It wasn't John Franklin's kid. It was another commander's kid (whose name escapes me right now). Franklin was dumped from TRU but that was for some political bullshit where they wanted to use TRU for something and Franklin fought them on it. The commander you're referring to was an older black guy, heavy-set with glasses.
Why would anyone be surprised about calls being made, we even had that sergeant muhammed or whatever his play name is do that drive-by shooting of a disabled "child," and he gets away with it completely. Unfortunately the consent decree is state monitored not Federal. so the connected will still be protected. This is Illinois. Just like the bosses say “do this do that. No early ducks etc.” Then they walk out the door 3 hours early smiling.
