Fifteen Years Later
- As a longtime Chicago police sergeant, Eddie Hicks thought robbing drug dealers was the perfect crime, federal prosecutors said Tuesday.
The only witnesses were criminals who weren’t about to call the “honest police,” Assistant U.S. Attorney Morris Pasqual told a jury in his opening statement in Hicks’ long-awaited conspiracy trial.
Hicks had informants who tipped him off to stash house locations, a Police Department mechanic who had access to the keys to unmarked squad cars and a designated crew member who typed up phony search warrants in the car on an old manual typewriter, Pasqual said.
And how did he stay clear for so long?
- A longtime narcotics officer, Hicks retired from the Police Department while under federal investigation in March 2000. Until then, he seemingly had a charmed career, working personal friendships with top commanders to land plush assignments such as providing security at Chicago Bulls games.
Name names Eddie. Many of them are long dead anyway. And you'll be dying in prison if convicted.

I saw the retirement message and laughed. Glad he was forced off the job. I used to work with him in 014 and I ran into him just before Christmas at Homam. He tried showing me naked pictures of his girlfriend in his phone. WTF! Very emotional disturbed person.

Umm,not to burst your bubble but the dept pays a lot of money for those plate reader cars and they are supposed to be deployed on all watches if possible. Now if he’s meddling with the assignments the Lt makes, well that’s not a good practice. Just shows he doesn’t trust his Lts to assign people they see fit. But he should be ensuring those plate reader cars are making it out on the street.
I worked for the man. He was a prince. Still hard to believe.

Met Eddie Hicks 40+ years ago before he made sergeant. He was a good guy and a good police officer. I do not know where it went wrong, but I wish him well.

Two people related to high-ranking Harvey officials are accused by the feds of shaking down a strip club owner.
In all, six people were charged Wednesday as part of an ongoing federal investigation of alleged corruption in Harvey government, the Justice Department said.
The FBI raided the Harvey Police Department on Wednesday.
Federal authorities said they uncovered three separate schemes:
• Cousins Rommell Kellogg, 66, and Corey Johnson, 63, both of Harvey, are accused of threatening to have the city shut down a Harvey strip club if the owner didn’t pay. The feds allege that in exchange for the payments, city officials let the club operate while knowing that prostitution was taking place onsite.
• Harvey Police officers Derrick Muhammad, 70, of South Holland, and Derrick Moore, 48, of Blue Island, are accused of falsifying a police report to protect two friends from possibly facing firearms charges.
• Donald Luster, 55, of Dixmoor, and Will Wiley, 56, of Harvey, are accused of soliciting bribes from a towing company owner. The feds say Luster, who was a private consultant to Harvey, and Wiley sought payments in return for a lease to land owned by the city of Harvey. An official lease was never provided, the feds say.
FBI agents arrived at the Harvey Police Department, 15301 Dixie Highway, on Wednesday morning, a spokesman for Harvey Mayor Eric J. Kellogg’s office said.
“This morning the Federal Investigators entered the Harvey Police Department,” Kellogg said in a statement. “I have informed the Chief of Police to cooperate fully with the investigators.”
Kellogg said that his administration will “refrain from making any further comment” because “there is an apparent ongoing investigation.”

Makes no sense. Every year you get an affidavit in the mail and you have to sign it and return it It’s mailed to your address of record at the pension board. It’s to verify you are alive and if you don’t return it, in a few months your pension check is stopped. Had it happen to two of my acquaintances

Larry Hargrove and Eddie Hicks were two very interesting coppers. CHW had them both on his list and played a big role in the feds putting their case together. CHW was pissed that he didn’t get the opportunity to direct the interview and personally flip them. If he would have had the chance the full extent of the rot would have been discovered. CHW was an incredible interviewer and he kept a six pack of orange soda as aftercare for those he interviewed and who took the opportunity to purge themselves of their misdeeds and sins. But you only got to drink an orange soda if you completely flipped and CHW was 100% certain that he got every sin out of you. When crooked cops cried after purging themselves he would give them a hug. It is all in the book he is writing called “My Brother’s Keeper: A Saga of a Major City IAD Police Agent”. I learned everything I knew about police work as a disciple of CHW. I am sure glad Eddie is finally behind bars. If CHW had been appointed Superintendent we would have a much better department.
It is odd because Eddie was very well liked at the old 35th and Normal. He was a straight shooter with his team and not one of the guys you would guess to be a thief. Obviously, he hid it well and was a fantastic thief. Now pay back that money to the pension.

Yeah, they aren't referring to your security gig at the United Center. During the six championship years, there were a bunch of guys from narcotics that were "carried" on the books while they were armed body-guards for Jordan, Pippen, etc.. The bosses in narcotics got to hobnob with the players and the p/o's traveled all over with these guys. Heard some of the stories about late night poker games between Jordan and Barkley. That was the "plush" assignment they are referring to.

Hicks is eligible to collect a pension until the date he is convicted. The Pension Board retained his monthly stipend until the day he filled out the affidavit and then released the funds to the account Hicks directed it to be deposited in.
He will not have to reimburse the fund if he is convicted.

been retired 6 years. Never saw any affidavit. pension has to be sent by law and the feds knew where he was but could not extradite (no treaty), had to wait for a hurricane to chase him back to the mainland

Yeah, they aren't referring to your security gig at the United Center. During the six championship years, there were a bunch of guys from narcotics that were "carried" on the books while they were armed body-guards for Jordan, Pippen, etc.. The bosses in narcotics got to hobnob with the players and the p/o's traveled all over with these guys. Heard some of the stories about late night poker games between Jordan and Barkley. That was the "plush" assignment they are referring to.

The entire SWAT unit is a bunch a turds. Nothing like getting jammed with a 6/2 work week, rotating shifts every period , and still sitting there because you’re too much of a scared &@&$ to answer calls . They must go through lube by the case there.

Each special operator is issued as much lube as they want. They are a bunch of shitbricks and everyone in the department knows that they suck. No adequate training. Butt buddies pass their “legitimate” selection. It’s all about the Benjamins baby. I got to get paid with SWAT overtime initiatives. Need my pillow and TV.

On the Vietman question, right about that time period, there was a push to stop/slow down drafting M/2's because of the high body count. I saw this looking at draft boards that were in black area's 69-71. A friend who was in one of these draft boards that had a majority of blacks, kept getting a 2-S school deferments even though he wasn't student. While up north in an all white draft board during the same time frame, there was limited 2-S school deferments and many were drafted. Some people who knew Hicks, said he said he just lucked out on not being drafted.
Hicks had two faces, one a good police officer on the surface and the other a thief.
And don't forget his son, who's on the job. Do you really think he didn't know where his pops was for all those years. Also, who brought him the signature cards that have to be filled out every year, to verify to the pension board that you're still alive?

to the poster who asked why didn't he get drafted very simple: If you were a cadet and went to school full time you got a student deferment. He was a part time cadet and a full time student. When a cadet became a police officer the deferment changed to a occupational deferment. Any one who came on the job and was not in the service got a occupational deferment. I must have been the only former cadet who came on the job and was turned down for a occupational deferment. I came on the job with Eddie, after some time he transferred to the Task Force. I was blown away when this came to light. Eddie was a good worker, and was not a hater. When he got promoted to Sergeant I known many white police officers who liked him. I don't know what happen but I was blown away. He was very close to Terry Hillard and I believe they were cadets together.
Did he ever work in Area 3, 39 Cal?

That’s Bullsh-t! Lambert was dumped because Ed, Melissa and Barb West wanted to clear Muhammed and he didn’t fold. The other petty foolishness he’s done is not enough to get a sergeant dumped from the Detective Division these days. If so, the loads they have would’ve been dumped. They have supervisors who don’t swipe in and are manually entered by timekeepers aka stealing time. Supervisors who fail to compete SPAR investigations in a timely manner. It takes them 90 days to 6 months to complete a court deviation. Supervisors who dodge everything, their favorite words are, “I don’t know, ask so and so...” Supervisors who haven’t cleared 4 shootings by Arrests in 2 years. Supervisors who haven’t cleared 4 Homicides by Arrests in a year.
There are no standards or requirements for supervisors in the D-Unit. You just have to be good at kissing a—.
I was at 35th - Normal in 189 when Hicks was there. Like others said, it was a surprise to most of us what he was up to. He was a personable guy, not a hater, treated his guys well. Now his cohort, Larry the R man.....Well there was a screw loose there.
