- Pedestrian stops by Chicago police officers plummeted in number beginning in 2016 after a new state law and an agreement between the ACLU and the Police Department required officers to more thoroughly document and justify the encounters to ease concerns about racial profiling and constitutional violations.
Some even believe the impact contributed to homicides hitting levels in 2016 that had been unseen in two decades.
But a new report from the American Civil Liberties Union of Illinois says that at the same time pedestrian stops fell so sharply, Chicago police dramatically increased how often they pulled over motorists.
We don't have a copy of what a TSSSSSSS Blue Card looks like handy, but this is the version of the ISR we made fun of two years ago (click for larger picture):

- The latest report also found that Chicago police stopped African-American motorists at a disproportionately higher rate than whites, Hispanics and Asians.
The findings have raised alarms for civil libertarians at a time when the Police Department is attempting to improve trust with minority communities as it nears a federal court agreement meant to ensure widespread reforms are carried out.
“The problem has been consistent, but now it’s, yet again, a point of data that shows how desperately we need holistic reform of the Police Department,” said Karen Sheley, director of the police practices project for the ACLU of Illinois.
Perhaps the morons over at the ACLU could tell us exactly how the police "racially profile" an automobile? Cops see vehicle violations and pull over violators. Why doesn't the ACLU wonder why certain "communities" are incapable of properly maintaining and licensing their vehicles, thereby attracting the attention of cops? Or is that too obvious?

I havent been pulled over in 25 years. But then again I dont drive like a jagoff, have insurance, all my lights work and I use them. Red lights mean stop. Etc etc. Why do we have to defend and protect assholes who cant even figure out how to drive ?
It’s simple math. Put the majority of police officers in black neighborhoods and it only makes common sense that the majority of TSSS cards will be generated on blacks. Put them in 016...whites, put them in 010...Hispanics. If the majority of stops in 011 were of whites then I would say THAT is a sign of profiling.
That’s what the bosses and dept gets. They push these blue cards like it matters.

So the ACLU is essentially saying that if I only shoot my gun in .0001% of instances, I am not meeting the accuracy for state certification(70%). I really got to pump my numbers up.

I knew this would happen as soon the ISRs happened. That’s when the bosses switched to making their new stat the “blue cards” They yelled every single day “ more blue cards” and they still do. Just like the old contact cards the blue cards are now the stat for bosses hoping to get promoted even higher. Look for the next thing on the ACLUs radar to be all the physical arrests for suspended licenses. Units are doing this to keep the bosses off their backs by padding their arrest stats with the arrests.

Just so you know the ACLU is vey active in Salt Lake City. It seems there is a disparity in the number of Mormons being pulled over for to many occupants in a vehicle.
No one is getting stopped in my white neighborhood (19th) because we don't have any cops anymore and people no longer have to stop at stop signs because they know they won't get caught.

How come the ALCU didn’t put in their report the racial makeup for the areas where the most crime occurs? I mean we all know why but this half ass reporting needs to be called out. It’s a fact that most crime occurs in The African American community so why wouldn’t there be most street and vehicle stops in those areas. Tell the WHOLE story ACLU.

Used to be the police were consulted when the state was designing license plates. But now they have broken the 6 figure limit and are chicken to start reissuing numbers which haven't been issued in 20-30 years... The present idiots don't have an inkling of an officer trying to read a plate with someone's picture imposed over letters of the same/close color. And you want them to understand what VIN stands for?
As long as the powers that be, seek to quantify police work, when in actuality it can't properly be quantified,this problem will persist. As long as there is a lowering or no crime in the area you are assigned to patrol when you are left alone to patrol that area, no other criteria needs to be examined.

I recall that the traffic stop card was in effect for over ten years with the results not showing any pattern of racial profiling of minorities. It was then renewed twice from the indicated expiration dates (of years) until the ACLU's desired results eventually came up and now make it look like it was an intentional plot by racist police.

Blacks commit homicide at a rate of about 6:1 (black:white), per capita, in Chicago. 2:1 would be an incredible disparity, but 6:1 is truly bizarre. And this ACLU Sheeley is incredulous about a disparity in traffic stops? I say the burden is on you, you dirty cunt.

I ran a statistical study of my own. Every day as I ride the Dan Ryan into work, I made a mark on a piece of paper when someone was driving significantly faster than the flow of traffic. More often than not, this specific demographic was also in a car that was at least 10 yrs older than my car and no doubt had worse breaks. Needless to say, guess which demo was speeding at breakneck speeds at 10 to 1 rate to other demos?

It is time to cease with traffic stops and traffic tickets in all but the most egregious cases. The only people who get tickets are those that actually comply with the law and pull over for the police. You have red light cameras out there and speeding cameras. Let everything else go. Stop being the pimp for the city and their fundraiser, plus risk putting yourself in harms way or a complaint. Besides that, all the arrests and tickets in the world will not get you on the " merit" list for promotion. I sure would like to see the clearance rate for all of those detectives who just made merit sergeant. Now, that would be interesting. And, how many of the merit sergeants were merit detectives?
Maybe Karen can take a quick peek at how CPD uses the “merit” systems to promote well qualified lackies or maybe have a look at manpower by district and see how that could relate to her stupid analysis.

I can recall years ago when assigned to 004 that many residents of the (then) predominantly white Hegewisch area would proudly proclaim when stopped that they "didn't need a city sticker attached to my car, officer. I live in Hegewisch." Did I mention that most of the ones I stopped that didn't have them were actually 10th ward city workers?
I am sure that if any officer who is assigned to the 017th and 016th Districts actually got out there and dug around, they would find similar city sticker tax cheats in those areas also.

Only people doing traffic are the 2 year wonders that want days and the tact teams, since they don't want to do ISR's. Can't say I blame anyone. One day our watch had about 4 blue cards (traffic guy off), the tact team had about 30. Oh well!
From my experience, citizens in every neighborhood are neglecting to properly license and insure their vehicles. When you have no money, don't have much to lose or just don't care, then that is going to happen. There plenty of people in this city that register their cars outside the city or state to avoid buying a city wheel tax or to get a break on their insurance. But, when you come to moving violations, I would bet that more stops and more tickets are written in black and brown areas on the mere fact that there are more police officers assigned to these areas. My take on the entire matter is to stop writing any citations unless the offense is outrageous . Speed and red light cameras even the odds across the city. Now with the roll out of license plate readers cars will be stopped much more. Stay fetal and don't let the bosses pressure you. The one thing that people hate about the police is the frequent traffic stops, and that feeling goes across racial lines. I am now in the south suburbs and the cops do not patrol the housing areas, they spend all of their time on the main streets stopping cars.The chief told people that the city makes lots of money on these traffic stops and DUI s.

Kind of OT. Just read that CPD adding lots of cameras on northside. Instead of cops on the beat northside will get good pics of criminals hunting in their territory. Guess taxpayers are not entitled to more bodies just cameras. Of course the areas that pay no or very little in taxes get all the resources. Reverse racism at its finest.

Lt has been milking IOD for a few months now. The former IAD rat actually left the building one day and got into an accident. Strange thing is, the scratch on the squad could be covered with White Out, but he’s got a dollie in the Medical section backing his claim of a back injury.
A little common sense for Liberals: Bad drivers are usually suspended, with Kimesha's no prosecution policy, the bad drivers continue to drive recklessly and don't have driver's license or insurance. Working people need their driver's license which is required for many jobs, ergo they drive safer and pay tickets to keep a valid license.
First off, fuck you aclu. I don't pull over any vehicle's in 7 anymore. And to the city assholes, fuck you too. One of my car's and motorcycle are registered in Wisconsin and the small compact vehicle I drive back and forth to work is registered in Illinois and the city. Just my way to fuck the city just a little.
