- Staffers in the Cook County Public Defender’s Office are used to clients who may have done horrible things, but over the last two years, female employees say their clients have become more brazen in doing horrible things right in front of them.
Masturbating inmates have become a common sight on the walk to and from holding cells where defense attorneys meet clients, and at the jail and in courthouse lockups. Last week, in a letter to Chief Judge Timothy Evans, Public Defender Amy Campanelli said her staff has reached a breaking point.
Campanelli declined to share a copy of the letter, but confirmed that she warned the judge that her staff won’t visit the jail starting Nov. 6 unless he or Sheriff Tom Dart can offer up a solution.

- “There have always been these incidents since I became a public defender,” said Campanelli, who has been in the office for more than a decade. “But it’s never been like it is today, where it’s like the behavior we’re seeing now, every day, or every other day. It’s just become pervasive. We’ve tried everything.”
Well, if the behavior is still going on, you obviously haven't tried "everything" Snowflake. Trying "everything" would have led to a solution of some kind. To paraphrase the owner of the Houston Texans, the inmates are running the prison. Some of our readers have more graphic descriptions than the Slum Times was willing to print:

The Illinois Sheriff and Public Defenders say no other prison in the country has this sexual assault/masturbation problem. Way to go Sheriff.
It went as far as negotiating with pizza in a div 9 tier asking then to promise not to masturbate after a pizza party, next day they all masturbated in front of a director, they formed a circle around her and did a jerk circle around her. jailguards warned her and asked to escort her, she felt confident that the pizza from the night before was going to stop the jerking off. she trusted the inmates
So these are Public Defenders, employees of Cook County. We are not going to be so callous to suggest they don't deserve a safe working environment (and any comment that does, or strays into that realm will be deleted) but seriously, what do you expect? These aren't altar boys, even if that's the story you're going to try to sell to a jury.

Dart let’s the inmates do whatever they like I also been hearing from one of my friends that works down there is that the inmates throw the pizza all over when they get these little parties that Dart throws for them. How about just photographing them in action for evidence, and then charging them with a sex crime. Hang a sex offender label on each and everyone. Make an agreement with the PD and SA that any of these crimes will be run through the system separately, and any time will be consecutive, not concurrent.

To the defense of inmates, signs prohibiting such behavior were not prominently posted according to inmate advocacy rights attorneys. Therefore, inmates may not have known they was committing a violation and subsequently acquitted of all counts of lewd sexual conduct.
I'm surprised they didn't try to blame Mike Sheehan. There was another article last week where a gang leader was basically running Dart's jail. He was ordering attacks on guards and threatening the lives of their families. Dart never disciplined him for any of his transgressions. Cara Smith, Dart's mouthpiece blamed former sheriff Mike Sheehan. Only problem is Sheehan has been out of office for 11 years. They (Dart) hold weekly accountability meetings but the problem is they never take accountability for anything. Dart has fired and or suspended numerous officers for mistakes but nobody is his upper management staff is taking a hit for the Merit Board fiasco. Dart illegally appointed a friend who donated to him now every firing since 2011 is being overturned. Is that Sheehans fault to Sheriff?
A common public defender technique to defend those accused of sex crimes is to blame, then attack the credibility of the victim. Recent standards for successful criminal prosecution is video evidence. No video=no crime.
Maybe the public defenders can subpoena and compel other inmates to snitch on the bad boys. Can these public defenders positively identify the offending appendages in an independent lineup or showup? The accused have a right to confront their accusers in open court. Will these public defenders be able to identify and accurately identify the uniqueness of the accused beyond a reasonable doubt?
What is the deal with John Kass and Dart. Is Kass still smoking ganja from Dart's botanical jail garden? The love affair with them two is bizarre especially from a self-proclaimed conservative reporter. The second major biggest jail in the nation has had 17 deaths in the last year and now people cant even enter it cause the Sheriff wont keep them safe. And Kass talks about how he ran into Dart at fat Johnny's and his pal was wearing a ripped vintage white sox hat. Kass has lost it.
The article goes on to say that this same group of PD's,however,continues to be opposed to any punishment to the inmates that adds time to their sentence for their "right to masturbate"

Going thru the immunization line in basic training a lot of us recruits were goofing around and were told to knock it off. We didn't. First of all; how could these young women in clear conscience represent these "Clients" after seeing this type of behavior, especially if the client is accused of a sex crime! But then again, they could seek advice from the Northwestern Coeds who worked on the Innocence Project. According to testimony, those snowflakes readily gave sexual favors in exchange for cooperation from their inmates. The next logical step is that the inmates start throwing handfuls of shit, as is done in the Ape House at the Lincoln Park Zoo. This is great news! It has already been accepted practice that there is no expectation of privacy in prison. There is video monitoring in place. Pornography is a leader in internet profits. Paid public access to the internal video feeds could be a big money stream for the city! There are cameras everywhere! They have footage of the jerking off. That's all these criminals do and will keep doing, conjugale visits or not. The accused have a right to confront their accusers in open court. Will these public defenders be able to identify and accurately identify the uniqueness of the accused beyond a reasonable doubt?
They can't subpoena the inmates and compel them to testify.

Case in point- someone posted his directive that a certain number of stops had to be made on Fullerton and Diversey Avenues. He was livid when someone outed him. After a few months he exacted his revenge- on Friday's, Saturday's, Sunday's and holidays now we go from 15 percent taking a day off to 10 percent. Once again the commander is angry- someone outed him for demanding isr's. In a few months he will take vengance again. Remember, you brought this on your own self.

I am a Correctional Officer and yeap this happens very often. Man or woman you get to see it.
As an instructor at the academy who teaches Legitimacy, I am appalled that people are not getting it. It starts with a conversation, the pizza is a good icebreaker to initiate the discussion. This is how you build trust.
