Next Promotion Test Delayed?

Why wouldn't they want the job?

    Rumor is the city can’t find a vendor for the next Sgt exam. Nobody wants to touch it including IOS. Instead of Fall 2019 I’m hearing 2020 or even 2021. Any truth to that ?
It's almost like the testing companies heard that there might have been rampant cheating or collusion or something like wholesale violations of "confidentiality agreements" that Subject Matter Experts signed.

I’m not buying this. It’s business. Why would they turn down big money? What do they care what corrupt Chicago does with the results and who the promote? Their job is to put together a test and then they’re done.

Not a cop, I was in the military. Why is it the cop exams are not done the same way? Everyone had the same study materials, the exams were given and we had guards there. No cheating bullshit, no preference, you passed or you did not get promoted, no extra point bullshit either. And by the way I am black.

The next Promotional Exam for SGT will be in 2020.
I just got off phone with Bernstein Test Prep and they were told June of 2020 is when they will obtain written notice of Exam and what will be tested.

These testing companies take their integrity seriously. I’m sure they encounter cheating everywhere. However, plausible deniability is now gone in Chicago. A guy I worked with years ago always said some people have too much clout to be meritorious. So they had to steal promotions for them. But they had to be discreet so you ended up with the Clines and Devine’s and their minions and concubines dribbling in over multiple promotion classes. The “It’s our time” crew have been so open and notorious that the IG’s investigation was met with laughs. All it takes is the appearance of collusion and these companies will lose hundreds of millions in contracts. This city is a sewer.

the problem is the "subject matter experts". You don't need them. If there is question on the test that is improper or wrong, then just throw it out. All the subject matter experts do, is leak the test to their candidates, pushing all others behind. And for god's sake don't make Malloy a subject matter expert. That's all he does is leak to his buddies.

With all the cheating going on with the last few test I am not surprised. Blatant cheating study groups held rite at cpd HQ, unreal! And not one cheater held accountable!

The SME are nothing more than a joke. That unNOBLE chief & the other fools have screwed it up big time for anyone else in the future. They know for sure they can not trust any cpd exempts with a copy of any exam in advanced. They are all unworthy, unethical & unNOBLE.

The list can last up to six years, it currently has just over two years of having been in use with the first class off of it being April of 2016. Why mess with it now when Ed Junior wouldnt be eligible to take the test for another three years?

The list came out in 2014. Per employee resource E05-05;
Retiring of Eligibility Lists and Reapplication Process

Applicants are informed that:
1. the eligibility list for the position of Sergeant of Police may be retired at any time, at the discretion of the Superintendent of Police, with notice to the City of Chicago Department of Human Resources Commissioner, provided that no eligibility list will be used for less than one year and no longer than six years, unless there is a lack of available funds for testing, in which case the eligibility list will be retired as soon as practicable after funding has been made available for a new examination.

There will be no new list before 2020 and that little sentence fragment about available funds means they can cite (sp?) budgetary issues and push it further if they choose.

Why don't they do something honest. Have CPD test experts work with the test company to come up with a test. Have the test test company hold the test until its given. Then have the CPD test experts review the test and throw out the bad questions. Grade the test and give out the results in 3 months. Oh Shit, forgot this is Chicago!

It's common knowledge that the shameless City of Chicago rigs their police promotional process. What reputable company wants to be a part of this corruption?

We are not dealing with so-called "affirmative action" here.

They simply promote their favorite white, black, Hispanic and Asian men and women. Pay to play. Be it nepotism, cronyism, outright bribery, sexual favors, etc., the unclouded "best and brightest" face insurmountable obstacles. More so than ever, clout/patronage is critical for promotions and assignments.

Come on, what the hell. Having guys like Eugene Williams give his Noble people the test is the new affirmative action. Merit promotions weren't enough. God forbid you have to pass a test legitimately to get a promotion. It's not the Chicago or democratic way.

I heard another 75-100 Sgts after this class of 90. Supposedly by the end of the year. That would put the list at about 550? How many spots will the dept add due to CALEA / Consent Decree?

I also heard there won't be a new test till 2020.

I can believe it. Too much politics. Eugene Williams ruined that. Venders have tried to administer fair tests, but subject expert matters like EW have pressured them to “throw him a bone”. The original lists of scores given to the city are sightly different from the lists you see posted. Next time submit a FOIA requesting the vender’s lists of scores.

Everyone wants to know why the police hate the department and why this job is so shitty, this is the reason why. In the real world you have the opportunity for advancement, but in this department the cards are significantly stacked against the cloutless. Between leaked exams, merit and people being advised to “focus” on 15-20 specific G.O.’s, you really do need to score exceptionally well to be promoted.

Add that to the fact that they waited 10 years in-between sergeants exams, while other big cites offer promotional exams every couple of years. Now these jokers realize they need to offer an exam because they neglected promotion for so long that they’re flying through this list. They could easily end up over 700 on this list.

I would really like to see an official list of study groups and no ghost/secret study groups and those types of groups would be terminated immediately. Any subject matter experts should be disallowed from participating in any study groups. There should also be an end to merit promotions since the process is using all types of nominations including civilians to get “connected” people promoted.

HOW ABOUT SOME ACCOUNTABILITY & TRANSPARENCY IN PROMOTIONS!
Despite the fact that the FBI, turned out to be a "Swamp" of Bureaucrats looking out for themselves, Superintendent Weiss sought some integrity for CPD by introducing the polygraph in the hiring process and identifying "Sponsors" in the Merit process of promotion. However, Weiss should have gone further, and I, Baby "G", am offering Two Suggestions for raising the quality of leadership in the Chicago Police Department. And I have a right to do this, I dare say a DUTY, because now, that I am retired, and still paying for CPD through my taxes, I have some real issues with the number of Gold Braid Promotions getting two City Checks, and yet a second City Pension. Which is what happens when they retire with a Gold Braid Pension, and then take a job as an executive at Streets and San or City Colleges. Here it is, plain and simple: 1. The "Sponsor" of any Merit, should write and publish the "Reason" for the promotion. Now is that so hard? Remember, that promotion could be worth $500,000 more in a lifetime. Was the person a great police leader? Was the person responsible for creating a system of or for processing data? Was the person wounded in combat? That the person is related to an alderman, or just somebody's love interest or buddy should not be enough! WHAT DID THIS INDIVIDUAL DO, TO WARRANT A MERIT BUMP, AND A BIGGER BITE OUT OF OUR PENSION FUND? 2. NO RETIRED EXEMPT SHOULD BE HIRED FOR A POSITION WITH THE CITY OF CHICAGO, THAT PAYS MORE THAN HALF OF WHAT THEY ARE DRAWING FROM OUR PENSION. YOU SHOULD ONLY BE ALLOWED TO SUCK ON ONE TEAT AT A TIME! Many citizens do not realize, that Police Bosses who came on the job as barmaids or bar bouncers went on to make over $200,000 a year in retirement between their Police pension and the jobs they took after retirement, all on the City's dime! We have one of the largest concentrations of the finest Universities and colleges in the world in Chicago. Why do we have to pay two executive salaries to a retired Exempt? Democrats like to spread the wealth; hire a kid form one of our universities! 3. All new promotions, should be given a polygraph exam, just as they are given urine tests. And for those of you in the Media or non-police reading this: EXEMPT RANK, is an Executive Rank within the police department that is made Without Competitive Examination. Merit Promotions are given, for a non-specific reason, outside of an examination's rank order. The original intent of "Merit" promotion was to promote outstanding personnel who did not test well. It degenerated into a cover for cronyism and Clout! After 32 yrs. on CPD, I think I figure it out! Baby "G"

Maybe the vendors legal counsel is advising that they could be held responsible and liable for all the fraud.
Besides waiting a year or two to get paid hundreds of thousands of dollars, not too many vendors to choose from.

Maybe the fraternal organizations representing all denominations of the sworn can administer these exams.
That would be Fair n’ Square...right?

Exams are for chumps when there’s a 30% set aside.
Why and how can the city can allow a bottom low score Merit jump ahead of the next in line high score.
Skipping out on the second part of exam which in the past was the higher hurdle, doesn’t qualify a Merit to hold any position.

Exams for privileged.
Opportunity for all others.

We ain't the military. We are a complex police department where merit promotions are sometimes needed. We are community orientated that provide the good (and not so good) citizens of Chicago. I once worked with a guy fresh out of the military and he thought patrolling 10 was like operating in Fallujah.

Can we have proctors that don't have IRs please!!! Because next exam,I will not sit idly by if another IR'd motherfucker tells my proctor to hand him/her my test material again! My ass wil DEMAND THE EXEMPT ON SCENE TO INTERVENE AND I WILL DEMAND HIS NAME and that he be checked for any conflict of interest (did i contact card him/arrest him or family/friends/live in an area i worked etc)

Bids mean little. The trick is to be told what the other to bids are and then under bid them. Once you are the lowest bid and get the contract is when the games begin. Then you start to amend the original bid and raise the price and the amendments get approved. Who in Chicago ever finishes a contract at the original costs. The other bidders are out of the loop and have nothing to say once you are awarded the bid

Difficulty getting hired isn't the problem here it's the fact that coppers have it easy with CPD. No burb department would allow for early ducks, unrestricted overtime, SHOWING UP TO ROLL CALL 30 MINUTES LATE!, etc etc. Believe it or not the perks we have outweigh the negative aspects of the job and coppers know it, reason we all STAY. Most burb coppers would dare come in empty handed to check-off while it's perfectly fine if we do. All the above listed will vary greatly from burb to burb as all operate differently, but having been on both sides of the fence I'd take CPD over a tiny department any day. Make it work for you it's not that bad as some posters make it out to be.

Or have already done it. CPD lost a great deal of good bosses and skilled, knowledgeable old-timers between Weis and McCarthy.

Of course, that was the plan; to "reinvent" CPD.

Many of the remaining officers are ones who couldn't leave for one reason or another, and political hack bosses, who are proving the Peter Principle.

Few departments take lateral transfers, which means you have to start at the bottom. That's a very unappealing idea for obvious reasons.

With departments that don't take lateral transfers, you're only option is to begin the testing process all over again. You might be testing with a couple hundred other people, for 3 or 4 positions. You could conceivably be on the list for years if/before you get hired.

If you're a supervisor of any type, your available opportunities diminish greatly.

Believe it or not, some departments in the Chicago area are about as corrupt as CPD, just on a smaller scale.

Many departments don't actually want someone from CPD, or anywhere else for that matter. They want to mold officers in their own image.

Even though you take a pay cut for a year or so. You can end up doing better in the long run away from Chicago.
My suburban gig has been a pretty decent. Better schedule and less stress.Took a pay hit but im back to what I was making with CPD after two years.

Though the answer is to finish school and get out of law enforcement and out of the IL. But I highly suggest leaving CPD.
