The Racism of Lower Expectations

In their inane quest for "diversity," the lure of lower standards:
  • Mayor Rahm Emanuel on Wednesday opened the door to allowing candidates with minor drug and criminal offenses to become Chicago Police officers to attract minorities at a time of high crime and deep distrust.

    Emanuel said he’s leaning toward relaxing the hiring rules at the behest of three powerful aldermen: Finance Committee Chairman Edward Burke (14th); Ald. Roderick Sawyer (6th), chairman of the City Council’s Black Caucus, and Hispanic Caucus Chairman George Cardenas (12th).

    “I want to take a look at the general idea that, if somebody did something when they were 16 or 17, that doesn’t become an entire impossibility, as long as it’s not serious, to joining a police department,” the mayor said.
While we agree that many minor offenses when 16 or 17 ought to be sealed, we also have to point out that tying this to "minority applicants" is insulting to the men and women from minority communities who manage to keep their lives unsullied, play by the rules, and raise their children to have drive, ambition and a desire to better their situations, the same as most functioning members of society.

The City can't make this job attractive to minority applicants by lowering the bar. There are enough assholes of all races who dirty the job already without bringing in extra because Rahm, Ed, Rod and George want to feel good about pandering.

So can I sue then? 4 years ago I was denied the job because I admitted that for a period of about a year and a half I smoked weed in college when asked. It ended up knocking me out of the process and I now have a job as a probation officer in will county... not exactly my dream job, not was CPD but cpd was a much better option for me. By the way, I'm white and was knocked out so I'm sure I have no chance of being successful in my fight to make it right.

Police officer takes the stand to testify about the narcotic arrest the officer made for 5 pounds of weed the year below. The defense, with a piece of paper in hand and appearing to read from the piece of paper, asks the officer how long the officer has been employed by the CPD. The officer replies 3 years. The defense asks the officer prior to being employed by the CPD if the officer had any prior narcotic arrests and convictions as an adult. A.S.A. objects! Defense responds the questions goes to the creditability of the officer. The judge overrules. The cop, hesitates to answer. The defense extends the hand holding the piece of paper and slapping it with the other hand asks the officer to answer the questions. After a few seconds, the officer believing there is no way not to answer since the officer cannot see what is printed on the paper the defense is holding, says yes. The defense asks if during those arrests for illegal narcotics did the officer ever deny possessing the narcotics. The officer says yes. Then the defense asks the officer what were the results of the trial in those cases where you denied the illegal narcotics were the officer's. The officer responds that a verdict of guilty was returned. The defense turns to the jury and then to the judge and moves for a dismissal of charges for his client based on the lack of creditability of the officer. The judge looks at the A.S.A., whose head is now hanging lower than whale shit. The judge tells the court that there will be a short recess and asks the State and defense to come to the judge's chambers. The judge asks the A.S.A. if State was aware that the officer had prior arrests and convictions for illegal narcotic possession. State replies no, but CPD hired the officer. Judge tells State that the court's time and that of the jury has been wasted, citing that the court and jury will have no way of knowing if the officer is telling the truth as to the circumstances of the arrest, and tells both lawyers the case will be dismissed.

Now extrapolate that similar scenario to other officers with a criminal past now testifying against arrested individuals for the same crimes the officers committed. Cases will be thrown out or later overturned. In Chicago, County of Cook, State of Illinois it will most assuredly will happen. And the 7th Circuit would be only to happy to side with the defendant.

More egg, I mean shit, on the face of the City and the CPD for hiring people whose testimony will always be questioned by every defense in the city. Defense attorneys will be doing background checks on every copper prior to prelim or trial to hopefully get their client off.

Yeah I believe the pols that nothing can possibly go wrong in hiring jagoffs, I mean criminals.

SCC you beat me to it. I was going to say the same thing you did. Lower the standards for minorities? Are you fucking kidding Rahm? Seriously dude? What an insult to minorities. So you are saying that minorities can't make it on their own without help? That only minorities have drug and minor criminal offenses? I'm not a minority but if I was I'd be calling Jesse J or Father Faker. What a fucking insult dude. So only minorities get the bad shit dropped when they apply? So white folks too bad?

I'm so sick of this job and the politics along with it. Could you imagine American Airlines doing that with their pilots? The AMA doing it with Dr's? Why does this and the fire department seem to have their own set of separate rules from society? I just don't get it. I get there being a "tie" and helping a minority when it comes to selection but isn't a standard a fucking standard? Something to be upheld?

I own a biz in addition to CPD. Could imagine a serviceman coming to your home and telling you "Yeah I know you read online we do X, Y and Z but that's only for black folks. The standard service for them is different."

Yeah see how long that last for. This job is a fucking parody. Nationwide search to hire a guy who didn't apply? So tired of the "Unit 189 is interviewing applicants" posts and "Merit Selection" applications. This place is a three ring circus. It really is. The damn DOJ apparently had coffee and Dunkin Donuts on the 5th floor. None of this shit will change. I'm so glad I'm doing 20 and out. Only a short year hop to go.

I've tried to talk all applicants out of NOT taking this job but too many of them have their dicks hard to do this job. God bless you saps and thanks for paying into the ponzi scheme... I mean pension fund too.

anyone who was knocked out of the process ---should APPLY AGAIN...the application is open until end of January, the test is FREE and the fools in charge of the sinking ship are committed to adding more weight.
The City hall mandate is numbers numbers numbers...diversity would be nice- so they will lie about the stats- but its hard to fake the number of people walking across the stage at graduation.

Well 4 years ago my son was knocked out for an incomplete psych test via Tracy LADNER AND HER bullshit, HE HAD AL READY TESTED WITH 5 SUBURBAN depts. And took the exact same test at the same testing agency and passed all ofvt h em, he took a job with one of them and is quite happy, still a busy suburb. For some reason he has gotten 3 e mails from Chicago asking him to come in for a powervtest. SCREW THIS JOB.

I have to agree with Rahm about changing the 3 year marijuana rule. For those who don't know the rule, it states that if you have admitted to smoking marijuana in the last three years (I wonder what idiot came up with 3 years)or admitted to smoking marijuana a lot in your past, you are kicked off the list, but not right away. I know of several people who first had to take the drug test (Which means giving a urine and hair sample)and then truthfully answering the questionnaire by saying they have tried marijuana in the past but no longer do it. The city does not eliminate these people right away but makes them complete the hiring process and then right before they can be hired they send them a letter saying you have been disqualified because you "TRUTHFULLY" admitted to smoking marijuana. So the city wastes thousands of dollars testing someone they have no intention of hiring. The person does not lie, passes a drug and polygraph test and the city excludes them for being honest and using a drug that is legal in most states. What a screwed up system. I know I will get the comments that they should have just said they never used marijuana but is that the type of person we want on this job. I would hire an honest person, who did some illegal things in their past, over a dishonest person any day of the week. People make mistakes all the time, honest people normally owe up to it and try to do better, dishonest people find excuses and continue to do wrong things.

Judging from how Abbate, Poulos, Andrews and scores of others got on this job, it appears that "lowered standards" have been held firmly in place for untold decades already.
And let's not forget former Park District Czar Ed Kelly's son, who was teaching at the academy as a civilian, all the while illegally carrying a gun. When he was finally caught and arrested, the on duty watch commander who approved the charges was transferred "on a phone call" way way out to the southside. When Sun Times columnist Mike Royko inquired as to who ordered the transfer, and for what reason, no one could recall how or why it occurred, and the watch commander was quietly placed back in his former command. Funny how that works in Chicago when someone turns on lights on the swarming cockroaches.

It's not about hiring more minority's. Are you telling the citizens of Chicago that all minority's are criminals , drug users , thieves . There are so many qualified for the job , but the don't want to work in the crime infested ghettos or live in the city .
Like merit promotions. Many white ,black ,yellow and brown police officers are passed over by the clouted . With quotas , in the 70's the went in rank order from the promotional list . Now only the clouted are promoted . So these alderthieves want to hire minority criminals that campaign for them , or that gang members tell them to hire . It is a slap in the face to every person that plays by the rules .
Like our latest alderthief , money for his child , not the poor children without a father . Alderthief makes $150,000 a year and steal from the needy . Just like the Jackson clan , gifts for girlfriends , money for each other , not the needy that voted for them .

When you read that article it basically says huge percentage of minorities are criminals! You cannot keep lying i retired recently after 29 +1 day, and am a minority never had a criminal history, many people I have talked with coppers and others are highly insulted by these idiotic statements! How can they getaway with tarnishing the image of thousands of great people here that would like to be a copper and have never been arrested? Will the aldermen use this to get paid off and put the criminals in the academy? Willie just got indicted aldermen, the new sheriff in town will be Trumps "law and order" people get ready to have your books forensic audited and so many things are being held on jump sticks, in lock boxes that can and will unleash a "firestorm" on many of you, you past is in your future aldermen keep dancing on the landmines around honest people! The tide will turn soon, the new FBI director will be in (or at least the FBI that is there will finally have support from the President Trump and can gut the swamp at city hall).

Back in 1972 when a lot of people called the police in the old "Fillmore" district (011) the callers would say "Just send the white police" and they were black.
There was also a restaurant, D.C Hotpit, that was just a great carry out BBQ joint right next to the Congress Expressway where the white police ate free and the black police paid.

As a Latino officer, I am insulted that these fuckers think that we all can't speak proper English without an accent and that we are somehow substandard in our capacity and intelligence. I didn't grow up in the "barrio". My parents both worked and were never on welfare. We didn't need a handout or pass simply because I was born Latino. To automatically insinuate that lower standards and ethic diversity come hand in hand is an insult to every officer on this job that is not White Caucasion. Shame on you Mr. Mayor and your minions who are blindly going along with this. Waiving the application fee as well? What kind of message are we sending? That you can be a total bum and still become a Chicago police officer?

This dept is continually demanding more professionalism from its members and pushing for more training skills specifically in regards to use of force incidents involving mental issue subjects at a time where it's critical that police act in the best possible manner with regards to sanctity of life. Yet it has decided to recruit future members from a resource with an lower than expected skill set to do this job? This is not only dangerous for future events but a disgrace to our legitimacy which we are trying so hard to maintain at this time.

I don't ask much from our union but Dean Angelo better say something about this. They better go to the media or anyone who will listen and tell them why this is such a horrible idea.

I worked with a number of officers that had questionable backgrounds that somehow slipped through the cracks. Hiring each and every one of them turned out to be a huge mistake. A liar, a thief or a drug user can NEVER be trusted to do an honest days work. PO's need to be of the highest caliber. Nothing like having the fox guard the henhouse

Just how low do standards have to be lowered before you give a "minority" a gun and turn him/her loose on society?

How about raising standards and challenging minoritys to become Police Officers? Challenging every race to become a Police Officer?

Give people a reason to join and be proud to be a Police Officer because not everyone can do it. Not because they were born with a permanent tan.

But I suppose lowering standards and hoping someone will be able to raise their hand when asked is the democratic way to do things. Pitiful.

I personally know of 4 candidates, all white, who blew away the OBJECTIVE physical tests of the sit and reach, run and bench but who all failed the SUBJECTIVE sit up portion. All 4 were either former military (recently discharged) or collegiate athletes. Stories were exchanged and magically they all matched as to the race of the proctor and the mysterious "non-counting" of the sit-ups as they met and passed the necessary reps.
I was told that candidates of other races were allowed to put their hands on the sides of their heads for the sit-ups and barely passed even though every sit-up should not have counted.
Needless to say, ALL 4, of these capable intelligent human beings refused to pay for a re-test. All 4 said if this is how the department is run, they would rather not be part of it then have to be a partner to some lesser qualified person, who happened to be darker skinned, and put their life or financial well-being in their hands.
You would think that the city would want the most intelligent, reasonable healthy individuals to work for this department.
Shame on this department, the mayor and the entire city council

A few years ago my kid took the written and power tests, past both. Called for the psychological and failed. He said he was interviewed by a very young white guy. He called them but they told him they could not give out any information. My son went to college and never did drugs of any kind. Now a few years earlier he had taken a suburban test that supplies multiple suburbs and he past that one. Also at the time he was working in the investment industry downtown and had to take their security clearance. I tried calling some bosses that I knew, not to pressure them to intervene, but to see if there was anything the kid could do. They didn't have any good answers. Now this was during the time that that Tracey Lardner was the personnel director. I think the mistake he made, besides being white, was he told the interviewer that both his parents were the police. So in retrospect my son got into a different industry and moved out of the city and we are retired and we are hoping to move out also. In view of what has happened to police departments in this left wing radical society we are so glad that he is not the police that we are not the police any more. People we talk to who are still on keep saying the job has changed so much in the last few years for the worst. To folks who are still working be safe and think about everything you do. This city administration won't take care of you.

So can I sue then? 4 years ago I was denied the job because I admitted that for a period of about a year and a half I smoked weed in college when asked. It ended up knocking me out of the process and I now have a job as a probation officer in will county... not exactly my dream job, not was CPD but cpd was a much better option for me. By the way, I'm white and was knocked out so I'm sure I have no chance of being successful in my fight to make it right.

I personally know of 4 candidates, all white, who blew away the OBJECTIVE physical tests of the sit and reach, run and bench but who all failed the SUBJECTIVE sit up portion. All 4 were either former military (recently discharged) or collegiate athletes. Stories were exchanged and magically they all matched as to the race of the proctor and the mysterious "non-counting" of the sit-ups as they met and passed the necessary reps.
I was told that candidates of other races were allowed to put their hands on the sides of their heads for the sit-ups and barely passed even though every sit-up should not have counted.
Needless to say, ALL 4, of these capable intelligent human beings refused to pay for a re-test. All 4 said if this is how the department is run, they would rather not be part of it then have to be a partner to some lesser qualified person, who happened to be darker skinned, and put their life or financial well-being in their hands.
You would think that the city would want the most intelligent, reasonable healthy individuals to work for this department.
Shame on this department, the mayor and the entire city council

Drop the college requirement. Criminal activity in your background should not be tolerated. Enough with the quota standard! Hire good people period! I agree with the post that a lot of hard working people didn't go to college because they couldn't afford it life got in the way. Unlike these little sheltered privileged children that had mommy and daddy put them through college and have no common sense or people skills.

He called them but they told him they could not give out any information. My son went to college and never did drugs of any kind. So in retrospect my son got into a different industry and moved out of the city and we are retired and we are hoping to move out also. In view of what has happened to police departments in this left wing radical society we are so glad that he is not the police that we are not the police any more. People we talk to who are still on keep saying the job has changed so much in the last few years for the worst. To folks who are still working be safe and think about everything you do. This city administration won't take care of you.

My son wanted on the job also. As you know, it's a lottery now, guy who scores low gets hired before a guy who scores high. My son did not win the lottery and I am the happiest dad in the world. It's a different world out there now. I can't see any reason to be the police anymore. I'm glad your son moved on and you don't have to worry about that aspect of his life.

Hey SCC. I know this is a little late to comment on, but I was thinking about this nonsense and remembered something.
My son is a combat Marine with multiple deployments to the worst combat zones in Iraq, Fallujah, Ramadi etc. Some of his Marines who I know and have meet are from Chicago. Some took the CPD entrance exam when they got out of the Marines. Several were disqualified psychologically after taking to the shrink and admitting they had been in firefights and seen heavy combat.
They were deemed to risky to hire, they were time bombs and might become too violent. So now some shithead who has done nothing but F-up should get the job because of their color or nationality? I hope the liability these ass hats bring to the job destroys this administration.

You can't "formally beef on the proctor" pal. It's his word against yours and there is no immediate re-test.They were told they can appeal. How do you think they knew about the cost of a retest??

You get the meaning of the situation? They CHOSE not to become a part of an organization that is so blatantly corrupt. It probably was a blessing in disguise for them.Fortunately they are young and intelligent enough to pursue other paths in life.

Guess they didn't learn the first lesson taught in Bootcamp, don't admit to shit, let them prove otherwise. Why even bother in this city unless you have whack. There's plenty of Depts inTexas and California better departments, better pay and better weather. A no Brainer.

As a Latino officer, I am insulted that these fuckers think that we all can't speak proper English without an accent and that we are somehow substandard in our capacity and intelligence. I didn't grow up in the "barrio". My parents both worked and were never on welfare. We didn't need a handout or pass simply because I was born Latino. To automatically insinuate that lower standards and ethic diversity come hand in hand is an insult to every officer on this job that is not White Caucasion. Shame on you Mr. Mayor and your minions who are blindly going along with this. Waiving the application fee as well? What kind of message are we sending? That you can be a total bum and still become a Chicago police officer?

This dept is continually demanding more professionalism from its members and pushing for more training skills specifically in regards to use of force incidents involving mental issue subjects at a time where it's critical that police act in the best possible manner with regards to sanctity of life. Yet it has decided to recruit future members from a resource with an lower than expected skill set to do this job? This is not only dangerous for future events but a disgrace to our legitimacy which we are trying so hard to maintain at this time.

I don't ask much from our union but Dean Angelo better say something about this. They better go to the media or anyone who will listen and tell them why this is such a horrible idea.
