Fire Everyone?

Sure seems that way according to the FOP blog. Two different cases that will continue to destroy the ability (and desire) to do actual police work.

Case number one:
  • A move to separate two of the city’s best officers on baseless allegations that they lied about an arrest could have drastic fallout for Mayor Rahm Emanuel’s relationship with Chicago Police Officers. The possible move by the mayor’s Corporation Counsel to fire Officers John Wrigley and Jack O’Keefe for a 2013 arrest that netted a submachine gun, a pistol and a cache of dope from a career gang member comes in the wake of other decisions that have framed officers for doing legitimate police work.

    In their trial testimony, Wrigley and O’Keefe may have confused the location of two items only a few feet apart at the crime scene. That’s it. That is apparently enough to now get an officer fired from the CPD.

    For the FOP, the firing of these two officers would be crossing a line. Indeed, the Fraternal Order of Police Board voted several months ago to make a complaint against a sergeant from the Internal Affairs Department who recommended that the officers be fired, claiming his report was itself full of false allegations clearly contradicted by trial testimony. The FOP filed the complaint with the Inspector General.
Someone from IAD attempting to make a name for themselves - they must have been left off the mailing list for the answers that so many other cheating IAD sergeants had - making a mountain out of a simple error, mixing up where a single piece of evidence was located...an error that had exactly zero bearing on the case and that was raised by no one on the defense. It was a simple mistake. No one was framed or railroaded - except for the officers currently fighting for their jobs.

Case number two:
  • During opening statements at a Chicago Police Board hearing Friday, attorneys for a Chicago Police officer who has been stripped and placed in a no-pay status for a fatal 2012 police shooting asked a central question.

    How is it that an officer can win a departmental commendation as well as the praise of all his supervisors and co-workers for his actions in a shooting, then be stripped and potentially fired for the same event? How can this officer be awarded the medal of valor from another incident, then have that very same incident brought up in an investigation against him?
We stated months ago, COPA is re-opening every single police shooting that they can and attempting to fire officers for procedural "errors," regardless of previous findings and regardless of the totality of the incidents...even if it was ruled justified by the entire command staff and garnered awards and praise.

Act accordingly and be aware, nothing is ever "closed" under this administration. Ever.

O’Keefe is one of the best coppers this dept has ever had. The scumbag IAD Sgt made it personal because he can’t find a legitimate reason to fire them. O’keefe and wrigley made a clean arrest that night and got mixed up on exactly where something was recovered. Let me see this IAD Sgt get into a foot chase with a man with a gun where he eventually apprehends the bad guy and then while his adrenaline is still pumping through the roof, go backtrack and recover gun/drugs. Then 2 years later at the trial, try to remember back to the exact spot something was recovered that night. All while he makes over a hundred similar arrests in the time between the original arrest and the criminal trial. The IAD Sgt should be on the chopping block, not O’keefe and Wrigley.

Fuck man, this job is awful. Just when you think it can’t get any worse, it does. Personal opinion is that officers ARE acting accordingly and not doing shit, which is “forcing” bloodthirsty vampires to go after old corpses. The bloodsuckers are trying to make a name for themselves. Also, there are two SGTs at IAD that go above and beyond if you’re not of the right....we’ll, demographics. One male, one female. I’m sure there’s more but those two have shown themselves to be police hunters. Even if you are cleared of your allegations (sometimes there is no citizen complaint, just the IAD initiating), they will walk you into a host of admin violations, as if doing you a favor.

Hey, IAD, how about going after crooked cops? You know, like your privileged cohorts that cover for each other, take advantage by slipping and sliding away on duty, leaving early, coming late... how about you investigate the lieutenants scandal, the merit process, bosses, the double standards that are rampant? Oh, that’s right, IAD is filled with NOBLE that sees every color but blue and makes sure certain police pay for being...well, you know.

Let's just go in and lock up people because of the color of their skin is what they are saying. Question is would they investigate a case involving
a retired officer living in another state or who has
died? If not, this whole thing is a sham. They are not
interested in justice, they are motivated by retribution.
Second guessing cases years old. Where does it stop?
Is this going on in other states, or is Illinois Which Hunt
Central?
You have a mayor catering to a voting block in order to
achieve success at the ballot box. No one seems to worry
about shootings in the here and now. What is the motivation
to search for needles in haystacks on closed cases?

Maybe just maybe give this some thought. Could it be the City’s position, behind closed doors, to fire as many coppers as they can. Not so much because the officer did wrong, but because it saves the City money. Think about it. Let’s say the City fires a guy with 10 years on. Ultimately, the City won’t fill that position for an extended period of time and when they finally replace the fired officer it’ll be with a new kid straight out of the academy. Either way the City makes out ...

The next step in the evolution of Fetalness is the illusion of work.....to avoid legitimate work. It's not possible to remain fetal on the beat when you're at the mercy of whatever the dispatcher sends you. I was tired of answering domestics and mental disturbances wondering which one would turn south and possibly jeopardize my life or financial well being. My former partner recommended I apply for Tac, as a way to escape the monotony of the watch. After seeing my disapproving facial expression he said Tac is the new fetal -- they don't do SHIT anymore. Bring in a few TSSS cards, an ISR or two and you're good. Meanwhile, you avoid the radio (which immediately makes the job more bearable) and select exactly the type of stop you want. He flat out admitted they don't stop anyone aside from middle aged people and single occupant vehicles. ISRs are done under the best possible circumstances. Arrests are primarily from warrants, or taking it from the watch. Tact has effectively gamed the system.

Several months later I joined and couldn't have been any happier. Now, I understand people will be upset and say this isn't the purpose of Tac. That we should be locking up gangbangers, recovering guns and dope, etc. But we didn't make it this way. The city has effectively said NO to proactive policing. Our form of activity is an example of proactiveness yes; but it's utter nonsense because it's not actually preventing crime. If I can avoid calls for service (which traditionally are rezponsible for more OIS than self initiated activity) i'll play the odds in my favor. It sure as hell beats answering jobs

Gonna get worse. The new COPA head was on WVON last week telling the host that they expect to be heavily involved in new contract negotiations. They feel past contracts have too many loopholes to protect officers and they are going to change this.

WOW, just WOW. Not remembering EXACTLY where a piece of evidence was recovered is an honest mistake. I mean, from what I read, the testimony was within a few feet of where it was recovered. Is that a firing offense now? WHere in the G.O.'s does it say that an officer must, within a millimeter testify to where evidence was recovered.

I am retired, thank God, but if I was still working I would find it very difficult to do my job as a police officer. Meaning, I would not do anything. It would go against my grain because I believe the City, no matter how unfair they are, are paying you do do the job. But somehow I would rally my fellow officers to do the same. From what I read here, a lot of you are not doing anything. But I am sure there are those that no matter what wrongs the City brings in the department, they will still chase suspects, chase cars, do warrants, and make arrests. May God be at your side and have your back, because it is obvious to me, and it should be to those hard chargers, that no one else has it.

If you're on tac, and you work for a good Sgt that always has your back, that may not be enough. Hell, the Supt seemed to have the 2nd officer in that story, along with all the other brass, had his back and look what happened. Screwed.

So, I have gone on too long. But remember this.... when you create your case report, think 10 years ahead, you have to because somehow, someone will pick it apart and if they find some minor discrepancy, it will be used against you.

When I was in the academy learning how to do case reports I remember the instructor saying that you should be brief in your report. If a gun was found in the bedroom, under the mattress, that's it. When court time came and the defense asks where it was found, it was in the bedroom under the mattress. PERIOD. No more, no less.

Be safe. Watch each other's backs because you are all you got out there.

In 1980 Chicago Firefighters walked off the job and stayed off the job for 23 days, and the Brotherhood of the Barrel began. Back then, garbage cans were 55 gal metal barrels, and the striking firefighters would burn wood in them to keep warm while they picketed their own fire houses. For the next 20 years,those who had been hired during that strike were harassed. Twenty four people died in Chicago fires during that strike. Firefighters work together, live together, and most of all, unlike cops; Firefighters Stick Together. The first time someone shoots at a fire rig "on patrol", I feel confident in saying, Rahm will step in shit beyond his comprehension! In addition, Rahm is fully aware of the fact that he is detested, and as I have said before, has no constituency. Consider the weekend announcement that he promoted 100 detectives and will promote 100 more before the end of the year. What a coincidence; CREATE 100 DETECTIVES, TWO DAYS AFTER VALLAS ANNOUNCES A PLAN TO REHIRE RETIRED DETECTIVES TO ASSIST IN REDUCING THE DISMAL CLEARANCE RATES. how things have changed,worked special employment years back and was at el stop at Belmont and Sheffield and was downstairs and heard people yelling and running down stairs and young""yoof"" came running down stairs with cops and female citizen in pursuit we just knew he did something so we got involved and he got tackled in a gangway on Wilton,struggle ensued where the Yoof PUT UP A FIGHT AND HE GOT TUNED UP,turns out he was chain snatcher and he got his as kicked big time, searched area and found proceeds and then went up to victim where she identified both,found out she was a us attn. coming home on El and was victimisedUS ATTN?? oh boy this is not good, she said thanks guys for getting this asshole and not to worry, you did it just right,in fact we got a ""love letter""from her to our boss,don't know about today tho,

The FOP or rank & file need to find a mayoral candidate and get behind him or her in unison and push the firemen, teachers, and city workers to rally with them and purge the demon from the city. It wouldn't hurt to recruit some of the disenchanted well to do's as well. First the Mayor and then the alder thieves, until the undesirables are "ALL" gone. Then we can work on the county undesirables and that should collapse the state miscreants solving the entire problem! It might not hurt to have the troops start writing tickets to the politically connected leaches to create further chaos for the powers that be!

Gee would be nice to think that is CPD way of backdoor supporting Rialmo and police work...but more likely another example of out of touch exempts signing off on awards based on members steam (need for ribbons) or Unit Commander/chief/CO ability to swallow and pad resume (while under my command- this happened because of me-- not that i had anything to do with it).

No one made a complaint in O’Keefe and Wrigley’s case. The IAD Sgt drew up all the allegations. Then, the same IAD Sgt investigated his own allegations. The same IAD Sgt submitted a report full of lies supporting the allegations he created. The FOP lawyers pointed out the lies in his report, and the city (that includes Johnson) is still planning to move these guys toward separation. Witch hunt?

Where is the investigation into the report by the IAD Sgt? It is unbelievable that IAD signed off on a report containing lies claiming these guys lied. It is a slap in the face of every Police Officer on this job.

I guess what everyone should start doing is keep referring to body cam video in all case reports. “A loaded handgun and dope was discovered in the location as recorded via my body cam.” The FOP attorneys need to come up with a disclaimer that can be used for every case or arrest report to stop this bullshit. Maybe just four words should be every case report from now on, “See body cam footage.”

Here’s what needs to happen. The FOP should implement a type of clause that closes the door on investigations after a certain amount of time, period. Unfounded or exonerated allegations should never be reopened at all. The actions of COPA should be relegated to new investigations only. No second or third bites from the same apple that was picked several years or decades ago.

COPA has power only if we give it to them. Most CPD members I know don’t recognize them as a legitimate investigative entity and by the very fact they are not sworn or supervisory, how can they order me to do anything they want? Perhaps I don’t fully understand that process.

Let’s get together and find a way. Stay safe CPD Brothers and Sisters.

I am a civilian who grew up on the near north side in the 60's. I cannot imagine why any honest, hard working family man would want to be a policeman in the city under these circumstances. I used to have a soft place in my heart for the city in which I was raised. Now, when I travel through the city I am very nervous and I drive through it as fast as possible. How did it come to this?

O’Keefe is one of the best coppers this dept has ever had. The scumbag IAD Sgt made it personal because he can’t find a legitimate reason to fire them. O’keefe and wrigley made a clean arrest that night and got mixed up on exactly where something was recovered. Let me see this IAD Sgt get into a foot chase with a man with a gun where he eventually apprehends the bad guy and then while his adrenaline is still pumping through the roof, go backtrack and recover gun/drugs. Then 2 years later at the trial, try to remember back to the exact spot something was recovered that night. All while he makes over a hundred similar arrests in the time between the original arrest and the criminal trial. The IAD Sgt should be on the chopping block, not O’keefe and Wrigley.


Good luck guys. You don’t deserve to be treated like this. Hopefully everything will turn out good for you guys and sorry for all the aggravation and stree you are having to endure

Not trying to link a mainstream media entry ere but just doing it as evidence. The department said officially that a new class of 100 detectives just announced now will bring the total number of detectives to 983. Wrong again folks. Run the title 9165. There are currently 983 detectives. Of those 983 detectives a whopping 119 detectives are detailed out to fugitive, gang investigations, the academy, call back and task force teams. So that leaves 864 actual detectives working cases... yep.. almost to that 1200 Mark. Even at 983 + 100 you are lying by about 120 detectives.

He’s been through more stuff with this job than most of us can imagine. Been shot and watched the guy that shot him get convicted after going thru two trials, then pardeoned by the governor. Chased down robbers off duty and caught them. Won tons of awards. Just a good good human being. If they can do this to him, then how does that make the rest of us feel. It’s just disgusting.

If you go to the city of Chicago website and click on police board you can read about the Police Board cases and the findings. It is very disturbing They use a boiler plate format filing in the different Officers information They state a precedent case that says you can be fired for ONE rule violation. And they are firing Police Officers for nothing go take a look. That would be a job for FOP to review the cases in the last few years and see whats really happening.

Think about it for a moment. the cost of recruiting and training far exceeds the small pay differential that mostly goes away after 18 months anyway.

And it is not cheap to try and fire a cop either. Nor is it real certain to work. Often they end up with paid administrative leave for months on end. Just that would cost more than the pay differential.

By that time you’ve made hundreds more arrests and you’re supposed to remember every little detail of something that happened years ago. F that. If they’re coming after us for making a mistake at trial then we need to demand a trial within a few months. So that we can actually remember what happened. I still remember the wisdom my FTO imparted to me. The tact team made a big arrest and they got a lot of dope and guns plus a head. The tact team was celebrating and the white shirts were giving their atta boy congratulations.

Remembering the countless times I sat in those jury rooms at 26th, and the ASA would ask, "Were you driving, or your partner"? "Was the offender on the sidewalk, or in the street"? Etc. Probably should have said "I don't recall" a lot more often, but we didn't back then.
Lets see anyone remember every detail from something that happened months or sometimes years in the past. (swift justice my ass)!
Was the guy guilty? Absolutely! Did we sometimes get a detail wrong? Yep.
The ASA's knew, but they didn't want to put on a case where the officer says "I don't recall" 20 times.

Retired three years now.
My doctor says my blood pressure is down...
But my liver may be shot.

Two highly decorated Officers being fired because they were momentarily confused during testimony by opposing lawyers who ARE PAID to confuse them? The city will fire two Police Officers who worked honorably and with integrity?...great message they are sending to the rest of the Department. John Wrigley is a stand up guy. Jack O'Keefe is a stand up guy. Instead of honoring their work, the City wants to throw them out like trash...and they wonder why they can't find suitable candidates for this job.

Please stop killing our police officers and our beautiful city. CPD was once the best police departments in the world and now with this so called 'leadership' it has become disgraceful and loathsome. Our once, safe city has become so dangerous that my friends and colleagues won't even plan a meeting or dinner downtown and we all work in the city because it has become a frightening place to have dinner and drinks. This city was so amazing and beautiful5 _10 years ago. Now these honest hardworking police officers are on trial for doing their job and protecting us from violent people that just take whatever they desire and refuse to work hard for things in life. Our mayor and superintendent need to stop this immediately before our city becomes Detroit or like a 3rd world country. Please stop and realize these two officers are good people only doing what is right. The CPD needs more officers like these two to serve and protect us. If they get fired or anything happens to them, I would lose complete faith in this city and the police department. Please stop, enough is enough. These officers risk their lives everyday to protect complete strangers from harm. Stop putting them on trial and go after the real criminals.

Also if they wanted to work, they would not have retired. Ok a few were forced out at 63, but they are going to be go getters

Hey 4:35. What do you think they would bring back retired detectives for? Just to fill up the seats? They will be reviewing cases and their names will be on reports and they will end in court and COPA because they are injecting there part of the investigation if arrests are made. Wake up. Guys retired and found out they had no insurance and are swimming in medical bills and need money because of the mayoral selections that produced this situation and retired guys are going bankrupt and loosing their housed.

guy said firemen stick together more then cops, brother truer words never spoken, recall years back in the old 006th disr the cops on mils were not going on street as they were breaking up partners and stayed in after roll call,the tact team rolled out in full uniform ti take their spots on the cars, a mention by a few of the dissenters said scabs, but most kept quite, the best part was the guys who did the slow down went out drinking with the tact team after work,the guys who were gonna take their jobs,we asked if they also stopped at Walgreens to get the vaseline before they went to the Green Door on Western ave,if there was a strike you mean to say the dicks , mounted, marine, iAd, and asst, telephoned in guys were gonna go out with you, for get about it,

You nailed it. COPA has a bevy of in-house attorneys which means they get paid a salary, so COPA's legal talent expense is already covered in COPA's budget. Plus they also have access to the corporation counsel's attorneys, which are salaried. Multiple lawsuits would merely justify the existence of COPA's in-house legal crew and ultimately exhaust FOP's legal defense funds as their attorneys are "out-house", pun intended, and not salaried. It is another example of TD 9.5's diabolical and scheming nature.

Guys, stop working, please. Whether you have 2 months or 10 years on, wake up and realize this can happen to you. Unless you are protected and have political backing like PJ who got promoted meritoriously, even though he has two sustained cr's for rule 14. The rules only apply to the the grunts, 95% of the unconnected. If you are respected, guide these young cops, help them see what could be their destiny. The city, nor the department will ever go back to the old days, it's done. At least be smart while you still have a job and your freedom and stop doing anything proactive. You get paid to respond to calls, write reports, and back officers up, and even then there's a chance you may end up on the wrong end. You can certainly lower your risk by doing as little as possible, unfortunately that's the only way. This city and department regime will throw you under the bus quicker than any past regime. Johnson is not you friend and he's not a "coppers cop," as soon as he said yes to the supe job, he sold his soul. These guys(the mayor, supe, etc) get paid the big money without any risk, let them explain why the crime is so high. Until this place is at least willing to give us the benefit of the doubt and back us even if it looks bad, there's only one logical choice, no work!!! what the department is doing to John and jack is a tragedy, they were out there doing what all the department bosses asked and what do they Yield from it? Ruined lives!! No job, no insurance, no pension.. and NO, there isn't "more to this," the info you have is all there is. Please wake up and come together!

To all CPD Members and FOP. I have worked with both officers O'Keefe and Wrigley in the 010th District. These are two of the best officers we have in this Department. For these two officers to be accused as they have is a travesty at the highest level. The members of this Department have become nothing more that political pawns for the Scumbags that are elected by the "fine citizens" of this city. I for one hold our superintendent and the asshole investigator at IAD that had an axe to grind against these officers and all the other "Higher Ups" in this Department that didn't have the intestinal fortitude to put an end to this charade, RESPONSIBLE. The Superintendent him self knows these officers personally and still did nothing..I say NO CONFIDENCE, NO CONFIDENCE, NO CONFIDENCE!!!!!!!!!!!!!!!!!! To all the officers out there thinking this will never happen to them, Good luck, your gonna need it. Been there done that!!!
