Another Asshat Heard From

Mark Brown, part of the media cabal that has spouses working for Tommy Dart in exchange for friendly, ball-washing newspaper/television coverage, has an opinion on the upcoming Contract - but then again, opinions are like assholes:
  • A coalition of groups concerned with police accountability are teaming with the City Council’s Black Caucus to pressure Mayor Rahm Emanuel to publicly endorse specific changes in police union contracts to make it easier to investigate officers.

    The Coalition for Accountability in Police Contracts — which includes ACLU of Illinois and the Better Government Association among others — has drawn up a list of 14 recommendations it wants to see recognized in new police contracts.

    These include everything from removing the requirement that citizens sign sworn affidavits when making complaints against police officers to removing restrictions on the use of past disciplinary records in the investigation of current complaints.
Well first of all, the Sworn Affidavit provision is a State Law, and not subject to negotiations.

Second, this is part of a concerted effort to deny Police Officers their Constitutional Protections. pfather pfelcher is another portion of this effort, the ACLU and assorted other bad actors, too. You are to be presumed guilty without being able to question witnesses, without being able to view any evidence, and soon to be without the benefit of counsel.

You think we're joking? Check out the part of the proposal where you aren't even allowed to view video of an incident that may exist before giving a statement. You are expected to relate verbatim what may be the most stressful incident of your life, in under 24-hours, without the benefit of a video you yourself may have recorded. A video that we've seen time-and-again, sees only what it's pointed at and not what you may see peripherally by merely turning your head 20, 30, 45 degrees left or right.

And when you deviate in the slightest from what an armchair quarterback determines to be the politically correct actions of the day, made in the air-conditioned comfort of an easy chair, with water and snacks and the REWIND button handily at their side, you will be crucified in the name of political expediency, jobless, pension-less, un-hireable, and god forbid, imprisoned.

Whoever gets elected next month ought to seriously consider forgoing any sort of negotiations with the City for the foreseeable future. There is no way that the FOP (or the PBPA) can or should consider the City as negotiating in good faith. It just isn't possible in this atmosphere. Figure out something else - perhaps the National Lodge to come in and run things on the Contract end.

Anything on the scene is evidence, and can and should be examined byvtge involved officer...shell casings, video evidence, etc. It's like any incident. Any video is part and parcel of the incident...viewing the video does not change what happened...

Tom Dart is personally responsible for the death of two citizens murdered by criminal illegals aliens he refused to turn over to ICE, One was a 16 yr old girl. That was congressional testimony by Loretta lynch last year reported in Washington Times. Of course, the Chicago media didn't even report it. Now Dart is grandstanding in the Tribune he will not turn over criminal illegals to ICE under Trumps reign. Dart has to be the worst law official in the nation. How does he not even care that people were actually killed cause of his policies.

Unfortunately President Trump's not able to affect the continued assault on police officers by LOCAL entities. My cousin wanted to take the entrance exam for this organization. How sad that I had to tell him to stay far away. We all know the eventual result when men of honor no longer pursue this career. If anyone had said how dire our profession would be when I started 24 years ago I would have said not a possibility. God Bless the CPD.

As fetal as we try to be, there is still a high probability of stepping in shit, especially when surrounded by it in most districts these days. A small comfort should be the instant lawsuit on behalf of any officer affected when the city makes up its own rules either maliciously or through sheer stupidity. Fuck grievances. That process, while necessary, might save your midnight spot in your shithole district. Lawsuit a la Rialmo (good job kid) or the Baltimore 6 has become a necessary protection. Stripped without justification? Unqualified IPRA investigator? No affidavit? Charged criminally for political gain? Are you a poorly trained racist participating in over policing, genocide and a code of silence? Our employer chooses to play along; show them you won't. Every. Time.

Hello John,
Nice article. It seems like you just want to start a conversation to keep the problem alive for everyone.
The problem is you have to get those ideas past the excatholic priest at St. Sabina to be approved.
You have a mayor that is pandering to the power groups, (aldermen, gangs, reverends), in those areas for votes, ( he says he never lost an election), for his next election.
You have the president of the county board and her sheriff that says there are too many people of color in her jail, and does everything in her power, to keep the criminals out.
You have judges that keep the "catch and release" theory of law enforcement alive, with no real justice for the people of the neighborhoods or the crime victims.
You have the black caucuses that make the laws, that won't allow stronger laws to put more black criminals in jail.
You have rahm's Police superintendent that strips his people of their Police powers, "for their own good", even if they do everything properly.
The Chicago Police know how to handle the streets but have been neutered by all the politicians and every news outlet, that blame them for all the problems.
The real cause, (not the Police), are the special interests, that have had control of those neighborhoods for too long, to advance their own personal gains, have to be neutered.

Try telling the people that live in those areas that they are the problem, not the Police!

When the two most crooked politicians in Chicago wanted to target another politician/institutions, Kass would target them in his articles. Dart would have these staff meetings were he would belittle other brass and conduct himself like a petulant child. We would walk out the meetings in disgust and shock the way the Sheriff was acting. Jr finally had enough one day and lambasted Dart. He resigned before Dart could fire him. I have a lot of respect for him for that. The Key Issue in any FOP Ticket should not just be the individuals running for Office, but of equal importance: What Labor Law Firm does the new Administration intend to retain as counsel? Years ago when I confronted an FOP candidate running for Office, he told me "That" was not important. Almost 12 years ago I asked a slate that had been sent to our roll call if they were working on the Residency Requirement; he assured me they were. There can be Absolutely No Doubt, that any deal with Rahm is going to require that FOP have the top Labor law firm in the City. FOP candidates going to a seminar on labor negotiations is not enough. RAHM HATES THE POLICE, SOME OF YOU CANNOT GET A HANDLE ON THAT. RAHM'S NATIONAL POLITICAL AMBITIONS WERE DESTROYED BY THE CHICAGO POLICE DEPARTMENT! Rahm is a guy who has to have Power, and he blames CPD for denying him what he felt was rightfully his; CPD will be made to pay in contract negotiations. So be prepared. As his emails showed, He joked about screwing the retirees. Yeah, that was really funny, especially for guys that are dying of cancer, or have an elderly spouse dying. Unless the FOP is strong; he will be joking about what he did to YOU and your families next! By eliminating Protections you will force officers to become extremely generic in their response to questions. Any officer that answer questions with specifics would a fool, in any major incident. Forcing us to answer questions in prepared pre printed generic responses as supplied by a lawyer. We have seen that this administration is splitting hairs as towards which words were used by a member, and recommending separation for the misunderstanding or misinterpretation of a word. Be safe and choose your words wisely.

I have a question for SSC: what protections do the FBI< ICE< other federal agencies have regarding shooting a suspect? Also, does, SSC have any idea what the State of Illinois, and other police agencies have regarding this subject. I think that if the union members have this information than they can pressure whoever wins this next election to obtain the same protections. If I am not mistaken, didn't the current FOP President state that if the city wanted to take away these protections that had to come up big time with money compensation? THIS IS THE WRONG APPROACH. We should have the same protection as the FBI, This is a must. Another point: There should be no exceptions to the affidavit rules(State law)that states that in order for a complaint to go forward, a complainant must sign the affidavit for the complaint to go forward.

To the citizens of Chicago: be very careful what you ask for. You want to hold the police accountable? That is perfectly fine. I am a police officer and I believe that yes, the police should be held accountable since we hold the public's trust and society at large as given us authority. I also believe that two officers on my shift simply do not belong on this job. Let's be reasonable here shall we? Is it reasonable to have a citizen complain on a police officer but they do not sign an affidavit stating that they are telling the truth and not lying? At the same time the accused police officers DOES HAVE to sign such an affidavit. Does that make sense? Is it reasonable to have an officer write down exactly what happened after a high stress event like a shooting or a deployment of a taser, baton, pepper spray, etc. and not view the camera tape? The officer has to rely solely on memory alone. The research is definite, during high stress events, short term memory goes out the window. Yet that is what the politicians, media and the assorted activists want. Is that reasonable?

The above is just a few examples of the so called "reforms" that are disguised as "reforms" but they are designed to handcuff us and diminish our rights. Be very careful what you ask for citizens of Chicago. If you think the police officers are less proactive now, they will be even less proactive. Not because we are mean spirited, dislike the mayor, etc. But when working conditions and our rights are not on an equal footing then no reasonable officer would take the extra steps necessary to be proactive and all you will get is reactive policing.

Everything is dependent on what folks Rahm needs in his re-election corner, the black or hispanic caucus, the community or the barrio.
He's been giving away the store for the immigrate lobby right now, so perhaps a gift is coming to the community.
The Contract will not be settled anytime thereafter it expires on June 30 and negotiations could easily be drawn into next year.
Rahm is still hoping for a solicited DJT Admin Federal bailout of sorts and it, if any will also not be forthcoming before 2018.

How Cops do their jobs in today's environment I don't have a clue. They want you to give a smiling thumbs up while your rights are reduced to guilty till proven innocent. There's no amount of money worth that. My favorite part of Copper Life is how often others that are supposed to be on your side will stab you in the back for the most trivial of reasons.
Ernie Brown was making more in pension(s)than most people do actually going to a job and BAM into the next life Ernie went. John Thomas was 52 when he checked out. I was in my twenties and thought Thomas was in his 60's. The public will continue to bully Cops into early and untimely deaths. Sent my ballot in today to FOP. Did not vote for anyone endorsed by Mike Shields or who were on the City-Wide Team. Only voted for people me and my buds actually know something about. We could not vote for anyone in the recording and financial secretaries races or the treasure position. Only voted for 13 trustees 5 retired 8 actives. Retirees had to be under 68 and actives actually in the field. Pickings are very very slim this year! But we voted.

Residency will not help you keep your job or stay out of jail. But keeping the contractual provisions in place that give you due process and job protections will. Those of you pushing for it don't seem to realize they want to be able to fire you on the spot should they feel aggrieved. When they say "I'll have yo job" they will know they can actually take it. The city is willing to sacrifice your employment and good name to save face and guarantee votes. They figure if you want your job bad enough you can fight for it back. Do NOT give up what's there to protect you. Once it's gone it city will never let you have it back because it benefits them too much politically if you don't.

You may have already be too late. 90% of the retires voting probably had their ballots back in the mail by Monday morning. The only race in contention is who finishes in the top 17 for trustee. Bartlett and Ferenzi should have run for trustee they could have won there. Blue voice got their mailer out too late so I'm thinking Preib gets beat. Graham, Merck, and Shields are all clowns. Angelo wins by default. 3rd VP is the only race I think is up for grabs.

Jr finally had enough one day and lambasted Dart. He resigned before Dart could fire him. I have a lot of respect for him for that. Dart does not have the mental capacity to hold the position he's in and scares me to death he might even seek higher office.

Hey SCC - You have previously posted comments from Sgt's who received election ballots despite the fact that the Sgt. is no longer a FOP member. One was from an honest man/woman who was promoted 5 years ago! Is there any resemblance to our municipal elections board culling the names of departed voters? The FOP candidates not on the Deano team should start trying to secure a valid roster of Active and Retired members as well as ascertaining if those Sgt's, Lts, & Capts who still voluntarily pay dues are entitled to vote. The counting of ballots should be an open, civilized event subject to scrutiny instead of any closed door circus.

Contract time. Let's not forget the 20 million red light camera settlement, the money left over from the realty 'tax rebate' that people didn't apply for and the 25 plus million not spent on snow removal and street salt purchases. The money from the discontinued TIF zones, (actual amount available never revealed), and the full accounting of the five cent a bottle tax instituted several years ago (amount not fully reported) and the interest earned from the one half billion from the Daley orchestrated Skyway sale that the city has not spent and actually invested, should make the negotiating interesting. Time to shake the city's money tree boys and girls. Oh Mr. Brown? Any of this might make for an interesting column or two. How about the city not contracting with private law firms while the Corpoation Counsel has four hundred lawyers in his office OR maybe firing some of them so they can enter the 'work force'.

They actually went at it 3 different times within 2 hrs. The last one was in the middle of Congress/state blocking east and west traffic. A channel 2 news van drove right past and acted like they didn't see a thing

You have the black caucuses that make the laws, that won't allow stronger laws to put more black criminals in jail.
You have rahm's Police superintendent that strips his people of their Police powers, "for their own good", even if they do everything properly.

Please post as though you understand the issue(s) you wish to address here, Francis. "Black caucuses" don't make laws, our downstate legislators do. Last time I checked, there are far more white legislators down there than there are black ones. Officers in our department are placed on administrative duties, not usually 'stripped' after a shooting. Sometimes, circumstances exist whereby an officer may need further restrictions. I won't say I agree with Johnson in all of those cases in which someone is stripped, but I would have to say he's had grounds on the majority of them. Even then, a stripped officer usually is still getting paid until they reach a 30 days pending status.

Coalition for Accountability in Police Contracts, are several groups including the ACLU of Illinois, Black Youth Project 100, Enlace Chicago and the NAACP Westside Branch whom are going to be involved in our contract!!!!!!!!!!!

This is going to be a very important contract, hope to have strong leadership with litigation knowledge and experience.
