Earned? THIS is EARNED???

What's different about this list of "merit" sergeants? (click for larger version)


That column on the far right? "Within Nominator's Command." That's a new one - is this some sort of end-around for the "merit" board that seems to violate its own rules every time a new list comes out?

And that third column - holy shit! "Places Skipped in Line." They had to skip over 2,000 more qualified candidates for Gorman, Johnson, Knezevich and Vargas and nearly 3,000 more knowledgeable people to promote Darko. Under 4,300 took the test and passing was something like 58%. Was this guy dead last on the list? He spelled his name correctly on the scantron sheet and then bombed the test? We hope everyone who took the test notices how badly you can do, and still be deemed "meritorious" by a Board completely made up of "merit" supervisors.

How the fuck is Dana Alexander going to justify this "merit" person handling (God forbid) a police shooting? Yeah yeah, he'll be inside somewhere safe from harming any street copper - unless he ends up in the chain of command someday making an actual decision. What actual skill set does this, or ANY of these FOUR-DIGIT line skippers have that the Department can't possibly do without? Why even have a fucking test?

Simply embarrassing!! Why did the FOP ever agree to merit picks without having some sort of requirements? Especially the large percentage of merits allowed per class. The citizens of Chicago should be even more outraged for having to pay the bill for the lack of supervisional competence than the officers that have to deal with being stepped over due to not having the right last name. Disgraceful!!

You shouldn’t even be considered for a merit promotion if you couldn’t score in the top 1000. Maybe top 1500 if you were shot and almost died or if you committed an extreme act of selfless heroism. Between COPA and merit bosses, this department is doomed.

I wasn't there but I heard thru the grapevine at one sgt.'s test, the proctor stated after the first multiple choice part, " if anyone knows they are being made meritorious you can leave the test now." I guess you only have to take the first part if you know you are golden and get to violate the old shakman decree. It's all legit. I wish it was like the old days when you could just pay for the fucking job. But I guess it still is , since the merits will always owe someone somewhere and eventually debts get called in, justice be damned, right mrs. koschman and so many others.

Slightly off topic - under 4300 took part 2 . The number of officers who sat for part 1 was way higher. Maybe close to 9000. We do have plenty of idiots who failed part 1.

SCC, you're dissing Knezevich without anybody so far saying a negative thing about him. The 4th District lost a Serbian Sgt (Vujic) who retired recently. Knezevich is merely replacing him. After all, Rahm is all about being fair and making the department reflect the city. Lots of Serbs still live in the city, especially the 4th District.

This is the way it is in the Sheriffs Office. By law. The Sheriff only has to promote the number one scorer on the test. The rest on the list get promoted at the Sheriffs discretion. So stop yer bitchin. It could be worse.

I get the point of the post and do agree with it. But having said that, I have to defend Tom Vargas. A great cop and a better person. Also was Alex Valadez partner for a couple years including the night Alex was tragically murdered. An intelligent, hard working cop who has dealt with what none of us hope to ever have to deal with on this job. Sometimes merit is given cause of who you know but sometimes merit is earned by the sacrifice and pain this job can inflict on a cop as a human being and his family. Tom is the second part of that statement. He has more then earned his bump.

I do not know JK, heard of him, but our paths never crossed.

However, I do not care about how great a guy he is, every time a list comes up there are people telling the Blog how great a guy/gal they are.

If they were so great then they would have studied and made it on their own, or at least not needing a 500 person bump in the list.

SCC of topic tip. Civic Federation finally got Dart and Evans to release Felony bond information after suing them in FOIA request. Now we know why they didn't want this info going public. Also reports of 25 violent gun offenders recently missing from EM.

Only 25% of felony cases result in a D-Bond or cash Bond.

50% of felony cases result in I-BOND or signature Bond.

15.4% of those released on Electronic Monitoring were charged with violent crimes and 33.8% with weapons-related crimes.

Of those who were required to pay cash bond, 53.5% were ordered to pay $1,000 or less and 38.4% had to pay $500 or less.

And despite Sheriff Dart's assertions that EM has just recently become overwhelmed, the stats actual indicate a decrease in EM since the new bond policy... This was result of significant increase I-Bonds for felony defendants.

The number of defendants in community corrections programs increased from 1,986 in August 2013 to 2,300 before the new bail policy was implemented and stood at 2,073 on May 10, 2018. All but a few of those in community corrections programs are on electronic monitoring.

What incentive is there to study for an exam and try to make quality work when they'll bring up officers so deep down the list that Jacques Cousteau is like "woah never been down that far!"

Darko worked in 004 when Dana was the Commander, Darko was on a watch and tact team while working for Dana. Darko continued to work his rear end off up until the day he was promoted. He has been doing it for years. If You are going to pick-on someone to use as an example, you have picked the wrong guy. Darko is a good guy and good merit pick. I understand your point , to be clear, but people move around, and that movement should not cancel you observations about previous subordinates. If Darko was promoted by the bosses in his direct chain of command you would then accuse of merit promotion trading should you have known Dana wanted him selected. There is plenty of bad picks out there, this is not one of them.

Look at the preiously made Fred Coffey, now thats a joke.

Over the past 25 years, I’ve been passed over for various Merit Nominations 15 times (and counting) so far.
I’m beginning to think the system is rigged.
I’m really thinking about cutting back on ISR’s, Traffic and Pursuits.

Rumour has it a certain high ranking perennial Merit (The Right Man for the Right Time™️) used to bring four #1 pencils to the exams in lieu of two #2’s, chew the erasers off before leaving for the first of many potty breaks.

Why even have a promotional test? Why, that question actually came up with the political powers that run the police department. You can see how the political class has eroded the promotion process over the years. Decades ago the promotion process was totally corrupt, but gradually achieved some sense of honesty, although promotions could still be bought, tests leaked and secret answers arrived along with quotas, race norming etc. Daley the kid brought about " merit" and things went downhill fast. Now the political class controls at least 1/3 of detectives, sergeants and lieutenants , all of captains and gold stars. Add up the exempts who are " subject matter experts" who hold study classes or leak the tests and the percentage gets even greater. For the life of me I can't imagine how someone who is a merit promotee, possibly multiple times, that is one who cannot pass a written promotion test, can be a " subject matter expert". There has been talk about eliminating all promotion tests for supervisors and making all of them appointees.

I just want to say thank you to the "real police" out on the job day after day. I don't know how you do it while this bs continues. I'm not a cop but I'd like to think I would have the wherewithal to decline a merit promo if I scored as bad as some of these folks. Where's their self respect? I come from a police family. Some looked at the profession ( yes, it is a true profession) as a calling. Others needed to be in control with a badge and gun. Guess which ones were the real police. I stayed close and admired those with the calling. The others I stayed away from. The family members who answered the calling enjoyed strong family connections, were well grounded, and enjoyed life. The others all had multiple marrages, child support payments, kids with drug problems, and thought everyone was an asshole but them. To the real police, stay safe and know you are valued. To the others, pull the plug and quit or retire asap. Do is all a favor

For the record, Chung was commander of 009 for less than a year before he was moved, how would he know if Cabral was worth a merit spot in such a short amount of time? He definitely wasnt getting commendations or honorables every week.

- I agree 100%. John is a great officer, a better person, and will be a competent and respected sergeant. Every once in awhile, whether by design or not, the Dept gets a merit selection correct.

Probably a great guy. There are a lot of great guys on the job. “Knows his shit”?????? The numbers would indicate otherwise. If you can’t answer it on a test, then you can’t answer it when a copper asks you on the street. There should be NO merit at the rank of sergeant. You need to be able to prove you know the material and how to apply it at least once while ascending the ranks. Being a great guy is wonderful and so is making a million pinches but it doesn’t mean you have the knowledge to help a police officer or be a decent manager.

News flash these merit picks probably know a lot about alittle because if they really knew their stuff then 60 percent of the test takers would not have scored higher than them. Ironically these types of people are promoted for these metrics and then immediately removed from decision making of consequence (Bureau of Patrol). Being a Sergeant is about knowing your stuff but also applying your stuff. It is about being able to use sound judgement when dealing with 99% of a job that isn’t a shooting.

wrong. You don’t have to do shit for part 2. People must’ve known in advance. After break, many empty seats. I thought “that’s odd.” Then the announcement came about not having to sit for part 2 and more people left.

I’m mad but would like to submit two merit names: the 001st district Real Estate Guru and the 006th district tongue tickler of toes, bung and dong.

Wow! Good luck whoever gets Darko as a supervisor. I know that some people aren't good test takers and somebody has to be first on the list as well as last on the list but holy shit! The line needs to be drawn somewhere. Something needs to be and CPD needs to stop talking about doing something about this flawed system and take action that well result in change. If this is not done soon a once proud department will crumble like a house built on sand. It is on such shaky ground now and then this information comes out just to confirm just how flawed the process really is. If this guy is your boss, it is really important that you know rules and regulations as well as general orders yourself. Know what you can do by law. This should force many apathetic officers to realize they need to take personal responsibility and start informing themselves about procedures so that they dont rely on this guy! Good luck, you will need it!

He should miss the bite every time around. Him working for Chung doesn't negate the fact that he's one of the least deserving people on this job to receive a promotion. Alex thinks he's a lot more important than he actually is. Like when he tried to lead a coup against his tact Sgt in 004. Well it didn't work well, but of course he still landed on his feet working days before bidding to 009. JZ is way more deserving and a 1000x better copper than Alex, but Alex knew to latch onto him during his time on days.

It has been a team effort so lets not forget the 50 aldermen who have really been bringing it day in and day out for years. I get the point of the post and do agree with it. But having said that, I have to defend Tom Vargas. A great cop and a better person. Also was Alex Valadez partner for a couple years including the night Alex was tragically murdered. police officer working at Dixon High School on Wednesday shot and wounded a former student who fired a gun near the school’s gym and later tried to shoot the officer Wednesday, officials said.
The incident began about 8 a.m., according to officials speaking at a late-morning news conference. Students had gathered at the gym for graduation practice.
Dixon police Chief Steven Howell said the suspect, a 19-year-old male, “fired several shots” near the gym.

The school resource officer, identified as Mark Dallas, confronted the suspect, who then fled from the school with the officer in pursuit, Howell said. During the pursuit, the suspect fired several shots at the officer but did not strike him.
The officer returned fire and struck the suspect, who was then taken into custody just west of the school, Howell said. He was taken to a hospital with non-life-threatening injuries. No one else was injured.
An earlier news account said the gunfire exchange took place in the gym.
Howell and other officials praised the officer for saving lives.
“From the angle I’m looking at right now, at lot of things went right today when a great many of them could have (gone) wrong,” Dixon Mayor Liandro Arellanno Jr. said. “Things could have gone much worse.”

The FOP agreed to nothing. This was a Federal court decision to allow the city to do this.


It was supposed to be for minorities. It does not affect the members of the FOP so they don’t care. The city took full advantage of the non language for merit.

Here's the thing about the whole off the list/merit thing. If you took Bernstein, you would understand that you are taking the test as if you are the IDEAL sergeant. I get some people are unbelievably good coppers, and are great at what they do. However, look at the state of the department right now. In addition to the merit debacle (merit promotees running the department), we are also in this situation because we have been doing things the "way we do it" instead of how it's supposed to be done. Regardless of how you feel about how we are supposed to police or the Ferguson/ACLU effect, these things cannot be ignored. So being a great street cop does not always translate into being good/qualified supervisor. Especially if you don't know Orders.

Listen, I didn't even take the last Sgt test. Too close to retirement. People saying that others "should've studied harder etc" doesn't mean a damn thing. Just because you scored well on a flawed testing process doesn't mean you're qualified to be a Sgt. Anyone who has been around knows this. Not saying any of these current people are qualified. The testing process has been shady since I've been around.

I took the Sgt test and scored 1700. I paid for and attended a study group and studied my ass off for it. I have 15 years on and over 1000 arrests. I know several of the merit officers and think they will be fine supervisors. They are good guys and hard workers with solid heads on their shoulders. What the hell makes a house mouse who never worked the street but was able to study all day during work at their desk jobs, resulting in high scores, a better supervisor? I’d rather work for the street copper than the house mouse any day, regardless of how they ranked on a test. Congrats to Finley,Darko,Vargas and Gorman.

I can't recall ever having called a supervisor to any scene for advise. If the job required a notification I would do so, and if they showed up on the scene, I'd tell them what I was going to do, not ask,"what to do." They liked that and I liked it that way.

So, for another one of my NEVER DO rules is, do not, I repeat, do not, ever call a supervisor to your job.

I'm not a big fan of the merit process or testing process.

Just because someone does well on the test does not mean s/he will be a good boss, detective etc.

I can think of at least one boss who is "book smart" but is the shittiest boss I've ever worked for. Sometimes book smart people think they're smarter than they actually are just because they can write the correct responses on paper. Then when they actually have to make a real life, real time decision they flip the f%*k out.

There are also people who don't do s*#t and blow off their jobs so they can study for the test. Again, they are able to memorize orders and write the correct answers on a piece of paper, but they're dogs. And on the rare occasion they actually do a little work, they have no clue how to actually do anything.

Joe Gorman Jr., his older brother, was the Commander of 009.
His father, Joe Gorman Sr, was a legendary detective who happened to carry the machine gun that killed Fred Hampton and Mark Clark.
His grandfather was a police officer in the old Woodlawn District.

The information is helpful, but obviously you're not on the watch. Most every district has department issued cellphones to make notifications. City hall is aware of the looming issues with using cellphones for official business (ie, BWC recording someone calling after an OIS)

Here in the private sector the employer usually goes to great lengths to hide that sort of thing, to the point where it's a common infosec joke that the best way to get management to do something about a security hole is figure out how it could be exploited to leak salaries or performance reviews. But then again, in the private sector corrupt assholes tend to get outed and fired rather than richly rewarded by other corrupt assholes higher up the food chain.

I'm not a big fan of the merit process or testing process.

Just because someone does well on the test does not mean s/he will be a good boss, detective etc.

I can think of at least one boss who is "book smart" but is the shittiest boss I've ever worked for. Sometimes book smart people think they're smarter than they actually are just because they can write the correct responses on paper. Then when they actually have to make a real life, real time decision they flip the f%*k out.

There are also people who don't do s*#t and blow off their jobs so they can study for the test. Again, they are able to memorize orders and write the correct answers on a piece of paper, but they're dogs. And on the rare occasion they actually do a little work, they have no clue how to actually do anything.

You have no idea how someone is going to be until hey get their feet wet. Looking at this list I see a lot of house mouses. Jesus Christ I see a guy who has been time keeper for the last decade or more. Nice guy, I hope he makes a good boss but I see quite a few merit picks that have a lot more time on the street them a lot of people on the list. I wish them all the best and hope they are all take care of us little guys.

The whole merit process needs to be done with, you don’t test well? Too bad, go off of the test put together by an independent agency and have minimal cpd brass input. They can’t be trusted,it’s the only fair way. Far too many merit picks are actually deserving to make the merit process legit, it only kills morale !

Retired now. My first sergeant test was the one that was re-arranged by Federal Judge Prentiss Marshall. Never was promoted. Wouldn’t take the job again.

Probably a great guy. There are a lot of great guys on the job. “Knows his shit”?????? The numbers would indicate otherwise. If you can’t answer it on a test, then you can’t answer it when a copper asks you on the street. There should be NO merit at the rank of sergeant. You need to be able to prove you know the material and how to apply it at least once while ascending the ranks. Being a great guy is wonderful and so is making a million pinches but it doesn’t mean you have the knowledge to help a police officer or be a decent manager.

I don't know Knezevich but In order to help a police officer you have to have been a police officer. It is someone who has been a working copper who will know how to help someone out. If you've never done shit you may know general orders but you have little experience. Truth is there are people who can ace a test but are lazy, scared, lack character , lack any semblance of leadership skills. The merit system is disgusting in the way in which it works but don't pretend for a minute that just doing well on a test has much to do with being a good supervisor. I could make a long list of both merit and made it off the test supervisors who are worthless and another list of merit and test who are excellent. So basically a better way needs to be found for who to promote.

It is trivially easy these days to get warrants for just about anything. If it is any kind of official investigation they will have no trouble at all getting your phone and cell phone records.

FOI is a little different since it only applies to public records. But if one is dumb enough to use a personal device like a phone or computer for official business it could get snared up in FOI requests. The other thing about it is that some records are required to be logged and backed up. If you use you personal phone for that how could that ever happen?

This list right here ought to be Exhibit A in a lawsuit to overturn all this Merit nonsense. Either you pass the test, or you don't. Not a good test taker? Tough shit. Study harder next time.

Give EVERYONE the same amount of time, same study guides, same everything. No extra time because Joey has OCD, or because Sally gets anxious when walking into a test room (because you know all that bullshit will be abused - just like this current craziness).

Whomever then gets the BEST score, gets first dibs at promotions. If two people get the same score - then WHOMEVER turned in the test first gets the higher spot on the list... If the two of them turned in at the same time - flip a coin.

It's not real hard to do things ETHICALLY... well, never mind. The status quo is The Chicago Way!

You shouldn’t even be considered for a merit promotion if you couldn’t score in the top 1000. Maybe top 1500 if you were shot and almost died or if you committed an extreme act of selfless heroism. Between COPA and merit bosses, this department is doomed.

Just curious but how does getting shot or almost dying factor into determining whether or not an individual would be qualified or competent when it comes to supervising police officers?

I’ve known many a hard working hero that were horrible supervisors and mediocre leaders

Let’s face it, meritorious promotions are here to stay. It’s laughable at how many brothers, sisters, wives, husbands, drivers, secretaries, sons, daughters, cousins, college friends, members of specific organizations get promoted and the last thing that’s considered is their ability to be a good leader along with knowledge of department policy/law. If anybody is going to get a free bite at the apple, at least somebody who almost gave their life doing their job should get an honest shot at a merit promotion. I’m not saying make everyone that’s ever been shot or severely hurt. If somebody that has been shot or severely injured is actually qualified to be a good leader, then they should be given that preferential treatment, not individuals named in my long list of the usual merit slugs.

Now getting shot while doing something stupid is a different story. I won’t even site the example from 43rd and Ashland last year that’s in my head.

The information is helpful, but obviously you're not on the watch. Most every district has department issued cellphones to make notifications. City hall is aware of the looming issues with using cellphones for official business (ie, BWC recording someone calling after an OIS)

the answers and are now your BOSS. Just look around and you’ll see these supervisors

who have no clue what they’re doing but got the promotion because of Cheating, Politics, and Race.

Holy crap!....I literally “studied” for the Sgt exam for a solid hour or two and scored better than these nitwits! Granted, I didn’t do well enough to make it (800’s) I got exactly what I put into it. I’ve since made it out of patrol and would never ever want that shit job of sergeant in today’s climate anyway. Jeez, this department is a joke and it’s clear it’s not a career but a job nowadays. We’re watching the death spiral of CPD. Sad.

So why not get rid of a test all together and promote who the hell we want. Is that what you are suggesting? There are a lot of smart people that are good bosses. You don’t have to be a dumb dumb to be a good boss. To know how to write paper is important. It can save you or destroy you. Wouldn’t a best option be to have a book smart boss who is also street smart? It amazes me that some people somehow seem to think that these two qualities cannot coexist.

I remember most of the questions on the Sgt's test.
I cant remember which ones were about LEADERSHIP. Could someone please remind me.

I know / have worked with / worked for a few of the Sgt's from the first class off this list, the one class WITHOUT MERIT spots.

#1 on the test: Joe V. Ask anyone from 024 or 014 about this mope. Serious personality disorder, has the personality of a used condom and will trick-bag a cop in a second.
But he was #1 on the list... so that automatically gives him leadership abilities akin to General Patton, right? This turd couldn't lead ants to a picnic.

There's another one on there that has absolutely no clue what to do on a shooting scene. As a Desk Sgt / DSS, they need to constantly refer to the General Orders on how to do simple things like an inventory. Why, you ask? Because they never worked the fucking street at all! But they sure the fuck know about the General and Special Orders because they scored so well.

There's a few others that are totally worthless when it comes to "being the police".

Gorman? Knezevich? I've worked with both and they are great cops. Im 98% sure that they will be the same as Sgt's. And would work for either in a heartbeat.

I've used the phone in my district, so I know at least one district has one. The department bought a bunch of cheap flip phones to be used on the street for necessary notifications, mostly for police shootings, so your personal cell phone doesn't become part of the defense's case. Before getting all angry and telling people they don't know what they're talking about, maybe you should check your facts.

This kind of thing has been going on throughout the history of Chicago in all areas of city employment. At one time if you wanted to be a city employee you gave the precinct captain a few bucks that he shared with the other crooks and you became a cop or a fireman or whatever else it was you wanted. At least now initial hiring is fairer.

So it’s gormans fault that bubble head didn’t listen? It’s Gormans fault that bubblehead ended up getting shot? No, none of the above. The only thing you can credit Forman with in that situation was fixing bubbleheads mistakes and pulling him out and saving his life. You sound like a civil attorney. Either way it all went down and it all then got taken care of by heroic cops. Let me guess, you’re not exactly a fireball at work.. no need to answer, pretty sure I already know. We all know.

Don't get your panties in a bunch. You completely misinterpreted everything I said. I did not say there shouldn't be any testing. But I don't think that a written test for which someone can memorize answers is a good determination of someone's ability to think on their feet. I also did not say that book smart and street smart cannot co-exist. And I definitely did not say that you have to be a dumb dumb to be a good boss. I'm not knocking people who are smart. Everyone keeps talking about test scores like they're the absolute determining factor as to whether or not someone will be a good boss. . My point is that just because someone does well on the test, that does not mean they will be a good boss.

TG and I worked together before the department and he discovered that our boss was skimming money. We went to hang at his summer house that weekend and found him dead. We had to drag our boss around for the entire weekend pretending he was alive. If TG can drag a dead guy around for 48 hours he’s bound to be able to motivate a watch in a district.

Waller was a worker as a patrolman and Tact Officer. But you wouldn’t know that. He’s also a great and approachable boss.
