CAPS Vampire Rises Again!

All this program ever did is hide hundreds of cops from street duty, enrich a selected few with questionable overtime and and generate untrackable expenditures to connected persons. And now it's back?
  • Two years ago, an advisory committee created by Chicago Police Supt. Eddie Johnson proposed a top-to-bottom overhaul of a community policing program allowed to wither and die because of inadequate training, insufficient funding and incessant bureaucratic shuffling.

    Johnson did follow through on the committee’s recommendation to appoint Dwayne Betts as deputy chief for community policing reporting directly to the superintendent.

    But little progress has been made on other changes, including: training officers in “cultural diversity and competency, active listening and effective community engagement tactics”; creating a citywide Youth Advisory Council and similar councils in each of the 22 districts; and giving each district an unspecified number of officers and civilians devoted exclusively to community policing.
And this?
  • The first meeting will concentrate on creating “opportunities for positive engagement” and on making certain local businesses know the “expectations” of area residents.

    He talked about increased foot patrols, more frequent visits to local businesses and encouraging partnerships between residents, businesses and police. Each liaison officer will have a cell phone businesses can call at any time.

    The second monthly meeting will deal exclusively with “violence deterrence.”

    If there are problem businesses with a spike in criminal activity, police liaisons will work with those businesses to develop a corrective safety plan, Betts said.
"opportunities for positive engagement" means "don't prosecute shoplifters."

And "violence deterrence" because legit businesses are the biggest drivers of violence.

Someone please stop the stupid.

If you own a bike shop that continues to be smash and grabbed, you learn be required to feel sympathy for these poor souls who need these expensive bikes to find some work. If your Qwik Mart always gets ransacked by ‘kids,’ your program will put yourself in their stolen hi-tops and see that they ain’t got no food at home, so that box of Snicker bars they ran out the door with will probably feed the shoplifter’s entire building. What you lose in stolen property will be rewarded to you in heaven...

If I’m reading this correctly, the assumption in the plan is that somehow the police and local business owners are responsible for the crime in “the communitay,” and if the police and business owners would just behave differently, crime would go away.

If I were a business owner in “the communitay” and was approached by police telling me that my losses from shoplifting, vandalism, flash mobs, etc, was MY fault and I need to behave differently, I’d be fixing to move to the suburbs QUICK!

Although this is very typical of the leftist “diversity” training I was forced to sit through every year at work before I retired. The first thing the “facilitators” did was make us self-identify as being part of an ethnic group other than white American. If you insisted your ethnicity was white American they would refer to you as a European during the training. The overall message of the programs was “Black people are going to behave like black people and the rest of us just have to understand this and not expect or demand that they behave otherwise. Instead we have to change our rules and expectations to allow for behavior we find unacceptable.”

One of the first things they should do it eliminate the civilian component, the CAPS Implementation Office which in case you don't know, is an office downtown which is staffed by civilians. It's just a vehicle to employ the otherwise unemployable and to hide all the money the CAPS Office receives such as the Allstate grant each district used to receive. That would be a start in the right direction.

All spots in CAPS should be a bid spot given to the most senior officers in that unit who bid for the spot. The SDSC room should also be the same. Business liaison officer receives call at midnight on Sunday and says I will handle the problem on Monday.

First thing business liaison officer does on Monday is fill out an overtime slip for the midnight call.

Her only reason for this is to have another place to point fingers at when the community keeps doing what the community is doing. The caps office does the all the legwork for the alderman. The phone rings and the district commander “springs into action”. Listen... 99% of hardcore criminals can’t be saved. They get locked up and released again and again for violet crimes. They have chosen a jail or death lifestyle/deathstyle. All of these liberal utopian ideas have been tried and continued to fail. Keep violent criminals in jail. The resurrection of caps won’t work. Hardcore criminals don’t live by rules and laws. The city spends a lot of money on people that don’t want to be saved...while ignoring the people who just want to be safe.

community policing Program ... it’s only keeping police out of squad cars. This is about keeping the connected few off the street . Sad more police working inside NOT working in squad cars. This is great for morale for the working police. MORE police are inside more then ever someone should look into every district but that’s not happening . All about keeping favorites off street .

I recall about 15 years ago, NYPD had officers check every business in their precincts for licenses and just plain looking around. It seems they made many arrests, found criminal activity at many of these businesses with a resulting drop in the crime rate. Maybe the CPD, which seems to copy what other departments are doing, might try that approach.

So this will be good for the clients of your local street pharmaceutical dealers. It will cut down on the robberies and the shorting in the "bags" of their clients. Also will the police be testing for the purity & strength of the medicine? Sounds like the dealers will have to buy a license tag to wear while dealing on the corner.

Years ago I worked with a boss who was politically connected with the Machine. He said Richie had a grand plan to use the police department as an extension of the political Machine. What he described at the time was getting the police more involved with the community rather than just locking criminals up which does nothing for the goals of the Democrat Party. As time went on the bread and circuses started coming hence CAPS, block parties, parades, marches, getting senior citizens involved, calling them during heat waves & cold spells, police doing things for the community. All of this takes their minds off of crime. The police department is slow evolving into a concierge service, this is what they want you doing, not law enforcement-that brings problems.

In the 2nd District staff meeting today, also known as the land of merit promotees, we were lectured by the CAPS Sgt. on getting event numbers and participating in city service days (or some other nonsense titled initiative) by grabbing a broom or shovel and picking up litter in da hood. Officers are to engage the community with conversation and a smile too. Sure.

Unbelieveable the different rules for different folks. Used to work in 011 on midnights and in winter had to come in and shovel snow off the car because nobody could park their car in the young no time on the job commanders Secretary. She had the covered reserved spot right by the door. Pure bs

The earliest iteration of CAPS, way back when it first started, was actually pretty effective where I live. Lots of community participation, and we actually got results. Our Beat cops were guys who'd been on the Beat a long time, and knew the hotspots, and the local troublemakers. Then as they kept changing the program, it became less and less effective, meetings went from monthly to every other month, and citizen attendance dropped off. Our beat cops changed, the district Commander has been changed out multiple times, and CAPS went to almost non-existent. I only wish that new CAPS will help, but my cynicism says, "nah."

(I do live in a Neighborhood/District that's "gentrifying", but in the 80's it was scary.)

Yes, yes, yes! He had moved on after 19 to his next inside spot at 24 and further onward and upward because he is so smart (((sarcasm))). That was simply a sentence that meant he started back then with the other scammers, who continued on their merry ways after the merge. Sorry it read awkwardly.
