HQ Disaster in the Making

With the upcoming "purge" of HQ personnel, we get word of some disturbing changes that Groot seems to have (A) overlooked or (B) just doesn't care about:
  • One of the civilians being trained at HQ to handle incoming subpoenas is coming directly from COPA. She has zero knowledge of police work or police databases, yet is expected to be able to fulfill incoming subpoenas from experienced (and heavy) law firms with three days training.

    Previously, officers underwent six months of training and had to complete a probationary period. The amount of personal information contained in some of these files (TRR, IODs, Log Numbers, Personnel Jackets, previous lawsuits, settlements, etc.) is incredible and it's running through a civilian who usually wouldn't have access to any of it unless as a sworn officer.
While we're all for civilianizing scut-work, there is extensive information that should be seen only by properly vetted sworn members, subject to Department discipline and a chain-of-command.

Is the Legal Department aware? The FOP?

The only sure way to (partially) prevent sensitive information from leaking out is to make sure your name appears on as little paperwork as possible.

If you only knew the worthless gossip drama queens assigned to 35th then you would be happy to have more civilians at HQ. There are 3 female POs in the 1st deputy office that should be fired or maybe even in jail. Field inquiry has two known drunks. Research & development has a chick whose more of a stripper than an officer, just nasty yuk. So I would rather have civilians working there that can be fired than the worthless trash we have there now. And don't get me started on the dumb blonde captain handling the contact card mess.

Of a Squad car that has been involved in an accident.
Officer was pulled out of the car, placed on the ground while her head was held. Equipment taken off and for whatever
reason the pants were cut. LEMART training does not make you a Doctor or Paramedic. The harm you may have done cause of your actions please think first. Only in extreme circumstances is an Officer to be pulled out of a car. Think of the force it takes to flip an ambulance on it's side. SLOW DOWN PLEASE...

I’m not sure sure this is a partial clarification. But for the past few months, when subpoenas come in they have been forwarded to that unit of responsibility for what ever the subpoena is requesting and it is there responsibility to forward the information back. So hope fully there is another layer of protection Incase this person doesn’t have a clue

This narrative that only an officer can do this or that is complete bullshit to protect the clout babies and their spots. I wouldn’t trust half the coppers I’ve worked with over the past 25 years. And many more are just straight up incompetent.

The problem here in Chicago is that many civilians are hired because of their clout, not how qualified/competent they are in performing on a daily basis. So either way, we are screwed and the Machine marches on.

i agree, you name on as little paperwork as is possible is the answer. to that end, only make contact with Citizens when you must, and i mean must, do so. Make any stops or encounters be warrant based or a serious crime witnessed only.

Interestingly,the public will be on board with that because then their names will be on less paperwork also. Sounds like a win win to me.

Funny you would say that I was just interviewed for the second interview last Friday, they told me they should start the hiring January 1 of 2020 at the district level and at headquarters buildings plus various detective bureau’s looks like you’re serious gonna be putting many many on the street where they belong anyway I’ve been retired for four years the pay is pretty decent definitely not what we were making a Patrolman patrolman but decent part time gig thanks FOP!

Years ago I was driving home in my own private vehicle, off duty, when a taxi hit me. At the deposition the other attorney had my entire personnel file. Including my application for employment, medical history (understood, except I was not claiming any injury) IAD file, efficiency ratings, history of residences, the ENTIRE file, for a simple traffic accident. WHY????? I did not give anyone the authority to give out this information and it did not have any relation to the Department.

I inquired to the Legal Affairs Department and the only answer given was the "subpoena" submitted by the other law office. Nothing to do with the department, department vehicle or any breach of department rules. Why the disciplinary file (nothing to hide there), every 6 month ratings for my entire career and IAD complaints. I wonder if I had been employed by any private company that my entire personnel file would have been turned over. I doubt it with all the "rights of privacy" that are honored by civilian employment.

I can see that lazy or untrained personnel will hand out "non-related private information" just because of a request. I'm sure this information will be shared by unscrupulous law firms (redundant) to the detriment of the officers.

Six months training to be assigned. Pure BS, a 6 minute phone call is all it takes. If any of that bs were true they would have have a application requirements seeing your resume. Who make this up like it’s legit

I am aware of a few cases in which FOIA requests were not properly vetted and officers personal information were allowed to be placed in the hands of a shyster lawyer working for a defense of one of the bad guys! That may or may not have been in confidence but you know once they go civilian there’s no way to protect the position from the inability of a civilian being put into the job who has a agenda or criminal background being more likely to allow bad guys to collect a database on officers.

And are YOU aware that the DOD does extensive vetting of all potential employees? Many positions require competency exams and EXPERIENCE. Background checks are mandatory and incredibly thorough. Take a look at the civilian employees that CPD currently has on the payroll. How many do you think have experience or could pass a third grade math test, let alone a job related competency exam? And the background checks?? How many red flags do you think have been overlooked for city of Chicago civilian employees? I agree that there are some jobs at HQ that could easily be filled by civilians. But if you think CPD will ever properly vet ANY of them, you're out of your mind. It's no different than filling the spot with a clout baby who has zero relevant experience either, except that at least most of those guys know that they'll be dumped if they fuck up too badly and they'll do anything to avoid the street. A civilian employee has no fear, and a real union (most are AFSCME) to back them up.

Were you wearing your blue uniform, had fop stickers plastered all over your car, had the checkered hat band hanging from your mirror, etc? Deposition for a car accident? That must have been a pretty bad accident as insurance companies usually settle. Either you’re making shit up or you omitted a lot of info.

I understand how you may say that. However, I've always taken the stance if an officer has put in years (15+) or getting too old to safely be on the street, use that knowledge inside. Plus, you know they've (hopefully) been vetted and understand the security issues. Not everyone should be put back, but those full duty been there for YRS, that I get

When was this time that you speak of? In the 90s you could be the police, but clout and the politics of race destroyed this long before then. The age of the old school bosses is dead. All we have is clout and affirmative action. Which of the all merit exempts has done the job and earned their rank? The department is done, when Babs "pillows" west gets promoted again, you can sound the death knell. Never did a days police work in her entire life and is a chief? (OT) was at the credit union Friday in the eighth district off of 63rd St., they have one hour parking they had a street signs posted vehicles are parked there all day diagonally parked, I asked the manager of the credit union why are these cars not ticketed they said they called the eighth district a copper came out and said they cannot ticket the cars because they are parked on a city street signs are clearly posted what kind of bullshit is this we can’t even take care of the people that take care of us

Sounds like he filed a lawsuit against the taxi company and they were fighting it. If you sue for lost wages, or disability, etc., all your work records and past injuries come into play.

It’s 2019 and everyone is an open book. Anyone gets an officers name from a ticket or arrest can google it on White pages, people search, yahoo and can come up with a name , address and related people. Done by age, area of city little harder if a real common name. Not to mention Facebook or Instagram. Recall that happening a little while back where officers attending a meeting in civilian clothes were identified making comments on line. Sensitive info leaking like anytime you fill out a mortgage, any medical info when you call BC/BS customer service who both have all civilians viewing your individual and family info. College aid, credit card applications and how about the new website that lists everything about you, CR’s, founded, unfounded who you were with. Just a few examples, not to mention any job related lawsuit where you are deposed by a lawyer who has all civilians viewing the info
My point is in today’s day and age it’s hard to keep any information confidential

Not true. We have MANY civilian employees who only had to be fingerprinted and drug tested (and quite a few who failed, but were given second and even third chances). No polygraph, no other test. How do I know? Because I've had to process many of their hiring packets. It's a joke. We've had a few that just flat out refused to answer certain personal identification questions and were hired anyway. Nothing but the best around here!

(OT) was at the credit union Friday in the eighth district off of 63rd St., they have one hour parking they had a street signs posted vehicles are parked there all day diagonally parked, I asked the manager of the credit union why are these cars not ticketed they said they called the eighth district a copper came out and said they cannot ticket the cars because they are parked on a city street signs are clearly posted what kind of bullshit is this we can’t even take care of the people that take care of us


CPD can’t ticket a car because it’s parked on a city street?

I was just over there today it is diagonal parking on a city street big signs are up there one hour parking cars are parked there all day so yes open your eyes look at the signs you can write some tickets I don’t work in the eighth district if I did I would be glad to do that to help out some of our own!

BGA has all civilians and they list salaries of police officers. I’m sure IRS, mortgage companies and loans can check your CPD income there

Much to do about nothing. Nothing will change. Exempts will ignore the mayors orders and do as they want. On paper the inside jobs will be gone , but in reality the officers will be detailed back

Medical section was going to replace nurses, they are still there. There’s a perfect example that knocks out the theory of sworn protecting you sensitive information. Civilians work there and have access to all your files. You see them bringing out the folders from the filing cabinets
