Once again, an open secret to anyone paying attention:
- Chicago City Wire has learned that Chicago Police (CPD) routinely has only two members of its SWAT (Special Weapons and Tactics) unit on duty in the city overnight.
The source said that from 2 to 6 a.m., CPD SWAT officials "on call" might show up for an incident, say, of domestic terrorism in Chicago. Or they might not.
"There are volunteers on standby, but they are not required to respond," the source said.
The source said that the CPD has a total of 60 full-time deployable SWAT members as part of its Special Functions Division. But they perform other duties as well.
This isn't truly a "new" issue. The old HBT Unit never had more than a few officers overnight and that was based on actual call-outs and event histories. The fact was that between 0200 and 0600, not much actually happened, so the decision was made to have one undermanned overnight team. 9/11 should have altered that thinking a bit, but much of the time, the first units to get cut and lose funding during a budget crunch (real or manufactured) are the specialized units.

This may have come as a Shock to the General Public, but it is common knowledge among police supervisors. And this applies to other Units as well. Specialized Units, especially SWAT, have "Special Primadonna" personnel! Many of these officers have only worked District Policing for a fraction of their careers, and when promoted they return to SWAT. Other Specialized Units are seldom available for an entire midnight tour. CPD is well aware of this, and if they were serious about correcting it, they would send Inspectors to the Check Offs, rather than Roll Calls. But the Inspectors themselves do not want to be working all night, so they too may not be available on Midnights. The Simple Reality is this: there are virtually no police, NONE, riding the trains and buses between 01:30 to 04:30 hrs., ignoring the fact that bars empty out around that time, Uber has actually saved lives by providing an alternative to CTA for party goers too drunk to drive. If something goes down, the muscle heads from SWAT will never get there before District Personnel. As much as cops criticized Weiss, and RayRay, their idea of giving coppers rifles was brilliant, because Uniformed District Officers are the first on scene. And citizen wandering or partying after 01:30 hours in "Shitcaga", do so at great peril. The Police cannot be everywhere all of the time. "Da Community" must take care of itself much of the time. The Swat team is a joke anyway.
The facts, less than 60 deployable members. No call out system. GO says they are not to answer their phones off duty, not allowed to check dept email. Up until a year ago, only a few had take home cars. After that got out into the media, all of the sudden everyone has a car. Old, broken down pieces of garbage, but still qualified as a car. The biggest issue now is no call out system. So if everyone obeys the general order, no one is supposed to answer the call for a swat incident. Bomb techs get sgts pay, marine unit, mounted, all get extra pay for special skills and knowledge. Swat is paid what patrol gets paid. They are also tasked with every sporting event, every concert, everything at wintrust, every major event in the city. Now imagine you just worked 4 double shifts in a row and your phone rings at 0300 for a swat incident or a warrant, should you go? How safe will you be if you go after that level of exhaustion. Add to that training is an after thought to the CO. More important to cover details than be trained, that is how merit promotions are made. By being a company guy, the CO, 2 merit promotions so far. He sells out the team well enough maybe even a gold star. Weapons well past their safe round counts, so the answer? Stop counting. Expired shields, Georgas deciding what the team needed and didn't need. You can guess how well that went. Swat is in shambles, they are the detail unit in green, nothing else. A terrorist attack, the city is screwed. If the cars don't break down getting there, you have to hope the rifles don't break once you are there, and since training is a joke (ghost training sergeant, always disappears) what do you have left. A disaster waiting to happen. Pulse night club, they had to use explosive breaching to get in, Chicago won't allow the swat team to use explosive breaching so what would have happened here? The shooter would have stopped killing when he ran out of ammo. Hope nothing happens here, it's all smoke and mirrors, and failed leadership.

When you land at the airport here do you decide to go to the ticket counter and take your return trip immediately waiting for your next flight? Do you go to your hotel and stay inside because you fear you may be the next victim? The bottom line here the chief executive officer of the city of Chicago the chief executive officer of the county of cook the chief executive officer of the state of Illinois the elected officials ultimately responsible for setting policy! The blame falls with them they’ve implemented policies that have a lot of bloodshed and all the mayhem that is happening here. Well, just to be fair, THE ENTIRE DEPARTMENT has been smoke and mirrors forever.
There is nothing that has been proactive, EVER.
The equipment officers use has always been subpar.
Incompetent bosses have been around forever.
Utilizing manpower to the point of exhaustion and beyond has been the norm for many many years, why hire enough people to do a job that requires one to be sharp and fit as a fiddle. We ALL know Rahm and Special Ed are fudging the manpower numbers.
Why change now?
God help us the day we get a Mumbai/Bataclan/Beslan type incident. Actually God help us the day we get a simpleton shooting up a school. The truth is CPD is a totally dysfunctional outfit and there are no gendarmes, no USN Seal,s, no Delta to call. Its just a totally fucked up outfit responding with no idea what to do and hack leaders standing around with their thumbs up their ass's.
And take into account outfits like Broward County, where they totally screwed the pooch refusing to even go in with a single kid shooting. Not wanting to get riddled for that idiot they work for.
LVPD where a line of cops stood in a stairwell for 3 mins as some Lunatics was slaughtering Dozens with a bump stock.
Orlando night club where the SWAT team "surrounded" the club and allowed everyone to bleed out? Where Orlando PD has 31 officers being sue'd for standing around with their thumbs up their ass's while everyone died? And these were just single shooters with very limited skills, imagine what a trained team of terrorists with combat experience could do in Chicago?
All it takes is a few long guns after a walk thru "open borders paradise".
Sorry but I have no confidence. I dont blame the officers so much as I blame the knuckle heads that run these police Dept.'s, most of all ours, and the nincompoops we serve and protect. They are truly capable of sucking the motivation out of anyone. They prefer transexual F/minorities that go on camel rides to actual "real Police" and they are paying the price for their free pizza nights at CP meetings. Many , many watches don't even have members who carry rifles, and the few who do really don't even know how to use them. Don't know how to move and shoot as a team. The sad part is we have the talent and we have the trainers but we don't have Leaders with spines who will risk the public's wrath by actually getting us decent training time and facilities. I know ex-Marines who don't want anything to do with anything tactical on this Dept. cause this jagoff clout discipline system has already stuck it up their ass's. Only someone clouted in, or a moron, would trust Rahm/Johnson/BLM Inc.
A good kid who want's to do the honorable thing by joining a SWAT team? I have no doubt these political hacks fuck them up to. The clout system is all they know. These Boss's have no clue on how to motivate.
And if it takes forever to get our own SWAT team out to a scene how long will it take to get others out? To get them coordinated? For some hack Boss to make a decision? For them to move on some entrenched bunch of jagoffs already drenched in blood? Surrounding a place while 60 innocents bleed out, until the jagoff shoots himself in the head, isn't a "win".

Typical Shticago way--it wasn't enough for clouted retirees to walk into high paying job at Pier or McC---now active duty exempt gets hidden there.

He made 242k last year. This year he will probably make 270k. Self serving agendas by assholes.

To say we are vulnerable is an understatement, our "Brain Trust" couldn't even diffuse a goofy Priest from overrunning a major interstate artery or clear thugs from the beaches throwing M80's what about a series of coordinated attacks? We as a department need to increase manpower to 15,000 and have a sufficent force ready at ALL times to respond anywhere in the city.

Yes we do. Haven’t seen any complaints from CAPS, commanders office or front offices complaining about being short
1st Watch in 001 has had the SWAT guys show up to a suicidal person with a gun call about a year ago. They were a welcome sight. SWAT was geared up with a ballistic shield to enter an apartment with an armed subject. Fortunately (lno on else injured or sued), the person took their own life before we arrived. It was a situation that may have turned against the responding officers, so the assist was greatly appreciated. Since then, 1st watch has their own ballistic shield on the street readily available. We have several carbines out on the street at all times. I’m happy back up by officers has greatly improved. We are still extremely short on all watches but hopefully the response will be good if any type of incident occurs. I understand that SWAT will eventually respond. But the frontline can hold their own until the reinforcements arrive. The Department does not provide any training for districts to act as a unit. It is on the Pos to constantly assess every situation asking “what if’s” to have a better chance of surviving a deadly situation. If you can’t keep up, maybe it’s time to re-evaluate your career choice. There’s not enough inside jobs out there for the unclouted. We need all of Trumps kids to run for Chicago Mayor, State’s Attorney, IL Governor, Cook County President and Cook County Sheriff. Straighten out this extreme Democratic Lefty Liberal mess and get us First Responders back to full strength. We need more support from the court systems.

Right on point. Beat guys are always on the scene first. What they do when they arrive usually determines the outcome, if not all the time.
If it’s a barricade situation, the beat guys can surround the house until SWAT arrives, which has really changed because the new theory is to enter and neutralize the situation immediately. Proved the right thing at the last few school shootings where the first officers on the scene entered and took care of business instead of waiting outside and surrounding the building while the killing inside continued
As far as the time it takes to arrive, I’m sure you are right. Just because a SWAT officer has a take home car doesn’t mean he sits at home waiting to be called. He could be at family functions, dentist, grocery store, a thousand places, then has to drive home to pick up the car and drive to the situation.

Why is the swat team fucked up? LEADERSHIP or lack of it. The immediate line of supervision of Lamb and the other Sgts that pretty much tells you how fucked up the team is. The team as a whole is in bad shape. ML has completely destroyed the team because he cheated the swat school to let his people on the team. SCC, OT, but could you look into last week's FLOP board meetng? Please. Maybe get a copy of the minutes. It took a cuple guys on the Board well over a year of trying to get the FLOP to finally intervene in the "consent decree" lawsuit that Lisa Madigan brought against the City. Rahm and Lisa has been working feverishly with the "community" to get to a agreed consent decree to fuck CPD over. FLOP lawyers Fioretti and D'Alba did not support the FOP intervening. WHY IS THAT?????? Anyhow, FLOP finally grows a pair and votes to intervene and files a motion to get into the case. Lisa Madigan, who earlier would not even discuss the case with FLOP, now offers all kinds of concessions and carve outs. Rahm is enraged at FLOP for likely derailing his consent decree, but the City offers concessions too because Rahm has to have a consent decree. Politics, you know. Then, at last week's board meeting, three Board members (and the lawyers) want to take the "deal", drop the court intervention and jump right in bed with Rahm and Lisa. Who, you ask? True true. Georgas sold the team out along with Lamb. This way they set themselves up for retirement. They use the team to supplement private venues security. 2-4 swat officers assigned at Wrigley? What a joke? Half the time there sleeping in there cars or asking for autographs. Everybody knows that these guys that show up are useless. When we did a joint exercise at Wrigley they shot each other. We were embarrassed for them. Smoking mirrors people.

The silent majority on swat agree with you. Everything you have written is true. He has caused nothing but problems since coming to the
team. Several of us tried to fail him during the SWAT Selection because he kept shooting no shoots. We were shouted down by his clout.
He is emotionally unstable and has serious impulse control issues. He has serious violent and aggression outbursts and I know for a fact
that this is linked to abusing steroids. For some reason he likes to intimidate and control women. (Serious Mommy and Daddy issues) A
narcissist and misogynist with sociopathic tendencies.

I've been on the scene of a few swat jobs, the guys are professional and do a pretty good job. I was surprised, I guess I was expecting a bunch of arrogant pricks but they were always courteous and professional. It isn't easy what they do, a lot of moving pieces. To those bashing them without any experience with them, try out and show them how it's done. It looks like they need more people. And the guy talking about getting duty availability pay, how many times have you been called in the middle of the night to come to work? Me, never in over 20 years. So if you haven't been called either why don't you cut a check to the city.

DOJ is investing. A Captain, Lt and Sgt from swat have some serious explaining to do.
Just go by Wrigley or Sox Park and see SWAT guys,bomb techs and K9 officers working overtime just sitting in their cars sleeping or watching the girls walk by while every other uniformed officer is out with their hat and vest on in the sweltering heat while these "special" officers slap them in the face while sitting there. What kind of bs is this. Disband SWAT as a full time unit. Go back to the HBT system where those members worked on each watch or in units with their equipment at the ready to respond. That will ensure a fast response, a response on mids, etc. Get out of your cars guys and earn your overtime.
Disband the unit (costs not worth t) and identify officers in the districts on each watch, like CIT officers

SWAT operators? Watching too much ninja TV. They're just cops, not SEAL Team 6. Shit, they searched a house on the southside and missed a bad guy hiding in the attic. During a recent SWAT shooting one of the guys dropped the magazine from his carbine accidently. Someone posted about going back to the HBT system. I agree. Street cops should have all the equipment and training; designate personnel. By the time SWAT gets there it's usually over. But they are good at standing around or sitting in their trucks and looking pretty. I guess it's like the old adage - if you can't dazzle them with brilliance, baffle them with bullshit. Now go rappel down a building.

Actually midnights in 004 douchebag. It's failures like you who always disparage others to compensate for all your short comings. Everything I said is true, I have a friend who has been on swat for a while and no he doesn't think he's the smartest guy in the room like you. They go through a lot being on the team. But since you seem to have all the answers, try out and post how it went for you. But start the list of excuses now about why it's bullshit and why you won't, can't do it.
