14,000?

A pipe dream most likely, but one that might gain Vallas some traction:
  • Mayoral challenger Paul Vallas vowed Monday to rebuild the Chicago Police Department to 14,000 officers — with 1,200 detectives and one sergeant for every 10 officers — to erase years of “bad decisions” by Mayor Rahm Emanuel that, Vallas claims, contributed heavily to a surge in violent crime.

    Four months after questioning the sustainability of Emanuel’s two-year plan to hire 970 additional police officers over and above attrition, Vallas upped the ante by 500 officers.

    He also outlined additional spending — on everything from equipment, incentives and a new leadership academy for police supervisors to a return to five detective areas and the hiring of retired detectives to boost a 17 percent homicide clearance rate. The price tag for all that is well over $100 million.
We don't know that city revenues can support Vallas' extravagance, but getting close to the 13,500 of yesteryear might have an actual impact on crime, clearances, and morale.

I don't care what he says, the City, State and County governments are broke. They won't restrain spending, these idiots that vote keep electing the same tax and spend socialists to office and mean while, check out the solvency of all government pensions in the entire state. The insolvency crisis is probably 10 years away or less, our pensions are in deep trouble. They're going to have to do major adjustments to the plans as far as benefits go for future employees and for the people getting a pension over the next few years, brace for impact! There will be a day in the not too distant future when the check either bounces or just doesn't come. Can you live on a 50% reduction of what they said you'll get? you better make plans because it might be even worse than that. Not to mention that your property taxes will at least double over the next 10 years.

Oh and don't even start with the, it's in the state constitution they can't reduce pensions. They'll pass the legislation and the voters will vote for it because their taxes will be killing them. They'll be voting on taxing pensions at the state level soon. Hell, they'll even tax the pension your receive if you move out of state. You can't escape.

He can do it, because he will cut down on all of Rahm's wasteful spending elsewhere.

Rahm has been overspending on things like LED lights, private custodial services and giving away the tax rolls to things like Presence Health which, given the $4 million they got might not be the biggest drain, it does add up at the end of the day.

Interesting on that note, which the RahmFather rammed through the council back in February is that less than a month later, Presence was merged with a St. Louis based company. Why is this important? Because, the merger didn't take place overnight, and the merger was surely discussed when Presence Health's CEO was getting TIF money from his friend the Mayor. How do we know he is friends with the Mayor? Funny you should ask, because, he is on the Board of World Business Chicago. So, here are the questions: what did the Mayor know, what did Presence CEO know, and what kind of stock options did he have? Knowing that he knew that they were going to merge, it would be prudent for people inside the Mayor's administration to know that, hey, someone is getting a golden parachute. But, hey, it's all good because one of Rahm's buddies got some Summer money and those jobs that were supposed to be coming to Chicago are staying in St. Louis.

Just responding to the comment about Illinois taxing your pension after moving to another state. It is not currently possible for Illinois to do this. Federal law prohibits this.

On Jan. 10, 1996, Congress enacted the Pension Source Tax Act of 1996 (P.L. 104-94). This law specifically stipulates that, "No State may impose an income tax on any retirement income of an individual who is not a resident or domiciliary of such State." While the Source Tax law still allows individual states to define residency on their own terms, it prohibits any state from taxing non-residents for pensions earned within the state. If you earn a pension in Vermont, for instance, then retire to New York, Vermont may not tax your pension income.

I have a solution for our manpower issues. Stop railroading good police officers for doing their job, especially years after everything they did was signed off on by everyone in charge. We're losing good people because they couldn't remember exactly how something went down 5, 10, 15 years ago, or because they didn't write everything exactly as it happened. You shouldn't lose your job for forgetting something that happened years ago, and you shouldn't lose your job for an inaccurate report. As long as you aren't intentionally lying, why should you be fired? Stop getting rid of good police officers for minor indiscretions or simple mistakes. We need everyone we can get, especially if they're already on the department.

If any candidate was serious, they would talk about fixing the criminal justice system first. YES WE NEED MORE COPS! But that alone is not going to fix the problem. The States Attorney, the courts and the jail/prison system need to be in sync with the needs of the people of the city, county and state. Then and only then can the system work. Cops make arrests and they are released. More coppers is not going to fix this problem!
As for Vallas, he has a lawyer in his corner who is almost single handedly responsible for dismantling police and fire departments across the area. He has also diminished public works of some communities. If he has a mouse, (RAT IN THIS CASE) in his house, how can we trust him to take care of "OUR'S"!!!!!

Chicago has enough police positions.

The problem is force allocation, job dedication and milkers of the highest order being promoted before and often instead of those who actually earn it.

Refocus all officers on robbery, rape and murder. Put all the other "code" in the garbage where it belongs. Likewise, artest and prosecute TREASON, including those examples of prosecutors not doing their jobs, and Chicago would turn around on a dime!

Morale would skyrocket, respect for police would too!
Of course, this would mean some of todays cops woukd be caught up along with the crooked politicians who enable them, but then, we gotta crack a few eggs to make a omelette, right?

It is not going to happen and here is the reason why: Last month the Chicago Federal Reserve has unveiled its solution to the pension problem in Illinois. At a conference sponsored by the Civic Federation the Chicago Federal Reserve proposed levying, across the state and in addition to current property taxes, a special assessment. This assessment is going to be 1% addition tax on the actual property value each year for 30 years. I repeat for 30 years. Homeowners with houses worth $250,000 would pay an additional $2,500 per year in property taxes. Again, this assessment is on top of any current property taxes one pays. Why is this proposal so devastating? the value of your home is going to drastically to plummet with the application of theses new property taxes. Current homeowners would not be able to avoid the new tax by selling their homes and moving because the prices will reflect the new tax burden. This new tax will destroy the housing market in Illinois. Why is this solution so dangerous? Because this will result in a taxpayers revolt. By revolt, the voters in Illinois will demand a change in the Constitution of the State of Illinois that guarantee's pension rights. The Democratics are going to wait until after the November Elections to introduce this proposal in the Illinois House. The Democratic will then use the excuse that the Taxpayers voted to change the Constitution so they can't take any blame.

Bad decisions by mumbles Daley, kill crime, burglaries are theft from building, theft is lost property, attempt burglary is damage to property, and the good Sgt told you so and signed the report because the commander told him that he wasn't taking a demotion back to the watch because you don't know how to report crime. So fewer index crimes, fewer Dt's needed to investigate them ,fewer ET's to process scenes and ultimately fewer PO's to patrol the hood for ner do wells. Oh and throw in 55 and out and watch them run for the door and drain the pension fund but who cares I'm running FROM office before they figure out what I've done to ruin the Police Dept, allow my kid to steal from the pension for an Olympic wet dream, sell off a Billion in assets, Skyway, Parking meters and fill the pockets of a few with Red Light contract graft.

Hiring and maintaining 14,000 is doable.
There’s no shortage of revenue, just excessive spending;
On entitlements.
On Sanctuary.
On LED street lights.
Parades, floats, banners, jumping jacks.

Rahm is on a pre-election spending spree at the moment.
The bill comes due in April 2019.

Besides the Death Penalty, a States Attorney would be a very effective tool to combat crime especially from the repeat violent feral assailants.

Stay Fetal until we’re at 16,000.

You should read his goofy plan. Most of it seems to be a plan to increase the number of parking and traffic tickets written. That will certainly play well with the public.

Another point is to replace the school security guards with cops. If you read carefully what his plan says, he admits this will double the cost of the school guards but somehow it will save money so he can hire more cops.

Reduce police OT because cops have been abusing it and are basically thieves. Not exactly what he said, but strongly implied.

A plan to try to put the arm on city contractors to donate to the police department. That should go over well.

Reduce the police budget by 2% and use the money to hire more cops. That would be about $30 million. Might be doable. There is probably that much waste to be found in a near $1.5 billion budget.

The one thing that might work is increased training to reduce court settlement costs. My understanding is court settlements involving police is somewhere in the $75 million a year range, although the city makes it really hard to find out what it really is.

So Mr. Vallas wants to spend a shitload of money on stuff, much of it likely to be provided by connected contractors, but no real word on whether he'd actually let the first responders do their jobs or stand up to the neo-Bolsheviks? How thoroughly Chicago.

Perhaps I'm totally off base on account of the whole not-actually-being-a-cop thing, but it occurs to me that even with all the posh benefits and fancy facilities in the world only a fool would agree to sign up for a job where the whole system is out to get ya.

Vallas shows how he is going to pay for it in the Trib article. I’ve been told also that he has a plan to fix the pension and give retirees health care again. And I also heard he is going to allow those under the rank of sergeant to sell back 200 hours of comp time a year. I don’t know about you but that’s better than Rahm and McCarthy! At least he has a plan and is just not talking. Plus he has two sons that are police officers and his wife.

You should read his goofy plan. Most of it seems to be a plan to increase the number of parking and traffic tickets written. That will certainly play well with the public.

Another point is to replace the school security guards with cops. If you read carefully what his plan says, he admits this will double the cost of the school guards but somehow it will save money so he can hire more cops.

Reduce police OT because cops have been abusing it and are basically thieves. Not exactly what he said, but strongly implied.

A plan to try to put the arm on city contractors to donate to the police department. That should go over well.

Reduce the police budget by 2% and use the money to hire more cops. That would be about $30 million. Might be doable. There is probably that much waste to be found in a near $1.5 billion budget.

The one thing that might work is increased training to reduce court settlement costs. My understanding is court settlements involving police is somewhere in the $75 million a year range, although the city makes it really hard to find out what it really is.

At what point does the cost of giving sanctuary to criminals and illegal aliens, become too much?
Many taxpayers have already left and others are planning on leaving, leaving fewer taxpayer dollars to pay for these candidates grand schemes.
Every family will decide for themselves how much will be too much, but promises made by politicians are paid for by the working taxpayers. Are any of them talking about how much they can save the city?

Where the hell does Paul Valas think the money is going to come from for all of this ?????? For every policemen that retires, the city does NOT replace. We went from 25 districts to 22 districts, 5 detective areas to 3 detective areas. Senior detectives are retiring at a fast pace and being replaced by new unskilled detectives. It takes many years for a new detective to gain the skills and knowledge of a senior retired detective.
