Special Ed Needs Leadership?
This is just a suggestion, but why not look to the top scorers on the most recent Lieutenants exam?
They obviously know the job, they must have done wondrous things on the job (awards, arrests, life saving, etc).
They're beyond reproach, having served in the Internal Affairs Division, where the Department only puts the best, brightest and un-corruptible. Some are even sleeping with the current command staff - and we all know that the command staff is beyond reproach in their choices of bedmates.
Why not use the personnel already in place?

This is ridiculous. With every new lieutenants class, there are sergeants from IAD getting promoted. Where is the transparency? I have no idea how this current command staff can even look at the troops and expect respect from them or anyone else. I for one won't give the respect after cheating me and several hundred sgts who studied for that exam. They not only cheated me and others out of a promotion, they also took valuable time away from my family so I could study. And study for what? An exam where I ended up n the low 200's. If I wasnt competing with people who had the test and the answers, maybe I would be in the top 100 and get promoted. Just maybe. So take your leadership and stick it where the sun doesn't shine!

Two of those there men are involved with current Department members who Both scored off the charts on the LT exam.
Those women attended NOBLE study groups administered by Gene Williams who had a copy of actual test, he was SME on it.
It is not believable that Eddie didn't know his girl friend was in s study group or one that was sponsored by NOBLE here he was #2 the the class was given by the #1.

I can't think of one single commander or above who commands respect and is an actual leader currently on CPD. Every one of the bosses today are meritoriously over-promoted hacks that I wouldn't trust to give me change at Walmart.

In my experience the officer's with a chest full of awards were often a hard worker. This of course is not true in every case but I would say majority were hard chargers in some degree. Just because someone writes an award for you does not mean you automatically get it. I am sure some officers just got salty because they were denied once and assumes just because another officer received it they have "clout".

Van dyke himself is a whole separate issue but these officers are being hung out to dry. And we are just supposed to forget about that and move along like nothing happened....my ass. UPDATE - I was sent a PM from the victim this morning. She has asked to remain anonymous at this time but felt the group should know the details of what happened last night. Here is the recount of what happened:
Last night around 9:00 - 9:15 two African American males with addresses on the far south side broke into our unit by kicking in the door. Our first floor neighbors immediately called the police once they realized what was happening and the response time was almost immediate. They were arresting one suspect while the other was still in the upper floor hallway. Before we could alert the police the other man was in the hallway they had him as well. No weapons were recovered at scene last night (but a check was done), but this morning leaving for work a gun was discovered stashed under some shoes sitting outside the door of the top floor apartment. Police were notified immediately of the weapon.
I was the one who initially saw the second man in the hallway last night - so as a heads up to everyone - always look out your peephole before you open your door! I just opened it to see if I could get a better sense what was happening outside and he was just standing there down a few steps. I hate to think what could have happened had I opened it just a few seconds earlier and saw him stashing the gun. So look out your peepholes, no matter the time of day when you are leaving as you never know what might be outside your door!

Where are all the great leaders that scored high on the SGT and LT tests. We complain so much about the merit SGT and LT that are messing up the department. Last time I checked only 20% of each class is merit where are the 80% that scored high. These so called great leaders should out number the clout SGT and LT's. These same list leaders are the same ones jamming up PO's because they follow the general orders like it is law and see no gray area when it come to PO's. Because these great leaders know policy and order doesn't mean they are great leaders. There are plenty of SGT and LT that have made it off the list that are bad leaders and supervisors as bad as some merit and there are some merit and list supervisors that are the best leaders. Just because you scored high on the list doesn't make u a great leader. The way we promote is wrong it shouldn't be by a test or by clout. Plenty of ways to promote good leaders and weed out the bad. Time for a change out with the old and in with the new.

It could be way too many Lts wind up from quiet mystery units, go back to quiet mystery units and are funneled to 35th to pal up with other merit pals to be placed in the exempt pool. The Dept hardly ever goes to the real source of quality police officers...the District. Any promotion to Lt and above should require at least 5 years of district street duty, not desk, not 35th St, not CAPS but district watch duty. no exceptions. Anyone can lose their district senses after spending too much time in a wayward unit, not that they're bad supervisors, but detached from a larger scope of responsibility.
Anyone taking time to study can pass a test with some discipline.

You must not have much experience. Some districts or supervisors do awards more than others. Some supervisors will write a award for anything. Add the fact that some districts will write half the watch for just showing up on a scene just like some tact teams will put the whole team on the arrest paper.

FOP, Sgt's and Lt's unions need to come together to demand that the city do more to protect those that earned their rank through the testing process, by allowing only one bite of the merit apple, or some other way to ensure that knowledgable and demonstably intelligent individuals are being promoted. The current state of our department can be directly attributed to the over promotion of fools, entirely made possible by the merit promotion process.

It's kind of interesting, this cheating on the Lt.'s exam. The group affected, Sergeants, are, by almost all accounts, the most important link in the command structure. Most important. Nothing the exempts want will occur without the Sergeants making it happen. So slapping them hard in the face by letting your girlfriend cheat on the test would seem to doom your chances of success. I just don't see how any Sergeant could forget this insult. Ever. I wouldn't.
One bite of the merit apple would completely ruin the whole purpose of merit promotions.....to promote the clouted ones without having to cook the books to make it happen. They are pissing on our heads and telling us it's raining. It is never going to change.

Popeye was part of the NOBLE group. He is also being looked at by the IG. He wasn't in the classes per se, but was provided the scenarios. He acts as if he made it on his own, he didn't. He only went to the Greeks study group to make it look legit. He only made it to a couple of the Greeks study groups classes. Don't let him fool you.o

We have over 750+ homicides....I can't see them taking away VRI yet and having less cops on the street. But then again Rahm wants to cut overtime.........

End date tentatively is 01Mar17 0600 hours, that is why county is riding with cpd to make it look like we have enough coppers for the "hot spots" in the winter crime naturally falls bet as soon as May rolls around it will back more overtime that ever unlimited!
They will make great Leaders but first somebody has to give them the answers they will need for the questions they will be asked and things they will have to say. Typed out in phonetic alphabet will be fine.

Looks more like Chef on South Park.
The ethics and integrity of the Lieutenant rank has been totally compromised by this testing scandal. The fact that it hasn't been addressed makes it even worse.
The ranks of upper management will be questioned for decades because of this. Unless something drastic is done with the well known culprits this scandal will never go away. . It will fester. It will poison the Department.
This Department needs a strong and decent person to run it. Chef ain't never going to cut it.

I hear that every year, and every year some fool believes it. VRI or some form of it will be here and next year someone will start the same rumor.

You are correct.
I thought Special Ed was a lazy attempt for a nickname.
Personally, he reminds me of Carl Winslow (a dopey copper as well).
Chef, however, I could accept that. That character had a brutal command of the English language, and referred to whites as "crackers" quite often.
