An EEOC Beef
- A lieutenant married to Chicago Police Supt. Eddie Johnson has filed a complaint with the U.S. Equal Employment Opportunity Commission claiming she was denied a promotion by her husband’s department because she’s a victim of discrimination.
Details of Nakia Fenner’s EEOC complaint weren’t available, including whether she’s accusing her own husband of discrimination. But the superintendent signs off on all promotions to captain, which is a rank above lieutenant.
The EEOC “will not disclose to the public charges of employment discrimination” or any other case material prior to issuing a decision, according to its website. A spokesman for the agency declined to comment.
The police department released a statement Thursday saying: “Late last week, CPD received an EEOC complaint from Lt. Nakia Fenner alleging discriminatory practices within CPDs promotional process. The department is committed to ensure they are evaluated and investigated independently and fairly.”
Fenner works as a lieutenant in the Deering District in the 3100 block of South Halsted. She couldn’t be reached for comment.
Leaving aside the amusing allegation that Fenner "works" in 009 (where's the media tracking the comings and goings for a week or two like they did that judge at Branch 43 a few years ago?), can someone tell us the basis for the "discrimination"? We're pretty sure CPD has a number of black females in exempt positions - Barb "Pillow" West, Penny "CB Number" Trahanas, that camel rider, the Burger Queen, a bunch of others - how is this discrimination?
Someone did point out that an EEOC beef isn't subject to FOIA discovery, similar to an Inspector General beef, so this sounds like a political ploy to get another undeserved bump without anyone ever discovering what went on.

OT- I figured this would get a read on a thread with a lot of traffic. So I walked into work today to have my sarge (who is really and awesome guy) tell me that I was being entered in some sort of behavioral performance program due to a CR that was over 4 years ago, of which I already served my sentence, took my days, and moved on, quite well in fact. Apparently I have to submit to a physical exam (which the only part they will really care about is the drug screen).....and be monitored for behavioral issues going forward, no start date, no end date. Calling the union immediately, so don’t worry about that, but my question to you all is, has anyone had similar experiences or is this something new that’s going to start happening going forward? I’ve only had one sustained CR my entire career which was years ago, but now all of a sudden I’m being flagged as a problem officer who needs to be babysat? Both myself and my Sgt were baffled at the bullshit emanating from 35th. Not to mention when I’m testifying and the defense pulls my jacket and not only sees my entire CR history, now that I’ve been red flagged they will assume all the CR’s are valid because I’m in need of a “bad kids” program. I guess that’s no different from any other day, where people think you did everything you were ever accused of, but this bullshit just gives it credibility which is the problem. You know who needs behavioral monitoring?! I bet you can guess who. Double standard much? Alright, rant off but please open up the dialogue on this.

Why did the lieutenant test cheating scandal occur?
About 18 years ago, a bunch of guys from an 011th District tact team cheated on a sergeant’s test. On the team were Cline, Devine, Cronin, O’Shea, Darlin, Gallagher and others. Cline was provided answers to the test by his father who was the Superintendent, and the team members cheated. The likelihood of this occurring previous to that incident, by other people who have had friends acting as Subject Matter Experts is almost a certainty.
Moving on to the current lieutenant scandal; the head SME was Gene Williams, head of NOBLE with Eddie Johnson the # 2 man at NOBLE, now the Superintendent. Gene, in a breach of professional ethics that is indeed criminal as fraud, took the test, held a study session as a NOBLE initiative and passed out the test. Gene rationalized the criminal activity by referencing the Cline tact team cheating. In essence, his belief that because it has happened in the past, it was justified for him to do it. Further, his rationalization included his belief that by allowing racial minorities to cheat he was reversing some form of racism manifested through police promotions, a leveling of the field so-to-speak.
The Mayor is petrified of the political damage this scandal will do so he’s keeping it quiet. He has manipulated the fake IG investigation. He has leverage over the Superintendent because he is directly involved. His wife, Nakia Fenner was one of the main cheaters, along with Wysingers wife, Chris Pap, Tirado, and a few others to have a diverse group to help avoid the accusation of a strictly black cheating scandal. Gene thought he was being smart by slightly diversifying the group with the cooperation of his guy Eddie Johnson. Now Fenner wants to game the system to gain another fraudulent promotion. Any promotion made above the illegal promotion already stolen is fraud in furtherance. She is a crook and wants to be in a leadership position as a crook? That is worrisome.
Who Suffers?
Those who suffer first are all of the other members who have taken the test and had to compete with those who cheated. Cheated with the help of those making policy and supposedly leading the department. Secondarily, the citizens suffer because all those department members negatively affected will do less and people will be murdered. Because it becomes very difficult to do any police work for a bunch of cheating scumbags.
So, allowing the current cheating to go unpunished and the practice of cheating to continue will do as much or more to rot-the-gut of the Police Department from the inside than anything else. The beat-goes-on approach here will not stand, and if it does more people will die due to a lack of activity born from frustration over corruption.
The Solution?
Mr. Mayor, stand up and be a leader by facing this thing head on. Make the tough but correct decision and fire all the cheaters, including the Superintendent and Nakia Fenner. Then go back and investigate the 011th District tact team cheats and fire them too. Unless and until you make this right, correct the wrong and institute changes to ensure this never occurs again, the Police Department is going to remain forever broken. You want respect, here is your chance to finally earn some respect. Fix this mess now, or your legacy will be one of murdered citizens and a failed administration. Fix this mess, and you may go down as a great mayor who saved the city. Do nothing and well, your just another spineless crook leading a bunch of other crooks. You alone have the power to fix the broken police department or leave it broken. What ever will you do? Have the courage to make the corrections no matter the consequences. Do it!

Even if you are successful in getting an FOIA request granted, have you seen the amount of black ink that Rahm's lawyers place over any and all things pertinent to the information you were requesting? It's kind of like how only certain emails are released from his server. He should be in jail, not Blago.

females, white or otherwise, can and do sue the department alleging discrimination. Most often they win and collect cash and a promotion. White males? Not so much, no matter how bad they are discriminated against. I only wish that some outside agency would investigate her allegations and the entire lieutenant's promotion fiasco.

Come back to earth. The Lts test is history. IG found no evidence and no one else is investigating it. It’s over and why would she give it up implicating herself. To spare her career. Nothing bad is happening to her career. She’s a Lt in 009

a small story.....promoted to Lt. in the mid-90's....had the honor of attending the FBI Academy....a couple of degrees, including a law degree....retired now, happily...could not make the cut for Captain, forget about an exempt rank (but who would want to listen to the liberal b.s. from City Hall?)...lots of folks in that same situation....the CPD management is as intellectually bankrupt and morally corrupt as the guy in City Hall

When you are told CPD has added 30 officers to the districts, they are referring to temporary probationary police officers.
What you need to do is demand the mayor and the Supt budget the number of officers for your districts. 001 and 018 should have nothing less than 500 each. They are well below that now. Demand the permanent positions monthly until your are where the numbers should be.
Surrounding and tossing citizens and visitors in the lake isn’t going to stop with the meager number of officers assigned to the districts currently. It is what you were voted in office to dao, protect those who live, work and frequent your wards. WTF

This to the behavioral program officer. Go back about 10 years ago when 100 or more officers were put in the behavorial program and had zero sustained cr numbers. So yes the department can change the criteria and basically put anyone in it. Funny thing was after the department admits they wrongly put all of us that had no sustained cr numbers in it they asked us to sign a form stating we would not take any legal action against them. We all told them to stick it and that was the end of the story.
Not that anything will be done about it. But maybe videotape her coming and going from her 4 hour tours and where she goes. Make copies of a&a's too

So I walked into work today to have my sarge (who is really and awesome guy) tell me that I was being entered in some sort of behavioral performance program due to a CR that was over 4 years ago, of which I already served my sentence, took my days, and moved on, quite well in fact. Apparently I have to submit to a physical exam (which the only part they will really care about is the drug screen).....and be monitored for behavioral issues going forward, no start date, no end date. Calling the union immediately, so don’t worry about that, but my question to you all is, has anyone had similar experiences or is this something new that’s going to start happening going forward? I’ve only had one sustained CR my entire career which was years ago, but now all of a sudden I’m being flagged as a problem officer who needs to be babysat? Both myself and my Sgt were baffled at the bullshit emanating from 35th. Not to mention when I’m testifying and the defense pulls my jacket and not only sees my entire CR history, now that I’ve been red flagged they will assume all the CR’s are valid because I’m in need of a “bad kids” program. I guess that’s no different from any other day, where people think you did everything you were ever accused of, but this bullshit just gives it credibility which is the problem. You know who needs behavioral monitoring?! I bet you can guess who. Double standard much? Alright, rant off but please open up the dialogue on this.

You could tell that same Sgt. that if the dept. is saying that you have a behavioral issue that you will be talking to a counselor at the EAP to see whether or not you do have any serious issues, of course confidentially and you'll come back to work when you feel ok about the situation. And make sure the union tells you what this behavioral program is and if they are allowed to do this. Ask how long you're in this program for. And one more thing, defense attorneys will never ask you anything if you show up to work, write reports, never stop anybody, take a lunch and two personals and lay low. You only go to court if you want to go to court. Also, I testified at a murder trial last september (I was not the arresting officer) and the defense didn't touch on my CR jacket and my jacket is much worse than yours.

You all remember the bi-polar, Irene Jones, from last decade. Hillard wanted to dump her when his hand was forced by the Daley corp. counsel to leave he her and she succeeded to destroy bomb and arson. She threaten to file suit to get a bump up. Cline took over and she threaten him that she would resign if she did no get moved up. Cline told her to have a nice retirement.
Zero morale at the unit and she was a total embarrassment to the ranks of the CPD. During the day if "9-11", the Dep Chief of dicks, a legend, Ernie Hernandez was ordered to take control of the unit.
Bomb and Arson, reason - She broke down and could not control her little girl emotions,
She had dick' go out on domestic bomb threats thinking they were terrorist related
After her stay and then her retirement, Bomb and arson was gutted and remains muted, and the worse.

This is wrong regardless of race. If an officer of color defends this, even though they are not being promoted or taken care of by her personally, I would find it racist. One shouldn't condone bad actions just because they are the same race. I am white and do not condone past actions of white corruption and clout nor will I attempt to justify it because that would also be racist.

Sounds like you have been put into the personnel concerns program. That order has no end date... behavioral concerns program has an end date of one year if there are no issues and you show improvement..
Something similar just happened in our unit... officer had a cr and served time, then all of a sudden was to report to personnel and was put on the personnel concerns program... in that order, they can put you on the program with any sustained cr number that involves alcohol..... it is not right that you and this officer thought you were done with the cr- then out of nowhere you get put in the program

He is a stroke and a moron---the epitome of what is wrong with CPD-- the little Jbag has been "working" in HR for years - where he caught the negative attention of DOJ and managed to rack up in a couple of harassment beefs.....and yet the department lives him there---clueless, incompetent suckass.
