- Milwaukee Police Chief Alfonso Morales said Monday, June 25 law enforcement officials are working together when it comes to pursuit policies. This, as city leaders held a news conference in an effort to provide a unified message about the MPD pursuit policy -- informing people that police will chase reckless drivers.
Until last fall, Milwaukee police were only allowed to chase drivers suspected of committing a violent felony — a directive put in place in 2010 after four bystanders were killed during three separate police chases. Former police Chief Edward Flynn revised the policy after pressure from the Milwaukee Common Council and members of the Milwaukee Fire and Police Commission, who were responding to public outcry over reckless drivers.
Under the new policy, officers are able to chase after reckless drivers and suspected drug dealers -- and Chief Morales said the number of pursuits has increased since Sept. 17, 2017 after the policy change.
Until someone comes up with a vehicle-borne engine disabling device, criminals are going to flee and officers are going to (initially) chase them. Chicago has proven time and again, if there are no consequences for fleeing, then you're going to get more fleeing. There has to be some balance and some penalty.

The city can come up with ways to ticket speeding, parking in your own neighborhood but can not think of ways to stop criminals from fleeing. Stick some fees to fleeing and see what happens.

Suggest a system of integrated drones linked to a control point. No-fly zones (airports, etc.) to be covered by street cameras. Would need enough drones to hand-off coverage drone to drone or street camera if/when car leaves each coverage area.

No. They crash because they can't drive for shit. They're not playing some pursuit policy chess match.

They exist - they're called directed EMP's but unfortunately take out a bunch of other things around it...
If we had access to the car's computer, the cops could disable the engines remotely - but so could any hacker worth his salt - and you know what a clusterfuck that would be.
Even that OnStar crap can be abused (FBI was turning on microphones remotely w/o the knowledge of the driver... and oops - turned on the microphones of vehicles that shouldn't have been, by accident). Fortunately OnStar is easy to disable - just rip out the module altogether (and if I can do it, so can some criminal).
You want to disable the vehicle? Disable the driver - shoot the J/O. Forget all this bullshit about chases being dangerous, etc. We already know that - but BLAME THE CRIMINAL for causing the chase - had the criminal simply pulled over and treated it as a "day at the office" (of criminal activity), there'd have been a ticket, and arrest - and they'll get back to "work" soon enough.
But the FOP ought to start their own campaign: "Blame the Criminal, not the Cop!" - have some links to the website that show the effects of running in vehicles from cops.

No police chase has ever been about a speeding ticket. No police chase has ever taken place without an OFFENDER deciding to flee from the police. In your world, the police should never chase anyone. That means no one has to pull over for the police, EVER... for ANYTHING. Your justification for this is that the police could cause the death of a little old lady. Imagine the deaths if the police couldn't stop anyone.
