007 Story Comes Out

This is what we were looking for:
  • Long story short midnights was always down 5-10 cars a night with the in house OT cars etc so 5-10 3rd watch cars went in early to turn over keys as needed. Lemmer found out and now no time due without slip and work the whole way while mids sits a few hours waiting for keys every night. In addition some cars got to go home early if it was their Friday over the course of the week, furlo Fridays etc. Lemmer didn't like that either so now we get inspectors at check off all summer. Days also got written up 5times for cars going in to turn over keys during that 1 hr at the end by GPS.
We suspected/knew Lemmer and GPS was involved somehow. Lemmer has been bringing up GPS at every single CompStat meeting since he took over and he's been waiting to hammer certain districts, especially busy districts.

He (and the Department) have refused to see reality for years since we went to the 8.5 hour (plus .5 unpaid lunch) 4-and-2 schedule. Nine hours has never divided into three shifts (we're pretty sure we pointed this out years ago). The solution was always to overlap the third watch and first watch by two hours, supposedly putting maximum manpower on the street at the busiest time....but without supplying the Districts with cars to actually put these officers on the streets. Either third watch has to come in early or midnights has to sit around waiting for cars. The Department has tried to fill this time with training or e-learning, but there's only so many times you can repeat the same material over and over.

We also suspected/knew that entire watches weren't getting ducks or working less than full shifts. That's an invitation to real trouble.

Funny thing is when you look in the radio room in 007 at the beginning of 1st watch there are at least 4 or 5 cars available but since the 2 year wonders demand their special cars and they want to dodge jobs they refuse to take those cars. I guess they left that part out.

If you wanted maximum Officers on the street and you are short cars, why not just double up the manpower in each car. Have them do a tour of the area, pointing out where the early shift saw trouble?

The cpd way is basically communism.
It doesn't matter how much you know or how good you are at your job.
Workers are promoted because of who they know, blow or are related to.
Once the average worker realises this, they stop working.
CPD management needs to study how the USSR motivated people and find ways to apply it in modern times.

015 3rd watch is already going through something similar. We don't have inspectors but one LT that gets fucked by even higher management.

In 015 though, 1st watch waits for cars with PDTs for an hour. God forbid they get out on the street with no PDT. How is that not a problem but 3rd going in a bit early is?

What has to happen for 015 3rd FTO NV to actually start training PPOs? Whoever gets a PPO after her please understand it's not the PPOs fault he/she doesn't know anything. Maybe not anything, they do know how to hide in the station. Yes most of us are fetal but at least show the PPO some of the streets and the outside world.

Why the hell would she take FTO if all you want to do is be inside? You gave up your house mouse spot, stay outside. Do PPOs a solid and prep them accordingly for the next cycle. Don't fail them, they are our back up!

God help us all.

Fuck it! Go on foot patrol for two hours! Get some exercise! The leadership is clueless! It’s called logistics, give the troops what they need to get the job done or best utilize the troops in the situation at hand. Special Ed and the whole Command Staff have been promoted way beyond their ability! How about having 3 or 4 man cars. Drop off officers to problem spots. There is a lot of shit that could be done.

And I’m only a 9161.

Wait a minute...

Didn’t FLOP, with Dean ‘The Dream’ Angelo at the helm, negotiate new vehicles? Remember that? They chomped at the new car carrot dangled by the Shitty instead of pressing for more important benefits such as pension funding protections, realistic healthcare options and the like. They were okeydoked into bargaining (read: giving something UP) for getting something that the Shitty MUST provide.

Yep, they sure did.

MOU dated 03 Sep 14, found on pages 142 & 143 of our current - 2 YEAR EXPIRED - contract delineated the purchased of 1,000 new vehicles. 400 to be purchased before the close of 2014 and an average of 200 more each remaining year of the contract (2015, 16 & 17).

Sooooooooo...

Just where did 1,000 cars go? Surely they didn’t replace 1,000 cars that were to be scrapped or removed from service as evidenced by the number of Tahoes and Crown Vics still in service. They didn’t all go to units where federal funding and asset forfeiture funds supplement vehicle purchases. They sure as shit didn’t see the FSS or detective division as 100’s of rental cars were contracted for use by these (and other) units the past few years.

So perhaps that periodontal train wreck, Steve Buscemi lookalike Lemmer can direct some of his time and effort towards solving this mystery rather than fucking with officers who continue to bust their asses despite abysmal working conditions.

And too bad there isn’t a single MSM investigative reporter with a spine... this vehicle issue has reeked six ways from Sunday since it was agreed upon.

Just to clarify the “2nd watch had 5 cars written up”. Yes they did but upon further investigation it was determined that 2 of them had a valid reason for being in the station. One was a female car that came into the station to assist with a female search in the lockup, the second was there because the Caps sergeant called them in to discuss an issue on their beat. It should be noted that it was also discovered that the inspector, Captain DH didn’t really “observe” these infractions, he just looked at the GPS and any car that was showing as being in the parking lot was written up, hence why two of them turned out not to really be leaving early. So if you guys are lying low before checkoff don’t be parking in the lot to do it.

Nagode argued with Lemmer about this being an overlap issue with start times. Lemmer refused to see the point that Nagode was trying to make. Nagode argued back and explained to Lemmer that we’ll discuss it off the record all the meanwhile Lemmer kept harping why units are coming in an hour or sometimes an hour an half too early. Does crazy eyes not remember what it was to work the streets and does he not remember that 1st watch will always sit for almost 2 hours if 3rd watch stays the entire tour!!!
You’ll solve this problem giving us more vehicles.

How would you fit 4 people in 2 seats? It is unsafe for officers to sit in the back seat/cage area as you cannot open the doors from the inside.

He would pull that same shit when I was in 011, except in reverse. Lemmer would fuck with 1st watch unmercifully. We'd have to call in 3rd watch cars all the time, so 1st watch could go out. The one exception here was that people weren't waiting on new cars or cars with pdt's. Between early, late and rapid cars, 011 was so short of cars that there weren't even old beaters to take out. He caused many a good coppers to bid out of 011 because of his bullshit.

Not true, people take any keys they can get. For the younger crowd that “needs” a pdt will come back later and switch cars. Do you really think people wanna wait in the station asking everyone walking in if they have keys for an hour or more? We all wanna get out there and grab coffee or go to 711. The keys problem in 015 needs to be fixed. I’m tired of standing around by the door asking people if they have keys. What kind of police department do we work for? O wait I know, nvm. Btw when 1st watch has a packed house some people don’t hit the streets until 0030. How about that compstat? Cops only on the streets for 6 hours a tour. Any new guys from 015 here why do you guys want a PDT when you don’t even do anything all night anyways? It’s better not to have one if you are trying to lay low.

There’s plenty of squad cars in 007, some better, newer than others. The issue is the ball less supervisors who let the officers “hold” themselves down waiting for a car because their favorite car is being used. The other issue is admin sgt DS padding his OT that’s brining heat from the inspectors. To quote the infamous kenny johnson, “we must all hold ourselves accountable for our actions”

That statement is wrong, there are not enough cars in the district. No one there waits for their favorite car. The POs take what they're given and go out. Two nights ago, midnights only got their three early 10 sector out on time. The early 20 sector, 30 sector, rapids, wagon, and traffic car all waited from 2100 to 2230 for the 3rd watch cars to come in. That left the late side of midnights without cars till the next day.
