system that no other major police department in the country has ever used and will not use. Sergeants are the backbone of any organization and they should be given greater power and authority, not go back to the old system where they were disrespected. No need for a political hack captain on every watch.

Actually, the discussion is about making Capts watch commanders again. It's a ridiculous idea. Just have 1 Lt on each watch like other large PDs. They think that when Capts were WCs, there was more activity, so... Make more Capts. Unbelievable.

With GPS it would be interesting if the traditional "Duck System" would work. Remember one of the premises of being a Lieutenant in the Districts is that it is a part-time job. IAD or Inspectors could be deployed, and it might work. Of course you would have to burn a couple of "Lietenants" initially just to show the process was legit, and make examples of them. And Anointed Bosses would have to be warned in advance that an area was being targeted by Inspectors. If all of that was taken into consideration; Yep, what's Old is New. Unique? Meanwhile Fu&k Rahm. Baby"G"

Special Ed has been talking about this for months, must be a reason (city hall) they haven't done this already. Plus, you need a Captain at the helm otherwise you have a bunch of Lt. all doing their own thing. Removing the clear chain of command was one of the worst decisions they ever made on this Dept. I don't know who's in charge, changes day to day.

It was a great system, each Lt. Would get a 3rd day off, carried working but a beat guy would need to put a slip in for 2 hours. Back in the day the Capt. Would take off right after the last roll call. We had a Captain who would put a Sportscar over his uniform and hit Rush Street until they closed then come back. Horrible thought that the system is going backwards

3 lieutenants is nonsense. I worked a Westside district for over a decade and when we had 2 leitenants on the watch they would work out a schedule that best fit them. One would come in 4 hours late and the other would leave 4 early. More doesnt mean mean better.

Let's be honest.....there are way too many X/Os out there. I can see one in the districts to work over overlapping shifts with the D/C or to cover on furloughs of W/Cs but these X/Os in the detective areas and farther up the chain with the chiefs, deputy chiefs and so on are a complete waste of time....space...Money ...and authority.
Why does a Chief need an X/O to direct the deputy chiefs?
Too many CLOUT jobs for CLOUT babies.
Maybe if you had the right person in the right job you wouldn't need to pull people from other units to do your CLOUT babies job.

This is the first step towards that in 2018 when the Capt contract expires. Overloading the Lt rank in preparation for promoting about 44 more Captains and putting one on each watch. No more XO. The 3w Captain would double as the XO when the Commander is off.

This is a horrible idea...two lieutenants, two ways the watch is run. No one is on the same page, total lack of communication. Adding a third lieutenant would only make things worse, one undermining the other. Total bs reason to promote more ball less strokes. We have one really good lieutenant and 1 who is a stroke, the stroke has more time so he changes shit all the time just because. Total nonsense!!!! Just gonna make people more miserable.

The 3 lieutenant idea was tried in Austin years ago. The title was "watch operations lieutenant." Yes there was infighting at times. A clear cut chain of command is needed. That means rank and the captain should come back.

It's the only part of the Dept wheel the eggheads didn't reinvent yet.
But for example, look how well CAPS 2.0 is working.
Three Non-Merit Lts per Watch, the Merit Lts go right to 35th St and Specialized Units (a prerequisite for Exempt).
Way too many bosses at HQ that claim no responsibility for the state of the Department, blame District Patrol.
District life was never a dream job, it's just there to collect what shit that rolls down the 35th St hill.

Nothing can be accomplished until manpower returns to a "days of yore" ...steady and maintained 13,500.

First, dump Rahm's and his Democrat politicized meddling. He's not qualified to run the city, let alone the CPD.
He fails to identify the source of the violence and has no plan to combat the problems. All talk - No action.

Then dump Spudhead Ed for the same reasons as above. Then try bringing back integrity into the promotional process and can the social promotions.

Rebuild the Department sans the obama mandate of a Task Force on 21st Century Policing. There's barely a 19th Century mentality in the communities that have the most violence. Treat the disease not the symptom.

If in doubt - stay fetal until disciplinary actions are waived.

The system right now is so f'ed up. Sgt's are acting as DSS and approving time off then it is rejected when the Lt comes back from his days off. Sgt's acting as DSS are assigning other sgt's tasks which absolutely breeds animosity. It's a broken system with no real clear cut chain of command. Nobody really knows who's the boss anymore at the watch level. It used to be captain was the man. He had the final say. Now you have 2 Lts that argue with each other over what to do on the watch. It's horrible. If there was one thing I would say would help the dept the most as far as internally, it would be to bring back a captain as the watch commander on each watch. May cost a little money initially, but the payoff will come down the road when an incident occurs and there's 3 levels of oversight. Sgt, Lt, Capt.

The problem is that the Lts have been written out of a job other than just approving the A&As and approving or denying time due. It's a great job where u come and go as u want because the sergeants do all the work. One thing this restructuring has demonstrated is that captains were not needed and are overpaid. They literally did nothing except maybe sign an arrest report other than that they got catered too and got their asses kissed. Captains are not needed on the watch, all you need is 1 Lieutenant and the Sergeants can handle the rest. Now
If ur goona change it fine, just pay for out of grade for all involved. Signed 3 yrs left......

Too many merit chiefs and not enough indians. We have bossholes that were never the the police running the show now! We have the tiny dancer that is clueless on how to fight crime. We have special Ed that is clueless on how to fight crime. We have merit clueless exempts that were never the police, this is especially true of granny Clamplet. We have cheating Noble Lie-tenants that are useless.

Crime is out of control so lets make more never been the police Lieutenants to show us how to stop crime. Show us how writing ISR"s will stop crime. Show us how to cater to God less supporters of the burning of the American flag(ACLU).

Make no mistake about it. The tiny dancer has orchestrated this from the beginning. He has single handily allowed crime to escalate. He doesn't give a flying fuck about CPD nor does he know how to run a big city. He just wants to nickle and dime everything. He can't run a police department so he wants to destroy it because we see him for what he is. A self serving bully who is a coward when backed up against a wall. Not a single boss hole knows how to stand up to this sniveling coward. Only the blue shirts make him eat his words by staying fetal. He wants more merit lieutenants for what reason? Must be to keep the blue shirts in line. It certainly is not to bring crime down.

I'm a Sgt and I work the DSS position in a fast District. I believe they need to bring back the Captain position on the watch, because he or she is the Captain and the Ship stay afloat or Sinks with the Captain. Current practice is, two Leuitant's and that means two separate individuals that want things done differently. One may follow directives closers to the Rules and the other may not. This is a hurdle for me, because depending on who is working they want things a certain way. On days when there's No Leuitant, I'm going to choose one of the two ways of completing the task, in which the other then is at odds with my decision. I sure miss the Captains Rank, because there is Only One Way of doing things, the Buck Stops there and he's going to Man Up to it, because it's his S.O.P.

A group of Arizona police officers are being credited with going above and beyond the call of duty by helping a single mom and her son have a Christmas.

Kirsten May, a 25-year-old single mother from Phoenix, was so close to eviction that she had started to prepare to live in her car with her four-year-old son, Nicholas.

'I lost my job. I lost daycare. I was completely at rock bottom,' May told NBC News.

That was until the Phoenix Police Department stepped in to help. You could call it a Christmas miracle of sorts. And the miracle, provided by officers with the Phoenix Police Department helped a single mom who was in dire straits get a Christmas tree and much more to share with her young son.

According to KPNX-TV in Phoenix, a tip led officers Jason Harris, Brian Peters and Ben Carro to Kirsten May, a single mom who had recently lost her job and was just days away from eviction from her apartment.

"I lost my job," May told the TV station. "I lost daycare. I was completely at rock bottom."

Here's what the police officers did. They contacted a fellow officer, Manuel Reyes who works at Home Depot as an off-duty officer and he in turn worked with a manager at the store to get a Christmas tree for the family, which is Kay and her 4-year old son.

And there's more.

The officers are going to surround that tree with Xmas gifts and toys for Nicholas, so he'll have presents to unwrap Christmas morning.

And there's more. A group called Angels on Patrol is covering May's rent through the month, which allows her some breathing room to try and figure out her next move.

And one more piece of good news. Kay found a new job so she'll be able to afford rent on her own soon.

Didn't they try that back in 1996 when CAPS was first introduced? They eliminated the rank of Captain in favor of a watch operations lieutenant and a field operations lieutenant? Lots of watch conflict was the result. When that experiment failed, they brought back the rank of Captain (SES). For watch continuity and morale... one guy (or gal) needs to be the unquestioned boss in charge.

The problem with mid-management and upper management on the CPD is no accountability. CPD managers believe they should only make sure all boxes are filled on reports rather than reviewing the content of the narrative or the investigative process.

In my 25 years I have yet to see a supervisor ask an intelligent question as to the direction of an investigation or question it; i.e. McDonald shooting. Just sign and done. Make over 6 figures without accountability. A manager at McDonald's has more accountability. What a joke.

First, as screwed up as Weis or McCarthy had things in their own regard, let's not act like all the Chicago bosses have it right. This place has not exactly been looking up in the past year since the NYC experiment ended. The current administration is overloaded with Merit HACKS, not good quality Merit picks, but HACKS. The majority fail at every level of leadership and police skills.

Earned not given.......my ass.

Second, every district and every watch has been doing their own thing since well before any outside interference. Anyone that has ever processed an arrest or requested time off or any number of other task in more than one place over the past 30 years can't deny that fact.

Third, some stroke boss will read this and get his/her panties in a bunch and take it out on some blue shirt looking for a day off, sorry. We are lead by weak, spineless, political, cowards. A small handful fall outside that realm and it is a rare treat if you get to work under their supervision.

Fuck the humpers and the number crunchers, do your job and do it well. Not for them and not for a "quota", just do the right thing at the right time.

assign one captain per watch at the Area , 12 hour shifts , relief Captains assigned to Patrol Division and fill in Areas as needed

I hope you documented and saved everything. FOP put on their grievance hearing for out of grade desk Sgt a cpl months ago with a few people testifying, a guy from 011 was their star witness and from what I heard he hit a grand slam with his testimony. Their just waiting now to hear back with the arbitrators decision. Hope you actually did grievances though because I heard many didn't, that their relying on keeping track in their fop book or on a calendar. If they win you'd prob need to show that you grieved it in the alloted time allowed. Goood luck!!!

We have done the lieutenant run watch experiment before and it failed. We need W/C's not XO'S doing nothing but aspiring for a gold star if the kiss their commanders ass enough. If you were going to keep the rank of Captain then make them watch Commanders. If not watch commanders then eliminate the rank again like they did in the late nineties

'm a Sgt and I work the DSS position in a fast District. I believe they need to bring back the Captain position on the watch, because he or she is the Captain and the Ship stay afloat or Sinks with the Captain. Current practice is, two Leuitant's and that means two separate individuals that want things done differently. One may follow directives closers to the Rules and the other may not. This is a hurdle for me, because depending on who is working they want things a certain way. On days when there's No Leuitant, I'm going to choose one of the two ways of completing the task, in which the other then is at odds with my decision. I sure miss the Captains Rank, because there is Only One Way of doing things, the Buck Stops there and he's going to Man Up to it, because it's his S.O.P.

This is a horrible idea...two lieutenants, two ways the watch is run. No one is on the same page, total lack of communication. Adding a third lieutenant would only make things worse, one undermining the other. Total bs reason to promote more ball less strokes. We have one really good lieutenant and 1 who is a stroke, the stroke has more time so he changes shit all the time just because. Total nonsense!!!! Just gonna make people more miserable.

That's only if you are looking for an upgrade because of a prior theft conviction. In all normal counties, because they follow the law, its one prior, in Cook County its now 10 convictions.
Also They also basically said don't even bother calling us for an upgrade unless the loss is over $1000. The law is that it is supposed to be a felony when its over $300.

How cook county gets away without following the law is unbelievable. If I owned a retail establishment in Cook county I would be mad. Perhaps some retail association can take the county to court and force them to follow the law.

The system right now is so f'ed up. Sgt's are acting as DSS and approving time off then it is rejected when the Lt comes back from his days off. Sgt's acting as DSS are assigning other sgt's tasks which absolutely breeds animosity. It's a broken system with no real clear cut chain of command. Nobody really knows who's the boss anymore at the watch level. It used to be captain was the man. He had the final say. Now you have 2 Lts that argue with each other over what to do on the watch. It's horrible. If there was one thing I would say would help the dept the most as far as internally, it would be to bring back a captain as the watch commander on each watch. May cost a little money initially, but the payoff will come down the road when an incident occurs and there's 3 levels of oversight. Sgt, Lt, Capt.

That why Safe Summer, Safe City, and then VRI started. The only reason VRI is called VRI is because Garry shit canned Safe City when he first got here, only to realize that he needed it, so he created VRI.

They used to give the OT to TRU, SOS, and OCD. Grievance was filed and that when the current programs started. Tact, Gangs, and SAT have VRE, I think gangs call it something else but it the same program.

IAD should investigate the midnite shifts for sure. One LT comes in early and leaves after four hours and the other comes in late and works the last four. I wish I could get aways with that!

My Lt is getting dumped from days to afternoons in 008 because he is a micro-manager and wants everyone to kiss his ass. Of course he would have to get on a ladder because he's about three and a half feet tall. do widzenia you little goof. Look up Napolean syndrome and its a picture of you. That's why everyone says Lt is the best spot on the department. No responsibilities with very little hours. IAD is the wrong ones to monitor this. They are CPD and are bosses that are or were Lts at one time.

Was always nice to see the Field Lieutenant from the previous day doing his/her log the next day in the WC office from the logs of the Field Sergeants, yet the sgts and coppers had to hand in their logs and humpers in at check off. And when the WC and Lt worked, the WC would duck the LT would cover, and then the LT would duck when the oncoming WC for the next watch showed up; never mind about going back on the street. Yet the bosses are so worried about the coppers scamming.
