Sergeant Exam Information

Everyone knows the test is coming.

What they don't know is how fucked up the Department is going to make this thing.

Here's Part One (from an inside source):
  • The FOP has been trying for the last year to get the city to put a percentage value on part 1 of the sergeants exam.. 30-50 percent is the national standard and best practice.

    I have learned that the city will respond this week with a big FU to all coppers studying, by placing a zero value on part 1. This will be stated in the candidate prep guide, that it’s just a pass/fail which is so wrong. If I get a 95 and some moron gets a 56, we both go to part 2.

    56 was the sergeants exam pass point last time.
Not surprising. Remember, you're only as good as the dumbest bosses kid/buddy/pin cushion, etc. If they need someone to pass Part One, then they're going to lower the bar as far as they need to. Look at the promotional lists we had a few years ago where some people were skipping over 2,000 spots to get promoted. "Best and the Brightest" right? "Earned not Given"? Don't make us laugh.

Part Two though...Part Two is a nightmare:
  • ...the city will announce this week or next that officers who pass part 1 and go on to part 2 will test over a 5 day period in 2020 and take 5 different oral tests! Yes that’s correct, the idiots plan to give 5 different tests.
This Department can't run day-to-day operations without a Guide Dog. And they're planning on drafting five different versions of the test? Over five days? Are they insane?

My guess is each officer will take ONE oral test...they passing population from part one will be split into 5 groups,
Suzie taking part two on Monday won't be able to tell Sally scheduled for part two on thursday what to expect.

Wow, Groot is really making her mark on the department. Social Justice Warrior Supreme. I really won't say what I believe is happening, but I do believe they are trying to rid as many of "me" as possible to make way for a new day. But that wouldn't happen, now would it? I mean that might be discrimination and we all know how bad that is, right? Oh, sou say there are certain people we can discriminate against and get away with it? Oh my, how things have changed. It took quite a while for my generation and my parents generation to put a stop to those bad practices and this is how you repay us, by discriminating against my children? Test companies are used to testing departments that consist of 30 to 100 candidates and in that case oral exams are okay; but when you have a department with over 2,000 candidates oral exams are clusters. Part one should be scored and the passing score should be announced prior to the exam. Please email the consent decree monitor. With the amount of shootings occurring in this city, we don’t have time to tie the department down for 5 days.

FLOP also recently told the Unit Reps that one of the contract proposals tendered to the Shitty involved having a union representative present during the oral portion of promotional exams.

And lowering “merit” promotions to 16%.

And limiting merit bumps to one promotion.

I’m sure the Shitty attorneys and MLAS laughed their balls off when handed these pipe dreams.

Ummm, hate to break the news to you, but all the most recent tests (since '00) have been pass/fail for part I. I also believe that the minimum time the department has to notify is 30 days, but typically at least 90 is given.

I can’t believe anyone would even consider testing for this position. After seeing the desk Sgt in 008 getting fucked for approving a TRR in the VanDyke incident and he wasn’t even on scene, why would anyone want this stress!? You can take you pay bump and shove it up your ass. This is by far the absolute worst job on this job.

In addition to Chicago's particular long-standing vice of promoting cronyism, there is another more nation-wide reason why tests for hiring and promotions within police and fire departments have been dumbed down to the point of being a random lottery at best. The reason is fear of federal civil rights lawsuits. On all tests of cognitive ability -- loosely defined as the ability to reason, to solve unfamiliar problems, to make logical probabalistic inferences, etc. -- white candidates outscore black candidate by about one standard deviation, which (for those who majored in in something other than math) means that about 84% of whites will outscore the average black score. If selection of new hires and promotions goes to those with the highest scores, nearly all hires and promotions will go to white candiates. In the age of PC, this is a no-no. Even if Chicago were to prohibit cheating and cronyism, the CPD would never be permitted to simply chose the highest scoring candidates for jobs and promotions. The conversion of such exams into pointless exercises (whose real purpose to produce a predetermined ratio of racial diversity) of course opens the door to all kinds of other forms of favoritism that are at heart anti-meritocratic and harm public safety. One wonders why departments still go through with the charade of exams nowadays. They would save money and spare high-scoring candidates a lot of grief if they ditched the exams and replaced them with raffles.

If there's five different versions of the oral test (so officer's don't "share" the oral questions) given over a five day period (since there's going to be a few thousand officers to test), what prevents officers from talking about the material that was on their version of the oral test on their day? This gives officers who are waiting to take the test an advantage on what to expect or even answer since the scenarios may be different but the overall answer component may be similar. Also, what if day 1,2, 3 had "easier" to answer scenarios vs day 4 & 5. Since the testing material was not identical, how can they even grade/ score, and assign you a rank number?

example: A person in testing group Day 5 scores higher than you because he was able to answer his scenario questions with ease since he had a heads up with what to expect by conferring with other POs who took the oral test and also his questions were not as challenging as your test from day 1. Is that a law suit since I was graded and ranked on the same EXACT material?

Heck, one can even post the scenario questions after taking the test on this blog to give everyone a heads up on what to expect. This thing is all messed. Why even study then when I can fake it to make it.

I was lucky enough to get promoted to the D Unit with zero clout. I’m in 011 all the time listening to these fucking boneheads on Zone Ten chase and stop dude for everything under the sun. I’m never taking another promotional exam for the rest of my career. No way I’m gonna get dragged into some bullshit with these moron hard chargers. Keep that fuckin promotion, I am not at all interested.

Why in the world would anyone subject themselves to 5-6 days of torture?!? For a $12K bump? Yeah, the pension increase is nice but to what end? Midnights, or even afternoons in some festering hellhole where there is no civility and law and order has no chance; generationally! Get to a unit and make some OT to compensate for the Sgt bump and keep your sanity and integrity. Don’t sell out to this tragic and current failure of a department. It’s run by morons appointed by even bigger ones. Sad but true.

Apparently nobody posting was around in the 80's. The Lieutenants Exam back then was a perfect example of using Oral Interviews for the second part of the Test, and hiring a "Legit" outside Agency to monitor. Along with outside "Independent Reviewers". First of all the Legit Outside Agency was Arthur Andersen, which eventually went out of business for cooking the books of clients. They could be made to produce whatever results a client desired. As a matter of fact, after taking the written and receiving a grade, a few weeks later they sent you a letter telling you they made a mistake and gave you a DIFFERENT GRADE, USUALLY LOWER THAN THE FIRST. I am not making this up, ask anyone who took the test back then and did not get promoted. Then, there was an Oral interview, where bosses from other Departments sat in on the interview with one boss from Chicago. HOWEVER, THE RESULT WAS BASED UPON HAVING BEEN GIVEN THE ANSWER IN ADVANCE. THOSE WHO KNEW THE SECRET PHRASE: "NOTIFY THE WATCH COMMANDER', A PHRASE FOUND NOWHERE IN THE STUDY MATERIAL; THOSE IN THE KNOW WERE PROMOTED! Lawsuits followed, but to no avail. Those of us who lived in those times watched incompetent "Hacks" retire with Exempt pensions. NOTHING in "Shitcaga" is legit, or to be trusted. Even the Church, is paying out tens of millions for its corrupt priests! Why would we expect our politicians to be any better? Stay Safe and Strong. Baby "G"

There will be 5 days of testing. Not everyone will go all 5 days. They will break the whole group into 5 groups. You will be able to sign up for which day you want but they will fill up with a set number of slots. Each day will have different version of questions so they can’t be told to someone the next day.

The only good that came out of the cheating was that the noble exempts tied to the cheaters all fled, thinking that they would get caught since they were so shameless and stupid in leaving a paper trail. Only a bought hack like Ferguson "couldn't find evidence of cheating ", I guess the emails discussing the test questions dont qualify. I hope Sgt Prah's lawsuit rips them all a new asshole. Probably not since the appointed judicial branch is purposefully selected to make sure difficult cases like this are handled appropriately so no politicians get caught up. I get why the eternal victim class votes democratic, but why would anyone else?

It’s tough to not take part in the exam process even if it’s just for a day out of the District.
That carefully crafted 5-Part interview process will weed out anyone with a noncommittal attitude to community and/or social justice endeavors. Modeled after the long standing CookCo assistant states attorney hiring process.
Trying to get to one of those inconveniently located interviews, on your own time, should be just as challenging...and no guns signs will be posted.

Please keep chasing the feral for Merit Package numbers to increase your odds.
Any proactive community activity statistics will only sweeten the deal.


One more thing...
Will there be a separate Exam for the position of CAPS or HQ Sergeant ?
I’m asking for a friend that don’t want to be no street supervisor.

So now on top of the 30% merit picks and the 25% assholes that are gifted the answers, the company wants the ability to promote another what, 25-30%???

80-85% merit promotions. Think about that. 15-20% of the legit promotions to handle the beat and shit work while the special people get a free promotion, a choice district, a choice watch and eventually a choice unit and a greater chance to get a merit Lt. spot on the way to an exempt bump. One would think that with this bulllshittt Consent Decree that transparency would be the rule of the day.
Obviously, one would be wrong. Pass/Fail on a Supervisory test is ridiculous. Set a score and adhere to it.
Most tests such as these have a 70+ as passing....and tests are graded BEFORE you leave for the day.
Rank by score order. And if oral exams are being extended over 5 days, with different monitors/scorers on
different days, then all exams must be video recorded. Orals are subjective in nature.
The fix is already in with merit percentage bumps - so the ones who have no clout should at least get fairness.
(To go down 2000 spots on a test to "merit" a promotion getter is ridiculous. Can't answer questions correctly on
a test, how do you think they have the knowledge to lead others correctly??)

Hey Doc, check my eye while you're at it....
What passes for employment these days is astounding and
sickening at the same time. Google: Biden Red Eye. Seems
like Joe was on live TV and had a blood vessel break and his
left eye got red. (Most of us have had this, even in our younger
years). Speculation ranged from a stroke, being on blood thinners,
exhaustion, ect. Hey folks, the guy is 76 years old and has the
most extensive resume of all the Democrats. Love him or hate
him, what do you expect at age 76? He doesn't need the money.
The Democrats just want to win back the presidency. They don't
care who the donkey is (NO pun intended).
But this media onslaught is terrifying. EVERY damn outlet has a
comment on it. Everybody steals each other's story and runs with
it. We're 13 months out and I think Biden will wind up like Lincoln
on his 'Death Train.' Before he got put into the ground, almost
everyone had a little piece of him. They even went after him in
the grave. Enough already!

multiple choice should count for 50% and graded on sight , list in rank order within a week . If the allow merit , merit should be picked in rank order and every person that passed exam should be considered .
CPD should not be able to reach further than number 500 on the list , until 500 are promoted off list .

I scored 95% on the first part of detective exam around year 2000. That’s the one that people were discussing answers during breaks and the city threw out the scores and it was immediately a pass fail. Disappointing for sure. Before that the Police issued an order that stated all future promotional exams, all test takers must have a 4 years college degree. They gave a 3-4 year time for all to comply. I had my hopes up then. Guess what, 4 years later it was discovered that all 4 year degree cops were disproportionately of European roots. So that plan was shitcanned. Disappointed again. As I type this, this Irish guy is not bitter (was at time). Retired now and enjoying the weed they wouldn’t let me enjoy on weekends off. Go Bears!

There is currently a rumor that there is a possibility the remaining promotions will be in rank order.

The city received a notice from attorneys regarding potential issues with actually getting 32% merit. Because from one of the previous promotions, one was dropped because they did not have the education requirement but the merit number was never adjusted. So rather then stopping the classes from moving forward due to litigation, they may do rank order.

I don't know how CPD does it but oral 'tests' where I worked (the official ones, not the unofficial ones after working hours that certain officers used to get promoted) were highly subjective as opposed to the written tests. If that's the same in Chicago, it's almost as if they're trying to make the entire testing process independent of any real standards! Seems like a terrible idea. Unless, of course, you want to be able to promote whomever you want without worrying about qualifications.

Lawsuits? I was one of many on the loosing end of the exam scam lawsuits. The city went after us for "costs" after we lost in court. I ended up paying up a few hundred dollars as my share in addition to the front money for the initial suit.

I retired in 2007 and consider myself lucky as I took the AA test given in 95. That will never happen again. Stay safe and stay fetal. Remember its all legit. Work,study,work a side job,take care of family =waist of time to be promoted in this city. If 56 is passing to be a supervisor how did the 56% person even get on the job. These test are like Vegas,its a gamble,place your bets and sorry you lose because you had no one going for you.I came on in 70 and between the fucking on the tests and the courts,Judge Marshall,a waist of time. Made detective and called it a day. Lots of overtime and freedom. Not much stress either. But good luck to the legit guys and hope it works out for you.

Tip.. there's a guy that runs a Facebook page called 19th Ward news/easy to find with many followers. He ran story from your website about Sheriff Dart allowing inmates to go to the children's museum on a field trip. he just posted that he was threatened by Associates of Dart that the story was not true and subsequently removed the post avoiding a slander suit. However, Chuck goudie is running a segment on it tonight. apparently once again Dart is threatening people who post the truth.

What were results? 96 percent of the 114 top scorers, eligible for immediate promotion, were white. There were two hispanics in the top group and three blacks, two of whom were women.
