FOP Victories
Certainly wins, carried over from the previous administration:
- The newly elected president of the Fraternal Order of Police claimed victory Thursday in two early skirmishes with the city, likely to set the tone for contentious contract negotiations.
The battles stem from what FOP President Kevin Graham called the “unilateral expansion” of body cameras to all Chicago Police officers, and the Chicago Police Department’s proposed “disciplinary matrix” for “complaints registered” against officers.
Graham’s predecessor, Dean Angelo, filed a pair of unfair labor practices complaints stemming from those actions before losing to Graham in a runoff election for union leadership.
The Illinois Labor Relations Board could have dismissed the complaints after reviewing evidence presented by both sides. But instead, the board ordered an administrative law judge to conduct a formal hearing to determine whether the city violated state labor laws when it unilaterally implemented two new policies and failed to negotiate them with the FOP.
One has to admire how Rahm's media knob-gobblers describe the city having to follow the Contract as paving the way for "contentious...negotiations." There isn't going to be anything "contentious" for at least another year as the City will refuse or reschedule negotiating sessions like they have the past four or five contracts.

I wouldn't be surprised If Rahm drags the contract talks past the next election. First responders get screwed because they can't strike. Politicians don't care and don't need them to get elected. Graham better fight like hell and ask for the world. Lift residency after 15 years of service, max pay at 15 years, max out at 25 years, no more 5 year contract just because the city wasted 2 years dragging their feet, no more measly 10% raise, better health care and most importantly fix the pension!
the Shitty's claims are all about starting a narrative that they can spin to make the coppers look bad, and then use the media and usual faux protestors *cough* Lemon *cough* to apply pressure to the FOP to cave...
Fuck 'em. The time is now to start spinning things the FOP's way - hopefully the guy in there now won't be a pussy. Change the narrative.
Their tactic will be to attempt to get contracts with the PBPA supervisors so they can throw that into the face of the FOP. Scuttlebutt has it that the PBPA is standing tall, at least the Sgts. & Lts are. The Capts? I hearn nothing.

You wan't to win at the contract table? Here's how. At the very first session introduce a proposal to allow employee's with 10 years or more to be exempted from our draconian residency policy. Take the position that if the city rejects it outright it will be taken to court.
Then over the next negotiation sessions start conceding on years in service, 11, 12, 13, 15 or 20 years, but always maintain the position that some sort of residency compromise will be have to reached, either at through negotiations, where the city maintains residency for a set number of years, or a roll of the dice in the courts where the city could possibly lose it outright for ALL the workers of the city of Chicago.
Every residency case in the country has been won by employees.
Every single one of them
Eventually the city will cave and give the FOP EVERYTHING it wants if the FOP pulls it off the table.
Its not really hard to believe a democrat would enter into a contract that he later doesn't like. Got any good, wealthy, republican real estate mogols up there that would like to be mayor?

FYI
Kevin gave support to the guy that kept speaking about the drawbacks of the body camera that was (((tested))) in 014. So, yes, Kevin was part of the group that opposed Dean on this issue which pushed Dean to the point of finally filing an ULP right before the election cycle so that Dean could get votes. Kevin also spoke out against the body camera at the state level.
Kevin was a behind the scenes man on this issue standing strong with the officers of 014 that were/are completely demoralized by the BWC.
The 21st century battle is who control's the info and how it's spun and we have been our collective ass kicked . Now is the time to turn that around and be proactive
Only good thing about 9 1/2 doing the knuckle-dragging on the contract is that the current one stays in effect.......
There ARE more important issues at hand here besides economics.......

The guy that goes up and changes out the streetlight or traffic signal makes $48.90 per hour, plus insurance, plus pension, plus 23 vacation days, plus 12 sick days, plus 12 paid holidays plus a personal day. The city knows residency can be beat in the courts. Times have changed. we shouldn't give anything up for it. Take it to court. If the city wanted to lift residency or make it so after 10 15 or 20 years of service they can direct lawmakers to do it. As far as the pension it should never be negotiated. It's not part of our labor contract. It was a signed agreement on our first day of employment. It needs to be funded PERIOD!

You are wrong. The Supreme Court has ruled that as part of your employment you have to live in the city of your employment or a geographic area then that is what you have to do! Otherwise you are free to live where you want when you / retire or quit!!

The state residency law applies only to municipalities with population of 500,000 or more (only Chicago). The only way around it is to change the law, which is not happening. Enough of the residency nonsense.

Everything that happened to Shields happened because of his ignorance. His secretary prepared the letter and put it on his desk for his signature and hounded him every day to sign it. 1 week before the letter was due a member went to the microphone at a general meeting and asked Mikey if he had notified the city we want to negotiate a new contract, his response "it will be done by the weekend". All of this is in the printed minutes of the meeting. Donahue told the secretary where to find the letter and she just changed the names and dates. Donahue and Doherty had nothing to do with Mikeys failure, he did that all by himself. His secretaries reward for hounding him to sign the letter, she was fired. Please stop with slamming Donahue and Doherty for the intentional actions of the arrogant and incompetent little bitch Mikey. Typical democratic bullshit here blame everyone else except the person responsible.

If the City attempts to negotiate for it, deny their request and if need be file court action to bar them from attempting to make it part of the labor agreement when it is a protected and guarenteed article of the employment package. If they negotiate for it we lose, end of story. Healthcare and the related cost should be priority number 1, followed by workplace safety inclusive of staffing minimums. Look through the bullshit, shut them down when they introduce non negotiable issues and hire skilled, and experienced labor attorneys to work for us. Cops negotiating labor contracts are like children looking for freebies in a candy store. Cute but ineffective a d distracted from the good candy by the pretty stuff.

I doubt you know what you are talking about. Most of the Supreme Court justices were federal and federal appellate judges before they cadre appointed to the Supreme Court. You notice I said appointed, not elected so why would you think they aren't political. You think you don't need a political sponsor to be appointed a federal judge. Then again you probably think the world is flat
