This seems like common sense. But who knows what they're teaching in the Academy nowadays? The restrictions on everything along with a complete lack of direction and an all-too-obvious absence of political will just demonstrate that the cemetery plot for proactive police work is filled and the daisies are growing.

I have been in hundreds of foot chases. From men with guns to goofs who just ran. If there is no foot chases don't plan on ever arresting the real bad guys. Police work is not like TV were the bad guy just gives up. The real bad guys always run and always fight.

This was once a great city. Now a joke of a city. Can't wait to leave Illinois.

The box on the first page containing fleeing alone is not a crime is the most important thing to remember. Me thinks this is was included because of the thousands of reckless conduct arrests that are thrown out, as well as the potential for a class action lawsuit.

Look ar it this way. The toddlers are growed up now and they must protect and defend themselves.

Police are now there for answering emergency calls, but only to deescalate situations. Aside from that, all arests are only done by warrants issued based on charges already formerly imposed by POLITICIANS.

You cops get the last laugh.
Meanwhile, good people exercise their rights and shoot all the bad guys and the best part is, nobody can blame the cops!

Actually, this was a very reasonable and balanced approach. A refreshing change to the usual crap that has been the norm lately. Unfortunately, even when something reasonable comes out, the general reaction is to call bullshit, and this is an understandable reaction. "Officer characteristics" means are you physically conditioned well enough to run a distance AND effectively control the subject at the end of the chase.

The only concern is the wording of the last point which states the Officer should terminate if conditions are unsafe. In the real world this would boil down to the quality of articulation. In CPD, it could be used to hang the Officer regardless of reasonable perception and articulation . . .

It will be most telling to see what "modifications" occur to this document, and then what is actually crafted into policy. This will likely take the form of a Situational outcome drafting, just like the Taser policy. THEN it would be clear the Job is over.

This Policy has Katz written all over it. After all, isn't it a natural response for normal people/folks to run if the police approach? So why should you chase them? And don't forget to call that canine Unit, or the Saturation Team; why not just call SWAT? These Specialized Units will respond within at least 30 minutes. Though the dogs also have to be trained to not chase people anymore. And the residents of Da Hood are about to lose a primary source of entertainment. Because when the police chase, the Hooting and Hollering from the Peoples/Folks can be heard in the background. There can be no doubt, that from this point forward, young POC's {People of Color} will now run at the approach of police, knowing full well that if they stumble and fall; they will have the basis for a lawsuit! And in a Diverse Perspective, it all makes sense! A Black Guy running with a purse is not Reasonable Suspicion everywhere in the City. 1.). Too many young, new officers get caught up in the moment and chase dude just because he ran. Oftentimes, they know not what they have when they catch him. This has been going on since the caveman days. Of course dude is dirty, but you need to know why today.

2.) It’s not 1986 anymore. If dude fights at the end of your chase, and you don’t know what to charge him with besides the battery of a PO, you just fucked yourself. Katz, Wexler, and all of the other henchmen of LE hating POTUS Hussein will have your ass in a bag. Especially if Dude is injured. They are very close to making a new GO on this. Many shootings of feral urban youth happen at the end of foot chases.

3.) It’s just a pain in the ass for everyone. Don’t forget the squad car crashes of other POs on the way to assist you with your foot chase. The IODs, takings, hospital guards, etc....no.

4.) Finally, the more cameras rolling on scene, the greater the risk. Remember, it’s other POs who can now fuck you inadvertantly with their behavior on cam.

Make it to retirement, kickback, and roll up a fatty!

Try mentioning this to the ASAs in 102 or Judge hooks courtroom. It gets laughed at as they say those judges don’t think wardlow applies in an urban setting like Chicago where the majority of the city is high crime. Tried arguing that it stemmed from a Chicago stop and I was told they can’t even argue it there. Not guilty

Who is the officer that wrote this? Fleeing is one of the elements that allow experienced, trained officers to formulate reasonable suspicion.

Stopping some based on reasonable suspicion is foolish. Why would an officer risk all to make an arrest. Let the criminal commit a felony, then try to develop probable cause, and then write a report, and then let them issue a warrant. If the guy runs, let him run.

Leave serving felony warrants to the suburban departments and the Marshal's service.

For crying outlaid, don't arrest juveniles or old people.

Wardlow doesnt mean leaving the presence of a police officer while in a subjectively determined area is fair game.

Rights are neither determined by zip code, nor are they relegated to apllying not aoplying bases on the actions of others.

That is to say, refusing to consent to a censensual contact is not itself cause. Period.

Wardlow acknowledges that splitting, digging out, running can be one factor among others. A known felon in a high crime area who rejects a cops presence by leaving doesnt constitute cause to chase and arrest for resisting arrest. There has to be more there than just those items.

Yeah, i agree, that makes a coos job harder. Rights kinda have that inherent nature. Lets face this head on and do this the right way, so criminals actually experience the ride AND the wrap!

I thought that was curious as well. My thought was they meant fat cops should not engage in foot pursuits. It seems like something that should have been more plainly stated, or at least some examples given of what characteristics matter.

That bulletin is all commonsense shit. What's the big deal? If a subject is pissing in an alley, are you going to risk getting hurt to chase down that ANOV? Is it worth chasing some fool running for a suspended license? If you're an out of shape slob, is it worth having a grabber trying to catch those dudes serving 10 dollar bags. off topic but the pension fund should not demand the social security number of legal beneficiary's. i have other benificaries for other financial matters and they do not ask for Social Security numbers. I take issue with Pension Board giving personal information to the news and media just like COPA and IPRA have done in the past. The pension board is just as bad and the union is scared to speak up. The pension fund needs to stop dirting up officers to the media to influence matters that have occured in the line of duty and irrelevant to disabilty matters.

FOP needs to speak up about this stuff and stop pretending its not true. The pension fund is guilty for leaking information to the Suntimes and other media outlets. FOP stop the smoke and mirrors and do your job. While your at it coppers deserve to be treated professionally when injured in the line of duty. Start standing up for coppers with certified IOD's and stop making them get roasted at the pension board. cops should never have to pay a lawyer when the city recognizes the officer has a existing certified IOD with City and appears at pension board. Treat officers with Act of Duty disabilities with appriacation. Stop trying to break these officers even more. FOP is silent and should be ashamed. Stop the bs. Cops with existing disabiltys appearing at the pension board is harrasment and wrong. The pension fund knows the medical facts prior to the hearing. Its wrong to drill guys that are hurt when the board knows so anyway. So wrong and only harms officers even more. no reason when CPD medical is aware pf existing disabilty and then make disabled coppers get roasted at hearings . Thats harrassment FOP. “Supervisors should monitor foot pursuits...”

“Officers should be mindful...in determining if a foot pursuit is appropriate.”

To me this means if it goes bad in any way at all it is on us, the POs and Sgts. That tells me that just like a car chase I’m only chasing on foot for something very serious. You young ones remember this. It may have been rescinded (within minutes of release) but it is a clue to their intentions.

Try mentioning this to the ASAs in 102 or Judge hooks courtroom. It gets laughed at as they say those judges don’t think wardlow applies in an urban setting like Chicago where the majority of the city is high crime. Tried arguing that it stemmed from a Chicago stop and I was told they can’t even argue it there. Not guilty

Speaking of useless orders. Has anyone done their Department Directives homework yet?? November 132 pages, December 102 pages, January 150 pages. 384 pages of new/revised orders in 3 months. Is this CALEA bullshit worth it??. You could hold yourself down a 1/2 hour a day every period just reading the required orders.

Remember, the system times how long you are logged in, so if you click the 'got it' button in 30 seconds, the powers that be know you didn't read all 386 pages in that time.

A subject taking flight on the sighting of an officer can be the source of great entertainment.

Was working plainclothes when we pulled to the curb where a group ne'er do well looking men where just standing. I said something to my partner before I exitted the car. As I got out, one of the subjects rabbitted down the block. I just put my garbage into the trash can and left

Found out later that he ran out into traffic and was hit by a car.

Over 20 years later I still laugh about it.

The ones that are usually committed a crime or traffic violation . Once in a blue moon , a violent crime just occurred and a non criminal may be stopped because the fit description of wanted person .

So do what they want, every foot chase ask for helicopter, if you're near water ask for the marine unit, and if your in a park then ask for mounted unit. If you loose him ask for canine to track.

My partner and I also have a foot chase policy. We see someone bolt and run from the group, we ask ourselves, is he being used by the group to be a decoy or is he really running from the police because he has a gun, warrant, or dope. Whatever we assess we don't get involved in the foot chase. We then drive to a spot of advantage and observe the group. Most of the time the asshole who ran comes back to the group. Then we drive up on the group like we are going to do something, and the same asshole runs off. We go to lunch and come back and if we are in the mood, we drive up again to see who is going to run. After
awhile when we drive up no one runs anymore; then we double back if we are feeling policie and stop and do the usual illegal search and name checks. I'm telling everyone, after name checking the folks, 70% of the time we get a gun, dope, or someone has a warrant. For us, it's a fun thing to do. If we are not in the mood, we sit back and watch the mayhem, take our time driving to jobs, back up other officers, recover a stolen vehicle, and participate in the fetal craze. Yep, live is good, stay safe. Oh I almost forgot, fuck you Tiny Dancer, burn in hell.

I don't foot chase nor car chase. If you chase a vehicle and jagoff hits a pedestrian, and the pedestrian dies you have to stop and render aid. Get ready for law suits. I've seen this happen time and time again.
