- Mayor-elect Lori Lightfoot on Wednesday urged her former colleagues at the U.S. Attorney’s office to re-examine code of silence acquittals against three Chicago Police officers accused of covering up the police shooting of Laquan McDonald.
Chicago Police Officer Jason Van Dyke was found guilty of second-degree murder and 16 counts of aggravated battery with a firearm — one count for every shot he fired into the body of the black teenager.
But days before Judge Vincent Gaughan chose to sentence Van Dyke on only the second-degree murder count — imposing just 81 months — public trust between citizens and police was further shattered.
A rare indictment that put the three Chicago police officers on trial for conspiracy, obstruction of justice and official misconduct culminated in the acquittal of all three officers.
“This court finds the state has failed to meet its burden of proof … the court finds the defendants not guilty of every count of conspiracy and official misconduct and obstruction of justice,” Associate Judge Domenica Stephenson said after picking apart the prosecution’s case.
So if things don't go your way at the local level, try the feds. Trouble is, she spent her part of her victory speech Trump-bashing, so we doubt anyone is going to look at a local issue that was so weak, the judge hearing the case spend most of the day eviscerating the prosecution's efforts.
File for arbitration tomorrow - we aren't going to get a fair shake, so we might as well have the arbitrator handle it. Discipline wasn't brought to the table, so it's out of the arbitrator's hands. Same with work rules. The only thing left is money. Fuck em.

Lightfoot claims she wants to stop “all the gang violence” but she’s going to have a hard time doing that with the moral crushing and restrictions she and her friends put on the police. The police can’t just go around stopping every gang member for no reason. The department is also way understaffed. Going nearly two years and counting(AGAIN)without a contract doesn’t help either. Fixing the pension and settling the contract would be a big first step in boosting morale.
I guess she threw the first rock. She apparently did not learn anything from J-FLED's bonehead move made before he took the helm of the CPD. He tainted his entire time in the top job before he even got started. Now LL pulls something similar before she is sworn as the mayor. It is probably going nowhere. If only Bill had the same good fortune.

How come the "code of silence" is only perceived at the lower level? Supervisors and brass signed off on the LQM shooting at a 100 Percent level. Also Detective supervisors again signed off on ALL of the supplementary reports these Detectives submitted. Yet there is some perceived culture of corruption at the lower level only? Seems like if there was a code of silence, there would have to be some copious amounts of complicity in the higher rank structure.
We all know that the "guy" who shot the autistic teen down in the streets is guilty as hell, but no public outrage exists. I submit to SCC that there is a Supervisory "code of silence" at the Top level of CPD. The promotion exam scam is another example of this.
The takeaway on this is, The "clouted" are never guilty of anything. The men and women who actually do the work on this department are always thrown under the bus.

Yes, you are very correct in this. It all started with convicted felon former Governor George Ryan and things went straight downhill from there. With the new advisers from the LAPD and NYPD in town to advise Johnson on detective procedures, it would be interesting to find out if those cites have the same restrictions on their detectives that have been put on ours. Then, of course, add in the clouted merit detectives and their clearance rates vs. the clearance rates of those who placed on the examination and we might find out something usefull.
Mayor Lightfoot, while you are on the search for justice, please look into the shooting of the young autistic black child, shot by the black off duty Chicago police sergeant. The young man was unarmed and the brave sergeant was shooting while safely sitting in his car.

Many police officers, supervisors and exempts have left the job. But that’s evidently is not good enough for LL Cool J. Let’s continue to rehash one incident for months if not years to come, because this is how you plan to build trust with the community and moral within the department.
You have a real chance to start fresh here and move the city and department forward. Don’t screw it up by taking steps backward.

First you have to try and negotiate After negotiating you have to show the other side is not negotiating in good faith and usually the only way to do that is to have prior meetings that show the lack of good faith. Then you can file for arbitration.

I do believe Lightfoot is naive on some city problems that she will never be able to find a viable solution for. Meanwhile, I wish she would have said that she would like the authorities to look into the supervisors who concurred with JVD shooting Laquan McDonald. All of the supervisors up the chain beginning with the sergeant through the superintendent. Each of them agreed with what JVD did that night. Not one of them stopped the investigation nor stopped the flow of reports and said "this is wrong, what JVD did was a crime, and I am not going to let this become a cover up." They all approved of JVD's actions, they all approved of every officer on the scene's actions, they all approved every detective's actions = and they did so by affixing their signature to every document, email, text, and phone call surrounding this investigation. Doesn't this make them just as guilty as JVD?
I know what I'm about to say is not the best comparison, but its like harboring a fugitive, or tampering with evidence, or bribing a witness to influence testimony. So if JVD is guilty, that means every supervisor looked the other way, to which they should be held accountable in the criminal court system just as JVD was. I mean, shouldn't my supervisors be smarter than me? If I did something questionable, shouldn't they be the ones to recognize my error, be it a mistake or a crime, and deal with such accordingly? If they didn't recognize my action as being wrong, they are either stupid and incompetent, or they are covering up to protect themselves.
This is the real ongoing CPD problem that Mayor Lightfoot should be investigating - supervisor responsibility and accountablity.

This is nothing less than pure government malpractice. While the report mentions 72% of street stops and 46% of traffic stops are of African Americans, what’s not mentioned anywhere is the fact they’re also 73% of crime suspects as reported in 911 calls and crime reports. There’s also no mention of arrest totals which hover just above 70% for blacks in Chicago.
Chicago police and others need to focus on one fact: Yes, black Chicagoans are 7 out of 10 people they stop, arrest, AND (rarely) use force. But black Chicagoans are 7 out of 10 demographic that are SUSPECTS. Is it fair to make 20% of street stops of white Chicagoans who are 9% of suspects?

That police commander who was suspended for 30 days because he took full duty officers away from their duties to drive his autistic son around and also babysit the boy....did his actions really cost the department almost a quarter million dollars in the officer’s salaries? Did he really ‘satisfy’ the suspension by giving up 240 hours of comp time with no real salary loss of his own? Are any of the 400 lawyers in the Corporation Counsel’s Office going to be assigned to attempt to have the police commander refund that money that he improperly spent? Has that commander been demoted? Is this matter being referred to the US Attorney? Are you really keeping the Superintendant who signed off on all of these improprieties on the job? Is turning a ‘Blind Eye’ almost as bad as a Code Of Silence?

I have spent decades in the Armed Forces. You are wrong on your analogy. Yes, rank has it privileges, but these privileges usually do not apply to unlawful behavior. That is covered by the UCMJ, The Uniformed Code of Military Justice. That code applies to all and has ruined many a promising military career, even for general officers. Fraternization with people within your chain of command is one of the actions that will destroy your career and fast. This is not the case within the CPD as many a gold star has taken up a girlfriend ( mostly married) within their units. The correct privileges are usually comfort items, not the ability to commit ethical or criminal acts.
As expected lori has decided to keep Ferguson and let him slide for the corruption he allowed. Also, she has agreed to let Rahm’s Lincoln yards slide. She will keep Rahm’s Eddie and the illiterate school head Rahm’s girl Janice Jackson too. Expect Scheinfeld and Steve Berlin and Siskel to stay too. Business as usual.
