Making Problems for Rahm

  • Sneed has learned a movement is afoot to vote Mayor Rahm Emanuel out . . . before he’s voted in! It could undermine the Rahmster’s re-election bid.

    • Translation: It’s seemingly hush-hush, but petitions are being feverishly circulated to place a binding referendum on the November ballot to limit Chicago mayors’ tenure to two terms.

    • Explanation: If the referendum to limit the mayor’s reign to two terms passes on Nov. 6, Emanuel — who is seeking a third term in office next Feb. 26 — is out!

    “It’s not personal,” said former Gov. Pat Quinn, who is helping ramrod a grassroots effort that could derail Emanuel’s well-funded steamroller.
Quinn has always been a tool for the Machine. Always. And him backing this play is further evidence that the entrenched Machine isn't happy with Rahm, but the only way to actually force him out without a monstrous bloodletting is to give the little people (i.e. voters) a tiny bit of say and backdoor Rahm via a referendum.

Keep in mind, we attempted to collect signatures to reduce the size of the bloated City Council around eight years ago and ended up with around 11,000 signatures. Should we have hit the threshold numbers, the Board of Elections would have undercut us anyway by only allowing three question on the ballot, none of which would have been ours.

If the Board of Elections actually allows this question on the ballot, you'll see that Rahm is definitely on the outs and we'll see if he gets the message before Referendum Day (November).

Truly amusing is that Quinn is going after Rahm and not the 50 aldercreatures - got to keep the Machine intact, even if you remove the head.

I’m all dorcterm limits at every level of gov’t., from the alderthieves (sans Naps and Sposato), to the mayor, county, state and federal level. If it’s good enough for the Office of the President of the United States, it should be good enough for every office all the way down the line.

Quinn was a Maverick back in the 80's? He actually worked for Mayor Washington, and was also fired by him. There was even that old video where Harold says that appointing Pat Quinn was the worst mistake of his career. So Pat Quinn used to be a Radical, and actually once worked against "Da Machine". But being a Radical back then was nothing like the Democrat Socialist Radicals of today. This attack on Rahm appears to be Personal and Payback for Rahm not backing Quinn for Attorney General, and instead allowing Raoul to win the Primary. Whatever the case, Rahm will be forced into a run-off, if Quinn's ploy fails. And the days ahead for police and the justice system look dark. Preckwinkle as President of the County Board, controls the purse strings of the County Judicial System, Kimmie Foxx is State's Attorney, and Kwame Raoul will be Attorney General. Without any fingerprints, just like all of the stories Rahm has been planting in the Sun-Times about any and all things challenger.

Maybe Quinn remembers the time Rahm took his parking place and ordered the one elevator held in place when he got to a museum opening first.

I’m retired ISP and worked it. Lucky for us our contact at the event had formerly worked for a statewide officer holder and was familiar with our procedures. We get to the event and Rahm’s SUV is in the garage and his driver refuses to move it. Okay. We’ll park blocking them while one of us walks the governor in.

We get to the loading dock elevator and it won’t come down. I call my contact and ask what the issue is. She walks over to the elevator as we’re talking and some female cop starts arguing with her that she can’t release the elevator because the Mayor told her to hold it in case he had to leave quickly. My contact says, “Well since the Mayor speaks after the Governor, you’re going to be holding the elevator for quite a while, because the Governor is not walking up four flights of stairs. So you can either release the elevator or explain to the Mayor why he’s having to cool his heels.”

She still refused so my contact asked me if the one of the Mayor’s security officers was a tall black guy. I confirmed that to be the case. She says, “I know him. Tell him it’s me and put him on the phone, please.” I tell the officer her name and he laughs gets on the phone From one side of the conversation it was obvious they knew each other. As he’s smiling he hands the phone back to me and then radios the officer upstairs holding the elevator to release it.

When we get upstairs the contact was waiting by the elevator and started to apologize to the Governor — who she apparently knew —but he shrugs it off and says, “That’s Rahm.”

This is kinda dumb..traditionally, the sitting politician would not be subject to this limitation. See implementation of 22nd ammendment. The seated president was exempt but honored the ammendment recognizing the countries need for change. The old country before self kicked in. Don't expect napoleon 9.5 to do the same.

Quinn said a federal court ruling from 1982 clearly states the three-question limit only applies to nonbinding referendums, not constitutionally protected binding ones. “We’re ready for that,” he said.

Madigan likes to refute the call for term limits by saying that the voters determine term limits. But, madigan and every politician knows that incumbency is powerful. You have name recognition and you can raise a lot of money. You have jobs and contracts to give out. What Rahm can hand out in the case of airport contracts is immense. Then add that most people are too stupid or could care less to learn about the issues and candidates and they just vote for whom they are told to vote for or they vote for their ethnic group or race or party.

It should be noted that Mr. Cronin was a good policeman. A very good policeman. Did you know he was wounded in action in Vietnam? Seriously wounded. But he still worked the street hard, every day? Compare that to the experience of the other exempts. I am totally OK with Mr. Cronin being exempt.

Reading through all the comments on this post has me wondering about all these conspiracy theories behind the petition movement. Its interesting that so many here have so much insight into these political motivations. Not a fan of Rahm, nor of Daley. But where the city is at, and has been for the past few decades is a place where the tax base is diminishing. Back in Daley Jr.'s term, all the goo goos went a flutter when he reduced the number of city employees from 42,000 to 34,000. Look at the tax savings! Look at the streamlining of government all the BGA types crowed. What they didn't look at was look at all the few people contributing to the pension funds. Of course that didn't matter much back then, before his nephew decided these funds were his personal piggy bank for bullshit real estate investments.

Chicago isn't alone. Almost every major city in the country has massive pension liabilities. A few years back the Chinese were buying up all the debt. I couldn't go for a small order of chop suey without looking at the cashier and wondering if the smile she gave when giving me my change was really her anticipation on when my mortgage would get recalled.

Getting back to the subject at hand, Rahm has and will continue to raise more money for his campaign than anyone running against him. Realistically, the only thing out there that's a question is the number of votes he can buy. That's where all the "welcoming city" and city id's for undocumented immigrants comes into play.

That's also where the county democrats and their reluctance to prosecute offenders for laws that were broken also comes into play. This third party scapegoating against law enforcement has gone on way too long. If you don't want laws enforced, get rid of them.

This term limits strategy is a great idea. Rahm's guy Giangreco is already trying to dismiss it as illegal. I doubt it was Quinn's idea. Quinn's the guy that pardoned the ex-copper who tried to kill three coppers when governor on his last day in office and then turns around and runs for attorney general claiming to be the guy who "wants to fight to protect you". If working a garbage truck was an elected position, Quinn would run for it. This is an effort that could successfully do an end run on the massive amounts of money necessary for campaigns. Where can we sign?

He’s done a lot to the teachers. Same cuts we get. Same bullshit spending to keep donor beaks wet. State Ed Board had to take over CPS Special Ed because he was misdirecting funds. It’s more than a raise or summers off. It’s the same fight we are fighting.
