New Contender - Dumbest Statement
- Mayor Rahm Emanuel was urged Thursday to go easier on parking and vehicle ticket scofflaws after a new report showed the city’s get-tough enforcement policies were having a disproportionate impact on low-income and minority communities.
In a report appropriately called, “The Debt Spiral,” the Woodstock Institute examined 3.6 million vehicle-related tickets issued by the city in 2017.
Those tickets included: 273,000 issued by red-light cameras; 250,000 by speed cameras; 187,000 sticker violations; 175,000 tickets for expired meters; 162,000 for expired license plates or temporary registrations and 144,000 for street cleaning violations.
Results of the ZIP code-based study were not all that surprising, but troubling nevertheless.
Tickets were 40 percent more likely to be issued to drivers from low-and-moderate income areas than to motorists who live in higher-income neighborhoods. The same 40 percent disparity existed for drivers from predominantly minority neighborhoods.
The way we read this, the tickets weren't tracked by where they were issued - they were tracked by what zip code the car itself was registered. So if minorities got tickets (let's say downtown) for any of the listed charges (red light, speed, city sticker, expired meters, plates and street cleaning) and the car was registered to their home address, then the ticket writer or robot camera is racist for the issuance of the ticket and not for the fact someone violated the law at the point of issuance.

I drive by one of these cameras every night and somehow me and my fluorescent complexion never have gotten a ticket. It's called compliance. I slow down, don't get a ticket and go home. It sucks but i do it. It's not that hard.

Look, there is plenty of legal parking in the hood. The population density in these areas is not as dense as say Albany Park, Buena Park, Garfield Ridge or Mt. Greenwood. If you're an entitled, lazy dope, you're going to get a parking ticket because you park wherever you want. I see plenty of speed cameras in nicer areas so if a poorer person gets a speeding ticket it's because he or she is driving too fast in an area they don't reside in.

Nope. They are special and get to park for free where ever they'd like. While any where else in the city, we have to pay an arm and a leg just to go get food at some restaurant. I call bullshit. It is indeed troubling that they commit all kinds of crime at a disproportionate rate. That's why it's called, "getting into trouble". If they staid out of trouble in the first place, then it wouldn't end up being so troubling.
The city depends on these tickets for revenue so they are in part a tax. A tax that just happens to fall on minorities with greater impact. I can understand that these fines, combined with late fees etc can be a real burden on some people. In many communities, it increases anger and resentment toward authorities. However, the issuance of the tickets is not racist. The impact may be more severe for minorities but they are not the target.
The desire to use these tickets to raise revenue is the root cause of the conflict. Some people struggle to pay all the ways the city seeks to collect revenue. And using the courts to raise revenue only creates community anger at the justice system. I would prefer a system where repeat offenders face escalating fines. Being poor is a bitch. But try being more careful where you park and how you drive.
Another interesting comment in that article was that " community service " be used instead of an actual monetary fine. Ya, that will result in actual compliance in the future.

There is a speed camera in my neighborhood which is considered a decent area. We don't like it but there it is. So everyone for the most part goes 20 mph on this street 24 7. On my commute to work I travel through some areas of the city that are economically challenged and may be thought of as a bit rough. These areas also have a couple of speed cameras on my route to work. I have to say that they go off with that bright flash quite frequently as I'm driving at 20 mph and getting passed. The cameras, speed and red light, have been here for a long time now. They are clearly marked and well known. If you are to stupid to slow down when you KNOW there is a camera then to bad shut up and pay up. Nobody wants them, I don't want them. But if they are making money (the bottom line) then they will be there forever. Quit feeding the machine.

I've complained to my alderman (a minority) that street cleaning signs were put up on the day before street cleaning. Sometimes late in the afternoon. I'm retired and may not leave my house for days at a time. Fortunately I have good neighbors who warn me about this $$$ trap. They hate Rahm about as much as I do.
Now if I can just get them to vote that way.

Pursuant to Section 3-56-021, any person alleged to have violated this section may raise as an affirmative defense that (1) such person resided in the city for less than 30 days at the time he or she was cited for the violation, or (2) the cited vehicle was purchased less than 30 days prior to the issuance of the violation.
3-56-135 Right to inspect.
Members of the police department, parking enforcement aides or agents of the department of finance designated by the comptroller and investigators of the city clerk's office shall have the authority to enter the following places for purposes of ascertaining whether vehicles parked therein are in compliance with this chapter:
(1) any public garage, as defined in section 4-232-130;
(2) with respect to any accessory garage, as defined in section 4-232-130, that allots a percentage of parking spaces to the general public, all areas of such garage where vehicles of the general public may be parked;

So do the leg work. If the High Rise Condo/Apt Building has any Car Share Vehicles, its publicly accessible. LAZ and SP+ and etc garages and parking lots are eligible for you to go in. Any Metra or CTA or Park District or Public School Lot or any City Owned Parking Lot, like under Grant Park or Midway or O'Hare as well. And Cook County Garages on 26th and Cali are enterable as well, since they are in the City.

I live in Garfield Ridge constantly see revenue here, ticketing for anything they can, because they know the mayor and his crew know that we will pay the bill!
I'm confused -----I have to keep my vehicle registration and insurance information current; I have to obey all traffic rules and regulations. I have to park my vehicle legally --- all because I don't live in a particular zip code? Does that mean that the US Postal Service is racist? If all I have to do is live in a predominantly low income area, I can just register my car using the address of Public Safety Headquarters!

1. The city depends on these tickets for revenue so they are in part a tax. (No, they are not a tax. Yes, they are targeted fines intended to increase revenues into the pig pot that demcrats use to fatten their elite hogs with.)

The company sells two different model cameras “folks” and “non-folks”. City apparently ordered wrong ones. Spoke to Vice President of company. She stated that they were still under warranty and could be exchanged for correct ones. Problem solved.
Before gentrification evicted my white ass from my childhood home in Lakeview, I used to take the brown line into downtown. It would then pass by Cabrini Green and its parking lots full of cars. I personally have watched them park up the block and WAIT for a hospice nurse to make her 10 minute visit to my grandmother (who also lives in 811) enter the house so they could swoop in and write a ticket for no residential parking permit. This is with a nurse exiting in scrubs WITH A SIGN ON HER DASHBOARD THAT READS “HOSPICE NIRSE”. I’m real sorry that my bedridden grandmother can’t make it to a shitcago office to get the guest passes, seeing as how she can’t walk and is dying and all. Also, the office on Archer wouldn’t sell me guest passes because I’m not the resident of the house despite bringing copies of her bills and Chicago senior ID card. HOSPICE NURSE sign should make this a Service Vehicle and make it exempt from the Residential Parking ordinance. People should think about this and other money traps like holding up permits if city bills are not paid before they petition for residential parking.
About street cleaning, they don't post the signs early enough. I once got hold of a revenuer on a bike and told him my neighbor left early the day before him the true story that my neighbor went to Texas to collect his mother's remains and bring them back home to Chicago.. Thankfully he didn't write the ticket and we found a relative who moved the car.
