Citywide Day Care On Tap

This is a fantastic program and we're wondering why we didn't hear about it earlier:
  • Chicago’s government watchdog recommended that a high-ranking Chicago police official face possible firing for directing officers under his supervision for nearly a year to drive his child from school to his Northwest Side police station in a squad car and babysit the kid on the city’s dime.

    But in the end, the Police Department gave the undisclosed official — identified by sources as Grand Central District Cmdr. Anthony Escamilla — only a seven-day suspension despite his claims that it was all part of a “test case” for a new community policing study, according to a report released Wednesday by the watchdog.

    The report by the city’s Office of Inspector General said that “the Supervisor’s continued attempts to justify the conduct in question raised serious questions about the Supervisor’s judgment and ability to serve in a supervisory position.
People in the know had way more "questions than answers" when Tony made it past patrolman without spending any time in prison. You can read the IG report here - page 10 is where it starts and covers almost two full pages.

So it's not a citywide pilot program? Escamerit lied to attempt to cover his own misconduct? Isn't that some sort of Rule Violation...like a Rule numbered as "14"? Was this testimony to the Inspector General's office under oath? Are there not annual Ethics Tests with this idiot's electronic signature all over them?

Of course, ethical people wouldn't be using officers as chauffeurs and babysitters and another officer as a pin cushion in the 025 District. Ethical people wouldn't have been taken out of a District by IAD when un-inventoried gun(s) were located in his locker. Ethical people wouldn't be bragging about how he put one over on Deputy Chief EW, snaring a "merit" spot in spite of his shadier-than-shady career track. Stupidity should be painful, and this ass ought to be fired.

But Special Ed will pretend the seven day suspension is punishment enough and so much for "building trust" with either the community or the rank-and-file. The political optics outweigh the effort to have an actually competent, capable and clean supervisory staff.

    There was no evidence of a secret study, the report says.

    In suspending the supervisor for seven days, CPD agreed only that some department rules were broken but disputed other possible violations, according to the report.
Laughable.

What’s the problem? It was all part of a “test case” for a new community policing study that Escamilla was running. That’s just the kind of go-getter Escamilla is, always thinking out of the box, innovating, taking the initiative to make this a better department.

Naturally Superintendent Eddie Johnson praised Escamilla for his work on a pilot program in his district in which officers were freed from responding to radio calls to spend more time interacting with residents.

That’s why Escamilla makes more money than 96.56 % of the Police Department ($169,484 in 2017 to be exact).

That’s why, despite being unable to pass any of those pesky promotional exams, they made him a “Merit” Sergeant in 2003.

In fact, Anthony Escamilla is such a wunderkind Eric Washington made him a “Merit” Lieutenant in 2012. No need to waste time or effort demonstrating a knowledge of procedures, laws or any ability on those ridiculous paper or in-basket exams. Everyone knows the promotional exams or no indicator of actual skill or intellect. Sure, the department does actually tell you which orders, statutes and responsibilities they’re going to test you on, months in advance of the exam. But hey, anybody can read all that nonsense and breeze through the exams. Well, ok, I guess Escamilla couldn’t and most of our current Exempt Command Staff couldn’t either but that’s the point.

Eric Washington couldn’t pass them either but Ron Sodini knew talent when he saw it. That’s why he gave Washington another “Merit” bump to Lieutenant in 2006 and we all know what a mega-mind Sodini was. When Eric Washington was bumped up again to an Exempt Rank he seized the opportunity with both hands, Recognizing how this system of multiple “Merit” could transform the department, Eric chose to foster the advancement of other folks who outwardly didn’t seem to shine in any quantitative, documentable or demonstrable way but had that special something. He took time from his vast duties to reach down and pull up others of his kind. He took “Merit” Sergeant Escamilla to the rank of “Merit” Lieutenant thus paving the way for him to ascend into the golden elite of this department. That’s what greatness does. It rises to the top and in kind it elevates others to that same greatness.

Just look around this department, excellence is everywhere. They’re like the Illuminati of law enforcement and public policy and they have saturated the department with their immeasurable abilities. It is this hand over hand, climb to the top Meritocracy that has made us the beacon of success, integrity and progress we are. Just imagine if virtually all of our command staff wasn’t made up of this advanced species of humanity. Think of the shape we’d be in if we had to rely on men and women whose only capacity to supervise, nay, to lead was their having confirmed that ability by fair and unbiased testing. I shudder to think of the consequences.

Escamerit is a classic case of somebody with narcissistic personality disorder. Extreme caution must be exercised when dealing with this person. Minimum to no contact is best. He is legitimately dangerous. Please read this book. Meanwhile, callback is full of officers who have been stripped for far less. Even if those officers are only given a 7 Day suspension, they will still have to cool their heels in callback for 1 to 3 years while the department drags their feet.

This article appeared numerous times today on FB. Several comments were made by police defending this prick. "whats the big deal, my dad used to bring me as a kid to the lock up for hours" and "this would be okay once in a while for emergency". Are you all nuts? This so called leader makes twice as much money as everyone else with kids, but they find family or friends or sitters and pay them to pick up, drop off, or watch their kids. Or you use comp time. Not to mention the danger this child was put in every time a cop put that child into a squad car and into a police facility. Can you imagine the liability the city would have if something bad happened to that child? What if some nut job walks into the station shooting it up? Bad guy speeding crashs into your patrol car? That fk head commander put every one of you and his own child in jeopardy. He should be fired immediately.

The superintendent's nurse/driver(CD) have better take notice of this when she picks up her "own" kids with a dept vehicle and if one is not available she will leave for several hours during her tour and pick them up with her own vehicle,sometimes we will even have the pleasure of seeing them on the 5th floor....TAKE THIS TO THE BANK....

Back in 1999 there was a female Commander of the Youth division who freely and openly had a child seat installed in her back seat of the department Crown Vic.when she was called on the carpet her answer was that as a supervisor she was required to have a seat available to transport a child. Truth was she took her kid to school every morning in the unmarked car. 1st deputy told her to remove it.

This requires a civil suit for "THEFT OF SERVICES". This guy robbed the citizens of Chicago of police services, each and every time a CPD employee was placed on "child-duty", whether the driving or the babysitting part. Someone probably has an informal journal documenting this theft. All the POs who were drafted into service must recall their "duty-slots". So long as POs patiently abide by this "different rules for different folks" atmosphere at CPD, so long as taxpayers meekly accept these corrupt and self-entitled practices of public employees, this stuff continues unabated, empowered, and enforced as "God's Will".

Well, if he's in jail or went to jail it's too little to late. Those in 025 had the common sense to fight back. Maybe those in the 8th were being taken care of, and only complained to other blue shirts to make it seem like they weren't happy with the nanny- chauffeur position. The chauffeurs from 7 have been promoted, and never complained about the task. So, trust me, if those in the 8th didn't like the side gig they could have easily joined the rest of us that push a beat car. Good job 025, continue to Rage against the machine

Lets see about $1,000 a day plus don't forget the people that needed help that could not be rendered due to this rule 14 violation. He should eb brought up on charges maybe the feds need to step up as federal money is also being given to CPD,and indict him for misuse of public funds!

Anyone who has ever worked in IAD, and I have, will tell you how things work. They might have changed a bit over minor things, but the big picture never changes. When a gold star is accused of something, the case is assigned to special individuals. It is not random as other cases might be. The entire investigation file goes directly to the desk of the department advocate, bypassing the assistant advocates who review the files. The department advocate then takes the file directly into the office of the ADS of IAD, and then right into the office of Superintendent. There the final outcome of the investigation is determined ; are the allegations sustained? If so, what is the recommendation? It is at this stage that many of these allegations are killed. The file does not go to command channel review. Very few people even get to read the file. This district commander is guilty of a Rule 14 violation among others and the suspension should have been significant and he should at least be demoted. But, that will not happen because he is clout heavy. Now, I am retired and a few minor points might have changed,

The public does not really care, the ACLU does not care, none of the self-proclaimed police reformers or liberals don't care. They do not see this as a problem and the cause of most of the problems within the department and the result of the democratic patronage system. As an exempt member, a seven day suspension is equlivent to a one day suspension. They measure each suspension day at exempt ranks in seven day incriments as equal to one day. So if it were two days it would be fourteen says

1=7
2=14
3=21

and so on.


He actually got 1 day.


That is in the order.

Mind you, the kid has special needs and was alone in in places he should never be, like the prisoner processing area and lockup. I’m so glad I bid out of that place. While the inspector general’s office recommended the Police Department discipline the supervisor “up to and including discharge,” the Police Department gave the seven-day suspension, arguing that there was no proof that police operations were disrupted.

The Police Department also determined that Escamilla did not violate a department rule that restricts movement of relatives and friends of police personnel in police stations. As a commander, the department found that Escamilla was allowed to authorize his child access to the district station, according to Ferguson’s office.

What he done is not that uncommon and maybe should have thought this through in a different way.
Bad decision...from a boss, now that’s a problem.
And with that comes more scrutiny for the lesser ranks.
How many of you out there can’t work a watch or another District, Unit, assignment because you have a family responsibility?
Same question should have been applied to Merits selection process.
“Is there anything that would impede your responsibilities as a Commander?”

Firing is a bit extreme, but it was all for show.
The IG can’t even find a cheating scandal.
Seven days is nothing too, especially when this went on for a year and there’s no other demand for the associated expensee he absconded.
Laugh in the face of 30 & Pending and take 7.

Expect him to be sent to packing somewhere in the Spring cleaning.
He won’t be the first DC to go back to Lt even if for a little while.
Heck, HennyPenny was known to have been quite the speed racer getting the kids to school, but didn’t rely on POs to drive or go around street barricades, she did it herself.

He epitomizes what’s wrong with the CPD. The “for thee, but not for me” style of leadership. Leading by example is a foreign concept. It’s corrupt and destroys morale.The department definitely made strides in curbing external wrong doing, but nothing about the internal. Especially if they’re clouted or in a upper supervisory position.

How can you possibly keep this person in a top leadership position? He undermined his authority. It will now always be suspect, which undermines the mission of the department. For Eddie Johnson not to have immediately recognized this speaks volumes. He’s corrupt in mind. Too many years of “The Chicago Way.” He needs to go.

And isnt it interesting the whistleblower (s) didn’t go to IAD? A true journalist would be inquiring why wouldn’t Officers feel confident in going that route? We all know why. It would have disappeared. Or maybe they did and after no response they went elsewhere.

I'm pretty sure I know where Escamerit got the idea for using the excuse that his son was part of some Project X experiment.

If you can read through all of that garbage in that proposed consent decree that Madigan came up with there is a mentioning of possibly using youths as part of an 'understudy,' program with police officers to help build trust within the community. By no small coincidence Escamerit's son came into the roll call room back in September (again unsupervised), after the IG investigation was started, and announced to everyone present that he was CAPS Sgt. T.C.'s understudy.

Now, we all know Escamerit isn't smart enough to come up with that lie himself. My guess is either Nagode or Special Ed told him that's the excuse he should stick to. It's not a very big stretch of the imagination to come to the conclusion that Exempts colluded together in a conspiracy to lie and undermine the Inspector General. Kind of like the cheating on the Lieutenant's test.....

They got some pony tailed kid in 025 now that also claims to be part of the understudy program. If any officers witness the Commander's son running around the lockup facility unsupervised like he has been observed multiple times in the past, then take action. I don't imagine Escamerit's ex-wife will appreciate it very much when DCFS gets involved because that moron of an ex-husband of hers can't manage to keep their son out of potential harm's way.

You know if you get a gun stolen from your car it’s an automatic 10 day suspension. You are the victim of a crime and it’s 10 days! Your weapon needs to be secured, I get it, but 10 days for first offense? My partner had his stolen from car when he went to the gym. Left in car because gym lockers are always getting broken into and he figured the car was safer then a gym locker. So this jag off gets a 7 day suspension for stealing from city by using on duty, salaried Police Officers to pick up and babysit his kid? He then lies and gives false official report in his statement to Inspector General and it’s only 7 days?

Dear Fat Fenner, oh yea. I mean Eddie. No one cares about Cmdr. Excrement‘s private life and turbulations. He is paid good money so he has the means to care for his “special needs child” without using taxpayer paid resources to do so. Not only is he stealing money by using city equipment and personnel, he’s taking police personnel away from their duties, no matter how useless those duties maybe. ie CrAPS.
Also, bringing anychild, let alone a “special needs child,” to a police facility which has criminal types in and out, sounds like child endangerment to a resonable person.

There are thousands of parents on the department with children, many with special needs and earn much less, who don’t recieve the same benefit of having the police department transport and care for their children. Many of these parents are denied time off to care for their children, several from 025.

This Cmdr should have been suspended 30 days then seperated. Seeing as that didn’t and won’t happen, he should be returned to his unearned civil service rank at the very minimum with an additional 23 day suspension.

Actually Eddie, you too should be fired for failure to do your job. You have a fiduciary duty to the taxpayers of the city to act in their best intrest. You are only acting in your best interest as to not upset your puppet master.
You Ed Fenner are an embarrassment to law enforcement in general and the Chicago Police department in particular.

Gee, when my kids were young and I was at work, I paid babysitters, negotiated with neighbors picking up their kids and asked my mom to help out. Of course, I was in patrol. I didn’t know as an upper management suoervisor, who makes 160k a year can utilize the squad AND a patrol officer as a chauffeur and babysitter. Nice.

I recalled a time I had to go down to the medical section after having surgery. The babysitter canceled and I had to take my 2 year old with me which I know is against department orders. I called and explained my plight and they told me too bad I had to report. I brought my child with because I had no option. The Sgt. wanted to spar me for bringing my child but this guy has his kids babysat for.

There’s no mention in the IG report of the commanders son using the patrolman’s locker room as his bathroom, no mention of the commanders son going into the tact office where a gun was sitting in plain view and he had direct access to it, there’s no mention of sgt T.C. Of caps literally chasing him down in the lobby of 25, there’s no mention of Captain Derrick Jetter forcibly removing the commanders son from certain parts of the building, there’s no mention of the commanders secretary officer B.B. coming out to the front lobby after the commanders son left the front office and saying out loud (obviously to protect herself) now come back in here, you know you have to work on your internship, there’s no mention that 2 officers 1 sgt and 1 PO usually picked up the commanders son from oriole park fieldhouse. The article claims the commander said it was mostly Wednesday’s but a shithouse rat in the back lot could tell you it was at least 3-4 days a week. How could this man have the public’s trust? The laughing stock of this shitty. Every other policeman has to make sacrifices/arrangements for childcare and pickups, but this anointed one has free armed livery service payed through public coffers and then on certain days had upwards of 3-5 babysitters employed by cpd and working in the caps program all at the bargain rate of at least 40 taxpayers dollars an hour. How come the IG didn’t interview every officer on 3rd watch? Can’t figure that one out? Well it’s because they still have to protect this garbage pail at all costs. Internships? What internship was the 25th district offering to all law enforcements children. No pity in donkey city you hack. Karma is a bitch

Back in 1999 there was a female Commander of the Youth division who freely and openly had a child seat installed in her back seat of the department Crown Vic.when she was called on the carpet her answer was that as a supervisor she was required to have a seat available to transport a child. Truth was she took her kid to school every morning in the unmarked car. 1st deputy told her to remove it.

Maria P , when a patrol officer, forced some female cps students eat some toxic soap while acting as a security guard at the school. The parents sued and won. She then received : merit Detecrive, merit Sgt., merit Lt. She then made Cmdr now deputy chief.

All for someone who doesn’t test well, but is able to make crucial decisions as demonstrated as a patrol officer/ security guard.

Anyone who has ever worked in IAD, and I have, will tell you how things work. They might have changed a bit over minor things, but the big picture never changes. When a gold star is accused of something, the case is assigned to special individuals. It is not random as other cases might be. The entire investigation file goes directly to the desk of the department advocate, bypassing the assistant advocates who review the files. The department advocate then takes the file directly into the office of the ADS of IAD, and then right into the office of Superintendent. There the final outcome of the investigation is determined ; are the allegations sustained? If so, what is the recommendation? It is at this stage that many of these allegations are killed. The file does not go to command channel review. Very few people even get to read the file. This district commander is guilty of a Rule 14 violation among others and the suspension should have been significant and he should at least be demoted. But, that will not happen because he is clout heavy. Now, I am retired and a few minor points might have changed,

Most lawyers talk their clients into choosing between a jury or bench trial and most defendants listen to their lawyers advice. Ultimately it was VanDykes choice but Herbert had a lot of input

Back in the day the street deputy cars were marked. That is until one deputy took his wife shopping, kids to school, etc and people were complaining seeing this occur. Then the CPD switched to unmarked cars
