- From a very well placed source, expect “Black Friday” to be a massive purge of bosses late in the day. The headlines will be about shopping and nobody pays attention on a Sat. The dump list is supposed to be massive and expect loads of big bosses to be busted down and banished to the opposite sides of the city from their residence. Beck will have to take the heat temporarily then just be...gone. Bank on it.
We like this rumor. It ties in with the speculation that Beck is here as a hatchet man and that Groot is finally fed up with the Department brass lying to her constantly. If she'd open her eyes to reality, she'd see that decades of "merit" promoting relatives, the connected and the pin cushions, has left the Department wholly un-functional.
Her bringing in an outsider hints at some sort of awareness, though how much no one is sure. Start looking for resignations before demotions.

For my unit we figured out that expectations are even less now that they’ve eliminated early ducks. The incentive is gone, and the bosses (atleast mine) know it. So now, we do a stop or two, maybe an ANOV, and find a spot to relax for 9 hours
Hope this rumor has some truth to it.
Who knows maybe paring down the ranks of alderthieves will be next.

All the units are able to swipe out at any district. Go 016 around 1700 all the double parked cars on Milwaukee ave will tell you what happened!

Been that way forever. The difference is that Chicago responds to about 65% - 70% of calls to police; L.A. only responds to about 20% of calls. The other 80% goes to other agencies that should be handling non-criminal types of issues. In Chicago, "you call, we haul."

Hey, I have an idea. STart promoting right down the list. The City can justify any racial result if the test is shown to be "valid." Valid means it accurately predicts success.
Wash. v. Davis, 426 U.S. 229 (1976)
• 2 black officers sued regarding promotions w/in the dept. and 2 blacks sued after being refused entry onto the Washington D.C. police, alleging racial discrimination in violation of the 5th Amendment DP clause, and Title VII. SCOTUS ruled for police, stating test of verbal skill was valid.
• SCOTUS case which reversed the appellate court which invalidated entrance test (testing verbal skill) to Washington D.C. Police Dept.
• The lower court ruled the test a constitutional violation (DP clause of the 5th amendment), but the appellate court reversed, stating Title VII standard, which required no invidious intent, was mistakenly applied to constitutional standards. Meaning: the constitution requires bad intent on the part of the employer, but Title VII requires no bad intent, just disparate impact. This was a big part of the ruling. (constitutional standard is different than the Title VII standard).
• the sole issue before the District Court, on motions by the plaintiffs for partial summary judgment and by the defendants for summary judgment, was the validity of a written personnel test to ascertain whether prospective police recruits had acquired a particular level of verbal skill. 4x as many blacks failed, as compared to whites. This test was a standard civil service test, not developed by the Wash D.C. Police Dept.
• SCOTUS ruled the test violated neither the DP clause of the 5th amendment, nor Title VII because the test was a valid predictor of job performance.
• SCOTUS awarded summary judgment to the police.
Adams v. City of Chicago, 135 F.3d 1150 (1998)
• Although 46% of those who took the Chicago Police Sgt. Test were minorities, only 12% were later eligible for promotion. P’s alleged disparate impact and a violation of Title VII.
• 1993 Sgt’s test (administered in first 3 months of 1994). 3 parts, the third being oral. There was no meritorious whatsoever. 4,700 took parts I (31.8% were black, 10.8% were Hispanic, and 56.4% were white) and II, of which 1,900 went on to part III. But after all three parts were graded, about 88% of those designated to be promoted to sergeant were white and 12% were minority.
• HOW MERIT CAME ABOUT.
• The plaintiffs filed an interlocutory appeal. However, during the pendency of this appeal, the City of Chicago initiated a Blue Ribbon Task Force to review the Department's promotion practices. By consent of the parties, argument on this appeal was delayed until the Task Force issued its report. In May 1997, the Task Force issued its report recommending that up to 30% of the Department's promotions to sergeant be made on the basis of "merit." This meant that current sergeants and lieutenants would pick 30% of the police officers that would be promoted to sergeant. However, the report also recommends that the current test continue to be used to assure that sergeants given "merit" promotions meet a minimum level of competence.
• The 1998 Sgt. Test was the first to have merit. Det’s had merit even prior to this.
Allen v. City of Chicago, 351 F.3d 306 (2003).
• Minorities sued for more merit. Plaintiff’s were those who took the 1998 Sgt’s exam, and were not selected for promotion based on merit. City won.
• There were 2 classes of minorities that sued here: group A were minorities who did not pass the written test (1998 Sgt. Test), and group B, who did pass the written test, and were thus eligible for merit, but nonetheless were not selected for merit promotion.
• The appellate court found that the Subclass B officers did not prove that increased merit promotions represented an equally valid and less discriminatory alternative, and the district court properly denied summary judgment to the officers. The Subclass A officers did not establish a genuine issue of material fact as to whether merit procedures alone represented an equally valid and less discriminatory alternative.
• BURDEN OF PROOF IN DISPARATE IMPACT CASES
o Complaining party must show disparate impact.
o Respondent must then show hiring practice (test) is job related (test is valid predictor of job performance).
o Complaining party then has the burden to show there exists an alternative test which is also valid but has less disparate racial impact that respondent fails to adopt.

LA is really spread out and when you are following the Pacific Coast Hwy south you will pass in and out of LA more then once. There are other law enforcement agencies working in LA, the county sheriff is very large and very much involved in the city, not like the hack sheriff here in Cook County. They were doing things differently there, with most detectives working days and a response team working nights. Just a lower crime rate overall.
Highly doubtful in corrupt connected Chicago, but we will all continue to pray. We have all known that the top brass have promoted and taken care of all their friends, girlfriends of friends, family etc. Then the cycle plays over and over for decades. The merit promotions then owe favors to the brass and have to pay them back later on by promoting their friends. The only way to fix this mess is through an outsider who doesn’t owe anyone a favor and is connected to nobody. Hopefully Beck looks at the massive amounts of exempts and gets disgusted. The amount of deputy Chiefs alone is ridiculous. No reason for it. Commanders should report directly to the Chief.

I recall reading a bio on Beck and believe it said his father was a big boss on LAPD. Possibly a Deputy Chief. Maybe he rose up on his own, but one has to wonder if he got the “Chicago treatment” in LA, so maybe he won’t be making any changes at the top since he was blessed with the same thing.

Dont forget LA County works with LA City. they have about 5000 as well.
He is here for a few reasons
1. he is liberal
2. he has gone through consent decree
3. she is taking page from president and letting him audition for job
4. she needs to get past next summer for appointing new Sup so she doesnt have an issue during re-election

While making “changes” how about converting district/area/other commander rank to the exempt rank of Captain. Bump Captains pay up a few grand, but way less than that of commander. The attrition has stopped. Up till now the retirees, firings and quitting were replaced with recruits. Replacing sworn with civilians for administrative duties would just put more sworn on the street

That certainly didn't change anything for the better for the department nor the citizens of chicago. So here we go again. An outsider will come in to wipe the slate clean. Most of us know this won't matter in the long run.
Nothing will ever change for the ranks below sergeant until society changes and shows responsibility for themselves and respect for the police. Police gave up and will not go the extra mile for any supervisor, so put in whoever you want Groot. Police don't want awards, they want to be appreciated and thanked and supported by their supervisors and by society. Neither of which will ever happen again in this world.

I am in complete agreement that Sanchez is a gentleman and does a good job as a boss. However, YES he is merit. 01Oct2010 sponsored by James O'Grady. Let's face it, if you make it by rank score and are white, you have hit the end of your career. Nearly all of the exempt staff is merit. Politics as usual. A prime example, current lts. list. 601 people "passed." Number 597 was promoted meritoriously in the 1st group. I will guess that that person's score was the lowest needed to pass. Number 597 is now a Commander. There is no way the merit process is even remotely close to legitimate. Friends and politic hacks taken care of. Nothing more.
9 1/2 did his best to get rid of all those (white guys) who had institutional knowledge of how to make this department
run, hoping to appease the community by installing people of color and thereby retain his own little fiefdom here.
From which I assume he could then catapult himself to Senator or better........

Although it remains true that an inordinate percentage of the CPD gold stars are either assholes or not competent enough to justify their meteoric rise the blanket statement that all of them are useless rings as false as an anonymous caller claiming that 20 people are outside assaulting some poor shlep and they all have guns and are selling dope.
Half the bosses are being assholes because they want to justify their existence and at some point took someone to task on some point or another. Being the trained observer that I am I find it funny that noone can be invoked here and remain free of fault. Everyone is slammed in some way. Policing is not what it was and never will be ever again, for good or bad.
Get used to it. Just hope that the next wave of exempts have the experience and empathy to allow them to look at situations from a blue shirt's vantage point. That is all you can hope for. But the top brass seem to all be even more useless and dense than Jughead for she has to spend more money to bring in a temp from Commiefornia. That says a lot right there about the leaders. You are not from here are you? You might be right if this city was a normal, sane place without democRATS, but this is Chicago. She will not eliminate even one of those three positions. Pull out the Chicago Government org chart and add a line between the mayor and the cpd soup, cfd commish and the oemc director. On that line write director of pub safety. Also, don't erase jack. There you go. Fini. That is how things work in this town.

I can't see that happening unless he was paid close to a 1/2 mill or so, had an office make over like Grooty, his own working urinal (in Gold of course), a Lexus GX 460 Luxury as a take home car and a horse named Jughead that he promises not to sell to LA. ya, it's looks like the line to apply for marijuana licenses
firefighters do work very hard , most calls are for medical assistance
I 'd recommend 8 hour shifts , it would be safer , more efficient if firefighters could respond within seconds to a fire alarm instead of getting woken up from a sound sleep , getting dressed .
let's put our firefighters safety first instead of trying to save money with the 24 hour shifts.
it's not fair to them or their family .
8 hour shifts is the way to go , assign them by seniority to steady days off .
Voulgaris never merit but gone.
