Madigan's Consent Decree?
Rahm needs the political cover of a consent decree, one that Trump refuses to grant him. So Rahm is using his puppet supernintendo to get something. Special Ed is playing to his puppet-master with full devotion lest a certain investigation gets re-opened. He sent out an e-mail last week that states in part:

To that end, this week CPD and the City of Chicago started the process to construct a consent decree with the Illinois Attorney General’s office. My goals in the process are to both provide officers with the tools and resources necessary to do your jobs effectively while at the same time working to restore trust with the community.
I want to make sure you all know that as we proceed through the process we are working to create an agreement that is focused on helping you do your jobs with more training, resources, and support. Every member of the leadership team involved in the process is fully aware of your hard work that has helped us to significantly reduce crime this year and we will work to ensure nothing hinders your ability to do your job moving forward. We have an obligation to the citizens we serve to work to improve our department together while at the same time building on the progress we have made to keep our citizens safe.
Lisa Madigan has shown zero interest in the Chicago Police Department since she broke up with what's his name and his shady crew. During her illustrious career, she has uncovered zero corruption in Illinois, even as numerous members of the legislative and executive branches have gone to federal prison or are in the process of being expelled from their respective chambers. What possible standing could she have in a so-called "consent decree" with the CPD? What "expertise" does she bring to any sort of agreement? But she's playing her part with Ed as tools for the Machine doing Rahm's bidding.

How ironic that fat head ed claims that the department is looking forward to the consent decree since they are a legit department now. And the next day an alderman son is made merit along with numerous other house mice and undeserving do nothing's.
Illinois is the highest tax state, Cook County is the highest taxed county and Chicago is just ridiculous. And they keep up with this BS that the Police are the problem. In 2020 is the next official US Census. I can tell you this, they do an official Census head count every ten years and I won't be here after the 2020 count. Moving out of state.

How is an organization that has spent the last 16 years investigating roofing scams and payday lenders going to teach us how to police the most violent neighborhoods in America? This is a good thread for the question , by the way what is the pay increase for giving us more training, more tools to work with ? Most other professions, the more your trained and skilled, the more money you make .

Came on the department over 20 years ago and all they talked about was building the trust with the community. Here's the bottom line. The majority of law abiding citizens (silent majority) like the police. The criminals and their families (vocal minority) dislike the police. It will be like this forever. It's all about votes in this shithole.

Rahm says he wants ::cough:: 'police reform' and Special Ed says he wants ::cough:: 'police reform'. Then WHY the f--k is any 'consent decree' needed?!?!?! Just Goddamn do it!
The two of those dimwits should sit down with the FOP and draw up proposals for changes in training, patrolling, or whatever is supposed to make the perpetually aggrieved 'happy' -- but also doesn't remove the constitutional rights of you officers, or put your lives in needless danger.
Everyone knows that all the existing consent decrees were FORCED on cities and police departments by the Feds demanding 'change'. Well there's no outside demand here, the parties involved are all willing.

You got one thing wrong SCC, and a mistake the real culprits want you to make. It is not Rahm's bidding, and it isn't even the democrat's bidding (though for a century it has been called the Democrat Machine). It is the BAR machine, which runs the democrat AND the republican party. The FACES change, but the machine is the same. Lisa corrupt? Of course! Rahm corrupt? Of Course! Both Democrats? Sure but they are both tools themselves.
The BAR is always hangin someone out to dry over ITS corruption. Today, it is the police. Years ago it was the innocent people convicted wrongly so long as SOMEONE got convicted. Now that no longer works, they gotta have another fall guy and it can't be the parties, so its gotta be the cops.
It is no more proper to imprison and innocent man than it is to blame the cops now. The self proclaimed entitled want their revenue streams and their money laundering devices. And they have proved they will hang us ALL out to dry to get it.
Cops have a unique power though to bind up their little game. If you don't arrest, their whole game falls apart. The money stream that funds all the others not started, the rest lay stagnant.
Now, cops can't just go fetal. You know it and I know it. But what you can do is this - ONLY arrest robbers, rapists and murderers. We know there are plenty of them to keep you busy. And when it comes to calls for domestics, well, tell people to grow up and stop the nonsense, only arresting those who batter another unjustly.
How do they justify those bogus "Consent decree" when there are no complaints found credible against cops because you aren't arresting anyone over the penny ante stupid stuff? Oh wait, they can't.

The Aftershocks of Hillary's defeat are still being felt! Rahm, working with Obongo's DOJ were going to put together a Consent Decree, that would have made Rahm appear to be a "Reformer" for Justice in the Black Community. Remember, these Consent Decrees are always written to protect a certain Minority, not the General Public, meaning Whites and Latinos specifically. In essence, this would have balanced out Rahm's corruption in delaying justice and suppressing evidence. However, when Hillary lost, the Progressive DOJ that Rahm had so frequently dealt with was gone. Sessions realizes that the police are under enormous pressure from the Media and Democrat politicians, so he will not play the game by creating more unnecessary restraint. So now Rahm is forced to seek another legal force to rein in the Killer Kops! So Lisa is the next source to seek Justice. However, Rahm is already considered a "Pariah" in Democrat circles. Notice how Nobody is seeking his endorsement for Any elected position. You would be hard pressed to even find a photo of any White Democrat politician posing with Rahm after the Laquan McDonald fiasco. Once again, the Cops get thrown under the bus, to cover for Rahm! An IL Consent Decree will be as effective as a IL Gun Law. Essentially it’s a step to push a complete change the FOP Contractural discipline policy and a 1year non-stop community pandering apology tour by Rahm & Jugghead.

Absolutely correct. You should see the amount of consultant time is being spent on bullshit. Just saw former Lt Mike mealer at HQ, to do shit Lewin doesn't have time to do because he's too busy traveling to other departments to stay in the city and do his own job. What does mealer know about Info services? Nothing, but he's getting paid. What did the department rehire Steve Maris for again? Watch for freeloader Lisa to get a piece of the consent decree monitor pie as soon as she's out of office, she'll milk it long enough for the old man to croak so she can run for governor. The CPD needs to sign a Consent Decree with the AG. That will look good on her resume. "Lisa Madigan reforms CPD". Can't you all see how important that will be for her campaign for whatever office she will be seeking soon? It doesn't matter that the CD will mean nothing.

The AG has no legal authority to make any department do anything. That's why it was dependent on Rahm to say..Ok, Ok, Ok..... They have no authority. The court can't even GRANT them authority...Can only happen by agreement. And Rahm is ruining the police department even more because of some deal he made with Madigan and Sharon Farely.
