Blanket Dismissals

  • One man accused former Chicago police Sgt. Ronald Watts and his crew of roughing him up and planting heroin on him in an incinerator room at the Ida B. Wells public housing complex.

    Another alleged Watts framed him for narcotics possession because his brother had failed to pay $5,000 in protection money.

    A third said the notorious sergeant stole cash from his wallet and bought buckets of fried chicken for his team — which they ate in front of him at the station while typing up a bogus report for his arrest.

    On Monday, the criminal convictions stemming from those arrests will be dismissed by Cook County prosecutors, along with charges against 15 other men who also fell victim to Watts and his corrupt crew of tactical officers, the Chicago Tribune has learned.
One has to wonder that so many of the "best and brightest" who happen to be bad test takers end up at the wrong end of federal, state and department investigations. Perhaps "merit" ought to be discontinued.

Sorry, but I'm going to have to stick up for Watts on this one. It's not his fault he is part of an unfair, ponderous merit system. If this department would've just promoted him faster then he wouldn't have been arrested for his stupidity. He should have been merit promoted to Lieutenant, then Captain, and finally made a Commander. That way he would have been too insulated to have been called upon for his past crimes. I'm sure Bubblehead and a certain Commander that works at an Indian Burial Ground would agree with me. 19 Peaches boys!

When a MERIT promotion goes full retard like this have the one who gave them the merit promotion ALSO lose their jobs!

All of a sudden, in this scenario, only the very best straight shooter good souls would would gain merit promos, oh and as part of it, they STILL have to pass applicable tests!

It is stores like this that taint every cop in Chicago. The public will remember that another bunch of cops got caught dirty. So all of you loose not just those promoted unfairly. Remember perception is reality and the average citizen doesn't know you, all they know is that another bunch of cops will be going to the big house.. All of the CPD just took another hit not just those promoted in a crooked system. It's not fair it just is.

How do you think that the term Chicago Values came to be. Paying for that city job has always been the Chicago Way. Nothing in the Chicago city government happens without money or some form of compensation ( sex, land deals and city contracts to name just a few) changing hands.

SCC, Serious question. It seems that from time to time information comes your way via 'whistleblower'. Can't the union file suit against the powers that be about the merit/cheating scandal using some of that info, plus other?? Individual officers filing, even with exceptional evidence, would still be lone target, but the union would be more insulated (I would think) from harassment. This is sincere, anyone?

Full measure actions = absence of that particular problem(s).

Alas, full measure actions do not produce ineffective, (but documented and, thus, the appearance of dedicated activity), results.

Thus, merits, knowing what they want, reliably do half measure.

Old School Full Measure = Safer City.

Merit Half Ass = Not So Much.

I'll accept merit promotions as legitimate when the package is posted on the CPD public website. Tell me why any one person submitted is better than the other 10000 or so memebers of CPD. If someone is that good, I won't have a problem with the promotion. 5 years working in the FOIA office or TARA doesn't qualify you for a merit spot, let alone a fast track to commander.

Merit promotions don't necessarily need to be discontinued, they just need to take the politicians' hands out of the procedure. I have worked for more than a few outstanding merit bosses, and I have worked for buns as well...merit AND "right off the list."

It's not enough to get rid of just the Merit program. They give out the test questions and answers to those they want to pass in the top class. Look at who's running the polygraph unit now. The female sergeant running the polygraph unit now, is the former secretary and side piece for Eugene Williams. She's also the secretary of NOBLE. She has an affair with a boss, she cheats on a promotion exam, and now she's in charge of testing the character and integrity of applicants and others. Her next assignment is going to be to choose fellow polygraph examiners. Does anyone else have a problem with this?

Merit started after the 1994 Sergeants test 96 percent of the 114 top scorers, eligible for immediate promotion, were white. There were two Hispanics in the top group and three blacks, two of whom were women.

Good question anonymous @ 9/23/2018 @ 1006PM. There was an internal investigation by IAD as well as a FBI investigation during the time when all of these allegations were supposed to have occurred. Many of these alleged incidents happened between 10-14 years ago. How come there weren't any criminal convictions or indictments besides Watts or Mohammed? Spaulding and Echeverria knew but the bosses told them, "You don't want to open this can of worms." Were the brass involved in some type of coverup?

One was Ernie Brown. Preckwinkle fired him from his last gig after he allegedly fabricated his connection with Watts.

Brown has a lot of confederates in serious trouble for their Training Day antics. Two of which is FW, a so called " great boss" and his merit pick Sgt. AB, on house arrest with his subordinates for potentially criminal conduct.
The door isn't closed on the Watts chapter yet. The worst is yet to come.
