About Those Promotions

So Robin Robinson and Bonnie Amado each got a "merit" pick.

Each chose someone from Unit 189.

Robinson is in some made up CAPS spot at 6-figures for some reason. Amado is "in charge" of facilities management.

Since both are civilians, there is exactly zero chance that they worked in Unit 189, meaning neither nominee is within their supposed "chain of command."

Not to mention the usual complement of house mice getting hte nod over people who do actual police work.

Would someone care to explain exactly how this supposed "merit" process works?

Its simple. Its a rigged corrupt secret promotion system responsible for so so many corruption incidents in cpd no one, not even the fbi or the fop or the ig's office or the news media or aldermen or the mayors office or the aclu or the litany of civil rights lawyers decimating the city through multi -million dollar lawsuits dares not to ask and that goes for the federal courts too. mums the word. Secrets from city hall....
It’s called the “Letter of Justification” (ie. get my guy in). It’s the newest version of “ notify the watch Commander” . If you have one of these letters from any boss it’s a guarantee merit bump. All the exempt/civilian director has to do is write a to-from giving some bs reason why he/she is nominating the merit even tho the nominee is not under their direct command. Betting that these civilian directors got a request from an exempt if they could write that to-from on behalf of “their guy”. All the paperwork fluff is most likely composed by someone else giving praise on the nominee since the person nominating them really doesn’t have a clue about the nominee’ s performance. Then the merit board gives miraculous scores and the superintendent will make sure these people are chosen off the presented list for merit since he has the final say. DOJ should be all over of this, but they’re too busy worrying about officers taking their weapon out of their holster.

The entire process is written into the vague merit guidelines giving it a pretense of “legitimacy”. FOIA the merit list of nominees, who nominated the nominee, and who had a LOJ.

Came on wearing a blue shirt, and I’ll leave wearing it. Waived Det spot in ‘15 (how long ago was that test ?) and it’s one of the best decisions I’ve ever made. To those who scored legitimately, congrats. To the merit picks, it is what it is, and I’m glad I didn’t have to play that game.

Okay, here goes. They are assigned picks to draw attention away from the actual people pulling the strings and this being chicago nobody will question it too much. After all, the training academy supposedly just suspended a standard to benefit one special recruit...then reinstated the standard after that special recruit left the academy. Clout city is stronger than ever and now they do it in the open. RIP CPD.

Don't stop at city hall! The county building can use a little cleaning as well! But then don't stop there, the Illinois government in springfield could keep a team of auditors busy for the next 20 years looking at the collusion, corruption, and out and out pilfering of tax money! A city, county, and state don't keep going deeper and deeper in the hole for over 30 years and everything is on the up and up!!!

Its a shame that merrit hack commanders who never scored high enough to get promoted but relied on their knee pads to be a commander can pick someone from outside their district. I work in 006 and I was hoping to get a nod from my commander Jose Tirado (Merrit sgt, LT, Commander) But no he picked from outside our district. What is there anyone in your rank and file not worthy enough for your blessing??? Oh thats right, you still owe your ass to the people or folks that got you there. 19 Paul and can I have my 30...

At this time, I would like to thank the officers who donned those silly yellow vests while honoring another nation's independence day in on 26th Street. So many democrat politicians held their election pep rallies on 26th street courting the vote while acknowledging and bestowing high honors for someone else's country which so many attendees abandoned. And don't forget the ACLU representation reminding those in attendance that the U.S. is an unjust country. This parade is so close to election time so it benefits the generous democrat politicians who provide so many benefits without any strings attached.

Its not to the benefit of the overall progressive agenda to celebrate an American Independence Day parade since this may suggest patriotism, inclusion and assimilation. Besides, the Fourth of July or America's Independence is much too early to remind people to get behind and vote for the unified democrat coalition which makes it all possible.

Too many don’t understand the purpose of the letter of justification. There’s an exempt who’s a district commander for about 3 years and the Supt reshuffles the command staff. Now this exempt is moved to another place that he/she has never been—like office of mops and brooms. A short time later the dept announces the next merit process. That exempt is still allowed a merit pick but would rather nominate an officer that worked under him/her in last district as opposed to someone they don’t know. This is where the loj comes in, to be added to the nomination packet. That officer must have worked for the exempt in the recent past. That’s why it exists.

How does it work?

It starts in the Police Academy. You sit silently through it, and plot to where you want to go when the assignments are handed out to all the other commoners. Of course, your assignment is hand picked by some exempt, and you FTO is as well.


6 months on the street is enough, and you begin working inside somewhere. You get on the first promotion list that you can. Don't talk to anyone with you about this. You already know where you are going. Hit the right parties, promo events, retirements, funerals...etc. Sell/buy tickets to every clouted gig in CPD. Take only the right bosses study classes. It gives the right air of appearance. Money needs to pile up in their personal slush funds. You will be able to have your own someday. The right "classes" will give you the answers to previous tests. The exact right "class" will give the answers to the next test. This is all you will have to study, and there will be no homework.


Suck up to your Commander to get nominated. Take only the first part of the Sgt's test, because you wont need to take the second. That, again is for the commoners. Wait for your first promotion, while all the while still sucking up to all the right bosses. Join the right Police Associations. Attend festive parties and meet all the right brass.


Congrats! Your first promotion is here...buy your white shirts, you are highly favored! Talk to no one about this. That is the only rule to "Merit Club". NO one talks about "Merit club!" Also, talk to none of the commoners, you will never need them.


Go home, take a shower, Rinse and repeat several times....Lt., Captain, Commander, etc...Spend the rest of your career wondering why people study so hard for promotion exams.

The whole process is a joke, merit and test. What other industry in the world do you think your job performance at the entry level has absolutely no impact on how you rise in the company?

We need about 10 exempts , get rid of the commanders ,captains through attrition or incompetence and allow lieutenants to run districts , units , perk is take home car, weekends off and OT non pensionable for Required meetings after 5 pm 1700hrs . Or the could adjust hours .
Desk sergeant and one Lt can run a watch for God’s sake . Let’s save the pension , Deputy merit chief of caps , come on , couldn’t write a crash report if life depended on it . Command of 3 , can’t follow simple uniform , grooming standards .

Let’s say CPD is a bakery, not a real bakery, but one like Entenmann’s (which has a couple good products).
When the Staff master pastry chef retires, they decided to allow Accounting to find a replacement.
They promote a cupcake icer or a coffee cake drizzler, someone who never seen an oven or even set it to a preheated 350° to that position.
What kind of product would you expect?
That just don’t make no kinda sense, now does it?

The marginal bidness office managers making Sworn command decisions.
Hey, if we’re short on supervisors, then devise a remedial special ed class until they can pass an actual exam.
But then again, these are the same challenged Merits that wind up back where the came from...unchallenging and nonessential positions.

What is it worth to FOP to negotiation out of the 20-30% management merit selections?

If a Merit appointee doesn’t have any credible street chops, then an asterisk should go after their name for their entire career.
They will never impose a One Merit Bump Limit.

It's the same shit on sime of the suburban departments only on a smaller scale. When they came up with the Commander positions it gave the chief's free reign to fill those slots with their"people". No test just kiss ass.

Don't have much time on the job but I was around for the last sgt. Test I even studied with some of these people on the merit list and I studied with these same people for the dics test which I was eligible for. I made dic right away these people bombed the Sgt. And dics exam now they get merit sgt. And think they can give me orders when I know for a fact they don't even work the street I'm not feeling that at all...God bless the young souls under they're command!

Thanks for the explanation. Is that how Cmdr MP from the 010th District, who got promoted to DeP Chief and named a female detective sgt., not under her command while in 010, managed to squeeze her in even though she was NOT allowed to nominate anyone because Dep Chief MP was on the merit board ? Totally ignored a Special Order saying “you can’t do that”. She wasn’t even allowed to have a merit pick, let alone a LOJ. Even if she was allowed a merit pick after a move, there were no worthy beat sgts from 010 to nominate ?

And how much work did these officers do for those civilian directors. Answer a few questions politely over the phone a year ago ? Did they ever do a performance evaluation on the officer ? Do they know of any negative incidents that would preclude a nomination for promotion ? Of course not and if something comes up later after the merit nominee gets promoted , the nominator will proclaim ignorance.

ThAts how the LOJ works, right ?

All exempts get merit picks. The number of nominations is based on the unit they’re in charge of. District commanders get the most nominations, about 3 on average and sometimes up to 4-5 in places like 007. 5 deputy chiefs are selected by Supt during each merit nomination period to serve on merit board. Even though the 5 picked conduct the interviews, unfortunately they still have a pick which shouldn’t be allowed, imo. As far as MP, I don’t know who she picked while in 010 and couldn’t care less. If she nominated anyone outside of her command then that person had previously and somewhat recently worked for her and MP completed a loj to explain why she nominated that particular person. Just explaining the reason why loj’s are done since so many don’t understand anything about it. You don’t have to like it but it is what it is.

While Tirado is a nice guy, and you may be correct- you are missing a huge point, which is part of the problem.
Tirado was a merit Sgt, and then “mysteriously” got so much smarter as to score that well on the Lt’s exam.
The juice to get to be a Sgt in fugitive, and he scores at the top of a TAINTED Lt exam, and you want to brag about how he “made it on score?” Sure. So did Fenner and Papianou according to you then.

Before you call someone else a dumbass, you should probably think about what you are saying yourself.

I will give it a shot. First, you have to start out by being a somewhat spoiled, self entitled young adult. One who has been coddled and enabled by those closest to you. Having an enormous ego, you want, the power of being a police officer but not just a lowly street officer, you want to be in the upper echelon of the department. You have no desire to actually put in the time and effort, learning the job, while getting your hands dirty, you just want it handed to you. So, you make this known to mommy or daddy, aunt or uncle, significant other, or powerful acquaintance and they say, no sweat, just take the test. You do, and when you are just about to leave the academy, you are asked what district you want to go to. Once your training is done and you are off probation and now eligible, you are given your first good spot. Maybe a tact team, or an administrative job in organized crime, intelligence, etc. it is the first step to making you look like a legitimate future merit recipient. If you dont have the big juice, your first promotion is to detective but not to worry, you will just be working in the office, not being burdened by any heavy caseload or the stress that comes with it. If you have a little more clout, you will be made Meritorious Sgt.. You may have to work the street for a month or then again, maybe not. You may just be transferred immediately to, you guessed it, the detective division, organized crime, intelligence, or you get your very own tact team. From there you become merit Lt. rinse and repeat until you become a proud member of the Command Staff, Congratulations! From there you can nominate future merits to repay all of the favors that were called in on your behave and of course continue to perpetuate the merit system of “who ya know, who ya blow”. So there ya have it in a nutshell, so to speak. Remember the motto “Earned Not Given” now the rest of you peons, go get those numbers!

That is a fact. Plus chiefs can skip people who scored higher on sgt. List to get to friends-kiss asses. It is just like merit, but they put a bow on it so it looks nice.

Merit should be held by a outside entity that looks at the officer's overall career background so there is no outside influence and they should be replaced continuously for each process to limit the corruption and since of power.
