Good, Good, Very Bad

  • Mayor Rahm Emanuel on Wednesday will call for state lawmakers to legalize marijuana, allow a Chicago casino and approve a state constitutional amendment to help the city address a looming pension crisis that will require nearly $1 billion in new annual retirement payments by 2023, according to sources familiar with the mayor’s plans.

    Emanuel is scheduled to give a speech to the City Council outlining the challenges that remain to properly fund the city’s pensions and offering recommendations on how to tackle the problem, even though he won’t be in office beyond next May to do so.

    The mayor will propose that any tax money the city receives from the legalization of recreational marijuana be dedicated entirely to pensions and he’ll do the same for any taxes generated by a long-sought Chicago casino, according to sources familiar with Emanuel’s speech who were not authorized to discuss his plans publicly. The mayor also will move forward with requesting that aldermen consider setting up the structure to issue pension obligation bonds to help reduce the amount of money the city owes the retirement funds in the near term, the sources said.

    [...] Emanuel also will call on lawmakers to amend the state’s constitution to eliminate what’s known as the pension protection clause that says public employee pension benefits are an enforceable contract that “shall not be diminished or impaired.” The Illinois Supreme Court cited that clause when striking down agreements Emanuel made with some labor unions early in his tenure to better fund their pensions in exchange for reduced benefits.
A couple observations:
  • Someone's kid is going to have to smoke a lot more weed to make a dent in those pension obligations;
  • What changed with the casino? It's been promised as a windfall for so long, yet delayed for every manner of reason. If you believe the rumors, McCormick Place has been wired for the electricity to run a casino for almost a decade. Another rumor says Trump built his hotel in Chicago, complete with a secure floor set aside just for high stakes poker tournaments and slot machines.
  • That last paragraph is the worst idea. Unless you grandfather in everyone who has operated under the current law, we would expect strenuous....objections....to any changes.
So what's changed for Rahm to suddenly look like the Pension Fund's best buddy? Do the recent raids of certain aldercreatures' offices have anything to do with the change of heart?

Rahm talks about the “compounding” COLA(Cost of living allowance) of 3% that is crippling the pension fund. First of all, it is not “compounding”. Secondly, the 3% COLA only applies to retirees born before 1966. Currently those retirees born in 1967 or after are only entitled to 1.5% COLA. Again, the COLA is not compounding! If you were born in 1966 or earlier, you get a 3% COLA in the first January after your first full year of retirement. So for example, a maxed out patrolman born in 1966 or earlier, who gets a $75,000 pension gets a 3% COLA raise of $2250 when he becomes eligible. That $2250, which is 3% of $75,000, gets applied to his pension every year from then on. That’s it forever. A raise of $2250 a year for the rest of his life. That’s a raise of $187.50 a month. You don’t think the cost of living for that retiree will increase by more then $187 a month in two, three, five, ten, fifteen, twenty years into retirement? A “compounding” COLA would be 3% of $77,250($75,000 + $2250), then 3% of $79,567($77,250 + $2317), and so on and so on every year. That’s not what you get though. You get that one time 3% total applied every year, but it’s not compounding. Rahm lies, again.

Good article in Forbes 24 Aug 18, "Why Chicago's pension obligation plan is even worse than it seems." There needs to be a forensic audit of what monies are coming in and where is it going. All projects need to be put on hold unless the projects are saving lives or protecting lives. There is waste, graft and corruption everywhere. Did you yearn for new street lights? Well it is costing over 160 million to replace the present ones. The cta is going to spend 4.4 billion to extend the Red line, northside station improvements and the Belmont flyover so Purple and Red line trains don't have to wait the 30 seconds for the northbound Brown line trains to cross in front of them at the Clark st junction. Other programs/projects that need checking into are the prequalification bid program where there is no competitive bids involved. What is needed is stopping the bleeding (spending) first with a tourniquet. The outlandish spending is everywhere. Did you ever go to the Hall or any City building for that matter and see the large photos of the mayor, the Clerk, dept. heads, police brass and others. Well it may sound petty but taxpayers are paying a photographer, paying for the oak picture frame to be made and paying for a union worker to hang the picture. These "servants of the people" act and believe the are royality. Put everything on hold until the pension crisis is solved.

Does anyone know what pension fund the Mayor, Department Heads and the Alderpersons are in? How is their fund fairing? What kind of health care do they have. Are they subsidized after retirement? I have heard they get 80% after putting in 20 years and can buy pension years if they want to retire earlier.

The devil is in the details and removing pension protection is the detail he is trying to remove the rest is just a smoke screen. The reason why the casino hasn't been built is who gets a share of the skim not where to build it. The pension will go up in smoke faster than a fatty if protection is removed.

Yes, I do believe there will be an attempt to change the Illinois Constitution regarding pensions. But, if they do, how will they change pensions, and what pensions will they alter? I am sure the judges in Illinois do not want their pensions changed, and I am sure that goes also for the elected officials and former elected officials. So what will be changed? The cops, the fireman, the truck drivers? The teachers have plenty of clout in Springfield as they bring buckets of cash down there weekly. The fact that the police and fire in this town are the only pension funds that do not give their annuitants the 3% compounded annual cost of living raise is a fact that is not well known That should be eliminated as well as the Gold Braid Bill which is nothing but a patronage payback so the connected can retire with fat pensions and the dumb who could not pass a promotion exam to save their life can retire well off. It will be an interesting debate if this happens as well as the debate on taxing pensions if the politicians change the state income tax clause. Lots of ideas on more taxes and less pensions but as always, no conversations about government reform.

I am confident that many of our elected officials have smoked Weed, and for that reason feel it is harmless. Yet two issues are being ignored in this headlong rush to cash in on legalized drugs: 1. We have NO standard or means of determining THC Impairment. (THC is the chemical in Weed that causes euphoria.) THC can be detected in the body for up to 10 weeks after consumption. Applying this to Police service; let's say an officer smoked Weed two weeks ago, and now he is in a shooting or crash; how will liability be determined? Alcohol and even cocaine, leave the body quickly; but THC stays in your body. 2. The myth that legalizing it will hurt the Cartels is absurd. Legalized Weed will not be sold to minors, but the use by Mom and Dad will make it appear acceptable, so Junior will buy his from the Cartel. In addition, note that most people do not drink to get drunk, while many if not most people smoke to get high. Legal Weed is heavily regulated and clearly states its strength. Illegal Weed does not have to conform to those standards, so the Cartel may use additives to make their Weed stronger. It’s like Groundhog Day with these politicians. Rahm’s had eight years to fix pension funding issues and has done very little. Now he’s going to try to force some quick fixes on his way out the door. Raise taxes, legalize everything (casino and weed) then pass constitutional amendment to cut pension COLA’s. So basically Rahm gave away Billions of dollars over his 8 years in office to connected businesses through tax incentives and TIF money and now wants to make a last minute push to “fix” things.

Well Rahm I’d have to say your a complete failure. You e done very little to better Chicago. You may have brought a few new businesses to Chicago but it seems the price to do this far exceeds the benefits received. You’ve meddled far too much with the CPD leaving the department way worse then when you started. JVD shooting could have been 100 times better. The ACLU agreement has emboldened criminals to commit crime which has spread to all parts of the city, especially where there was little to no crime at all. This pending “consent decree” is sure to be a disastor. Don’t think youv’ve ever made good on your original promise of adding 1,000 NEW officers. But you changed that to mean promoted and hired which turns out to be political smoke and mirrors. You took away retired health care with a stroke of a pen and bragged about leaving retires with no insurance for a minimal savings.

Not true.
The average citizen does NOT care about government pensions...
In fact , if they knew how much we we get they would gladly cut our pensions in half,
rather than get another tax increase themselves.
Police & Fire each quibble amongst themselves and have never become the political powerhouse they could be,
unlike the teachers. Politicians have no reason to fear us, we have never been a "Career Killer."

If the constitution is changed then the ILL Supremes would have to rule on the new constitution.

We will have to fight, together, against any Con Con.

Legalizing weed PROs
-tax revenue
-no longer use tax money to enforce the law vis a vis police and the courts
-increase the focus on cocaine and heroin law enforcement
-instantly cut the revenue stream of mexican and south american drug cartels by 30-50%
-make it harder for kids to get a hold of like alcohol is(easier for our kids to buy weed than beer)
-fuck with the corner dope boys
-legalization will lead to increased medical and industrial hemp use (clothing,lumber products, food products etc.)
-DUI's and their associated dangers to all of us and our families will reduce as has been the case in every state that has legalized it thus far
-decrease the danger albeit small of laced weed and eliminate the synthetic weed industry over night.
-eventually we'll be able to get lifted after a long day at work

Now i know i sound like a stoner but ive been on this job for over 2 decades and voted republican since i was 18. Weed is bad for young kids whose brains are developing and who are getting ready for college and the workforce. Its no worse for us adults than alcohol or cigarettes. It just has a loser subculture surrounding it because its been illegal for so long.

Furthermore if weed is eventually legalized at the federal level producers can start depositing 100% of their money into banks and avoid some of the dangers/crime associated with running a cash business.

Is it a gateway drug? Probably. So are alcohol, cigarettes and other teenagers.

Regulate weed related behavior like we regulate alcohol related behavior: not on the public way and not while you're driving. Tickets and tows just like we do with drunk drivers and Anov/arrest for shitheads smoking a blunt walking down the street.

It would be a win for the economy and for our pension.

Final point, anyone who wants to smoke weed is already smoking it. Let's make it safer/more profitable already.

Emanuel will attempt to eliminate the pension clause in the IL Constitution regarding pensions will not be diminished etc. This is of vital importance. If the prick succeeds we can lose part of our pensions or elements such as COLA.

The newspapers are reporting Emanuel is announcing to the public that we have 3% COMPOUND COLA and the City cannot afford it.

Police do NOT have compound COLA raises!

Rotten prick Emanuel is trying to get residents scared so they will vote for this amendment. I don't know if any City pension funds pay compound COLA's. Surely not the Police.

ComEd had been shoring up the underground tunnels (the one flooded years ago) and supplying some heavy duty lines from West Loop to Meigs and likely south thereafter, as I was told in 2008 or so. That was way after the $5 mil Northerly Island (the invaded Meigs Field) music pavilion and the $500 mil Corrupt Millionaires Park (Pritzker pavilion) home of the $23 mil polished bean.

All I’ve seen my sewer, garbage collections and water bills raised 500%. Pot holes galore on my street and no street lights for the past 2 weeks despite calling 311 and my alder person office. They can’t even hold promotional tests without corruption. He puts in a Superintendent who didn’t even want the job and he came with baggage of a fiancé suspected of test cheating and he promotes the evil twins who can’t keep their grea$y hands from the trough of illegal gain$. Don’t even get me started on the emasculating of this once great police department under this “leadership”.

THIS is why there needs to be REAL change in lodge 7 and a consistent effort between all unions citywide to run candidates for office!

One we and fire are the only ones getting 3%, not 3% compounded annually. A first step would be to stop the compounding
Second
The only way anyone would be able to retire is to have the COLA. Been retired 12 years and without COLA would not be enjoying retirement. Medicare for wife and I. $300 a month each for supplemental healthcare, property taxes 10% a year minimum, and everything else going up 5 to 10 % cable, gas , electric. Tell me one thing that only go up 3%.

It don’t remember the amending of the original TIF law. They had to define an area that needed TIF funds, (TIFF Districts), to upgrade the area by setting aside a portion of their property taxes to support the upgrades to the defined Tiff Districts only. Now they can use Any TIFF funds anywhere? That’s amazing, but not surprising, considering the same people ignore federal laws and spend taxpayers dollars to support illegal criminals. And no one no’s nuttin!

The legalization of the slot machines in the West suburbs and elsewhere are also taking money from the traditional casinos. Berwyn must have 4 or 5 of them next to each other along Roosevelt off of Oak Park alone.

Huh!? You’re welcome to your opinion, but it’s so off base. Actually, when I drink, I typically drink to get a buzz or drunk. When I smoke, I do so to fall asleep or wind down after a shit day. I’m not high, but the pressure in my chest and my stress level is relieved. A ton of people I know use it basically for the same reason. I, like them, don’t like to get high.

Paying the tax revenue into the pension sounds great, but I give that about a zero chance of actually happening compared to being diverted to some stupid bullshit like all the other money. I also assign a zero percent chance to the city and/or state being able to actually pay those pension obligations and am thus neutral on point three: that money isn't coming back, it's just a matter of whether the screwing happens slowly over time or in one big lump sum when Illinois goes bankrupt. Not saying it's right, only that it's what will happen.

Gotta disagree. There have been unbiased studies that have concluded that weed is not a gateway drug. On a personal note, if it was, I and just about everyone I went to school with 30 years ago would have needles in our arms or eating OxyContin for fun. That ain’t the case.

When weed becomes legal, I do doubt that the tax dollars will be used appropriately. They rarely are. As for worries about legal weed enhancing the black market, on a local level, I don’t think so. Possibly in a state where it remains illegal though. Look at Washington state, you can buy cheap weed there all day long. There’s no thriving black market within the state, but you can definitely find WA grown weed in states where it’s still illegal.

The pensions are in trouble because the state failed to put up their share of the funding for many years. The Illinois legislature would take "pension holidays" and use the savings to pay for other state services or to pay bills that would otherwise require a tax increase. So basically public sector workers kept the tax rates low by having their retirement funds diverted to pay for regular state business.

Now they have their media lap dogs declaring that public workers and retirees are greedy and overpaid and are bankrupting the state. This pension theft always makes me think of the classic scene in the movie Goodfellas - "Fuck you, pay me!". The Illinois politicians got us into this mess. They can fix this by opening a Chicago casino, legalizing weed, and using the money to pay down the pension debt. Those two changes could bring in about one billion dollars a year. Now do that and start having the teachers paying into their own pension funds like the rest of us public employees and that'll be a great start.

A couple other ideas. Overtime should not count towards your pension. Also, you get promoted, you cannot retire for a minimum of two years or you revert to your previous rank pay for retirement purposes. This will prevent the "promoted one day and retire the next" nonsense.

4 year contract, ( including years since last contract expired) effectively giving only a 2 year contract. This will allow the new city administration scum bags to figure out their own scams on the public. Hence, 1 1/2 % raise ( total) for the remaining 2 years of contract. Retro, your talking 1.50 % for the already expired portion of the contract which would bring 2 year retro to 3%.
All comp time will be paid at the rate in which it was earned. No more hundreds of hours earned at po rate and sold back at Sgt., Lt. Etc.....rates. Uniform allowance will be slashed for units other than patrol. No more duty availability. Rahm also wants to invest pension earmarked cash into weed cafes. Wow, only 7 more years until retirement.

Overtime pay has never been factored into the CPD pension.
CPD pension is based on average of final 4 years base salary regardless of rank.

And, any entitled SS benefits earned thru prior employment and or side jobs is reduced by approx. 70% by the Windfall Elimination Provision Act.

It would be more so if it was centrally located rather than tucking it away on the SE side to compete with the Horseshoe. Plenty of tourists would drop in if it was right there and they could walk and just spend an hour or two.
