New Exam Coming?

Looks like it:
  • FYI on Friday 4 well dressed visitors arrived at 35th street for meetings. They signed in at the front desk. Where were they from you ask??McCann Associates. If you don't know who they are google them like I did. They are a promotional exam testing company. No doubt now the process has begun to get new promotional exams out there soon. Sgts? Lts? Guess IO solutions got dumped and a new company is being used to make it seem on the straight and narrow now. 
So which exam?

Obviously, the most compromised one is the Lieutenants Exam, rife with cheaters and others who had the answers, along with provable allegations that the so-called "Subject Matter Experts" violated not only the confidentiality agreements, but profited monetarily. At somewhere between $2-and-4 million dollars to develop a test, this is an expensive "do-over."

The Detective and Sergeant exams don't have nearly the cloud handing over them that the Lieutenants exam does, nor the pending grievance that the PBPA is threatening to file.

I don't know where you get your info from. But tests are not grievable. So no union has any intention of filing anything .

Good. I'm glad We all get another shot at the Lt test but what about the cheaters who are walking around wearing the Lts bars? What's their punishment?

As I've heard no more Lts are even going to get made off this list because of the pending IG findings about this. I'm sure when they come out the department is going to hit back that a new test is already in the works with a new independent agency and we will be freezing this current list until a new test is given... or something to that effect. No more oral boards from what I hear. Allegedly the department is looking for a 200-400 question scantron test that can have a list set within a week or two thus not dragging it out and limit the gap of promotions. All of this is just hearsay but it makes a ton of sense now since reading this. I heard this info about two or three weeks ago this seems to help confirm this.

Yeah but the problem is that all the cheaters from the Lt test got their promotions already. The only ones left are the legit guys and girls that would've made it if not for the cheaters and merit. Is it fair to tear it down now and screw over the people that actually probably know what they're doing out there?

I really don't think the PBPA has the balls to file a grievance. I think a lawsuit would be more appropriate. They stole the test from the honest people.

Get rid of Subject Matter Experts.
Stop weighing questions and stop weighing answers.
Stop any form of standardizations or race norming.
Stop the oral.
No exemptions or special privilege for an applicant to take the test off site (the Casey Rule).

Only employee# and thumb print on the score sheet to I.D. the applicant.

Give a test based on the Orders, Rules and Regulations, State Law,and City Ordnances.
Scan test after completion and give score to applicant before leaving the building.

Ties resolved by seniority and birth date, as has been the method to break ties, for position on the list.

Post the results of the test within 72hrs.

With the possible exception of the entrance exam which is highly suspect, all CPD exams have a cloud of suspicion hanging over them, look no further than who's been promoted over the last 20 years.

Promises, promises. Still no guidelines as to what constitutes a merit pick or why a person is picked for merit. Still no disposition as to the lietenants scandal. I say screw it, if a boss can hold a secret study group (wink, wink) then I should be able to pay a politician for rank. lets go back to the old days. at least everyone would have a fair shot.

A lot of decent people are close to being promoted hopefully they'll make it. What a shame that merit have taken up over 100 spots off this exam. When a secretary gets meritoriously promoted by the person she works for that's a sign of how fucked up the merit system is. Most importantly will dejesus-dillon be eligible for a merit lt promotion?

I know, I mean 'a friend' knows a couple NOBLE members that all made Sgt off that last test, 3 of them were in no way capable of receiving their score in the top 75 (1st couple classes to make rank)

Besides, its also the appearance, if 1 is tainted you know for damn sureALL were tainted.. just look @ NOBLE and its relations

Nothing will happen. Remember "notify the watch commander"? The investigation will die and those who benefitted will move on and become the next generation of gold stars. Think about it, do you really think Rahm while in the political fight of his life is going to expose decades of cheating and question the legitimacy of the entire command staff and promotions in general just because this time a handful of blacks instead of the usual connected white people got sloppy about it?

Get over JanAshley. Yes she was merit. Yes we know the family. However when it comes to merit she is extremely competent. Your focus should be on the merits who don't know and don't care about the job. She actually takes the position seriously and is knowledgeable.

Never mind that. Learn the job and get some time on. We dont need anymore 5 year wonder sgts whether they passed the test legit or not. There's something to be said for experience which alot of these new sgts lack. Inexperienced supervisors are part of the problem plaguing this dept. 10 years should be the minimum to get promoted to sgt.

Just last month in the departments, 'reform moving forward guide', they said many more supervisors will be promoted this year. I'm guessing the sgts list will remain up and highly doubt the city would take down the Lts list. If they do they'd be admitting to the corruption and cheating on that test. Also they would be screwing the sgts that are close that studied their butts off.

There is really no grievance to file.

There is no contract violation or workers rights violations.

This was a straight-up criminal act.
The only things that can be done are filing criminal charges and lawsuits.

A new test doesn't mean they're doing nothing about the cheaters. It would actually show that they admit there was a problem with that test, i.e. the cheating. The cheaters need to be fired, ordered to pay back whatever they've illegally earned as a part of their stolen promotion, and charged criminally, along with the subject matter experts and other bosses who helped them cheat. Tarring and feathering is also on my list of things I'd like to see done to the cheaters, but I'll settle for the other stuff.

Sadly these test advisers will be listened to until they tell the City what their bill is and then they will be escorted out with the spin, we took their advice.

Has anyone notice almost EVERY 1st and 3rd Watch Sgt from 010 have been promoted already? Between IAD and 010, they made up a big part of all new Lts. Places you should work if you want quick advancement in your career. (Or just join N.O.B.L.E., have relationship with an exempt, be born into a family, etc....).

DeJesus-Dillon is the poster child of what's wrong with this department and promotions.
But the mission teams in 014 are a close second (Angelo, Utz, Slater,..........the further you go down the rabbit hole, the darker it gets)

Last 20 years?

Mayor Kennelly oredered an honest Sgts test in 1953.

The machine got rid of him and installed Daley in 1955.

The '93-'94 Sgts/Lts tests were pretty legit too because the Reagan appointed 7th circuit did away with race norming.

That's when Daley II pulled "merit" promotions out of his ass, but couldn't start making them until the '98 Sgts test due to litigation.

Figure you're really competing for 50% of the Sgts spots because 30% are "merit" and about 20% have the questions/answers.

Odds are worse for Lts because about 25-30% have answers/questions.

Tall mountain, but it can be done. Answer all essay questions as if you are a BLM activist and you have a good shot. Always show an eagerness to burn coppers and support protected groups. Lie. College kids grade this stuff and look for code words. All silly shit, beat em at their own game.

Get those stripes/bars and stick it up Rahm$ ass for as long as you can. Save your money, retire asap, enjoy life😊

The damage has already been done. Certain groups were able to get "their people" in place with the Lt scandal. Now, these chosen ones are in the driver's seat for exempt rank promotions and further decimation of the police department.

It would be nice if McCann Assoc. was hired an outside Goverment contractor sent on behalf of the USAG to investigate the last exam process and the scores.
The Det & Sgt Exams were dumbed up, but still they have to pass up high scores for Merits. The Exams are still drafted by Subject Matter Experts, which is made up with insider Merits anyway.
Can a Non-Police Outsider firm create an Exam based on General Orders and Policy? Yes, it's done all the time.
But what's the point of an 2-Part Exam if there's allowable cheating (for some) and predetermined Merit Spots (the ones who were made by long gone Exempts and ones promoted for their dedication to duty 10 yrs. ago).

Agree, exams are not grievable and trying to prove you were passed over "by score" isn't enough even with a cheating allegation. The City won't demote and the only action possible is a lawsuit if the cheating allegation can be proved. So maybe 5-6 Sgts whose spots are being occupied by cheating insiders have to wait for the outcome of the Internal Investigation (d'oh!) and then maybe in 5 years a settlement can be reached.

This is Rahm's Department and he calls the shots.
If there's anything to this, it could mean that there will be no further promotions this year.
If there was Cheating on the Lt Exam then all the Exams for Sgt and Det were compromised by the Subject Matter Experts as well.
A New Outside developed Sgt & Lt exam would come probably before the end of the year...Rahm's way of making an impression on you, the DOJ and the underserved community in 2018 - his Campaign Kickoff year.

Couple of things.

One the Sgt.rank list promoted is hovering in the 270-ish zone. Past practices have the list going up over 400 except one test it ended around 370-ish.

Also, IO Solutions, didn't drop the ball. If there is PROVEN cheating it will fall mainly on the shoulders of the SME'S.

The company was chosen for its tests and for defending the results in court. Thats how many of these companies are chosen.

Stop with the rumors. CPD is not giving a promotion exam this year. Most likely it wants to give them every 5 years. These tests cost alot of money. Money that RE doesn't want to budget unless he needs to. Check next years budget or most likely 2019-ish. Even if they schedule something for 2018....there will most likely be another 1-2 big sgts classes from this test. So at least another 100 off the list. After that I'm guessing it will come down to replacing retirements.

Hmmm. Well junior wait your turn like everyone else. Also, its unlikely ALL your friends ( unless you have less than 5) scored high enough to be promoted within the last sgts test without some "Help". Its almost as bad as an entire tact team ranking under 300....or a husband and wife scoring 1 & 2 on a lt.'s test.

Also the list has been up 3 years so far and arent even at 300 promoted off the LIST. I know people want to get promoted but consider for example if they only promote 300 off the list from now on....that means only 300 people make it off the list out of 4500 test takers. The merit people,in this case of 300 list people would equate to 90 POLITICAL HACKS. 30% are merit. So take in the people with "help" or secret study groups or basically those super cops that are given the test questions from bosses and boom.....we are fighting for 100-150 spots. So the people who sacrifice, study, and pay for study groups ( groups open to anyone i.e. bernstein) are fighting for scraps.

Small class of Lt coming up in may somewhere between 20-25. They are giving 10 identified cheaters the opportunity to retire and save pension or face firing and official misconduct charges. Plus another dozen or so to keep up with end of year retirements. May has a bunch of retirements coming up.

Stop weighing questions and stop weighing answers.
Stop any form of standardizations or race norming.
Stop the oral.
No exemptions or special privilege for an applicant to take the test off site (the Casey Rule).
Only employee# and thumb print on the score sheet to I.D. the applicant.

Has anyone notice almost EVERY 1st and 3rd Watch Sgt from 010 have been promoted already? Between IAD and 010, they made up a big part of all new Lts. Places you should work if you want quick advancement in your career. (Or just join N.O.B.L.E., have relationship with an exempt, be born into a family, etc....).

Figure you're really competing for 50% of the Sgts spots because 30% are "merit" and about 20% have the questions/answers.

Odds are worse for Lts because about 25-30% have answers/questions.

Yes I found the answers for three tests- they were hidden in the Gen orders, Special orders ect. Dont ever not take a test dummy your on this job for a long time.

Hopefully a new lieutenant test is in the works. The newest merit sergeants have already accomplished enough to warrant another merit bump. Especially the ones who secured an inside gig on days. They might be suitable to go straight to gold star status.

A promotion list is not dead until there is a new list and the city starts promoting off of that list. The Lt's list has been out barely a year and has a lot of life left in it. Yes, I know that they are up to 100 on the list and historically,on average, a list is stale at 100 but the last list lasted until they reached 148 in rank order. The development, administering and grading of a promotional exam costs millions of dollars and Rahm has better things to do with tax payer funds. Yes, I know all about the allegations of cheating. Those allegations will remain just that, ALLEGATIONS. John Northern had video taped evidence that went no where. Rahm has the DOJ report that he going to use as a road map to reform the Department. One of the problems identified in the report was the concept of span of control or in other words lack of supervision. The current budgeted strength for the rank of Lt is 274 which may increase. When you see the actual strength get down to 240 or 250 expect a class of 30. The city is not going to allow the actual strength to drop more than that during the reformation of the Department. Yes there will be another exam probably 2 years from now and a list approximately 1 year after that. Take it to the bank.

We all know that this is not true! The Lts are already filled to authorized strength. While there may be 2 or 3 Lts budgeted openings, there is no way there will be enough Lt openings until the beginning of next year, and that is at the soonest!
