Great Optics There Ed

Once again, a dumb decision by the "best and brightest" who claim to have "earned" their spots:
  • A Chicago police sergeant has accused the department of trying to cover up the circumstances of a shooting in which another sergeant wounded an unarmed teen with disabilities during an off-duty incident on the Far South Side in 2017.

    Sgt. Isaac Lambert, a supervisor who was assigned to investigate the shooting, alleges in a lawsuit that a boss dumped him from the detective bureau last month just days after he refused to change a police report to list the other sergeant as the victim of the incident.

    At a news conference Monday at his lawyer’s Loop offices, Lambert, 50, a Chicago cop since 1994, said he wouldn’t be surprised if the lawsuit makes him an unpopular figure within the Police Department.
So now Special Ed and the Law Department have to defend a shooting where video pretty much blows the detective narrative out of the water AND explain why a decorated Sergeant (who won the Superintendent's Award of Valor) was launched when he wouldn't go along with the exempt structure.

Perhaps there is some sort of "Code of Exempt Silence" that protects the politically connected? Or maybe the sergeant who shot the unarmed mentally challenged individual has a politically connected side job that brought political pressure to bear?

Sounds like an episode of Chicago PD.

This is what happens when you put the wrong people in charge.

"Given, not earned." promotions eventually blow up into problems but that is the risk in Clout City.

In coming to this blog for years, this is no surprise. Someone needs to clean house of all the Merit hacks running ALL the different sections of CPD, but that will never happen.

No one wants a reformer. Just look at the candidates left running for Mayor.

When did SGT's start investigating anything?

They sometimes even go to scenes with nifty binders of blank papers but investigate?

Last time i seen a SGT of DICKs investigate anything he was canned in the LAQUAN case for sending to many emails on OT.

But i have seen white shirts strongly suggest narrative be changed sounds like another rule the consent decree must look into. Can a SGT order you to RE-do a report and what if you are removed from the case and not allowed to type said report.

Civilians & the media will neither know, understand, or care what's going on here.

You can't blame the sergeant, particularly in light of Foxx' willingness to prosecute cops who've done NOTHING wrong (e.g. the McDonald detectives), let alone future coppers who will get caught up in exempt-forced bullshit, and who will get the, "Gee whiz, Kid. Real sorry about that" speech, while the exempts retire without a problem.

SGT for doing the right thing are disgraceful. You and Rahm are primarily responsible for the Consent Degree. It's these type of actions and mismanagement that lead to the sad state of affairs and mistrust between the Police and the Community. The sooner you get out from under Rahm's thumb, the sooner you can save some selfrespect. It's too late for Rahm.

Here, the police demanded a false report from
the police about the police. When you mess
with the natural order of things, you can expect
unpleasant outcomes.
A merit is a living example of a human that
altered the natural order of things. It should not
be a surprise that the merited thinks he can
just order someone to change a report to fit
the outcome he desires and his intentions will
come to pass.
It's very metaphysical but it boils down to this:
a merit may or may not be aware he is unqualified.
But nevertheless when a merit orders an illegal act
it is still illegal and will ultimately revert back to the
merit.

FOIA the unit of assignment history of the shooting Sgt? You will find something really evident!

And compare it to the supervisors now in control of this investigation?

You need to follow the history?

The investigating Sgt. is correct in his findings. But the command staff
needed to cover up the incident.

The shooting Sgt. Should be facing charges. For shooting unarmed individual?
There was no threat. And the reason this may still be open is to cover him till
Retirement is available.

Eddie Welch was his merit nominator and Juan Rivera was on the Merit Board to approve him.This is why he gets to work in Barbara West's office after committing an aggravated battery on an unarmed autistic kid. Found this Sums it all up 5 AM what is the sergeant going to work coming home from work or coming home from a night out;

At about 5:00 a.m. Muhammad, who was off-duty and was driving his own pick-up truck, saw Hayes and began chasing him. At one point, he drove his truck up on the sidewalk within a few feet of Hayes. Frightened, the boy ran away. The officer continued the pursuit.

Eventually, Hayes stopped running and stood motionless with his hands at his sides on the front lawn of a house. What happened next was captured by a surveillance camera mounted on that house.

Muhammad pulled up and stopped roughly 20 feet from Hayes. Sitting in the cab of his truck, he opened fire with his service weapon, striking Hayes in his chest and arm. Wounded, Hayes again ran away. Muhammad pursued him in his truck, caught up with him, and ordered him to lie face down on the ground.

*Naturalist bad optics chasing the kid driving his truck and the sidewalk who is this guy’s club he should be sharing a prison cell right now or at the very least should’ve been terminated also is the city paid out for this how much did this cost us how much did the taxpayers have to pay for this idiot shooting this mentally disabled kid where is everybody marching where is the yelling out what about the children where is this at? The bosses were aware there was a problem with this sgt early on in this investigation and should have removed him from it, he could have been put in property crimes or SVU then if the sgt continued to be an issue then he should have been dumped. The timing of his dump was all wrong.

He was a Sgt with me in 002 for about 6 periods before he went to the D Unit. He was a goof in 002 that nobody could stand. Calling this guy a victim is a joke!!!!!!!!!!!!

I don't know much about this shooting other than what was in the media. But, talk about clouted... Ike is a nice guy, but also a merit Detective and Sergeant. He was even in the special merit only sergeant class under Garry McCarthy. So, let's talk about clouted....

Whether things happened exactly as Lambert says or not it appears Staples is directly in the middle of this hot mess.
This may, at least for a little while, hinder her chances of moving further up.
Both Taxwinkle and Lightfoot would realize the terrible optics of moving up someone who’s in the crosshairs of a lawsuit getting lots of coverage by the media.

Every single bad incident involves multiple merit individuals. Every one of them. If we only had some real media to do an investigative report on our merit system. Instead we have the tribune doing an article about the detective division and they make excuses why we can't solve anything. Try this for our Detective Division: Chief- every promotion merit, 2 Deputy Chief's- one legit the other every promotion merit, 3 Area commanders- all three every promotion merit. CPD will never come back from this merit disaster, we are the dumbest department ever.

This shooting was two years ago. Was the detective sergeant getting asked just recently to approve the report? When did he get dumped to patrol? Just wondering what the time line is here. What took the sergeant so long to file this lawsuit? When this shooting happened and he supposedly was assigned to investigate - why wasn't he putting up a big stink at that exact moment during the investigation? If he was so honorable and honest, this situation would have never gotten this far.

I know this kind of shit does happen - bosses covering up for their favorites. I sure hope this detective sergeant has alot of evidence to prove his case, because something sounds fishy here and there has got to be more to the story.

We love and support our CPD. As parents of a non-verbal autistic 14 yr old 5'10" son, the video of Muhammed opening fire scared the shit out of us. I am 99.9% sure our son would run from anyone in a car shouting commands at him. We are lucky our son has never gone missing as we are hyper vigilant. Our number 1 priority is to keep him safe and he is never alone. So an 18yo with diminished mental capacity, missing from home for 3 days is considered an offender by an off duty Sgt who never has face to face contact with individual to present his credentials (star on a neck chain or lapel) and asses the suspect as a threat, by displaying or inferring that he is in possession of a deadly weapon and has made threats to the Sgt that place the Sgt in fear of great bodily and that the Sgt has has taken all reasonable measures to defeat the threat of force inferred against him including calling for assistance, so this justifies the Sgt shooting the suspect from inside his non Police vehicle. Oh boy would this play out as false arrest and manufactured facts in court, but wait after an interview by Det's and Felony Review and determining the identity of the now wounded suspect the Dept still wants to classify this an Aggravated Assault of the Police, you gotta be kidding me. Arrest the off duty Sgt and charge him with Agg Batt', Recless Conduct, Official Misconduct.

BINGO! As a Detective I have a supervisor who is there not because of a bid and has some stability but because of who he/she knows. If they don't toe the line they get dumped. They want you to change a case classification or omit something. I have to tell them the first line of my narrative will be along the lines of "This report is amended per orders of Sgt #####. That usually works. When your on midnight in the area there isn't much they can do to you. Sometimes we get some good ones but the ones with balls usually get dumped back to patrol. And yes, before some offended soul goes "yeah but!", some good supervisors get through, and yes some Detectives are dogs.

Seek legal guidance, whistle blower protection, CR# and launch against the PD Leadership.
Don't take any action in Cook County Courts. Corruption and clout the order of the day.

Check your facts! Sgt. Muhammad is full duty and NOT stripped. Its amazing Sgt. Muhammad isn't even criminally charge. So yes, it appears there is a code of silence and Supt. Johnson and his meritorius Alumni are behind it. As usual nothing will happen to Sgt. Muhammad, Supt. Johnson or any other boss because its the Chicago way.

Worked in Area South with when Lambert was a Detective and observed him upon his return. Ike has always been blunt, knowledgeable and never backed down from the ASA’ s , Bosses or some of you new crybaby in the Area with less than 4yrs as Detectives. He always stood up for Detectives and assisted anyone that needed help, you guys are pathetic! His disagreements with the two Sgts CT for the treatment of Detectives and JF over a GSR kit in a major incident he didn’t want a Detective to administer as oppose to an Evidence Tech were both admirable and want you that in a Detective Sgt. I usually don’t respond but you whiners are ridiculous! The idiot in the early post about emails should learn any decent Detective should always know if you didn’t DOCUMENT it, it didn’t happen! Dummies ask yourself why would anyone wait until after a lawsuit filed to have a Sgt sign off on a report that stayed in limbo over a year on a high profile shooting.

One thing I can say about Lambert. He Loves a good argument. I knew about him since his days at the academy. (94-6 the "spitball" class) I have witnessed him engage in several quarrels. When he thinks he is right, he has a bite like a pit bull. Without taking sides, I believe he is the perfect man to go up against the establishment here.

I have had current cases i was working on FOI'd. Don't know the result, whether the city released the info. But, just wondering whether the Winnetka/Glencoe heroes of the downtrodden have FOI'd these reports. They must be laughable.

In coming to this blog for years, this is no surprise. Someone needs to clean house of all the Merit hacks running ALL the different sections of CPD, but that will never happen.

Right, this wont happen because no one would be left, they are all multi merits.

Lambert is a stand up guy that got dumped for the reason he stated. Nobody gets dumped caused they simply did something stupid.

Melissa got her feelings hurt when he said he wasnt going to join their circus. Too much on video just like Van Dyke.

Hey genius why would the report be in "limbo"? Hmmm? Well it was never submitted!!! And why was Ike the one told to approve the report now??? Hmmm? Well he was the Sgt. on duty at the time of the incident. Sgt. as in the supervisor meaning that he should have been looking for that report ASAP. If Ike was the knight in shining armor you depict him as to correct the wrongs done by 35th street, why not tell the detective assigned to submit the report as written? To hell with this cover up, and back that decision and detective with all his power and might?
Why do NOTHING?
I had no problem with Ike when he first came to A2 as a sgt. on mids.
But after this incident he only worried about his own ass and made damn sure, by lawyers instructions I'm sure, to do everything in his ability to promote his good leadership skills.

Well Said!!!! Amazing how there is no outrage from the regular "Hire a Thug" protesters! There would be riots galore if the shooting sgt was white, and the media would play the footage 5 times a day. Neither has happened here! Instead, this ass-hat was getting his sgt pay, plus whatever OT he got, when he should have been stripped and on trial. I don't know one police officer who would take the side of this MORON. SMH!!

He makes MERIT sergeant then is assigned back to area south ahead of other sergeants promoted well before him that were detectives and made sergeant off the score.

Then after this incident and while agreeing with his superiors (don't blow that whistle at the beginning means you agree) to do their best to bury this unfortunate shooting of a handicapped black boy by a black sergeant (affiliated with muslim Farrakhon and can you imagine the sergeant being white), decides to be the holier than thou whistle blower now once asked to do what he should have done over a year ago?...asking 50k down from the original +2 million payoff? This whole thing makes me sick

All of the Chiefs are somehow tied to Eddie or a politician. The Chief of Patrol didn't even work in Patrol much. He was sergeant, lieutenant and commander in the same year. His District led the city in violence and that makes him qualified how? Sanchez has no business being in OCD as anything. Look at his history. Melissa incompetent and seems mentally unstable. Have tall seen her lately. Calloway scandal with Deb Kirby. How soon we forget. Barb West incompetent and hiding the sergeant in this scandal in her office.

I know another Lt. in the A/C who used to get upset when detectives wouldn’t change the circumstances of shooting investigations to carry out his agenda. Seasoned detectives weren’t having it. I heard that he recruited five year detectives to carry out his mission. He somehow thinks that he’s going to be promoted.

It’s not hard to figure out how these investigations work. Where were you when SERGEANT Franko in 008 lost his job after following the order of the brass, in the Laquan McDonald investigation? You probably wasn’t on the job at that time. He lost his job while the brass retired with their pensions. Do some research. SERGEANTS always take the hit. The round table brass, Rahm and every other boss escaped.

Three detectives faced prosecution, JVD was found guilty and SERGEANT FRANKO was fired long before the trial began. This sergeant apparently doesn’t want to be a FRANKO.
