More Payouts

We're sure the usual suspects will add these to the totals bandied about for "payouts for police misconduct:"
  • Chicago taxpayers will spend $250,000 to compensate a drag-racing motorcycle driver injured in a 2011 collision with a police vehicle driven by First Deputy Police Superintendent Kevin Navarro.
So the injured party was drag racing (illegally) and collided with the then-Captain's SUV, causing the airbags to go off, giving the then-Captain a concussion, and launching himself through the air (physics) and is therefore entitled to a quarter-million for his stupidity?

And that isn't the worst of the payouts:
  • Also Tuesday, the Finance Committee is expected to sign off on a $370,000 settlement with Hugo Holmes, a former field service supervisor for the Chicago Department of Transportation. His lawsuit against the police department claimed he was the victim of a false arrest after getting caught up in a prostitution sting.

    At 8:30 a.m. on April 25, 2008, Holmes stopped at the corner of 47th and Washtenaw. According to Holmes, undercover officer Michelle Acosta was posing as a prostitute and approached his pickup truck when she said, “$20 for a b—job?”

    Holmes said he ignored the solicitation with disgust and a dismissive gesture, telling her, “I’m working.” Acosta told a different story. She claimed Holmes offered $20 in exchange for “h—d” and to “lick her t—y.”

    Acosta signaled to her undercover partners, who “swiftly accelerated” out of a nearby alley into Holmes’ path. They arrested him and searched him and his truck.

    Prosecutors dismissed the case against Holmes, but not before he was subjected to “great embarrassment, public humiliation and hate mail that ultimately led to his suspension,” his lawsuit said. Holmes said he suffered from shingles brought on by the stress of the case.
He claims entrapment, but anyone who has ever worked an "Angel" sting knows that isn't the drill - the Johns line up to buy some affection. There's no need to "entrap." And furthermore:
  • In a separate investigation, the city’s inspector general concluded the 2008 prostitution allegations against Holmes should not be sustained. In 2005, though, Holmes was given a 29-day suspension after an earlier inspector general’s investigation found he had lewd photos on his Department of Transportation computer.
So he's a known pervert who has used city equipment before in furtherance of his perversion. And he's going to get $370K? Where do we sign up for his job?

Obvious Mr. Holmes has some pretty good clout. Problem is the city doesn't fight any of these lawsuits. Could be the lawyers representing the "victims" are tied into the city Corporation Council and various Aldermen. Everybody gets a taste of the proceeds.

Off topic, but how come the mainstream media, after learning who it was who had shut down Lake Shore Drive during a live facebook fake-suicide attempt, has decided to stop reporting on this incident? The subject, a well -known black lives matter activist and community activist, had a loaded firearm but was not arrested? did preckwinkle have a say in not charging? did Foxxxy have a say?

Once, my tac team in 015 ran a prostitution sting on Cicero north of Roosevelt Road and as the the wagon was pulling out of a parking lot with an arrestee, another guy pulled into the lot right past the wagon to solicit our girl. It was hilarious! We had the wagon circle the block and by the time he got back around, we had another guy in cuffs.

To be fair though, our "girl" was a very hot, petite young blond that was turning a lot of heads out there. In fact, one john who works in that area a lot, was angry with himself for even stopping by our girl. He said he "knew" she wasn't a hooker because he'd only seen scuzzy girls working out there before and this one didn't fit the profile. We locked up over a dozen guys (and one lesbian truck driver) in about an hour and forty-five minutes. It was easy pickings for sure!

I believe the payout was because the First Deputy crossed over into oncoming traffic to cut the motorcyclist off thereby causing the head on collision. I believe it was caught on dash cam. He fucked up.

I'm not a doctor and I don't play one on tv, but an exhaustive search of medical websites has failed to list stress as a cause of shingles. Who was this guys lawyer? I think my arthritis has been caused by the high level of crime in the city and the threat of being ticketed by a park speed camera. I'll settle for $225,000.

The "Big Shooter" never had to fudge any arrests on 47th street. Firemen, suburban cops, city workers, park district workers and CPS employees were always caught in the net. Most made good their escape. The ones that didn't were the assholes who were talking crap and being disrespectful or had their goodies out for the U/C upon stopping for the proposition.

Concerning Navarro he intentionally cut the drag racers off while they were traveling at high speeds. He should have been charged with attempted murder. This just shows what the city will promote and protect. If a PO would have done it they would have been hung to dry. See it for yourself and you will agree.

we used to put patrolwomen out on "Operation Angel". One patrolwoman, with self respect, refused to do it. She said she wasn't going to stand on a street corner at night and be seen in public by people who, in further days to come, might see her off duty and believe that she was whoring on the streets. The lonely illegal alien that solicits your "hot blond petite policewoman" isn't that far removed from the $25,000 john in Nevada. The price is the real difference.

Actually, Holmes' lawyers were COMPLETE morons. The case took 7rs to finally come up for trial and the day it was to begin, the presiding judge expressed his desire for both parties to come to an agreement because "things dont look good for the police nowadays". So the City paid the low life degenerate off.

This really just falls in line with "The Police Are The Problem" agenda. The politicians and media will total up all the taxpayers money used to settle with the "victims" of "police abuse" and not once look at all the cases in which the police were right and justified.
Its best to just leave. When there is no taxpayers paying city taxes (and Trump cuts off the federal gravy train) the damned politicians can start handing out worthless City of Chicago I.O.U.'s to anyone that wants to blame someone else for their problems.

Speaking as a male whose never done it. How is this any different from doing a buy in narcotics? Are they ghetto dogs then? Grow up. It's called under cover work. As a female white shirt who did Angel on tact in late 90's, early 2000's, it was a fun, easy night for my team. I did it for the other tact teams and gang teams who didn't have female P.O.s. We laughed our asses off at the arrestees, and it was an early night even without computers. (Repeat function on typewriters). Yeah I got shit but it was in good fun. I guess I have thicker skin than the females Millennials coming out now.

You wonder WHY PD's still conduct these Op Angel arrests? They do so based upon CITIZEN COMPLAINTS OF PROSTITUTION.
When your daughter or wife has to walk past a location known for this, and is propositioned a few times while getting to their destination, you will understand why these missions are undertaken. The arrests of the Johns will cause word of mouth concerning the arrests to spread, and (hopefully) lessen the activity at those locations (most which not only have prostitution, but robberies of the Johns on a regular basis, which of course adds to our city's notorious crime statistics) causing less calls for service regarding these kinds of complaints.

North Ave./Wicker Park used to be a notorious hoe stroll. Look how it's cleaned up now. Lots of legit businesses, a bustling night life, pretty much crime free. Look at the area around United Center. It also used to be a dump, skid row and another notorious hoe stroll. You can't even afford to live around there now.

And you wonder WHY a female police officer is asked to assist in those missions on an undercover basis? Who else is the dept. going to get to go out there to act as a decoy prostitute? Any female officer who is recognized off duty as an on duty decoy prostitute didn't work hard enough on her disguise while conducting her duties.

You would have to FOIA it or ask the plaintiff's lawyer's to release it for which I'm sure they are under order to not release it. The damming nature of the video would destroy Navarro.

No, it does not.
The City is 'self-insured', which means the City has no insurance and pays its own bills and settlements.
