This Moron Again?

This appeared on 016 District PDT's not too long ago (click for larger versions):



ISR's again? Fine, whoop-de-doo. But a month later, this crossed a line (we've blacked out the names):


That's fifteen names broadcast to co-workers (and archived to FOIA-able databases) to what end? Oh yeah, to attempt to embarrass and humiliate - the mark of a true tool of a supervisor. And it appears to skirt the boundaries of State law, specifically 65 ILCS 5/11-1-12:
  • A municipality may not, for purposes of evaluating a police officer's job performance, compare the number of citations issued by the police officer to the number of citations issued by any other police officer who has similar job duties. [emphasis added]
So if someone would like to bring this to the attention of Lt. Kohnen, 016th District so as not to jeopardize his career options, he'd might appreciate the heads up. The Acting Superintendent might want to re-send that "No Quotas" AdMin Fax message again.

I'm not saying it was cool what he did but for gods sake you can't write one single ISR in 10 months?? If this supervisor really wants to take it to the next level then review the officers entire tour of in car and body worn cameras. If you seen one instance on video where an ISR should have been done and wasn't then get a beef. If your not gonna go that far boss then stfu. Nobody is right here. Lazy coppers making 90-100 k a year and stroke bosses.

How? Taking time into perspective, is it an "irregularity" that those beats have not done an ISR in 2017... all beats = no ISR for 2017= it's converting into a normal behavior.

An irregularity for 2017, is one beat out of all the beats to come in with an ISR.

For fucks sake take action immediately. Don't let this LT. do this to these cops especially in a hostile environment socially and politically. There is enough pressure out there as it is. Everybody has got a cell phone and is calling 911 for police service. Cops are answering more calls now than ever before which means more stress, citizen encounters, confrontational people, arrests and more everything. No need for supervisors to worsen work conditions. Most street coppers have sky high cortisol levels from stress fucking up their bodies, now some LT. is pressuring people into doing ISRs. Didn't the ACLU threaten to sue over contact cards because of the high demand for them from supervisors and the dept. had to change the policy (RAS) ? Ya can't make this shit up when it comes to supervisors like this one.

It seems like "The Moron" in 016 is only interested
in pimping "Police Activity" for his next promotion.

...No matter how many Policemen he causes harm to.

I am now retired. However once I had an opportunity to interact with Lt Kohnen when he was the midnite W/C in 017.

I was from another unit and needed an authorization to buy a replacement large capacity magazine for a duty related weapon.

Stopped into 017 on the way from work, ( we didnt have those forms in my unit) He refused to sign it for me.

I was in traveling uniform, and had an ID card.

I actually think he didnt know what to do. What a stroke

"Nothing in this Section shall prohibit a municipality from evaluating a police officer based on the police officer's points of contact. For the purposes of this Section, "points of contact" means any quantifiable contact made in the furtherance of the police officer's duties, including, but not limited to, the number of traffic stops completed, arrests, written warnings, and crime prevention measures. Points of contact shall not include either the issuance of citations or the number of citations issued by a police officer.
This Section shall not apply to a municipality subject to Section 10-1-18.1 of this Code with its own independent inspector general and law enforcement review authority.

Go scratch yourself. Nowhere does it say we have to write ISR's. No I wouldn't write one. Put me to midnights. I don't care, but what I care about is not to leave any type of paper trail that could be pinned on to me now or 10 years from now depending on the political winds. All this "go get me some activity " is only to make the brass look good at the po's expense. Lazy coppers? Responding to your jobs, writing reports, arresting on signed complaints and being visible is enough to justify 90-100 k.

The Lt is just the messenger. Believe me. They bring up every little thing like that at compstat and berate the cmdr about why this certain beat has zero isr's, tsss cards etc. The cmdr then instructs their Lts to "take care of this immediately." It's the bosses at the top that are still pushing all these numbers and bringing the heat down. We should put the blame where it properly lies.

On the other hand, it sucks being a resident of 016 and knowing that the majority of our police aren't stopping anyone. I totally understand because of today's climate, but still hard to see in black and white.

Kone head used to run closed market back in the day out of 011. Checkoff was at 2 and he hated it when guys used to come in early. So instead of telling the sgts to keep everyone out of the building until 2, old Coney would get in his car at 130 and park it across the mouth of the driveway in the West lot so no one could get in or out. If a car were to come by early, he would roll down his window and yell at them. There would be a line of 20 cars down kedzie waiting for him to move his car at 2. Once a softball, always a softball. Management needs to understand that there's been a paradigm shift and that all activity numbers should be viewed historically BLQ and ALQ. There expectations on activity should be evaluated as such. The new routine of everyday beat pushing coppers should be:enroute button, on scene button, code or rd, arrest on signed complaint or when mandated by law and always minimize officer induced exigence. Repeat. Give them the department they asked for. Stay safe fellow street 9161's and go home your loved ones.

(OT) just found the answer page to Mark Brown's, Chicago Sun-Times today about the homeless, they are being removed due to not having a permit! So the mayor will let the violent protesters caused damage here stop people from going where they need to go without permits but yet the homeless people are throwing out! In the article it states that the homeless attempted to go somewhere else but were told they would be arrested because they have no Permit! So The elected pander to the criminals and obstructionist but yet the homeless people are just discarded guess they can't vote or they won't vote or can't be bought what a disgrace!

I bust my ass to make court/ot payoff, and haven't done one single isr eeeever. And never will. And I get felonies damn near every night all by the book. There's ways to get around it. Isr's get reviewed every 6mos by aclu in a massive data dump, looking for "civil rights violations" to flag and fuck you over in a trick bag for copa. They say that's not true but when has this city ever told the truth. No way Jose. No isr's, ever.

This guy should be moved immediately, he is a horrible manager and doesn't want any responsibility whatsoever. Will not even sign a time due slip!! He constantly talks down to officers and fellow supervisors. He micromanages to the extreme and is NEVER on the scene he is managing. He always supersedes his sergeants and doesn't let them do their jobs. He needs to be moved immediately as the good hard working officers of the 016th dostrict who make the commander look good are sick and tired of this guys bullshit and the work will eventually stop. You better do something about this guy otherwise your compstat numbers may increase sooner or later.

You/they may be trying to make a point or to try and push the fetal movement, but at any time they can look at your calls, check your body cameras and in car camera and easily find when you should have knocked one out. We all know, but make choices, just don't let the choices bite you in the ass. You don't have to go out hunting, but you do need to appropriately respond to your jobs and abide by the order when handling the job. Its easier to knock one out when appropriate than it is to just blow them off and eventually have our own actions bite our ass. Why give them the ability to do that?

Sending those messages were completely wrong but I wouldn't be surprised if the messages were dictated by the Commander who told the Lieutenant to send them out. Some Commanders love to have others do their dirty work to keep their names out of it in order to keep their spot or further their careers. I further agree with the poster who stated there are more calls to answer. I find it strange that in this anti-police environment that we are called for everything including: my teenage daughter disrespected me, my grandmother won't leave and is cursing at me, my neighbor has a party on a Saturday at 4pm and the boom box is loud, etc. etc.

whenever you have any kind interaction with a possible criminal related to a call or anything else you need to fill out an ISR. If youre not doing that then youre not doing your job. If you haven't been face to face with a possible offender or someone related to a crime or investigation that calls for an ISR in almost TEN MONTHS then yes... YOU are absolutely lazy. If you are way to burdended to do your job and fill in the boxes on the computer screen that takes 3-5 minutes.. don't say 45 because don't forget, we are all coppers here and we know its not much different then entering old contact cards in the computer. I guarantee you have not problem filling in all the boxes on the computer when shopping online, booking a flight or anything else related to the internet right??? But when you have to do it at work you all of a sudden become computer illiterate. Back in the late 60's and early 70's, he was a good guy with a great sense of humor. Those were the days of south side white 10-1's and black 10-1's (ask an old timer) but when Eddie was on the job, he did not care about color. He's be there for you and on an ungodly hot summer night in the poorer parts of town when shit went bad quick, you were happy to see reinforcements regardless of their color.

That said, it was a way different day and this is now. Sad to say, Eddie was a good guy who apparently went bad and I am sad that it happened, but there was a time he was a good police officer and he made the tour seem like one hour, instead of 8.5+ hours. I wish him luck in the next portion of his life.

Tough talk, cowboy. The district is 32 square miles, the size of some suburbs. The majority of cars are down because of details. Imagine if you are on 1631 and get a call at 5600 Milwaukee or at 7200 Harlem with rush hour traffic? Must the beat cars have lights on to every call then fly back to their beat to drive up and down every street for visibility? 016 is lucky to have two beat cars up covering anything west of Nagle Ave every day. If a car needed assistance while on Cumberland Ave, the only assist they might have are the suburbs, county or state police. I remember the forest police giving me assists with in progress calls. But I will make sure to drive every street so the OD coppers can see me and feel safe. Now go back to your mother's basement and STFU

If you haven't been face to face with a possible offender or someone related to a crime or investigation that calls for an ISR in almost TEN MONTHS then yes... YOU are absolutely lazy. What that Lt. did was absolutely wrong and goes against anything taught in Management 101. With that said, how can anyone in a beat car go 10 months without doing an ISR? It boggles my mind. I understand not going above and beyond in this job anymore, but you at least have to go answer your calls and do your job once your there. I find it very hard to believe that in 10 months of working any beat on any watch in the city that you haven't come across a situation that would require an ISR per the new general order. Per the general order, if you are in a situation that requires one and you don't do one, than you are opening yourself up to disciplinary action. And for what? Because you don't want to take the 10-15 minutes extra to fill it out. It's not that hard and after you do one its even easier. It's not worth the potential disciplinary action against you for not doing one, especially when it is spelled out for you in the general order with examples. BTW I'm not a numbers guy and don't believe that ISR's should be looked at that way. Protect the homeland up there and be careful.

Read the order on the ISR's Once you have determined there is no criminal activity underfoot, you must let the person go immediately. You can not continue to 'stop' them to fill out your paperwork.

So, IF you do an ISR - put lots of UNK's in it and put in the narrative "Per SO 04-13-09 Procedures: VIII A6 - R/O has no further information on DOE John, because Reasonable Articulable Suspicion no longer existed" as R/O's investigation "dispelled R/O's Reasonable Articulable Suspicion of criminal activity", and therefore DOE, John was continued on his way.

I realize that no matter what officers will do or how hard they work, ODPO's are never satisfied. Whether in 016, 008, 022, they always complain about the beat cars. They never see them. Of course, thank you for slamming another working officer. Typical of the CPD. I know the layout of 008. I will do my job in 016 and keep an eye on my house and those of my neighbors.

I for one am retired CPD and reside in 016. I see the police all the time usually when I'm walking my dog at the park. Shopping, driving, etc they are around. I can further say that any interaction with them they are always polite and accommodating and have never had a bad experience with one
Maybe I should be happy I don't see them all the time because that would indicate to me that I live in a low crime area and they are out fighting crime somewhere else.
Last comment. I'm sure a lot of other ODPO and retired CPD feel the same and have had similar experiences, but the blog seems to attract the complainers
