Hey Groot - Want a Few Million?

Our stat guy has put into a simple chart what many readers have proposed over the years:

Chicago is over-governed to say the least. The trick here is getting enough aldercreatures to vote to eliminate over half of their jobs. That's going to mean a referendum of some sort and we've all seen how Burke and his fellow assholes crowd actual issues off the ballot with questions about plastic straws and other such bullshit.

Alderman also get a set-aside to spend how they see fit in their respective wards. Unsure of amount, but multiplied by 50, I’m sure it’s substantial.

Based on per capita comparisons of the number of city council members with the ten most populous cities in the nation, excluding Chicago, Chicago should have no more than SEVENTEEN (17) city council members (aldermen, wards). All wards must be of EQUAL POPULATION.

Populations are based on U.S. Census Bureau data.

Chicago does NOT need 50 aldermen 50 wards. Government is too big and not efficient. Chicago should have only 10 aldermen and 10 wards. You will NEVER see a referendum on the election ballot to reduce the aldermen or thieves.

Same amount of Aldermen to the number of Police Districts. Boundaries being the same as well. This way a Commander only has to deal with one Aldercreature. If the say boo-hoo the ward is too big, to bad, so sad, try working it when you are a Police Officer.

The whole idea behind the Alderman concept was to
keep the common folk out of City Hall. They had a local
guy, one of their own, to go to. All designed to give the
taxpayers an ear and pacify people at the local level.
Times have changed and $100M is nothing to sneeze at.
But, as always, what will they do with the savings?

It sounds great in theory, but I think a lot of you will be sorry if they reduce the number of aldermen.

Imagine if the project on NW Highway were to go solely through downtown and not through a local official. Arena is gone, so, now you have Gardiner, who will protect your precious enclave. Now imagine if that decision were left solely to Lori? What do you think would happen?

The math man would also be off because although you’re cutting an aldermen’s salary, he’s wrongly assuming that all of the money spent on salaries and other costs associated with the Ward will vanish, and ultimately, become a cost savings. That sounds great, but it’s damn near impossible because city services will still need to be managed/performed so the cost will still remain. Just in a different box, tucked inside a citywide budget.

So the idea that 50 cut to 10 shrinks government isn’t really true in limiting the amount of power an Alderman has. In fact, what it will do is bloat the power of the 10 Alderman who will remain. Think of them as mini-mayors on steroids (whereas the alderpeople are now just mini-mayors).

Watch what happens to your own interests when, day, the 19th Ward ends up getting absorbed with all of the areas surrounding it and the new XX Ward becomes governed by someone in a neighboring community like Carrie Austin. Do you 19th Ward folks think she or someone of her ilk will protect your interests?

Same can be said for the Northwest Side. What happens when someone like Carlos Ramirez Rosa swallows up Portage and Jefferson Park. Would you be happy with that? It’s like having Arena all over again.

Need a new Garbage Can? Call 311. Need your streets paved? Don’t even bother calling 311, because a citywide engineer will get there every three years to make a determination that will then be reported, processed and, maybe within a year, your block ends up on the list of streets to be redone within the next 12-24 months after the initial filing of said report.

Yeah, some of these people are aholes and morons. Some have been on the take and have juiced their bank accounts by steering business to their day jobs. I’m in agreement with all of that. But cutting the whole thing down will not change a thing, just shift the balance of power to an even more select few.

The real answer is banning outside employment as it relates to any and all things government. Make it so just about the only outside employment has is reffing a freaking football game.

Be careful what you wish for.

As much as I hate to say it, maybe it's time for the State to step in on this.
If the State can mandate that suburban police departments consolidate dispatch centers for purposes of saving money then it stands to reason that they could do the same with the Shitty of Chicago. Perhaps they State can force them to reduce the number of Shitty Aldermen from 50 down to 28. After all, State knows best don't they? Just ask them.
It would be nice to see the State do something productive for once.

Chicago once had 35 Wards represented by 70 Alderman (two per Ward). During the 1920s, it was revamped to 50 Wards, but the City Council was reduced to in size by having only one alderman per ward.

The biggest crime was aldermanic terms were increased from two years to four years during the 1930s. This led to less accountability and much more graft. In the old days, if an alderman were out of touch with his constituents it was fairly easy to hold them accountable at the next election.

I also like the number ten. Nice round number. Perhaps if whenever an alderman gets convicted of corruption that ward disappears and is absorbed into surrounding wards. It will take a few decades but we’ll eventually whittle it own to ten.

Great idea but it has to be combined with required special elections to replace an alderman who leaves office for any reason. As it stands now, the mayor appoints replacements. Less aldermen makes each slot a bit more powerful. Have the people pick and don't let the mayor stack the deck.

Would the Morgan Park Alderman apply the same resource to Brainard? Hell No!!! With an increase in responsibility you need personnel... your only savings would be Aldermanic salary, which would be substantially increased because of the intensity of increased responsibility. This is a 'no-brainer'! Look for cuts somewhere else.

Grootie MacLightLoafer wants everybody to have a say, so she’s says, at her upcoming Towne Hall.
They’ll be glad to entertain a study, set up an exploratory committee, tap the city budget and get plenty of staffing to look into that idea.
Just as soon as we get that nasty, ill conceived idea some pol had about “term limits”.

Ever wonder how much money is spent when they re-map the Wards after then census.
Gerrymandering isn’t free and so much is spent on getting developers lined up to fast track multi-floor housing put on every parcel (Section8’Arena’s colonization plan) they can find. The tough luck cuck was planning on enjoying several hundreds of votes coming from the Section8 -5150 Flats until the 2030 City census re-districting, like 4 election cycles worth.

They’ve controversially chopped up Wards twice in my time to accommodate the rapid influx of errant voters, changed the landscape of many single fam home tracks already. But don’t care too much about police district boundaries do they?
Other than closing and combining a few police Districts, the north side boundaries haven’t changed since 025 was added, built in the 80’s
They’ll combine 017 & 016 one day moving more south and west likely, affording Wards 41,39,45 to absorb some of that inclusive community spice, in which they will be the first 3 Wards to be dissolved... should there be a long drawn Groot Empire.

So in the 1930s, they consolidated their power,
"went long" (2 yrs to 4 yrs: essentially "presidential"),
cementing their grip on the territory, rendering themselves
"untouchable" and putting up an invisible "will work for
graft" sign. Positions became "permanent," reelection
money flowed freely and they were willing "pocket companions"
of any interested politician, businessman, ect.

menu can be used for practically anything.
picture Burkes POD camera bought with menu money.

Go to any block that an ALDERAMNs so called home is located and you will see a pristine street with bright light and no potholes, it may even have fresh flowers on the public way.

I think kicking them out of a pension fund is more cost savings. Also the building they rent should be city owned and never move. YEP they steal rent money too.
They should all have a nice tiny M plate car with the city logo all over it so they can park anywhere and stop complaining about being stopped by the racist police.

I am an asshole so I propose the opposite maneuver in two stages: 1st - Increase the aldermen from 50 to 150! Split the wards and flood the number of power seekers who then have to compete with each other on a smaller footprint.

This will overload the system and break it down much faster. What to replace it with? The 2nd stage...

Instead of elected Aldermen (have no more then 15 ward/15 aldermen) Chicago can move to Demarchy AKA Sortition. At the ward level, this makes sense to a minor degree and would bust the Democrats lock on power.

Demarchy is the selection of political officials as a random sample (as by lottery or pure chance like random number generator) from a larger pool of candidates. One term only, then another random drawing occurs for the next leader.

This system is intended to ensure that all competent and interested parties have an equal chance of holding public office. It also minimizes factionalism, since there would be no point making promises to win over key constituencies if one was to be chosen by lot, while elections in contrast foster the promise making.

For the Mayor's office -election. For the wards Demarchy and have 15 wards.

Grooms whole family. A very large group of men an women wearing suits and ear pieces attended a festival up north, in the area of Ridge/Devon. They seemed to be accompanying a group of children, as they ran around the festival. One of the children looked very familiar, like I have seen her before. Then it dawned on me. That is the little girl from the groots commercial. The one the groot put front and center in her campaign commercial. Nice to see that we, the hard working tax payers, foot the bill for some high priced armed babysitters. No parents to be found. Must be a nice perk. Similar to the taxpayer subsidized babysitters in 25. If a Cmdr. Of a police district gets free childcare, why can’t the mayor. Maybe she is confirming the study conducted in 25, just to confirm the findings.
