- You should know that the City of Chicago is currently planning to give a sergeant's exam in 2019 and a lieutenant's exam in 2020. If you are going to be taking either of these exams, the information below will be important to you.
Check your Department e-mail. Does this mean one last class off the list? Or two?

Hearing 50 Sgts near X-Mas. Part 1 will be end of 2019 with Part 2 in 2020. A couple more hundred should still be good to go off the current list. Not sure if they’ll ask for new merit packets for the next class though.

Well, here comes the whining from the people who are close (or think they are) and believe they won’t have a chance now.
Let’s figure a test in 2019 will — at the earliest — be in the spring. It’ll take until fall for the results to arrive. Then they won’t hire off the list until 2020. There’s bound to be an additional class or two.
Reality is, there’s always going to be someone who just misses the cutoff. This list may end over 600, so consider it fortunate for that number to even be reached. May as well save a little, study, assume you wont make it if you’re on the cusp
Just want to let people know that I’m proof that it is possible to make it by score. I studied my a@@ off for the sgts exam and didn’t do great, but did good enough to make it. Then on the Lt test I again tried to put my life on hold to study as much as I could. I again didn’t do great, but just good enough to make it. I don’t know anyone, didn’t get any answers and just studied. There’s others like me out there, so don’t get so discouraged. You can pass these tests and get promoted off score legitimately. These days tho, getting promoted might not always be the best bet. You now open yourself up to going to the shittiest district on the shittiest watch with a ton of liability because you are on the hook (on camera) for any decision you make. It’s not like what it used to be, but the extra pay is good and hopefully retirement will be a little more comfortable.
As the saying goes “the only reason to make Sgt is so you can make Lt.” Those sgts out there should start studying now.
About time! Now this will be the first opportunity for “the change” to start their promotional rise through the department
Normally Bernstein is anywhere from 6-9 months out when they notify people from when the city announces. So after the city announces then you have another 4 or 5 months so there wonts be the first part of the test until at least October of 2019. It’s its a two part test again then the second part will be 3 month later in January.. exactly the same timeline as the last year. Then 5-8 months for a score and new list. Sgts budget is currently 1304. They now have 1276 leaving them 28 short 18 months from the next list. April is gonna see a massive wave of up to 70 sgts retiring in April alone give or take a few. My prediction is another 150-175 sgts made. So factor in merit and it’s 105-120 more off the list.
So who do I pay to get promoted? Bernstein or an alderman?

What percent of over SGTs are going to be merit picks??? From that percentage, you should base it being the case if you should even try. In the case that percentage comes back to the odds being in the 40% and that 40% further decreasing from people being outright given the exam key. The odds comes down to 25% percent of the SGT candidacy coming from the persons test scores. Unless someone wants to come up with “real numbers” of what the probability is. Can someone give the total number of the SGTs from that last test, come through the merit and the number of people who greased their way through who cheated. The number is shocking I am sure

I can honestly say I took Bernstein and made both Sergeant and Lieutenant off the list. I also studied with two other groups. If you want it, stop everything and get it!!!

OT: why are PAR forms still on paper. It’s crazy to think that they can’t convert that to be done on a computer so that there’s no chance of error or HR not recovering it or whatever BS excuse they want to use.

I'm hearing from my sources probably 75-ish more Sgt's off the current list. The test won't be given and scored until late 2019 (So about a year from now it will be up an running). The city is expecting a lot of Sgt's to retire after 2020 so a good chance for promotions off the next test.
It means classes being pulled off the current list until the results of the new test are mailed out.
WHEEEEZZZZEEEE was overheard saying that she's glad there isn't a test for captain or exempt position,then she total 4 hours on the end because she was getting ready for halloween,this year she is dressing up as an "exempt"....

If you came on this job with that fancy college degree (which is like a high school diploma back in the day because its easy to get),and think you will be anything more than a 9161 patrolman,and you have no clout you need to rethink what your getting into. Some sure fall through the cracks and get promoted, but those many of them wind up with the shit districts and shit watches.
The best way to survive this job,which pays well,and has good benefits is to get a good partner, never be proactive, use lights and sirens responding quickly to a 10-1, or officers family needing assistance, write good paper (take your time to do it properly no time limit on how long to do a proper report), When boss tells another stupid joke,smile,laugh like he/she are the funniness ever,get coffee watch a movie, keep your heads on a swivel, look in mirror and say repeatedly "Advise warrant," use it when you give an RD number. Go home to your family,attend as many events with your family as you can, vacation somewhere every year with family away from here,get in a good church,respect your spouse, throw away alcohol,go to a gym,eat healthy not the garbage served when your working bring your lunch protects you from harm,from people/folks involved preparing restaurant garbage!

sometimes I agree with this. I do know that some people turned down promotions because they did not want to go to bottom of seniority list and get stuck on midnights. But, the pension is much better and you need to think about the long term. If you are within 5 years of possible retirement it would be good.

Yes, if you study hard enough, take every study group that is offered and have a little luck, you can make rank off of the list. Granted, those with clout that make merit and some who get into ( secret study groups) make your chances tougher, but it can be done. I made
detective,sergeant and lieutenant before I retired. Although because of the political and racial situation it took me my entire career. Quotas, racial norming,secret study groups run by the department exempts and experts who have seen the test, exam scam cheating cost me, but I did make it. I saw incompetents pass me by and make exempt and I saw men/women better then me in every way fail to get promoted. I sure hope the next mayor really tries to give the police officers in this town an honest and transparent promotion and assignment system. They need it and they deserve it.The stress that this system causes people is unjust.

I studied on my own for Sergeant, scored decent, finally made it. I took Bernstein for Detective test - didn’t do too great. Bernstein May not fit your study style.. do not think it’s the only way to do well.
The city must give the sergeants test every 6 years.
Last one was 2013. Both the FOP and city Human Resources say there will be a sergeants exam in 2019.
Bernstein is excellent!, but you have to still study!

Learn that it is just a job, and not a calling. Look at yourself in a mirror two or three times each day and say convincingly "IT IS JUST A JOB".
Leave the job when you clock out. Don't waste your time hanging out with burned out cops drinking themselves silly. You can't help them, but they can drag you down.
Plan for your retirement. Don't listen to ex-cops telling you how to retire or worse yet trying to sell you financial products they don't have a clue about. Pay someone who actually knows.
You will be a lot happier and healthier.

The Chicago Police Department administered a promotional exam for the position of Lieutenant. A Deputy Superintendent named Eugene Williams was the SME for the Department who worked with the company that constructed the test. Williams was given a copy of the final version of the test as part of his review process. Williams was also the head of National Organization for Black Law Enforcement (NOBLE), in Chicago. Williams, while in possession of the test held invite only private study sessions where primarily (not exclusively) African American members were invited. Those who attended achieved the top scores on the test, and have since been promoted to Lieutenant. Many of them were assigned to the Internal Affairs Division. An investigation of the cheating conducted by a Sergeant at Internal Affairs was promptly closed. Of those promoted, there are those connected by marriage to the former 1st Deputy Superintendent and the current Superintendent, NOBLE members, and African Americans. It appears on its face that high ranking black members of the Chicago Police Department conspired to assist black sergeants in getting promoted by cheating, thereby discriminating against non-blacks. The IG’s office closed an investigation into the cheating but never issued an available report to be viewed by those negatively affected. There was a not-sustained finding. In other words, not enough proof to prove or disprove the allegation. What methods did they use to investigate? The statistical improbability of the results of the top performers causes this phenomenon, to be erroneous. It could not have happened without there being an unfair advantage for the cheaters; and a corresponding unfair disadvantage for those who were righteous in their preparation. They Cheated! There is at least one Sergeant who made a formal complaint, which facilitated the IAD and IG investigations. It appears that this criminal activity was covered up and swept under the rug; as is common in Chicago, the most corrupt city in the USA.

That said, believe me I get the pessimism and frustration with this department and the lack of opportunity to move up. You figure 4K roughly take the sgts test. Off of the current list 470 or so have made it by test score. It’s a little over 10% unless you’re one of the clouted ones and have a phone call. Again it is possible and I wish everyone e luck. You’re almost treated like an adult as a supervisor. It’s a nice change

Another Sgts class in December is what have heard .

All classes will be held at NOBLE in police headquarters on the first Wednesday of each month.

What's the big deal? You currently have a CPD Commander that got busted with two other coppers for doing the same thing in 011 years ago. And they didn't even inventory the gun(s). They just put them in a locker for a rainy day. These millennial coppers will be fine as they take a little vacation down at callback. A precedent has already been set long ago. Boys will be boys.
So they are going to cut the current list short? The clouted should have the answers soon enough to remove all doubt of them not getting made. You can tell who they are. Once they are made, they sleep through the classes for Sgt and Detective. They show up late and leave early. They will be in the back trying not to get noticed. They have already picked out their spot. Probably even have a locker. The ones who had the answers are usually in the first or second class and work in inside units.
Congrats to those who made it legit. The current list is coming down soon. There weren't enough of the right connected people on it. Study your general orders. I'm not sure study groups are worth it, or even legitimate. I suspect they are slush funds for bosses. If you have been doing things the correct way for years you are halfway there. Reading a few general orders isn't that hard.

Out of those 470 how many had the answers? It’s a very slim margin of people that pass the test legit.

I studied and studied and studied some more and made it off score. Its completely possible. Funny thing was that while I was studying so much I had plenty of people in my ear telling me I was wasting my time and how it was rigged. It's a great job and well worth the effort. Quit making excuses.

Don’t waste your money on cod test prep. They did nothing to prepare you. Nothing but bickering between the instructors and po. Didn’t even prepare for part two it was the same material that hey gave for part one. You are better off studying on your own. Unless you are From exempt bloodline or chosen merit made ranks with the instructors then you will be good to go. They are so out of touch with patrol But it’s the cod way help the kids or family members out before non clouted people

I took Bernstein and made both Sgt and Lt off the list with NO connections. And so did other Lts that I know. Goto the classes and study hard. Just saying it does happen!! I'll be retiring soon. You're all already in this mess. Make the best of it, stop complaining and do what you have to do to get promoted. It's worth it
Now Mr Fenner JR can take both the Sergeant and Lieutenant tests so fat-head can meirt him to commander.
For Dicks test, Bernstein was 2 grand if you signed up during their seminar. I think it was 2400 or 2500 if you waited and signed up after the seminar. They know tests come few and far between and price accordingly. They know POs are desperate to leave patrol and only have a few chances in their career.

I just cant help but be curious as to how many more will be made before the new test is given, scored and a list comes out.

You are still wanting the city plan U had while you were working. Go directly to BCBSIL website and pick an appropriate plan there. Under 8oo a month for most people and good coverage too.

The “Notify your watch Commander” scam has evolved to the merit “Letter of Justification”. The superintendent hand chooses everyone on the merit list that has the “LOJ”, skips over officers who scored better in the merit process to reach that lucky LOJ letter holder. It’s the golden ticket for promotions. Defies their own written rules on the process and goes back to a tier (once you pick someone in the next tier you can’t go back). Over 1/2 of merits are double-promoted hacks who can’t pass a promotional exam yet have the uncanny ability to become “managers and leaders” of this failed dept. Law suits, negligence on the job, disciplinary action, etc. is all buried and they all get a thumbs up by the “merit board” by their now uncanny oratory skills. The merit process is a sham and the testing process is a sham with the subject experts that hold secret study groups passing out the tests and answers to wives, fiancés, friends and family. A quick promise that I won’t divulge any test data does not hold well with certain entitled exempt members. Guaranteed that certain secretaries , administrative assistants and drivers of exempt bosses will be top scorers on the next promotional exam. Making them merit is a no-no (for now). If not, a phone call to a friend of the exempt will write that phony LOJ, that golden ticket, and a promotion will be granted to the connected.
The unions should be all over this, but don’t challenge all the testing and promotion fails. The City, with all their rhetoric on “transparency” is complicit with all the fails.
For those who study hard, either on their own or with a group of friends, good luck.

Great research but they are actually closer to number 500 from the list. About 483. You would make a perfect white shirt...
To those saying Sgt is a terrible job I have no idea what your talking about. I made it a year ago and I actually can’t believe I get paid to do this job... it’s simple. No more drama, no more jobs no more paper. Logs your cars and that’s it. If someone has a TRR then they do their part and you do your part. Pursuit, they do their part you do your part. IOD? Sure, takes about 15 min or less now. Otherwise I sit in the car, drive around and write down a car when I see it for my log. I get .75 per day, extra furlough days, extra P days and a better furlough. We have 10 sgts on our watch.. sgts pick furlough by watch and in only a year I have 5 sgts behind me so I’m getting a summer furlough this year. Even the guy last in seniority with get a decent split. I worked in districts and units and I will take a Sgt on the watch any day. I’ll take this right into retirement in 11 years with no problem.. also, never had a single day denied off yet. If you pass it up and have more than 5 years to go on this job take it.

I had the "secret list". The city released it. Over 1000 pages of general orders i read through as soon as the city hinted of a test. The dry stuff i had to crawl through and read multiple times and take notes which i reviewed and obsessed over. If you did that and didn't make it then you can complain. If you pushed a beat car on the same watch for 15 plus years and never cracked open the directives...sorry you aren't entitled to a promotion and are as soft as the millenials you cry about.

It's called google... as in google Bernstein test prep. Fortunately with so many helpless idiots at our department I breezed my way to sergeant. Bernstein class helped, but so did the close group of non-idiot friends that I studied with (choose wisely). I'll be attending the free class next week to get the jump on Lt. Last time they had us register at the free class and the line was over a hundred deep. Good luck

Lol on getting promoted on this job. You know what rank I made? I made the rank of owner/CEO of my own business. While the rest of you were studying I was growing my business and guess what I did? I retired at age 49 with 20 years OTJ and two years military credit so left with 22 years a day at 49 years old. I never took a promotional exam as I never had time to study for it. I wasn't too enthused with going back to 007 on midnights for several years as a SGT since I had no clout.
But guess what? I now live in Costa Rica, on the beach, with 5 guys working for me back in Chicago. My clout? Survey says (buzzer sound please) NONE. No clout. My business grosses close to $1M annually and I keep about 1/4th of that plus my pension plus I do my same business here in Costa (just getting started at it). I own two beach condos and now have plans to build a beach home down here.
I make way more than just about everyone wearing a white shirt with gold stars, lol. And guess whose ass I kiss? NONE. I just do a good job and the phone rings for my team.
So those of you worried about not getting promoted or going to 007 on 1st watch forever just do a side gig like I did; it works. No need for clout, phone calls or a Chinaman. Just quit watching Netflix when you are sitting in the squad car. DO SOMETHING. DON'T BE A LOSER.
Sure I don't get the pension of a LT but guess what? I'd be willing to bet my net worth is a helluva a lot more than most who leave with 33 years and make Lt in that time.
Plus I have zero worries about a JVD situation happening or getting jammed over a stupid partner situation like being P.O. Joe Walsh who was JVD's partner that fateful night. 17 years OTJ and he got fired. No thanks.

Merit hacks , pass the first part, pass , fail . Sometimes passing grade is 60% . Now they do not have or know answers to test .
