How Many Places?

Once again, our spies deep in the bowels of HQ, have come up with the list that shows exactly how many spaces the clouted had to skip over in order to steal their promotions (click for larger versions):



So hey, don't worry if you score at #2998. As long as you work for former Commander Kenneth Johnson, recently ordered to retire due to an upcoming investigation of some sort, you, too, can command nearly 3,000 other men and women who scored better than you did.

Remember - "Earned, not Given."

UPDATE: Does everyone notice that the higher the number of places skipped, the nominator is almost always:
  • a boss whose is known as an incompetent, politically connected moron OR
  • mentioned in connection to a particularly nasty scandal?
These nominators are not particularly competent at their jobs....and they're proving that they aren't particularly good at picking out capable test takers.

Q.E.D., they are picking the next generation of morons, who will be picking the next generation of morons, and so on.

Wow! The Greek guy in 017 and two others are in the upper 2000’s That means they we nearly dead last on the test but still get a nice promotion with all the perks anyway. Nearly everyone that took the test did better than them. Must be nice knowing you don’t even have to study. What a scam.

Why doesn't the CPD list how many Part I FELONY arrest incidents that their so-called "merit" promotees have documented during their career?

Also, since they keep rankings secret on "civil service" lists, why don't they use Scantron right after the objective multiple choice exams and provide candidates with their raw score before they walk out the door?

ANSWER: Because it would expose the whole "process" as a blatant political scam. And yet they have the unmitigated gall to proclaim REFORM for the rank and file.

There was always a percentage of clout hacks being taken care of but it has snowballed into an uncontrollable monster devouring itself with arrogance, greed and hypocrisy. So I scored 700s on the sgt test. In the big picture I did well out of the 4k officers that signed up. Highly doubtful I'm going to make it. I can live with that. I showed up and fought the good fight against IO solutions. What I can't live with is someone that scored 2000 spots worse than I did rejecting my reports and telling me how to handle an assignment. I've clearly demonstrated that I have a better job knowledge than all these merit fucks. YH has been in the academy for better part of a decade. Teaching the general orders and policy to recruits. Her fucking career has been one big study group and she still needs a merit bump. Absolutely shameful. I'll still answer jobs and go to court but I think the city finally won. I surrender to the clout.

Regardless of color, sexual orientation, etc., you're either juiced in or ass out. Stop humiliating people that study and just tell the truth, "we're going to promote whoever we want." Please explaine how anyone can be considered for merit promotion when the command supervisor and the possible promotee do not work on in the same Division or let alone Unit?

And while your at it how can a officer/detective be promoted over 2900 other officers while working an inside desk position?
While other officers are pushing beat cars, bicycles and horses around city? How does the activity of the inside worker out weigh that of an outside worker?

the "correct" answers to the second part of the test and how was it scored? In an age of transparency, who were the subject mater experts? Were the compensated with public money test matter experts inclusive bringing hyphenated-American police associations to the table also including those with assorted lifestyle orientations and those covered under the American Disability Act? Which exempt members were given a copy of the test prior to the official testing date to "validate" this exam ensuring the test accurately depicts the duties and responsibilities of a sergeant?

Why bother with tests unless it's to make it look fair. There is nothing fair when you ship over thousands of better people to promote suck asses. After working for CPD if you still want to be a cop leave and join a department that isn't run by a bunch of incompetents. If you have paid attention it will be a department out of Illinois. If you haven't been paying attention then keep taking tests that only serve to give cover to a crooked system. The Chicago Way at it's finest for all to see, open your eyes pack up and go.

One test determines a promotion? An officer can be a personnel concern, abuse the medical, contribute nothing to the goals and objectives of C.P.D. and still be promoted. One test determines a promotion in light of the loose as a prostitute integrity of the exam materials prior to the administration of the exam. Why isn't the first score of the multiple choice weighted into an overall score? And why is the bar so low around 50% considered passing making one eligible to go onto the second part?

Eddie Johnson will go down as the worst Superintendent, ever, and it is not even a close second. J-Fed and G-Mac both were princes compared to him. People always complain about merit but nobody says anything about the scantron passing score. I don’t remember exactly what you needed to pass the scantron but I think it was in the 50 percentile and the city decides what is passing after they look at all the results. 70 and above should be passing. This would at least start the process out somewhat fair

Richardson left asset forfeiture to become a FTO for a whole 6 months so that this looks legit on paper. Make no mistake she has been hidden since the academy. A mere 1.5 years in 015 before going to HQ until getting a Cush spot in asset forfeiture and so on. Must be nice to have a dad as a former boss. These places skipped in line are on top of the 400 plus that have been made off the list so far so some of these scores had these people in the 2,500-3,500 range, no way they should be merit anything

if you just filled in all the 1st boxes on the test you would score in the 2000's!

That reminds me, why people in my test room, would sit down with the test and put their name on it, then get up, turn it in and leave!

Ya, I’m glad that I retired as soon as I could. All the aggravation on the job came from within the department of clout.
The confirmation that I made the right decision, was when the Lt., who got her promotions on her knees, told everyone at rollcall, that I was leaving early, to make sure I got my pension before they are gone. Clout is not a problem, if you have it.;)

Or should I say “roiad rage?” Didn’t know he was so special that he could drive his take home car to Lake County. Yep, that right. Driving a take come home Dept Vehicle and involved in a serious altercation. Then he tried to punk the responding units. IAD investigating which means nothing, since they are to scarced to touch this guy. Goofball was bragging on how he went down to IAD and demanded answers on CR#.

It’s only a matter of time before he gets someone killed on swat, or a civilian. Totally PSYCHO!!

They try and hook up with a gullible seasoned Dick so that person can actually do the work after about a year The merit tries and score a desk spot or some other clerical gig on DAYs.

The new lie they use is "I HAVE A SICK PARENT". (who doesnt)
The I have 5 kids and my other spouse works mid-nites in 007 does not work as well anymore.
Typically we see CAPS types or commander secretary pulling this.

The kicker is when they wander the floor and act like they are your friend "what do you do"? trying to find an easy spot.

So we take all bodies no matter how dumb. plenty of SILLY DOMESTIC,shoplifting upgrades and bangers shot in the ass standing on the corner.

Just my opinion, and like buttholes, every one has one.....
However, that being said, how can one expect to LEAD and SUPERVISE if one can't even pass the test with a high score (which translates to knowing the orders, the rules, the procedures of the CPD) in order to provide assistance to those under them? Promoting people who
do not have the smarts, the knowledge, and the inner fortitude to BE a Sgt or Lt, should not be made because they are "friends" of connected people, or the right sex, or the right ethnicity.....to go down into the lowest dregs of "passing grades" is a disgrace......
To ignore a capable PERSON who was scored 500-700 to promote a PERSON who was scored nearly 3000 is not only foolish,
it is dangerous to the underlings who must work under this merit promotee.....seriously dangerous especially in THIS city in THESE times....
We truly should be advocating for leadership of and by the brightest and the best......

Three thoughts:

1. WOW, we have a lot of commanders and deputies and directors. For all the good that does.

2. Some people will do anything, ANYTHING, to get promoted. And some people don’t have to do anything to get promoted.

3. Kinda glad I’m not either of the above. Would rather be me. I look at the unjust fixed rotten promotion process as another one of the things we have to put up with every day on this job, all of which I won’t recite here because we post about what’s wrong with the job and the city every day. We just have to keep the goal in our sights, because in the end, we DO win. We do beat the City, the haters, the idiot callous selfish greedy bosses and politicians, etc. When you retire, they all have to pay you for the rest of your life for all the shit sandwiches we had to eat for 20 to 30 years. Just do your best to stay healthy so you make it there.

Merit sucks. It has destroyed morale and this Department. Someone jumping almost 3000 spots? I propose that any merit must score in the top 20% of test takers to be considered. If 4000 take the Sgt test, any merit promotee must have scored lower then 800! Do that across all tests. Even top 25% would be an improvement. You would have to score 1000 or better in a field of 4000 Sgt candidates. FOP, any thoughts? Can you bargain something like this? On another note, WTF does civilian Robin Robinson who works at 35th Street is some made up community outreach job get to nominate a person from Narcotics for merit? WTF does she even get a nomination?

Merit promotions is a true morale booster. If I finished say around 500 on the list and now under the supervision of a sgt who finished 2500 spots behind me would it be proper to tell that sgt "go fuck yourself" when he tells me I made an error? A true morale builder.

The "Merit select" position jumps in the thousands, YES Thousands...Only show their contempt for legitimate testing procedures. Short of calling them Dumb Rocks, I can only presume that they did not study at all. If your number was around 1200, you need to study harder, unless like the "merits" you already know where you are going, and how you are getting there.

I have studied the material for two exams, and have never scored/placed over 600. One can only conclude that these promotes do not know the material, and should not be promoted. But alas, sprinkle a little "clout" on top of that poor performance and you have a New Rising Star.


The Top heavy merit picks of the last 20-25 years have put CPD in the current state. Our esteemed leaders know nothing of leadership, and only seek to further their own careers. They didn't earn their promotions and likely scored miserably on the previous tests. We essentially have blind leadership who concern themselves with anything besides fighting crime on the streets. Our incredibly low clearance rate of crimes in this cesspool of a city speaks for it self. CPD brass doesn't know how to fight crime, and the rank and file fear doing the necessary work in the current environment.


I believe the rank and file members can see it. How else can you explain the current retirement rates? 20-25 years on, and people pull the plug. Used to be 29 years and up.


I believe that there are a few bosses who genuinely deserve their "spot" but they are vastly outnumbered by Single, Double, and Triple merit picks.

• Although 46% of those who took the Chicago Police Sgt. Test were minorities, only 12% were later eligible for promotion. P’s alleged disparate impact and a violation of Title VII.
• 1993 Sgt’s test (administered in first 3 months of 1994). 3 parts, the third being oral. There was no meritorious whatsoever. 4,700 took parts I (31.8% were black, 10.8% were Hispanic, and 56.4% were white) and II, of which 1,900 went on to part III. But after all three parts were graded, about 88% of those designated to be promoted to sergeant were white and 12% were minority.

Happens all the time. Probably half the merits worked inside, get promoted then back inside in a short period of time. They and their clout already gave an inside spot picked out

These are the "merit" picks. They didn't turn down a promotion if they ever want to see another bump or cushy assignment in their lives. This doesn't list the other 70 made in rank order which includes the five you mention turning down the promotion.

And to the other guy asking about "merit" FTO's, these aren't promotions to FTO. If you apply for FTO, you get promoted to FTO, that's how badly the program is being run. The FTO's listed here were "merit" bumped to Sgt.

Regarding some names on the sergeant list...There is no way someone that has been working inside for 10+ years can possibly be a decent supervisor. They don’t know what challenges a beat officer faces on a daily basis. And how much the job has changed. I’m not saying the job of beat officer is rocket science but it amounts to street experience. No amount of war stories around the water cooler at hq can prepare you for that. And when they land in a district (somewhere nice) it’s painfully obvious where they came from.

The system needs to be fixed, but scoring well on a test doesn't mean you are fit to lead. Some of the best Sergeants I have worked for were merit. On the flip side, I have worked for horrible merit Sergeants as well. I believe that it comes down to the individual and their job experiences. There should be a combination of testing and what you have done on the job. Merit can exist, but it has to be set with parameters.

Richardson left asset forfeiture to become a FTO for a whole 6 months so that this looks legit on paper. Make no mistake she has been hidden since the academy. A mere 1.5 years in 015 before going to HQ until getting a Cush spot in asset forfeiture and so on. Must be nice to have a dad as a former boss. I will never forget, Robin Richardson set out of a power test while we were in the academy. They didn’t want her to fail in front of the rest of us or they would’ve had to pass everyone. They called it a punishment. We were sweating like dogs as she looked on. It was blatant. I Her father called and got her out of it. She is very lazy. You heard it here first. I bet she hits the medical during the sergeant’s training.

Actually this list is NOT correct. Five (5) officers declined the promotion last week.
Why? who really knows. That means there where five more people added to the list at the last minute.

More swat folllies. Ass clown swat sgt was involved in a road rage incident in Lake County. Or should I say “roiad rage?” Didn’t know he was so special that he could drive his take home car to Lake County. Yep, that right. Driving a take come home Dept Vehicle and involved in a serious altercation. Then he tried to punk the responding units. IAD investigating which means nothing, since they are to scarced to touch this guy. Goofball was bragging on how he went down to IAD and demanded answers on CR#.

Merit promotion is like in breeding. You just keep getting dumb and dumber bosses. Merit promotions should be outlawed. They are too dumb to catch criminals. Too dumb to be the police. Think about it. This is why crime is out of control. Merit(dumb) bosses promoting more merit (dumb) bosses. Most lieutenants are merit, every commander is merit. Every deputy and chief are merit. The superintendent is merit.
The leadership of CPD is merit(dumb). Too dumb and lazy to pass a legit promotional exam. This version of CPD is a crooks wet dream. Gold braid pensions keeps the dummies quiet. Reward those dummies. Chicago is fucked. No light at the end of this insane merit system.

Richardson left asset forfeiture to become a FTO for a whole 6 months so that this looks legit on paper. Make no mistake she has been hidden since the academy. A mere 1.5 years in 015 before going to HQ until getting a Cush spot in asset forfeiture and so on. Must be nice to have a dad as a former boss. These places skipped in line are on top of the 400 plus that have been made off the list so far so some of these scores had these people in the 2,500-3,500 range, no way they should be merit anything

I will never forget, Robin Richardson set out of a power test while we were in the academy. They didn’t want her to fail in front of the rest of us or they would’ve had to pass everyone. They called it a punishment. We were sweating like dogs as she looked on. It was blatant. I Her father called and got her out of it. She is very lazy. You heard it here first. I bet she hits the medical during the sergeant’s training.

I worked for a bit with a salty wagon veteran. He'd point out guys parked between jobs studying general orders in the squad cars. He'd refer to them as "the dome light studyers"as well as "chumps". He was 100% right that the guy who's studying ON HIS OWN never gets made. The guys he pointed out were good coppers,knew the job. They're still blue shirts. The guys who go to special invite only study groups and the merit guys that all now wear white shirts don't study between jobs. The games rigged. Look around and if you can't figure who's gonna lose,its you.

Wise up people! You can study hard and maybe you can make it legit, but we all come to see the job for what it is. Accept the fact that the game is rigged and try to advance your career anyway you can. I was lucky enough to make Youth Investigator (stop laughing) and made detective by default when they disbanded the Youth Division. I know youth wasn't glamorous, but hey it was better than pushing a beat car my whole career. Was out of uniform for twenty years and retired with over 5000 hours on the books. Got my revenge in overtime...

So there are at least TWO merit sgt who were FTOS for less than one year----WTF is wrong with CPD----Did anyone "fail" the FTO test ....Did anyone else get the heads up to take FTO to be fast tracked to Sgt----and why the hell should anyone with YEARS inside be an FTO----make them be FTO for NO LESS than half the time they were inside

She also told everyone that she scored high enough to make Detective in 2nd class. When that merit bump didn’t pan out she quickly left the district and went to Mass Transit. So I guess integrity wasn’t a part of the merit selection process.

I'm glad he got it. Don't know him but that's one less merit to worry about if he was getting it on his own. Don't get me wrong, there's a few merits who deserve it. Key word is "few"

I lost my promotion because of merit. I took the next test and will lose my promotion because of merit again. I will never take another test again and I will never forgive or forget. Not only did they take my hard work away they took away retirement income.

I told my much younger partner years ago. You have to study three times harder because of the corruption. I’m glad to say my partner did and made detective and sergeant by score. It’s something the merits don’t like it because the score supervisors make them look incompetent. Go to several study groups if you can and read your orders every day. Renember merit is just another word for puppet on a string. You will always be indebted to someone.

They only reason these people have been promoted is because the police department pushed 3000 of us to leave. You lost some if the best police officers in the past 6 years. These recent promoted people couldn't wait until we all left. They had no chance in hell to make rank. They were partying when we all retired.

• Opposite of Adams case, in that P’s alleged racial discrimination due to the fact that the 1998 Sgt’s test included 30% merit.
• This is both an EP claim and a title VII violation claim. With regard to the EP claim, the court said P’s failed to show discriminatory intent. With regards to Title VII claim, the court said P’s failed to showed disparate impact on white males.
• In August 1998, the City promoted 251 patrol officers to sergeant as a result of this examination. Of these 251, 178 were promoted in rank order from the Assessment Eligible List, and 73 were promoted as a result of the Merit Component.
• The tortured history of challenges to the CPD's promotion processes stretches back as far as 1971. In 1976, Judge Prentice Marshall of the United States District Court for the Northern District of Illinois [951] found that the 1971 Sergeant Exam discriminated against African-Americans, Hispanics, and women in violation of Title VII. See United States v. Chicago, 411 F. Supp. 218 (N.D. Ill. 1976). Judge Marshall consequently entered a judgment directing the City to:
• adopt and seek to achieve a goal of promoting blacks, Spanish-surnamed persons and females to the rank of sergeant so as to have and maintain a sergeant mix reasonably representative of the patrol force . . . . To ensure as quickly as practicable the attainment of this goal, 40% of the promotions to the rank of sergeant shall consist of black and Spanish-surnamed persons, subject to the availability of qualified applicants, until further order of this Court.
• Chicago, 411 F. Supp. at 250-51. In 1981, the Seventh Circuit determined that a sufficient showing was made to justify lowering the court-imposed minority quota to 25%. See United States v. City of Chicago, 663 F.2d 1354 (7th Cir. 1981). [6] Finally, in 1990, the Seventh Circuit vacated Judge Marshall's equitable decree altogether. United States v. Chicago, 897 F.2d 243, 244 (7th Cir. 1990) ("Bringing this case to conclusion with the existing parties will cause no injustice. If new events amount to discrimination, the courts remain open to fresh litigation to enforce the right of all to be treated without regard to race, sex, and national origin.").
• Despite the Blue Ribbon Panel and its Final Panel Report, litigation over the CPD's promotion processes continued. For example, in 1989, the CPD administered a test to determine which patrol officers it would promote to the rank of detective. Majeske v. City of Chicago, 218 F.3d 816, 818 (7th Cir. 2000). The test consisted of two components--the first was a written job knowledge multiple-choice test and the second was an oral examination. Id. After reviewing the results of the written test, though, the CPD concluded that promoting in rank order based on the results would adversely impact African-American and Hispanic applicants.
• Lot of merit history in this case. Super long case. City won motion for summary judgment in the end.

Allen v. City of Chicago, 351 F.3d 306 (2003).
• Pretty sure this is a suit over the Sgt’s test. Minorities sued for more merit. Plaintiff’s were those who took the 1998 Sgt’s exam, and were not selected for promotion based on merit. City won.
• There were 2 classes of minorities that sued here: group A were minorities who did not pass the written test (1998 Sgt. Test), and group B, who did pass the written test, and were thus eligible for merit, but nonetheless were not selected for merit promotion.
• The appellate court found that the Subclass B officers did not prove that increased merit promotions represented an equally valid and less discriminatory alternative, and the district court properly denied summary judgment to the officers. The Subclass A officers did not establish a genuine issue of material fact as to whether merit procedures alone represented an equally valid and less discriminatory alternative.
• BURDEN OF PROOF IN DISPARATE IMPACT CASES
o Complaining party must show disparate impact.
o Respondent must then show hiring practice (test) is job related (test is valid predictor of job performance).
o Complaining party then has the burden to show there exists an alternative test which is also valid but has less disparate racial impact that respondent fails to adopt.
• The court ruled that those who passed the written test (group B) failed to show that increased merit promotions was an equally valid promotion practice that displayed less disparate impact

Majeske v. City of Chicago (2000).
• Chicago can promote police officers to the position of detective, using race as a factor. The court held that persuasive statistical data and anecdotal evidence adequately established past discrimination by defendant, and remedying such discrimination was a compelling governmental interest that justified defendant's affirmative action plan.
• Further, defendant's plan to accept promotion candidates based upon ranking within the separate racial and ethnic groups, and promoting some minority candidates based solely on the estimated number of minority promotions affected by past discrimination, was narrowly tailored to discriminate against plaintiffs as little as possible consistent with effective remediation.
• 1989 Det. Test
o 3392 took written, of which the city wanted 650 to take oral. Of the 650, there were not enough minorities, argued the city. Therefore the “races” were separated (white, black, Hispanic) and the top 17% of each race were selected to take oral. Cutoff scores then became: white (82), Hispanic (79), and black (73). 619 ended up taking oral.
o Breakdown:
 64 were to be promoted.
• 42 in rank order (does not say what race these were)
• 22 out of order (18 black, 4 hispanic)
• 26 merit (also not sure what race)
o P’s sued based on the “out of rank order” promotions
o FOP filed grievance.
o Arbitrator ruled the merit was OK, but “out of rank order” violated the collective bargaining agreement. City responded by promoting 37 more det. in rank order.
 So this is the new breakdown, I could be wrong though:
• 42 in rank order (does not say what race these were)
• 22 out of order (18 black, 4 hispanic)
• 26 merit (also not sure what race)
• 37 after arbitration (so, even though the arbitrator rejected the “out of rank order” promotions, the city promoted them anyway.)
• 127 TOTAL PROMOTED. (Of these, 90 were in rank order. So the 37 were added to this, which probably included the original 22 “out of rank order” and 15 merit. Just a guess).
• P’s had to pay city’s costs of $38K. (City won this case).
• 56 interrogatories to jury dealing with past discrimination of blacks and Hispanics.
• Compelling government interest is a question of law.
• Dr. Mann (statistician for the city).
o Studied CPD’s hiring and promotions of blacks and Hispanics in “available work force” and number of same in patrol. Concluded hiring “lower than statistically would have been indicated.) Promotion of same to detective “substantially below what statistical analysis predicted.”
o Created statistical model to predict expected number of blacks and Hispanics there would be absent past discrimination.
 Should have been 221 black detectives (actual number 57).
 Should have been 43 hispanic detectives (actual number 9).
• Testimony
o Blacks – pretextual medical (heart murmurs)
o Hispanics – height standards.
• All 22 whites affected eventually were promoted and received backpay.

Not one, but, TWO Greeks who were partners and bombed the examinations are nominated for merit promotions from 017. These two were the only Officers got promoted by merit within a year apart in our district CONSECUTIVELY!!. In my career as a Police Officer, this is by far the most disgusting bold moved I’ve ever seen.
And you expect me to do what now?!? You’ve gotta be kidding !!
