Foot Chase Policy?

A couple people commented that the Department released a new Foot Chase Policy training bulletin around 1000 hours on Monday....and rescinded it by 1300 hours the same day.

We can only imagine what a glorious example of cluster-fuckery and utter ignorance it must have been for someone to (A) author it and (B) have to pull it in under three hours. Their combined street time must be measured in minutes.

We didn't manage to grab a copy, but someone must have one. E-mail address is in the top right column. A hundred Tact Teams wait with bated breath.

My advice is as follows: Regardless of a dumb-ass policy, do not continue a foot pursuit unless it stems from the victimization of you, another police officer, or your friends and family. To all liberals disliking my advice: You desired, fought for and created this mess. Chase the robbers, burglars, rapists, shooters and whoever else yourselves. Otherwise, we will hand you a VIN. Best of luck assholes.

Foot chase policy? This is absolute madness. How many more ways can these liberal loons manage your life. It reminds me of an order that they put out in the late 70s. I don't remember the name of the order but the central theme was "shift (watch) rotation through proper eating habits". This was when you rotated watches every 28 days. They advised the times of day you should be eating and sleeping depending upon the watch you were working. And as I remember they were odd times. Also the order on, "In the event of a nuclear detonation" and you were off duty which city park you were to report to.

. The training bulletin was never made available on the Training Division site. I checked all day. I was curious to see what ACLU tripe was on its way to be department policy. I mentioned this was coming several weeks ago in the comment section for another thread. I have known about it for months. But as I was told, they want paper dropped for a foot pursuit just like they do for vehicle pursuits. Along with a supervisor to monitor and have the power to terminate the foot pursuit. THEY DO NOT WANT PROACTIVE POLICING!! It’s easy to say arrests are down and close jails if the police are no longer proactively looking for and arresting criminals. I say give them what they want. The pendulum has not yet begun to swing the other way so just hold on for the ride. Proactive policing can be a lot of fun and was at one time, but sometimes the police chase someone who’s not going down without a fight. And the police rightfully respond with force. Sometimes deadly. In the eyes of the ACLU and their ilk, that criminal with the gun would still be alive if the police hadn’t chased him and FORCED him to point that weapon at the officer. He was harmless and just scared about going to jail. He (or she) was denied their civil rights and the police are playing judge jury and executioner and MUST be stopped. After all, police officers should be shot at first before being able to fire just like in the movies because the first shot never hits the police officer in the movies. The number one General Order I tell my officers is —Stay safe, look out for your partner, go home at the end of your tour. Everything else is second.

I read the article in the Tribune on Vehicle pursuits yesterday. The entire theme was the Police were the BAD GUYS and totally responsible for the crashes. Not only did the OFFENDER being pursued have no guilt, The OFFENDER was the patsy of the Police to cover their GUILT. The article complains the POLICE (THE GUILTY PARTY)are rarely punished for attempting to apprehend the bad guys.
I'm telling you, and I know it goes against all our instincts, but STOP ALL VEHICLE PURSUITS. The next step will be COPA who has an anti-police agenda will start firing Police Officers for chases. They will say you violated the order on pursuits (and if you ever read COPA'S police board cases they state precedents that state Police can be fired for violating ONE general order. The city will say, you violated the order, YOU are NOT covered by the city You are on your own. Pay for the lawyers and any damages. All for attempting to do your job. Far from it, it isn't madness. A number of LE agencies have had foot pursuit policies in place for years now.
Sometimes, foot chases result in shootings.
Running after someone alone, in the darkness? Nope.
Running after someone alone into an abandoned (or even an occupied) premise? Nope.
Running after someone alone and you're out of shape? That's a no-no too. When the pursuit ends, if you cannot physically defend yourself hand to hand against an unarmed attacker, then it's not wise to engage in that foot pursuit. Shooting an unarmed attacker, though technically justified, is going to bring out the hordes of protesters. Why put yourself through all of that? Catch them another day.
The job has to adapt to the concerns of a much more critical public today. Don't bring unnecessary grief upon yourself and your family. Live to catch them another day.

it might have been written by a lieutenant, but it surely was the idea of higher ups and never would have been published without the authority of the superintendent, and after command channel review. I am sure it will return in another form very soon. The next change to the department that will soon be here are plaid shirts for police officers, so much more gentile and reassuring to the criminals.

can’t chase for similar reasons listed in the new taser order.
Always remember the bad guys have more protection from this retarded ass city than us coppers do
if a foot chase puts bad guy at risk for GBH we must terminate.

It was up. The top of the ETB 18-01 contained a definition of a Foot Pursuit. And, if you engage in a foot pursuit, you have a checklist of precautions to perform before you engage, up to and including a Police Officer's characteristics, whatever that means. It pretty much looks like the vehicle pursuit policy, extracting the word "vehicle" and inserting "foot". God, I can't wait to retire from this job. This is not what I signed up for in 1991.

The imagination can run wild just thinking about what might have been in the ACLU approved (?) foot pursuit policy.
You probably would have to change your normal duty foot wear to an approved running shoe, make and style to be announced at a later date. (Negotiations for best kickbacks are on going.)

I read the thing, it was basically a reminder that it is not illegal to run from the police but it adds to the totality of circumstances. I don’t recall any specific prohibitions. It was more like a warning that you can get separated from your partner, find yourself in unfamiliar areas, etc. There wasn’t a list of : “don’t chase if...”
It had some case law in the foot notes.
Maybe that’s coming soon.

why even have a police force? Just put forms online and let victims fill them out themselves. No more pension or contract problems for city. The communities want police themselves and the CCL can take care of rest. With a 11% clearance rate city can start by eliminating detectives.

Two armed offenders caught two days ago in 016 one made good his escape. Shotgun recovered, proceeds recovered and positively identified by the victim. Possibly the same crew to three other seperate robberies. M/1's from 015. One of the offenders has two prior armed robberies in 2017 and out and about.

Just another thing to nail you on. 'Officer created jeopardy.' Another useless ideology like force mitigation that will be used to hammer cops when the guy they're chasing jumps over a fence and hurts himself. Officer could you have done anything differently to avoid this? They will probably use this to deny IODs also unless your foot chase was 'completely necessary.' Most such policies come into being because employers find that they can no longer discipline an employee for "poor judgement". There has to be an actual rule broken.

I would guess a few fools decided to engage in foot chases where they should have known better and the new rules were to try and cover their bad judgement.

Foot Chase Policy #20180110a-6924378

When faced with a situation where you may consider chasing a Suspect (ummm, J/O):

Firstly, Tell the Suspect (nicely!) to stop where s/he/it is and wait, while

Secondly, you take 5 or 10 minutes to evaluate all the possibilities if a chase were to ensue:

a) Bumping or otherwise disturbing docile members of Da Community going about dey own bizness

b) The possibility of the Suscpect (ummm, J/O) running in front of a car, truck, bus, train, motorcycle, bicycle, or other vehicle (either motorized or not), and getting injured, maimed, or even kilt.

If b) is a possibility, what are the chances that the Shitty will get sued and have to make a Ghetto Lottery Payout?

If b) is not a possibility, consider that you might trip, fall, injure yourself, and then the Shitty will have increased insurance costs and payouts. We don't like paying you anything extra, so we want to minimize that possibility as much as possible.

c) If the Ground surface is level, free of cracks, pits, holes, meteorological or animal/human deposits and/or other defects, and you're not at risk of injuring yourself, and there's no vehicles or other pedestrians around, then by all means, engage in a foot chase at a leisurely pace, because increased blood pressure is a killer and adrenaline can cause tunnel vision which could cause you to not see members of the Community utilizing the sidewalk, or other vehicles...

Thirdly, direct the Suspect (J/O) to engage in a chase, but at a pace dictated by you, at the end of which you will arrest him and take him into custody.

Fourthly, if the suspect has not followed your directive as detailed in the first section aboveherein, simply complete the 2 page, 75 question ISR report in triplicate and submit as per that form.

Let's all stay safe out there! Now go catch us some bad guys!

Hi snowflake, this is reality. I have never chased a single person for tagging, especially because I've never seen it on the south side, but I've always hated it. I say good for the Darwin Award recipient. The world is a better place without him. If not to chase for crimes, what are the police employed for? I don't do shit anymore but back up fellow officers but I am just playing the game to stay employed, financially stable and out of trouble. People with your mentality blame the police, not the offender, which is exactly why we are in the position we are now. I hope you have your house and car covered in graffiti and when you call the police they say, "sorry, sister, like you said, no chasing for graffiti, so we gave a quick flash and 19B it."

Two armed offenders caught two days ago in 016 one made good his escape. Shotgun recovered, proceeds recovered and positively identified by the victim. Possibly the same crew to three other seperate robberies. M/1's from 015. One of the offenders has two prior armed robberies in 2017 and out and about.

Far from it, it isn't madness. A number of LE agencies have had foot pursuit policies in place for years now.
Sometimes, foot chases result in shootings.
Running after someone alone, in the darkness? Nope.
Running after someone alone into an abandoned (or even an occupied) premise? Nope.
Running after someone alone and you're out of shape? That's a no-no too. When the pursuit ends, if you cannot physically defend yourself hand to hand against an unarmed attacker, then it's not wise to engage in that foot pursuit. Shooting an unarmed attacker, though technically justified, is going to bring out the hordes of protesters. Why put yourself through all of that? Catch them another day.
The job has to adapt to the concerns of a much more critical public today. Don't bring unnecessary grief upon yourself and your family. Live to catch them another day.

For the 100th time! The Supt. has no say so over discipline problems anymore. He has not concurred with many of Ipra/ Copa cases. If Copa comes down with a sustained CR and they want to fire you, your case goes to the police board. His non-concurrence is worthless. FOP should get the word out better. Our supervisors don't even understand the changes.This was all done by Rahm. Copa has no oversight and can conduct an investigation however they want. Proactive police work is dead. Protect yourself and family.

New Electronic Training Bulletin 2018-1

Foot pursuit policy

1. When encountering a reasonably and justifiable foot pursuit you must follow these simple guidlines:

1. You must give the subject at least a 45 second head start or until the subject is out of sight.

2. You must request verbal permission from the highest ranking supervisor on the street to engage in said pursuit.

3. You must have the proper footwear specifically dedicated to the terrain in which you will be pursuing the subject.

4. You must stretch lower extremities for five minutes before engaging in said pursuit.

5. You must perform a radio check and inform the dispatcher your location and that you intend to pursue subject on foot.

6. You must have at least three assist units in place (within) a half mile in order to establish a perimeter and contain the subject.

7. Inform assisting units that only the pursuing officers are allowed to detain said subject.

8. Notify EMS to be on standby for when subject may be detained to ensure he receives proper affection.

9. Ensure pursing officer has a new 12oz bottle of fresh water issued by civilian radio room personnel FOR THE SUBJECT.

10. If at any time you loose sight of the subject, the WAS GOING TO PURSUE OFFICER must self terminate the would be pursuit and immediately notify his or her supervisor of his or her location and in full transparency mode disclose to his or her supervisor that officer had the evil thought of actually getting out of the car for a reason other than to pass out Bins.

The officer must then report nearest station to complete and TRR for thoughts of a foot pursuit.
The officer must then be referred to desensitizing training in order to prevent such thoughts in the future.

I agree, the Superintendent is just a body, better yet puppet. He does not run this department. He was handpicked because he will give no resistance to Rahm. EJ really believes that his 28 years of hardwork landed him a position that he didn’t apply for. He has three things going for him in Rahm’s eyes, he’s a minority, a snake and a pushover.

Burke should consult with a lawyer or maybe a Supreme Court justice to learn that Police can’t attach an electronic device to someone’s cell phone and then download information which may be construed as incriminating, without a warrant. It is law school 101!

I never understand the animosity towards the young officers who want to chase and make the busts. But I am an old man and officer. I don't understand why these officers have tats on their wrists, backs, shoulders, ect.... And it is not always military related. Whatever happened about looking like a professional law enforcement officer.

i'm late in commenting. but in regards to 738pm... you dont need a list of 10. thats why they recinded the etb... you need this....1. Develop Reasonable Articulate Suspicion and complete ISR prior to engaging in ANY police action.
2. Complete proper Signed Complaint (Felony, Misdomenor, etc...) prior to placing ANY subject in custody.
3. Report to COPA for immediate disclosure.
4. Upon 30 days pending status on no pay status, report to medical for Random Drug Testing and EVERY IAD Interview.
I was new once too. I was trained the newer "Verbal Judo" Police way. I learned what the old timers said to do.. and eventually what not to do. it's sad what it's become. it's political and the more the legislators (alderpersons) enact... the more we are hated and used as political pawns. good luck. be safe.
