Too Much Politics

Who has heard anything about this? Because it sounds like fun, but obviously a lot of "behind-the-scenes" type stuff:
  • SCC, OT, but could you look into last week's FLOP board meetng? Please. Maybe get a copy of the minutes.

    It took a cuple guys on the Board well over a year of trying to get the FLOP to finally intervene in the "consent decree" lawsuit that Lisa Madigan brought against the City. Rahm and Lisa has been working feverishly with the "community" to get to a agreed consent decree to fuck CPD over. FLOP lawyers Fioretti and D'Alba did not support the FOP intervening. WHY IS THAT??????

    Anyhow, FLOP finally grows a pair and votes to intervene and files a motion to get into the case. Lisa Madigan, who earlier would not even discuss the case with FLOP, now offers all kinds of concessions and carve outs.

    Rahm is enraged at FLOP for likely derailing his consent decree, but the City offers concessions too because Rahm has to have a consent decree. Politics, you know.

    Then, at last week's board meeting, three Board members (and the lawyers) want to take the "deal", drop the court intervention and jump right in bed with Rahm and Lisa. Who, you ask? Why, none other than the vertically challenged threesome of "disappearing lawsuit" Greg Bella, "Teeny" Deany Angelo, and the Squire of Lincolnshire himself, Kevin Graham. What......the........fuck? One term, Graham. That is all you are getting. Just like your buddy Dean.
Anyone on the Board with actual knowledge want to comment? Because it's sounding like a serious effort to de-certify would be in the cards if any consent decree "negotiating" with Rahm and Madigan is being undertaken, especially at the behest of connected lawyers.

Everyone in 025 can agree with the term “one term Graham” after his visit to 3rd watch roll call a few month back he was chased out of there with his tail between his legs. It was a big shock to him when it was brought to his attention that he is no better than Dean as far as being a vocal voice for the membership. Our FOP is useless when it comes to getting our side of the story into the public. I can’t wait for the next election I am so sick of our union haveing all the ammo against the city and refusing to fire back every single time we are thrown under the bus.

It was language that guaranteed contractual rights. It did not pass, so therefore out contract and any other contracts are subject to being null under a Consent Decree. Now we are screwed with discipline for sure.

Another OT, scandal supposedly coming down the pipe involving canine PO. Starts with lawyers kid being pulled over in 017 by canine officer for traffic violations. Canine PO calls for 017 car to handle arrest for misdemeanor weed "found by dog" during stop. Only problems are 017 POs showing up had their BWCs rolling AND POs dog is an EXPLOSIVE dog, not a drug dog. Whole exchange caught on tape and subpoenad to preserve it for the lawsuit. I guess this isn't the first time and this particular canine PO had stepped on his dick... initiated the pursuit that crashed on the tollway a few years back, locked up in Indiana for drunk & disorderly, etc., etc.

Please tell me you all see the end game here. If disciplinary changes are made through the consent decree the contract is practically useless. They remove FOP from negotiations and get everything they want. Yet when it's time for contract talks the city will claim discipline cannot be used in bargaining as leverage in other areas (including raises) because the consent decree was already establishd prior.

Watch CFD accept higher healthcare contributions for retirees and a 10% raise over 5 years to assure everything else remains status quo. Once their wages are established, boom -- we are not getting a cent more. So by the time we meet with an arbitartor we'll likely already have our raises and gutted disciplie already decided.

The FOP is only as effective as its members want it to be. Coppers are their own worst enemy instead of beefin about the FOP the members should fill the hall at every meeting and demand what you want. Since our very first contract every guy running for FOP president was the greatest, until he got elected then he was an asshole. This guy Graham was supposed to be the answer...WRONG. So guys and girls quit beefin and take an active participation in YOUR union. OT - heard on Zone 4 radio last night about 7:30. Four M/1's, EACH having a gun, in the 800 block of North Michigan Ave driving a white Dodge Charger, had the stupidity to post pictures of themselves on Instagram Live. Suspects took off south bound on Mich Ave. Heard a call go out (1800?) "do not pursue". (Seriously? Just let them shoot a few people first, eh?)

Suspects soon spotted around 1800 S LSD. Crashed into a few cars along the way. Suspects abandoned their vehicle, fled on foot. IIRC, 3 suspects taken into custody and 3 guns recovered. Never heard what happened to the fourth.

Good job by the officers who took the 3 in custody, but armed savages on Mich Ave? Hit the flush lever because this city is nothing but a turd swirling in the toilet bowl.

Concealed carry needs to be broadened to everywhere, all the time.

Don’t throw the baby out with the bath water or something like that. If we don’t have a union the city would not have to negotiate a contract. I know it’s not the best contract but there are a lot of safeguards in there that keeps them from just firing coppers at will. Without a contract there would be no process and you’d be gone. You’d have to hire a lawyer and sue in court for everything.

Thank God the men and woman of the Chicago Police Department has Marty Preib as one of the elected officials of the FOP. Marty always has, is now, and will have the backs of the union membership. There is a BIG TIME PROBLEM within the FOP leadership(a oxymoron of some members) regarding how to deal with the city. On one hand you have Graham and Bella and several others who don't want to fight the city on anything. You describe Bella as Teeny Deany Angelo and you are soooo right. On the other hand you have Preib and Patrick Murray fighting tooth and nail against Graham and on everything. There has been some very loud arguments over how the union should respond to the city. One example is when the FOP marched around city hall several weeks ago. Graham was dead set against it, Preib and Murray was all for it. When the march occurred Graham was interviewed and was the face of the protest but in reality he was dead set against it. It appears that Angelo is pulling the strings of Graham and Bella is his guy to make sure things are going his way. Preib has been fighting this consent degree even before he was an elected official.

FOP leadership is corrupt, just like the rest of city/county government in Chicago. Graham Crackers allowed members to take a survey when he first became president and one of the top issues among members is the out-dated residency policy. FLOP has done nothing to address the residency rule. This bullshit rule could easily be overturned (as it has almost everywhere else in America). All these hacks at FOP like Graham Crackers and J. Capparelli to name a few, are only concerned with their big pay raises and short work days. They look out for themselves and bow down to the mayor. The whole organization is corrupt! Luckily SCOTUS ruled we don't have to pay anymore. Time for members of FOP to pull out to send a message to the corrupt leadership of Chicago FOP!

First off, there is a lot of behind the scenes stuff going on...it’s called closed door negotiating.
But Rahm and the FakeNews Dems want to put this consent issue out there in the press to rile up the anti-police communitay.

At first I thought this whole Consent decree was just placating the community and would fade away.
Lame duck (2timeFOP endorsed) Mousie Madigan isn’t allowing that.
She’s as looney and bent as obama with her last chance at any legacy citation and a chest to pin it on.
She’s pushing for it as is Rahm to campaign on.
But as it turns out so are IL AG candidates Kwanbe Ratoul (D) and Erika Harold (R).
Rahm is holding on of his last opportunity to screw over the Dept anyway he can.
My opinion:
Offering up no monetary cuts to non pensionable benefits is the only deal he can use.
For FOP to concession this out and agree would be a disaster.

SubTimes reported this as an FOP effort to avoid any public hearings, since Madigroin and Rahm want it wrapped up by this September BEFORE any further Contract negotiations.
Rather sneaky, but who really knows and any contract deal would certainly not be discussed at an open meeting.

Who sells out first?
Time will tell.

......and nothing will happen. At most the beat car might take a few days but the k9 officer is so clouted that even BWC won’t do much when it comes to discipline.

Another secret agenda by the FOP? Too many shady deals and whispers in the halls of the FOP. Not enough transparency for sure. It has always been that way. Since I retired, I have not joined or supported FOP 7. Most of their political endorsements are dubious at best.


Active members should and always have a vested interest to join. And endeavor to root out the evil that has festered for decades. But that ends when your career does. Not a dime to the foggy, whispery behind the scenes deal making FOP 7 for me.

We have CAPS officers in our district and maybe FLOP could go to see them and ask them just how they answer all those questions from the public without saying, "I'll have to look into that and get back to you". They actually think about what the visitors will ask about, prepare remarks and strategies so if the public isn't asking, they tell them what's going on and what we're doing about it. Hey FLOP, what's going on and what are we doing about it? It's not rocket science. It's your job guys, just do it.

I belong to that damn SEIU, they call me and text me about what is happening and protests they want to start or that they want you to attend, FREQUENTLY. These damn anti American union dogs are active as hell protecting their progressive insane policies. What are we doing? Uh, well, we went to a roll call once this year... I know our political, character and family leanings do not encourage all this activism, we by and large just plan our futures within the given guidelines, get part time jobs and try to get enough sleep to function. We tend to just get pissed off and disgusted with the whole damn shit show. These progressives scream, holler, march and make baseless accusations, but they're always bullying elected officials. John Arena wouldn't be alderman if he offended the SEIU members but, he actively besmirches FOP members and their families. We need to elect people to the union that have their financial houses in order, are smart enough to read the tea leaves and have a notion of how to pick a bone with the powers that be that want to screw us. We are inundated with foul, negativity all the time but we need in tune, savvy people in our union. I'm sure we have lots of retirees that wouldn't mind spending a few hours once in a while advancing our cause.

Dude is the biggest D-Bag and only made K9 because his family is tight with Street Lights McCarthy. An entitled, spoiled jerkoff thru and thru. Next time you see him ask him about the 10 day whack he took for getting locked up drunk in Indiana about a year or so ago. McStreetlights couldn't save his ass on that one like he did with the terminated chase/crash/shooting on the tollway. Here's my understanding of how this all started. A few months back the board of directors authorized Graham to file a motion to intervene in the proposed consent decree. The FOP filed the motion meaning FOP was seeking to be a part of any discussions regarding any proposed consent decree. The judge in the case could allow or deny the FOP motion. If the motion was allowed, the judge would have had to consider another FOP motion; whether the federal court had the jurisdiction over a request for a consent decree from a state entity (A/G Madigan's Office). Essentially, the FOP was fighting for its members.

At the last board meeting the board considered withdrawing the FOP motions, but the matter wasn't as simple as whether you were or weren't going to fight a consent decree. Graham advised the board he had negotiated language with Madigan and the city which would have been inserted into any consent decree. This wording would protect the current and future FOP contracts, but there was a dilemma. The FOP had to withdraw its motions prior to Madigan and the city agreeing to include the wording in any consent decree. But there was a dilemma here too. There was no guarantee that the judge would accept this agreement between the parties. Essentially Graham was trying to protect his members by protecting the contract.

Throwing the entire board of directors under the bus is a mistake. There are two schools of thought here. Does the FOP aggressively fight a consent decree or does the FOP agree to wording that may protect our current and future contracts?

If you believe that fighting was the way to go, then here are the board members you want to be pissed off at: Dean Angelo, Greg Bella, Bill Burns, Harold Brown, John Caparrelli, Pat Duckhorn, Mike Garza, Dan Gorman, Kevin Graham, Ken Hauser, Jay Ryan, and Ron Shogren. All, except Graham who does not vote, voted to withdraw the FOP motions challenging the consent decree and rely on the agreed to wording to protect our contracts. Graham is included here because he was a proponent of withdrawing the motions.

I've been a member of the Steelworkers Union, Teamsters, and now this Fraternal Order. All three of them are corrupt and in bed with management. Long gone are the days of unions doing their intended jobs of protecting workers from unsafe working conditions, unfair management treatment, and the like. The unions are politicized and in bed with the left. All they do is wheel and deal together, protect the connected, and screw the regular Joe.

Remember these glaring examples of the FOP not having our best interests in mind? Our "Fraternal Order" past president Angelo, negotiates with the city to purchase new squad cars. That is insanity, allowing the city to use that as a bargaining chip against us. Or how about this one, past administrations looking the other way while the city fails to put their fair share into the pension fund for the past 20 years. Or this doozy, allowing Daley's kin to use our pension fund as a piggy bank on bad land deals?
Nothing fraternal about this order, more like every man for himself.

The carve out language states in part, the consent decree is not intended to change the contract. It does not state will not, cannot or must not change the contract. I’m paraphrasing, but that’s a hole bigger than the Grand Canyon. It’s like Pelosi said, We’ve got to pass it, so we can see what’s in it. I know it’s not the best contract but there are a lot of safeguards in there that keeps them from just firing coppers at will. Without a contract there would be no process and you’d be gone. If what he did is true it was an unlawful action and he won’t have to worry about discipline from CPD, the attorney will sue him will have him investigated by the IG and states attorney’s office and he will be fired for criminal acts. CPD isn’t going to hold his job for him while he’s in jail. The ILETSB will just decertify him, and then he won’t be a cop any more no matter what CPD or his clout think of the matter.

You guys that think clout can save someone in cases like this are delusional. Once that video hits the press, I assure you CPD will not only throw him under the bus, they will drive the bus over him, back up onto his dead career, and then drive forward over it again. I am a long time reader of your blog and think it is great! I am from our lovely city and now live on the left coast employed by a large jet company with headquarters in our fair city. While I am not an LEO, you certainly have my support!

Let me throw something out to your readers.....sticking in the realm of Unions. The real power of a Union, ANY Union, is the rank and file Sisters and Brothers on the front lines. Whether it is in a squad, on a shop floor, construction site or any workplace, the POWER is in those hands and not the suits who stand in front of the cameras.

Why not simply work to rules? You guys have orders and rules coming out of your ears, a contract, OSHA laws, etc. For example, I would guess you probably have a rule/order/procedure that says check your cars every day. So check your car at the beginning-and check for EVERYTHING. I mean tire pressure, oil level, transmission fluid level, coolant level, radio and computer checks, every light, windshield wiper, Document everything and report it. Check all of your firearms and any less than lethal stuff.

Report every safety and health concern.

Your guys are smart guys....smarter than these merit dippos I see referenced here. Follow every order, directive, regulation to the letter. Communicate with each other about these rules and following them. For example, “there’s been an uptick in squad/motors mechanical failures. Let’s make sure that we all check our vehicles on Xday”.

It’s interesting to watch where I work when some genius (that’s how we would characterize our merit people) comes up with a new directive that effects the rank and file.

Stay strong and put your heads together.....all of you together are a helluva lot smarter than tiny dancer and any of his minions.

If that is the case there should be a number generated against Eddie Johnson. Though more than likely no one will sign the Sworn Affidavit, an override should be obtained due to video evidence that he actively broke the law. He should have sustained allegations for Rule #1 (Violation of Any Law of Ordinance), multiple counts of this for not only his breaking of the law but abetting the others involved in the march, Rule #2 (Bringing Discredit Upon the Department), and I don't recall the Rule #'s for politicking while in uniform and Failure to Perform Any Duty (protesters should have been arrested or kept off the expressway).

As a gold star, he either gets a Reprimand or it goes straight to five days off. They don't get one day suspensions.


He cannot use a First Amendment argument to minimize his guilt, due to the fact that while citizens are given the right to assemble peaceably and petition the government, no where does it say or has the Supreme Court explicitly stated that you are allowed to break the law while assembling peaceably.

Would any of you retirees be willing to send an email detailing the allegations to COPA, along with the mention of the Sworn Affidavit override (so they can't just blow it off)? COPA would have to respond with the Log#, which could be FOIAed down the line to ensure that the number wasn't Administratively Closed. COPA takes online complaints now. They can't mess with you but sure could screw with the active members for generating the number!

The official minimum suspension for an exempt is 7 days, albeit the exempt would only consider 5 of the 7 as working days. Also, the suspension must be taken on a Sunday thru Saturday basis. The employer divides the salaried exempt's yearly money by 365 and that amount is deducted for each of the 7 days. And, an exempt's suspension time can only be administered in 7 day increments, i.e. 7, 14, 21 and so on. To date, I have never heard of any exempt ever actually being suspended. Dumped yes, suspended no.

The Lodge attorneys Joel D'Alba and Pat Fioretto got the carve out language for the consent decree. What that means is no matter what happens in court with the consent decree your contract and all future contracts will not be changed by the court. The vote was to take this language to the Judge and if he signed it we would then withdraw from the consent decree. If the Judge did not sign the carve out language we would proceed in the consent decree intervention. It was a win win. If we got the carve out language your contract and your rights would have been immune from any deal reached by Madigan and the court. If not we continue the intervention in the consent decree. Now that the Board voted to continue the intervention in the consent decree we have no contract protection. We will argue the State Attorney General has no standing in Federal Court and we will probably win. Madigan will re file her lawsuit in State Court where she does have jurisdiction. Now our contract is at the mercy of a State Court Judge. I certainly don't trust any Judge let alone a State Court Judge. I asked one important question at the Board meeting and that was what is the advice of the two lawyers that represent us. They both stated get the carve out language and protect the contract and officers rights. I will repeat, the lawyers advice was to get the carve out language signed by the Judge. Unfortunately we will never know if we could have got the carve out language protection because the Board voted not to give it to the Judge to sign. The Board voted to fight the consent decree rather than protect your rights and contract as well as future, A lawyer whose client does not listen to his advice has a fool for a client. I pray they made the right decision. A decision I don't agree with but the die is cast. The truth is this was all about your rights and your contract, without it you have no protection whatsoever. As for the rest of the cowardly anonymous quotes on this thread.....GO FUCK YOURSELF. You know where I am if you don't like it.
