Second Guessing (UPDATE)

We're getting a couple e-mails about coppers being summoned down to COPA for "interviews" about an open CR number and the officers are then being sandbagged with "observations" that COPA investigators made of other officer's videos [correction - without presenting any allegation paperwork or signed complaints by anyone] in direct violation of the Signed Affidavit Bill.

Anyone know the truth?

[UPDATE] Apologies. we misread part of the e-mail. The COPA-cabana boys are refusing to even show officers a signed affidavit before, curing or after questioning, which is the foundation of every CR number that we've been a part of.

Yes! This happened to me. They are so full of shit. They claimed this guy who was arrested and really drunk at the UC complained about my partner pulling his hair. They claimed while watching the video, they said they heard me say something racial and filed a complaint on me. I never said anything racial but they insisted it was and I also found out the arrestee never filed any complaint on my partner. I'm still waiting for this bullshit outcome. I told them they were full of shit. My FOP lawyer wasn't too happy with me.

Have the COPA investigators sign affidavits pertaining
to their observations. We request educational background
of said investigators that bestows the title of "expert" film
reviewer. Demand instances where the investigator served
as an expert witness in a court of law and the disposition of
the case. Demand detailed exam results of complete eye
exam (RECENT) by a board certified Opthalmologist (M.D.).
Status report should detail presence of "floaters" and their
severity and extent as well as cataracts. Demand last contact
lens or eyeglass Rx. If the "investigator" and his/her M.D.
cannot vouch for visual acuity, demand that the investigator
step down from film review. (p.s. There's going to be very
few M.D.s willing to state their patient has perfect eye health
and perfect corrected vision. There's just too much liability
at stake. This medical judo is the only way to stop these
monsters, folks. Turn the tables back on them and their
"Eye Doctor.")
ALSO: Many drugs (OTC and Rx) can affect vision. Common
caffeine (tea, coffee, chocolate) can cause blurred vision. Rx
drugs are even worse. You know where the term "vetting"
originated? Race horses had to be examined by veterinary
doctors to certify they were healthy enough to run a race.
In our case, these "investigators" need to be vetted by an
Opthalmologist who will testify as to eye health and drug use.
It's time for hardball, folks.

of a complaint FIRST so that the Officers can properly
defend themselves instead of being administratively
blind-sided and put into a perjury trap because of this
illegal/unethical administrative perjury trap designed
to increase COPA's hit rate in face of The Police being
in headlong retreat from any interaction with the public.

Respond.
Arrive after the fact.
Drop luxurious and uselessly thorough paper.
Whistle for the body snatchers.
Oversee CFD hosing the skull fragments, brain matter,
teeth and other small body pieces and shit/vomit/piss
off the sidewalk.

Then leave...
Repeat as needed.

Give them ALL the dry, flavorless, unexciting,

Don't cops deserve the same degree of professionalism?
NFL has multiple camera angle films, decision is made in
New York City, and they still can't get the calls right.
I say get rid of these amateur sleuths with too much time
on their hands and a hard-on for cops. They have agendas,
scores to settle, otherwise they would not have joined COPA.
COPA is flawed from the get go. Attack COPA rather than
wait for them to pass judgement upon cops.

Happened to me. Complaint wasn’t against me and COPA investigates without a signed affidavit and saw me on video cursing and pulled a number. No affidavit, allegations weren’t against me to began with. Total bullshit. Been going a bit. FOP is useless.

I know personally of one lieutenant that was brought down as a witness for excessive force complainant, just after COPA took over and was told after getting there that he was now an accused because he was in charge that night.

Yes, very true. A PO was called down to COPA and had a CR placed on the PO for Excessive Force. PO arrived on scene of a police involved shooting. PO was securing the active crime scene. PO told several citizens to back off the crime scene. One male refused to listen and was threatening and getting closer to the offices that were just involved in the shooting. The PO gave several verbal directions and when the male refused, the PO pushed the male once so he was off the crime scene. The male never fell, complained or got hurt, he just left the scene and walked away. This was all caught on the dash cam video of the PO’s car that were involved in the shooting. COPA viewed the tape saw the push and got a CR on the unknown PO at the time. The male that was pushed never complained to COPA, in fact when COPA went out to look for the Male and found him, he refused to sign the affidavit and said PO was doing his job. COPA investigators finally found the PO and brought the PO in saying it was an interview about the police involved shooting. The PO was given the CR for 20 days for excessive force . COPA investigator was the complaint stating they could be because they saw it on the video. No signed affidavit. Last I heard PO fought it, went to aberration, found in favor of PO, PO cleared, got 0 days.

COPA/IPRA has turned ‘Witness’ Officers into ‘Accused’ before based on their statements. If the allegation against the initial accused is going no where, another officer taking a hit on the case is a ‘closed with officer punished’ they can use for their stats. Make sure you watch all the BWC videos from everybody on those cases before you go down there. I’m sure their goal is to squeeze a rule 14 out of everything.

Be careful & never underestimate the depths to which your opponent will sink to keep their job.

We had a visit from the commander of the office of reform management to talk about the consent decree. This guy is a product of the current administration that is a big part of the reason we have the consent decree so forgive me if I call bullshit. Why would anyone expect any real improvements. They’re going to write some nice new directives and document some bullshit “increase in the decrease” and pat themselves on the back. He wouldn’t know reform if it walked up and ruffled his perfectly styled hair. Save it for the clueless and your fellow ass kissers.

COPA is yet another depolicing tool. By now, you should recognize the Power behind any acronym group: PETA, NAACP, SPLC, etc. COPA is just a precise tool to target a certain group of Officers and make the job so unpleasant that they retire or go work elsewhere- burbs. Make a list of Officers targeted and look for the commonalities. Dig deep into the origins and structure of COPA. FOIA is your friend here.

Think along the lones of George Soros and his ilk. Investigate these groups thoroughly, that is what needs to be done in your spare time. They need to be systematically dismantled before it is too late to stop these Comunists. It sounds so crazy to think of Commies taking over America to the old guys (Red Dawn?), but they are real, and making huge inroads into local Government now. Time to play hardball.

COPA has slowed down considerably and is desperately looking for easy, year end budget expansion work.
Y’all ain’t coming in droves to COPA, so COPA is coming for you.
They might even explore having a 24hr satellite office in the lockup’s to keep in constant touch with the community.

When they go Low....
Like those 24 Hr. Board-Up services, they hire pissbums to go around town breaking plate glass windows when night times are slow.
There used to be a storefront lawyer in 025/015 that ran around with a scanner like unscrupulous tow truck and board up operators looking for some bidness at in progress disturbance calls.
COPA sank to this level.

Like every City of Groot Department, el’COPA is expected to cut their rapidly grown multimillion dollar budget too.
But with the low community engagement process, they’re just not getting a steady stream of excessive force, community enemy polices to come in. It’s no doubt they have to substantiate their worth and budget by filing all sorts of miscellaneous nonsense infractions they observe on these videos.
Watch and see how COPA fairs against CPD in the next budget when it come to the chopping block.

Always defer to legal representation when confronted with these COPA frivolous observations and claims BEFORE answering to any of them. The COPA want continuances too, like the CCSAO, too keep others busy shuffling paper.
Say nothing without legal advice no matter how small the infraction they claim exists.
Setting up a trap is common, well used practice for these people.

But - the very best practices are to avoid the community altogether and that essentially shuts down dreaded biased el’ C.O.P.A.
It’s Larry LightLoafer’s job to engage and entertain the community, not yours.
A reasonable response and a report is sufficient for your part.
Some things you can’t avoid, but that doesn’t mean to stop working smarter to get to that avoidance.

COPA members when acting as the reporting party are exempt from the sworn affidavit requirement and it sounds like they are taking it upon themselves to act as the complainant, which is within policy, albeit shitty.

Secure counsel via FOP or the PBPA before you agree to meet a COPA “investigator” under the guise of being interviewed only a “witness”. If your respective union declines to provide you counsel, refuse to go down there and/or give any statement until properly represented.

And if push comes to shove, just do what Dude Inc does - demand an attorney be provided to you since you can’t afford one. Cite the high cost of living in this shithole, ever-rising property taxes, having to send your kids to private schools because CPS is filled with felons and sex abusers and not seeing a contract/raise for over 2 - 3 years as reasons the taxpayers need to pay for your lawyer.

And if your visit to COPA as “witness” turns into “accused” without a mouthpiece present, inform the investigator(s) that you’ll be leaving immediately. Say nothing and get up and scoot. They can’t make you stay, depriving you of freedom of movement. Although I’d love to see them try that shit with someone who knows better.

A man much wiser than most told us shortly arriving in the ghetto: 1) don’t trust these motherfuckers as far as you’d be able to throw them - they sell their own mothers out to stay outta jail and 2) a fish doesn’t get caught if it keeps its mouth shut. Not correct. The interview is video recorded and one is given a DVD copy of the interview afterwards. At least that was my experience earlier this summer.

When they ask you to come down make sure you're clocked in, drive on down and meet with them.

Give them your name, and birthdate. Any other questions: "I'm invoking my right to remain silent. Am I under arrest?" If they say "No", get up and leave immediately. And keep your mouth shut.

If they say "Yes", say "Lawyer". Then keep your mouth shut.

Do not talk to these scheisters w/o the presence of an attorney.

Off topic, so CPS got crucified for allowing sexual abuse and assault to occur, to such an extent that they are under a form of consent decree. The mayor is still pandering to them, even though they refused a 16 percent offer for a raise. Why is that? Shouldn't there be some accountability in CPS for this, as in firings, criminal charges. Exactly what schools did these sex crimes occur in? Shouldn't the public know that also?

Word from a concerned Federal Source says the Feds were focused on a serious unrelated matter in Rogers Park (024) but have 5 solid years of a days footman passed out drunk in his personnel car every single day. It’s so bad the agents have videos of him with a lit cigar they actually remove and put bubble gum cigars in his mouth. The Feds Supvervision has changed and the new by the book boss doesn’t want to release the videos to the CPD and cause a rift between departments. The alternative is download these to YouTube to call out whoever is the parking lot Sgt and days W/C so they step up their game. How can you let a severely drunk officer sleep in your parking lot every single day or pass out on a major blvd. The videos are frightening.

The City ordinance granting COPA waiver over needing sworn complaints can be challenged in court.
COPA and its employees are not exempted from Section 1983 (civil rights violations) in Illinois or Federal Courts.

There is NO discussion in the real world (outside City and maybe Tommy Dart) over making all Cook County one police department; most suburbs frankly aren't that stupid or desperate.

If the FOP and its lawyers won't do anything, consider joining an outside legal plan, such as ICOPS (Illinois Council of Police) Legal Plan, which is open to non-ICOPS members.
(link: https://icops.org/icops-legal-plan/). Police officers have the right to *effective* legal representation, and FOP can't/won't deliver.

defend themselves instead of being administratively
blind-sided and put into a perjury trap because of this

Your right. The IL Police Officers Bill of Rights strictly prohibits this. they are in violation of the law. Look it up COPA.

Agree and notice how all the executives at the top who bear ultimate responsibility,got promoted and more money,yes mayor all the children as pawns and you did nothing to change this culture at the top. But then again you let CPD continue with the massive amount of do nothing sickening brass as they continue their do nothing quest. Big paychecks,big bellies and zero respect from the once hardworking coppers that actually did the work wearing Blue shirts!

Yes you are ordered to go down there and answer questions and have representation. Why would someone go there for the hell of it? The only way to speak to them is by being ordered and you have to cooperate or be fired.
