Get off Johnson's Johnson!

  • Police Supt. Eddie Johnson is shining the light on a merit-promotion process condemned by officers interviewed by the U.S. Department of Justice as a “reward for cronyism” and clout.

    Following the Justice Department’s demand for increased “transparency” around the merit promotion process, Johnson plans to return to a reform imposed, then rescinded, a few years ago.

    [...]

    “CPD will be identifying those individuals who received a merit-based promotion — not just for sergeant but for all going forward. And we will identify who the nominating members are,” said Chicago Police Department spokesman [...].

    “This is part of the superintendent’s effort to be more transparent — not only externally but internally as well. He made the decision following an email request that came in from rank-and-file officers last month.”
And as we said, not good enough. And the FOP agrees....sort of:
  • Fraternal Order of Police President Dean Angelo was not impressed with Johnson’s decision to once again identify officers promoted on the basis of merit as well as their “nominators.”

    “That kind of blew up in their face because it turned out to be the driver” of department brass who got the promotion, Angelo said.

    “It’s going to do what it did last time. It will ostracize individuals who are meritoriously promoted.”

    Angelo said merit promotions — 20 percent for detectives and 30 percent for all other ranks — should be used to reward acts of heroism on the job.
The driver turned out to have been ineligible. He's now suing for the unjustified promotion, wasting untold tens-of-thousand in taxpayer money. And heroic acts aren't exactly a precursor to decent leadership skills - it can be a factor, but the sole determinant? A certain SOS copper now serving time won the highest award for Valor once - that doesn't make him qualified to be a "merit" promotee.

And Deano says it ostracizes individuals - individuals like whom, dare we ask?

What is needed, as we've stated before, is a list of qualifications and accomplishments that all cops can strive toward in order to receive an actual nod based on merit, not "merit." House mice, side pieces, pincushions and drivers need not apply.

Just proves what most of us have known all along. The system is rigged! I not only want them to identify who is made merit but I would also like to see the activity these superstars have generated, as we know many have done little but wait for their next promotion. This department is a complete joke! I have lost all respect for this organization and it's so called leadership

My attitude towards this Chicago Police Dept. is a big "FUCK YOU"!

I tell people all the time that ask me about becoming a Chicago Police Officer, I respond by "do NOT take this police job"!

This city is screwing Officers over promotions and taking away earned benefits such as Medical Care in retirement and reducing retirement benefits for future Officers!

Soon, PPO's will be in a 401K style of retirement, as the pension will be frozen and then broke!

You heard it here first!

I have 20 years on as of April 2017. Countless rollcalls I received HONORABLE MENTIONS. They were read out and I was applauded as were other recipients.

Month after month the superintendent has award ceremonies which often make the news. So my question is why the lack of transparency? Wouldn't you want to have your accolades read off at rollcalls? At a monthly award ceremony stating what you did to deserve a $30k/year promotion? Isn't that something to be proud of and not ashamed of? Why not brag if you earned it?

It makes no sense to keep a merit promotion a secret.

I'm sorry but I keep hearing "they're good officers but they just don't test well." What kind of shit is that? Excuse me but all candidates promoted should pass a basic skills test IN addition to their consummate experience period. Why not also interview before a board which asks a series of questions to ensure the person is well balanced and competent for the promotion? And for the guys bitching about the college requirement for this job: this ain't 19 fucking 72 anymore okay!? Much to what you may believe someone who has a basic 4 year undergraduate degree these days is not a "book worm" or intellectual snob. Having a degree is as basic today as it was having a highschool diploma back in your Stone Age day. Why not have a copper who can write and think critically. Writing a well thought out and articulate case report is kinda of important don't ya think? We can't just club people over the head with large sticks so much anymore.

End merit and clean up the testing process. Then you'll have more competent leaders. A coppers greatest weapon out there is not their pistol or their brawn but their brain and the ability to make good decisions.

How about every Commander gets one pick. Your going to see some Commanders with both their picks make it, and other Commanders with none. If it is true they are looking for 120-150 Sgts, each Commander should get one pick, and still list who nominated them.

This last comment by Deano only solidifies the reasons to reject him and his cronies in the upcoming FOP election. But you have to take the time to actually VOTE and mail in your postage paid ballot.
One other FOP related question - Why doesn't the blue voice blog post any reader's comments? The lack of a forum makes me suspicious of that group's real motives. We need true leaders to run for office, not "semi cops" whose ambitions are purely self promotion.

Just because "they may" list the merit promotions doesn't mean they're going to stop promoting their connected buddies. It's the sick and corrupt Chicago way. Besides, they can just have a secret study group and leak test questions and answers so then they won't have to merit promote their friends. They'll get promoted legit by aceing the test.

One qualification for a merit promotion should be a rank order score of over 100. There have been far too many merit promotees who scored well and just didn't want to wait their turn. Lt. CG in 005 comes to mind. There are more out there, too.

I am an instructor at the academy and I have taught the people who have gotten promoted. I have done such a great job than I have taught many of the sergeants, lieutenants, captains, and commanders (recruit training and in-service training)?

What most of you don't know is the nominator is often not the real one pushing the merit appointee. It is often City Hall or exempts higher than Deputy Chiefs. Commanders are told who to push!

A little time in grade is not a bad idea either. A merit pick should serve at least 7 years as sergeant before being allowed to compete for lieutenant. Too many are getting merit bumps all the way to the top----and way too soon.

To me, it's simple: You can't pass the test, you fuckin don't get promoted.
Don't give two shits how much of a "good officer" you are. It aint an "officers" exam, it's a damned "Supervisors" exam.
Hell, if we're going to use that as the baseline, why not apply the same standard to people who can't pass the to exam to get on the job? "They're good people, but they don't test well".
It's some of the most fucked up reasoning I've ever heard.

Now in the military we did have people who worked for officers but they did not receive special promotions they just got side perks. Keep up the great work.

End 'merit", have honest testing or at least as honest as possible in Chicago. Make LT pension the highest you can collect with 20 and out. If you stick around longer then add a few bucks per month per extra year you serve. It will still be a F-up job but at least you might get a fair shake for promotions. But it is still Chicago so maybe not.

I'm not an EJ fan at all, but I don't believe the Sup has ever been a merit pick. I know he was not a merit Sgt and I know he missed the Lt list by one ( which would suck for anybody) and then, took the next test and made it on his own.

Sounds like don't know the number to Felony review either. This is a job where u have to think on your feet. No test can test for how well you talk to other people, no test is going to tell you what detectives will get a confession in a room or sweet talk a witness into helping. No test is going to show which Sgts can motivate their officers. Again hardly any LE dept uses tests for promotions. It's stupid

I know many a coppers who go out and make felony arrests everyday but are some of the worst cops I know on this job. Just because you go out and make felony arrests doesn't make you a good detective or supervisor. Case in point.. every copper in 011 thinks they are gods gift to police work because they go out and get a dope pinch or two a day in 011. First off Stevie wonder could make a dope pinch in 011. If you can't go out in 011 and make 2 or three felony dope arrests a day then you are blind. Dope arrests pretty much jump in your back seat in 011.. there is absolutely zero skill or know how in that game. But if you ask 011th district rangers they are the best. Listen, getting a guy with any pcs in 011 is like getting a dopw or pisswe anywhere else in the city. Anyone can do it. Just read the paper of anyone in 011. It's just bold regurgitation of drop case/delivery case embarrassment plagerism of paper. You don't have to try and make dope arrests in 011. Try working in a district where it's not on every corner and block open air and you will actually learn how to make good felony arrests and write good paper. Love the egos of guys in 011. Super cops of the city

Haha, this is a very relevant comment. Take the Advice in court from some ASAs who tend to speak the truth. ASAs can always tell an 011th district delivery case. It's scary how every single narrative is cookie cutter.. they might be able to make the arrests out there but when it comes to writing paper and testifying on those cases they are the worst. Not trying to make enemies but we all notice and so do the judges so be careful. There is a reason so many outside law firms focus on 011th district drug cases so much lately. There is something much bigger on the horizon. If you're going to continue to do delivery cases learn the law, tighten up your paper and for gods sake learn to testify. Having the same story or some slight modification for every case is not good. Is there like a universal 011th district delivery/possession template passed out at roll call or something??? A lot of people are taking notice, especially the wrong people. Don't forget, there is a new regime at 26th and cal and outside law firms are asking her to look at all the delivery cases from out west.... only allegedly of course.

You're ranked against every other soldier and what is taken into account is time in rank, shooting score, PT Score, correspondence courses, awards, secondary education, in-service development and past evaluations. Each category is worth a max of 75 points and the individual's cumulative score is ranked against all other soldiers looking at the next rank.

Who am I kidding? Fathead Ed and company will find their juice babies a spot. Hell, they're juice babies themselves. So no one cries "but but but that's racist. Corruption existed before Special Ed," it is NEVER right. It's just never been so unapologetically apparent.

I have read and said this before...The past 15-20 years of merit promotions have set this department up for the lack of leadership that runs rampant today...If the Department made an honest effort to make the promotion process legit, it would still take two generations to purge the department of unworthy leadership...

I have a problem with people who are promoted off of the test but have never made an arrest, made a dope pinch, made a uuw arrest or written a search warrant. Make promotions based on a combination of activity, test scores and seniority. U get a score based on all three factors.

I got an idea. announce a promotional exam six months in advance. tell whoever is going to take the exam that that the test is going to be 1/3 on departments general orders, 1/3 on the Illinois criminal code, and the final 1/3 on the duties and responsibilities of the position that the test is being given for. Put all study material on the Chicago police web site. Hire a group of retirees who have worked in the position being tested on make up a pool of questions. hire one of the cities higher education institutes take all the material that the test is going to given on and take the questions that the retires made up and then have the college review and have them put all the questions in a computer program that randomly selects the actual test questions from the pool of questions submitted After the computer program selects the questions, give the test to a outside agency to administer. ON the day of the exam have the test takers mark their test answers on scantron answer sheets and grade the results right after the test takers are finished. Have three test examiners grade the scantron test sheets. after each of the examiners grade the results, photo copy the scantron test sheets give the test taker a photo copy of the scantron sheet and the examiner keeps the original scantron sheet. here is why this is the best way the have the exam legitimate: all department members who take the test are on a equal footing. the test is on 2/3 of what EVERY POLICE OFFICER DUTIES AND RESPONSIBLITIES. The other 1/3 is on the duties and responsibilities of the position being tested for. Every test taker will have the same opportunity to review the study material. NO ONE OR GROUP WILL HAVE AN EDGE BECAUSE WHEN THE RETIREES WHO MADE UP THE POOL OF QUESTIONS THEY IN TURN GIVE QUESTIONS TO COLLEGE WHO ARE HANDLING THE PROCESS. THE COMPUTER PROGRAM THEM RANDOMLY SELECTS THE QUESTIONS. By grading the test the same day and giving out the results everyone knows their scores that day. This is the only fair way one can give a test. If there is going to be merit promotions the criteria should be something as follows: Acts of valor and activity. That's all. This way everything is documented. OK now that I submitted a testing procedure who do I submit my $500,000.00 consulting fee too!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Years ago a new Commander was assigned to the 024th District. Then the request came out for Commanders to submit their merit nominees. The new Commander said he was not familiar with the 24th Districk personnel and that his nominess would come from his previous assignment. As a result no one from 024 got a chance to get a bite out of the apple.

All of the bloggers on this site seem to be missing the point. There is no more need for merit promotions! The top three people (or folk) on the last Lieutenant's exam were female blacks, proving that there is no more culturally bias testing anymore. It is even for everyone. We can finally go back to straight testing for promotion. I want to thank the girls for demonstrating that the entire testing process is now legitimate.

It still is a clout process. Knowing who sponsored the candidate or how many bites of the merit apple they have received doesn't alter a thing.

"Merit" would work if it was used properly and perfectly. And there's the problem. It's hard to define objectively. But like a judge once said about something else, "I know it when I see it." In this case, "merit" (whatever it is) can't be seen while someone's backside is polishing the seat in an office.

Once the idea of "merit" takes root in a system that abuses it, you're thoroughly screwed. Time to ditch the merit process (even to the point of getting rid of the word) and replace it with a written and oral review process in front of a Promotion Committee where past performance and continuing education factor highly. No one moves up the ladder unless they go before the committee. (Yeah, PC may not be the best name.)

Disregard DOJ , reduce Sgt. Rank to two field Sergeants per watch , add a new rank of Corporal , one per sector .
Assign Lieutenants to an Area and have Field Lt's Supervise 2-3 Districts .
Captain should Command every District & Unit eliminating the Rank of Commander .
It would save CPD and the Pension millions .

The Merit process needs to be changed! Oh, wow! Youre going to identify who is merit and who put them (or was told to) in for promotion. And this is going to change what, exactaly?

How about a board of Patrolmen? How about US selecting who is deserving and who is not. How about the Officers from a Dist or Unit choose whom is deserving of promotion from said Dist / Unit. Then the bosses get to choose from that pool.

Id prefer to keep the booses out of it, but if anyone has a better idea than the shit we have now....

Regardless the process is a joke and included with names and their clout should be their actual number on the exam. If they need diversity, why isn't there a separate exam (noble and lapa study groups don't count)?

And why do merits who fail to live up to the task not returned to previous position (post Henny Penny) more often?
Some merits that can't handle the position and are ushered into soft spots, other hard working merits seem to go out of their way to prove their worth honorably.
The folks on the first floor don't benefit when the plumber can't fix a water leak on the second floor.

So why should the Police Dept. merit promote those without the necessary skills?

If Chicago had a real police department like other big cities across the country we actually would have a real accountability merit system. What is really fucked up, and no one cares or says anything about, is the fact that in other real police departments across the country, detectives are the ones in units like OCD. In Chicago's pretend ass department PO's are doing the work of detectives without the promotion or pay. Go ahead and say it, "stop your bitching, just be happy your in a unit" or "you don't like it, go back to the watch". That's complete bull shit. But hey, this is Chicago and it will never change. Superintendent should be only rank allowed to remain in the dold braid pension system

As of 01Jan17, officers out of pocket for BCBS is 75%/25%. Officers are getting fucked on Healthcare. Fix this shit FOP! Higher out of pocket, co-pays, higher cost RX. By the time officers retire who knows what they will be paying for Healthcare if it even exists. Pay, Healthcare, and Pension should the main priority with this contract, along with fixing the discipline process. The stripping and firing of cops at an unprecedented rate is a joke. Look I got promoted twice in rank order I didn't know anyone im not brilliant and im not clouded. I'm just a good beat cop who studied my orders 2 hours a day and I worked in a fast district thats it thats all! I work side jobs and I have kids and I go to the gym and my wife works and kids are in everything so I don't have alot of time to start scratch my ass. So there is no excuses for anyone in my book I hate the merit hacks and im sorry you can definitely know who they are if you know your job...when I was a p.o I constantly corrected the idiots...what I notice is even when I was a p.p.o alot of people when they come to work they dont fully absorb their jobs they kind of brush them off or let a knowledgeable officer do everything that's a no, no but I can go on and on about the promotions but I hope to make LT. And I know I'm pretty much done after that because I don't have any political clout.

I'm a 2nd generation cop. My old man is near retirement. He came on with the minimum education. He tried to get me not to be a cop. I didn't listen. I came on with a master's degree. Pretty soon, my sister will be on and she has a bachelor's. Everything I ever wanted to be a cop for, I learned from him. My biggest mentors, except maybe a onesie or twosie, have less education than me. My education is for future opportunities. I agree fully with what I've learned from the old heads about the new college class "too much college, not enough high school." My college education and experience has relevance but on the street I put it on the shelf. Nobody cares.

The new Commander said he was not familiar with the 24th Districk personnel and that his nominess would come from his previous assignment. This is our fault. I was appalled with the "Buck Fush" shirts. I wasn't a big fan of President Bush but I knew there was a lack of dignity, respect and honor that we were encouraging as a country and it was shameful.

Lord have mercy on us. Then came President Obama. Pictures of him as an ape, pictures of his wife in an afro as an anti-American revolutionary and the comments about their daughters were extremely distasteful. I did vote for him and I also didn't like a lot of the his policies after doing so. None of that had to do with the disparaging remarks and commentary about him and his family on a personal level.

Now we have President Trump. As soon as they started in on poor Barron...it was just a reflection of how far we sunk. I didn't vote for the president and it has no bearing that his 10 year old son should not be dragged into this mess. BUT when you allow it to happen for other presidents because you do or do not like them...you are saying it's okay.

When the military leaders were uncharacteristically opposing the president in public, the special forces professionals (who normally espouse silence) started to get vocal and let's not forget the president's speech being interrupted from the floor by him being openly called a liar...we made this bed.

Yes she should be fired. And several people should been fired previously. This is why countries like China, Russia and North Korea are watching us with their mouths dripping, waiting for us to implode. America is being torn up from the inside, not the outside. I am a service member and there is no such thing as I like or dislike my Commander in Chief. He is my Commander in Chief. I didn't like either candidate either...but we're no longer talking about candidates. That America..respectful, honorable, dignified...that America is not resurfacing anytime soon.

I am an instructor at the academy and I have taught the people who have gotten promoted. I have done such a great job than I have taught many of the sergeants, lieutenants, captains, and commanders (recruit training and in-service training)?

Where is my promotion?

But if the first part of the test is pass/fail (and a scan tron) no reason not to grade it as you walk out the door - and certainly no reason to set a pass/fail score PRIOR to taking part one. That's the biggest scam going to race norm the test to get your desired minimum score. 52 as a passing score months after the grading?? Unbelievable -

Second part is too subjective - with months going by before getting a score. Plus you get NO feedback as to what the right answers were or what they are looking for. A comprehensive review of what they are looking for or right answers would be nice to see where you went wrong. How am people supposed to prepare for the next one if they don't know where they went wrong?

Not to mention people who don't even bother to take part 2 and are promoted anyway.

I know two attorneys who were merit promoted to lieutenant. Each made gold star only a few months later, one ending up deputy superintendent, one a district commander. If someone who managed to get a college degree and then finish law school needs a merit promotion because they don't test well, then something is wrong with this system. Both of these merit promotees came from administrative units and did not work the street for most of their careers.

Heres the deal, for all of you who thought you had to take the 55yo and out in 2016 to avoid Tier insurance PPO you got fucked and Lied to. Theres no difference between retiring before 2017 or up til June 2017. I know the Union and city told you there was but one last anal probe before you went out the door.

So noe EVERYBODY is on the tier program for Hospitals and Doctors for PPO. Back when I was inquiring about the 55 and out retirement I had both the union and city benefits tell me I had to retire by 2017 to avoid a tier health care system and keep the same PPO the rest of us had. Ha, ha, ha, isnt that a laugh?

Im glad Im gone anyway but a lot of guys would have stayed a few weeks and collected the 2017 days. Anyways this is what I was able to figure today. Better check your provider if your going to have a procedure and make sure they are tier 1.

Oh and the BCBS register section is fucked up and wont take out new ID numbers. So you cant register. Good luck.

TD 9.5 ran rings around the young interviewer on Chicago Tonight. Raccoon Eyes was nothing but a ton of misdirection and bullshit. He tried to turn the table and started to ask questions of the kid! Usher (?) something or other is the kid's name. He tried to nail down TD 9.5 about what he was going to do with out federal funds if Chicago remains a sanctuary city. TD 9.5 stated Chicago would remain a sanctuary city, but never answered about the lost funds.

BREAKING: Yesterday big ego Rahmn had to comment on the crowd size conterversy of the inauguration and put his two cents in as to how the Administration should be sending more money in terms of social programs to stop the violence in Chicago. Well that combined with FOX News today with Greg Gutfeld's (The Five Show) monologue saying Rahmn should step down and the O'Reilly Factor where O'Reilly slams Rahmn for not addressing the shootings and killings may have led the President to tweet if Chicago can't address the violence he will send in the Feds. What was Rahmn thinking when he opened his big mouth. This is a call to arms for members & retired members of CPD. Instead of us complaining for years on this blog (There is no criticism of whomever writes this blog, as they are excellent and have spent countless hours delivering the news of what is really going on in this city. I for one thank them for what they do.) we need to become proactive. Everyone else has protests on the street or at city hall and they are covered in the news media. We do nothing but complain. We need to march on the Hall to let the public know we do not support Rahm or the Superintendent. The public thinks we do. I think that if the Trump administration saw this blog and and we write to the new Whitehouse.gov website it will be a start.

I'm a 2nd generation cop. My old man is near retirement. He came on with the minimum education. He tried to get me not to be a cop. I didn't listen. I came on with a master's degree. Pretty soon, my sister will be on and she has a bachelor's. Everything I ever wanted to be a cop for, I learned from him. My biggest mentors, except maybe a onesie or twosie, have less education than me. My education is for future opportunities. I agree fully with what I've learned from the old heads about the new college class "too much college, not enough high school." My college education and experience has relevance but on the street I put it on the shelf. Nobody cares.

Regarding IROCC v CCW:

IROCC is based on the idea that police have/had at least yearly qualification while they were active duty. Plus the average IROCC holder is probably quite a bit older than the CCW holders. So the more frequent testing for IROCC may be a good idea.

The Illinois IROCC car is good nation wide. The Illinois CCW card is good only in Illinois and any other state the Illinois recognizes. Which is probably none.

Both programs are self funded and we're established only because either court order or Fed law. The political powers continue to oppose it and obstruct it.

A big problem of the merit process is deputies on the merit board have a sumission. How can a police officer with no clout being submitted by a district commander have a chance. The entire process is rigged. To answer the question about what did Peña's driver do to deserve merit, absolutely nothing, being submitted by a deputy of Chief is pretty much guaranteed. Look for a female driver of a retired deputy in the next couple sergeant classes.

I took the lieutenants test 3 times. The first time was in the era of "examscam" where I did very well on the written essay. Those same questions were asked during the oral boards. This was where the magic occurred for people with clout. On the third and last test, I did the worst. The Commander of our district, who was a fair and just man, called all of the sergeants who took the exam in to write them up for merit. At that point I was over with it and did not want to participate but was told by others to do so as not to insult the Commander for the effort that the Commander was putting forth for all the sergeants. So I went for the interview the boss put a lot of effort into writing it up and I was thankful. But he said what other things to you do outside of the department do you do like, do you coach any kids sports teams, do you do anything at your church, have you ever helped in food drives, or helped the homeless. I said why is this relevant? He said everybody is putting this in the resumes. While sitting there he even called another Commander and asked him, what are your guys putting in their resumes. This Commander was a good boss and took care of his people. But I thought this system is really screwed up if what you do in your outside life should have a bearing on the decision to promote someone to the rank of lieutenant.

It just shows that you can do the job if you're smart. You don't necessarily need a piece of paper to do your job effectively. I have a college degree, but courtesy of CPD, but common sense can't be taught. You either have it or you dont.

I don't understand the yearly qualification for IROCC.
If I have been the police for 20+ years, have trained for 20+ years, have qualified for 20+ years why would I have to qualify again each and every year for an IROCC when a CCW Only needs to qualify once every 5years. You've got a 16hour class for CCW and once every 5yrs to requalify? It makes no sense.

You need to get caught up with the times. You ever notice now how they're making a big deal for professional athletes to become involved with community work? Tells people something about your character. Why? If two guys are equal except that one has a record of volunteering, working with kids, Big Brother, etc., which one looks better in the eyes of a boss? And which ones make that boss look better to his boss?

Funny how coppers allow history to repeat itself. This is not the first time Dean Angelo has fucked us on Healthcare. He and his entire slate of incumbents lied to the members in 2001 after negotiating our contract stating we did not sign an agreement with the city to attach a percentage to your pay check for healthcare numerous times and at several FOP meetings. We voted the contract down and was informed by the arbitrator that FOP did in fact sign an agreement with the city agreeing to have a percentage for healthcare attached to our paycheck, confirming the FOP lie by Angelo and all his incumbent running mates who were all swept from office in the 2002 election. I was amazed that he even had the balls to run for FOP office last election but even more amazed at the number of coppers who ignored his history of lies and deceit and elected him president.

What is going to happen is the increased fees charged by the tier 2 doctors are going to get you to your out of pocket limit real quick. After you reach that its doesn't matter which tier. So figure your yearly medical expense will be the out of pocket for tier2 which is $1500 for individual and $3000 for family

And Michigan is Open Carry without a CCL. Move to Michigan....they take LEO Transfers.

Your logic sounds sophomoric and flawed. The interviewer should be comparing candidates against each other as to their educational backgrounds, leadership abilities, work knowledge, initiative, ratings, appearance, quality & quantity of work and many more. Are you looking for qualified police officers or people who excel in unrelated extracurricular activities like best loved little league coach or best baritone in the church choir? Are you speaking from experience? Are you one of "those" merit appointees?😜
