No Charges

  • The Cook County State's Attorney's office said Friday that no criminal charges would be brought against the Chicago police officer who fatally shot a baseball bat-wielding teen and — mistakenly — a grandmother standing by him.
Just about the only good to come out of this entire event, aside from the copper being cleared, is an increased spotlight on the lack of training handling the mentally ill that has plagued the Department for generations. It still isn't where it needs to be, but improvements are being made.

The Officer involved in this has just hit the Ghetto Lottery! The DOJ report supports any contention he raises regarding inadequate training. Add to that the way his Post Traumatic Stress was ignored and he was returned to the street; and this guy is golden! Now the Officer who took the punch on video got stripes for not pushing the matter. Maybe they will make this Officer Exempt! Remember, it has happened on more than one occasion for decades that an Officer is promoted directly to Exempt. Remember, Sam Roti, to even make him a cop was a promotion from civilian lock-up keeper, his first job on CPD. Decades ago they made a guy named Mitchell Ware Exempt, and he was not even a Chicago Police Officer. More recently, Granny Clampett. So this young Officer can be whatever he wants at this point, because he has the police department by the balls. Chicago Values, at their best! Baby"G"

Training to deal with the mentally ill is of little value when the subject is in such a highly confrontational state that the only recourse is for the officer(s) to act immediately to stop an attack by using either less lethal force or deadly force; barring prior warning of the subject's state of mind.

Never ran into a subject who gave warning that he/she was mentally ill or off their meds. Normally such warning comes from a family member. And how is the officer(s) suppose to distinguish between being aggressive due to being high on drugs or mentally ill when no third party is present to advise the officer(s)? The unknown is still the most unpredictable feature of law enforcement.

So the casings were found on the sidewalk so the officer must have been on the sidewalk... uhm I guess they never watched forensic files.. they only shoot out the ejection port about 5-10 feet depending where your at and sometimes even more.

The only thing that is worse than officers who are not trained to deal with the mentally ill, is knowing that this city has closed at least 7 mental health facilities in the last couple, three years. More and more people are being diagnosed with different conditions, such as schizophrenia, manic depression, and bi-polar disorder and they have nowhere to get evaluated or treated. Now let's think about all those criminals in Cook County Jail, a growing percentage of which suffer from mental illness, who coincidentally are being released from 26th St so fast by Dart and his cohorts, their hair is on fire. If you add those two together its a recipe for disaster that will get much worse before it gets better. For as much as I enjoyed CIT training, there are some circumstances where I still feel woefully unprepared. Please Brothers and Sisters, exhibit patience around these tickling time bombs. Hopefully someone at City Hall will realize the "shituation" we're in and devise a plan that helps keep everyone safe.

This was obviously the right outcome. However, there are two other glaring things that come out of this which both stand for the proposition that newly minted State's Attorney is a liar of epic proportions.

First, as a candidate, she was repeatedly asked about her brief stint at Power, rogers and Smith and whether her employment there would create a conflict of interest should she become State's Attorney and she repeatedly said NO. Lie lie lie.

Second, as a candidate, she repeatedly pledged that she would seek the appointment of special prosecutors in all cases of police involved shootings. She won the endorsement of several papers, in part, as a result of that pledge. BLM applauded her for her position. Yet now that she's in the seat, she has changed her mind and is NOT seeking the appointment of special prosecutors in these cases. Another lie, lie, lie.

But Kim gets a big pass, pass, pass by the media and the idiot editorial boards that endorsed the inexperienced Preckwinkle hack.

And people wonder why Chicago is going down the shitter. Maybe it's because the media is in cahoots with their hand picked lapdog elected officials.

The closing of these facilities is a prime example of the bullshit of the Democratic Party. I would like to add this to your post. You are correct regarding the sick people in Cook County Jail. If the Democrats were so compassionate they would have programs for these individuals. Instead of opening the door without and treatment, they could help these inmates while they are in custody.

This young officer suffered enough undue stress, he did his job went home safe! I agree it is tragic the grandmother may she RIP, the baseball swinging crazed punk would of killed or maimed the officers job #1 with us is simply "We go home in the same physical condition we started the tour with!"

You want a doorstep to put the blame lets ask the bigger question who ordered the closing of so many city mental health centers? What elected idiot did this? Walk downtown so many crazy people walking around, how about the woman who got her head bashed in by the Jewel on Roosevelt by a crazed insane man? How many more? You close the door at the health centers and you expect a different response? The bloodshed on the streets, children afraid to go out and play, "safe school zones" staffed by many city workers so children can get back and forth to school (the libs talk about a communist state as the children march in lock step to school being watched by the new gestapo for their own safety). Talked to a man that lives by 76th and state he works in a factory has 4 children he says he takes them to school every morning and brings them home every afternoon,the kids then stay in the house afraid to go outside! this is how people live here! More attention is given to protecting illegal criminals than taking care of the people here! Gee whose doorstep does this lie on?

This officer is not in the clear. IPRA has been investigating this shooting for well over a year with no results. As seems to be the pattern now, when IPRA's investigation is completed, they may recommend terminating the officer. Johnson and the Police Board led by Lightfoot would be more then happy to support IPRA's findings regarding termination.

One of the rounds went through the piece of shit and struck the lady and killed her, an unfortunate incident but no intent and not preventable unless she wasn't there. Mitchell Ware was a news reporter and his son was a career burglar. Ware was always getting his son RWOC'd on his burglaries. Hiring Ware was old man Daleys way of placating the hood.

This is nonsense. I survived the streets for over twenty years dealing with mentally ill citizens. I agree with a prior post it all adds up to common sense and smooth talking. It takes years of medical school to become a psychologist and this forty hour training makes me that. Give me a break! I'm tired of the officers getting on the air whining that they are not CIT trained so they don't handle the assignment. Quit your whining snowflake and handle the job or turn in your star and Id.

Thank God Kimesa Foxx excused herself from the case because her ghetto law firm is representing the family in the lawsuit, otherwise the outcome may have been different. This case was investigated by a real Asst States Attorney who knew the law. I'm not a lawyer, but I don't know what he could have been charged with...it was a tragic incident, but the Officer was trying to survive, was well with the law and Department orders to use deadly force against the mutt who started everything, and the stray bullet unfortunately happened.

CIT training is fine, but not for violent situations which should be left for psychologists and the 9 to 5 psychologist is going into a violent rampage situation without any help. When does a geeked up maniac ever takes time to listen?
It's asking too much that we train for AED, Trauma and maybe next, Narcan and Epi injections.
Maybe its all helpful but we are not full time medical specialists.

Where will it end?
Will we be trained to extinguish fires, tow disabled vehicles, cut and clear fallen trees, rewire downed wires, turn off main main breaks ?

Suppose dealing with a violent mental can be de-escalated with a powerful beanbag to the gut, but how lucky does one have to get that hit in the right spot? The bum rush sometimes works, but not without injury anyway.
So really, training is fine but at some split second, that nice-nice talk is worthless.
Plenty of tools are available to stop the maniacs, but Rahm spends the money on Programs.

Bottom line: Somehow the media and folks make this is our fault that a maniac goes on a rampage.

The offender who attacked the woman at the Jewel was not a crazy. He was a mean, evil career criminal that I arrested several times. He even was let out of jail for this one. I think he killed the girlfriend after the Jewel incident, but that I don't think that was proven. I lost track. When he first came to 001 he was hustling in the street, claiming to be a reverend. His crimes continued to escalate and he kept getting his I-bonds. People are sometimes just evil and choose to be. Not everyone is off their Meds. This is becoming the new politically correct reason to police bash. If someone is going to kill you, in the end it doesn't matter if they're crazy.

This incident shows that not only do the police need training, the mental patient's family needs training too. The father was so afraid of his son he asked an innocent person to risk their life and who lost her life because of the father's un-necessary fears of his own son. The stigma of living with a mental illness is what needs to be addressed.

The Jewel on Roosevelt and Ashland is a hoodlum hangout. It is easy to steal there food there as they have submarine sandwiches and dips located at the front door making it easy for them to grab one and walk out the door when the store is crowded mostly with hoodlums stealing and vandalizing. The hoodlums drive up and down Roosevelt Road "keeping an eye" on the FBI Building now located on Roosevelt Road. They are that brazen because noting is being done about their brazen violence and assaults.

I am CIT-trained and very much agree the Dept. needs to have better training and resources to which to direct the mentally ill. However, what should not be lost in that discussion is that if the mentally ill use or attempt to use deadly force against citizens or officers, officers' use of deadly force is reasonable, necessary, lawful and justifiable. It's not pretty, folks. And no cop would ever say it would be.

11 FEB @1:28 pm - Ironic part of Mitchell Ware's career in the early 70's was that he was hired to lead a secret anti corruption unit in the CPD dubbed "C5." Ware was an attorney, afro American, and a media darling who could do no wrong. He was also with the old IBI which was later merged with the State Police. A hack if there ever was one while crusading against corruption. Chuck Goudie still fantasizes he could be another Ware - but he has no law degree.

I'm one of those that say I'm not CIT trained so I don't handle the job. I'm not whining, I'm following general orders. The city wants to deem you qualified in dealing with mentals because of a 40 hour class, then write an order making it mandatory that a cit trained officer be the ONLY person dealing with a mental in an attempt to wash the cities hands of liability, then you are damn right I am going to wash my hands as well and follow the order to the letter. Fuck this city.

There are so many crazies on the trains now i for one would never ride it. Its 1 thing dealing with the homeless, which for the most part if they didn t stink or have walking lice most people would ignore. But now its brought up to a different level. And they are now walking around the airport as well as the platform. CAn t kick them out to the street since there is no streets.Most should be in a ward forced to take medicine. But thanks to RAhm the streets and now the trains are full of them. Just waiting for 1 of them to go off and stab about 20 people. Can t wait to get the hell out. Not about to spend my last waiting time hoping i can talk them from going off.

Um...you can Evict them from the Airports. Escort them into a Squadrol and drive them to the suburb that is closest to Ohare or Midway. Step out to the curb and have a nice day in Cicero or Rosemont. You have to Have a Reason to be on Airport property and I don't need to be APD or CPD of FAA to know this. OEMC policy is no one on the arrival or departure road lanes if you don't belong....so what is different about the CTA Platform? Or is Unit 050 and 051 too Fetal to actually Secure the airports?
