Sentencing Recommendation

  • A former Chicago police commander who was caught pilfering more than than $360,000 in Social Security payments should be imprisoned for 18 to 24 months, federal prosecutors say in a memo filed Tuesday evening ahead of sentencing next month.

Kenneth A. Johnson, who led the Englewood patrol district for two years ending with his 2018 retirement, pleaded guilty this year to collecting the payments — intended for his mother — for more than two decades after her death.

"For over 23 of the 32 years that Johnson was employed by the Chicago Police Department to serve the public and enforce the law, Johnson was committing a federal crime every single month," the memo says. "Johnson betrayed the public trust and stole from a program designed to assist the most vulnerable members of our community."
But hey, he got a nice car out of the deal.

We heard the plate said "THX MA RIP"

Weird how IAD was never notified by the thieving exempt that he was under investigation.

You see he could have been slammed with an IAD investigation for not reporting a goverment aganecy was investigating stealing mamas check. He did close the account when he found out. but SLEEPY special ED rushed him out the door when the FEDs notified him of the felony theft case.

Expect the same deal happening with drunk guy sleeping in a city car.

ONLY LOWLY patrol officers are stripped of pensions and cant even expunge cases that are not guilty in cook county courts.

Shiiiiit....I'll spend 9 months in Club Fed for 300,000 grand. Good to know. I was raised by two dad's, neither of whom I liked. Hopefully I'll be able to do the same scam when my last surviving father kicks the bucket. Once I make Exempt I'll also have my CAPS slaves babysit my special needs daughter for a year since it will only be a 7 day suspension when I get caught.

Chicago ain't ready for real reform. Luckily the pussywillow news reporters are too scared to ask the Mayor how she feels about having a drunk superintendent in charge that leaves one Commander in place after the Inspector General recommends termination, and tips off another one to retire early for stealing money from the government by using his dead mom.

For all that are guessing or thinking just being an officer doesn’t allow him to receive a pension are misinformed. According to pension law below it would be hard to show the felony was out of or in connection with his service as a policeman

According to the Illinois Pension Code, “none of the benefits…shall be paid to any person who is convicted of any felony relating to or arising out of or in connection with his service as a policeman.

This is so disgusting. What a disgrace to our entire profession. And let me tell you, his fat ass twin who is currently running the academy (into the ground), is just as guilty as the one who got caught. Ken was definitely the brains between the two of them - actually, just brain, since they were both only good for about a half on their best day. When Kevin was leading 011 (even further into the ground), he had to call his criminal counterpart every day to see what time he should take a shit. Couldn't make a decision then and certainly can't now. Ken told Kevin all about what he was doing and told him he'd handle it. They BOTH got their cut. There just wasn't enough evidence to prove that the money that slim gave fatty every month came directly from mama's stolen purse. Feds had to go for the solid conviction with slim shady. Anybody that worked with this thief wasn't surprised by the charges. That says a lot. Thankfully they were both rewarded for their continuous scandalous behavior with several merit promotions.

However, these crimes were committed WHILE he was a sworn police officer, he committed a crime hence he should NOT be allowed his pension. The sad thing is that Supt Johnson forewarned him of the indictment and he retired immediately, I believe within a few days. That alone should be a reason for Supt Johnson to be fired. Interference? Obstruction of some kind? Are the FEDS listening??? Mayor Lightfoot??? Why don't you ask the Feds what day did they meet with the Supt and inform him of the charges....there is a connection! Hey moron, read the pension law. Here’s an example. There’s also a fireman in prison for murdering his wife collecting a pension. He was active fire , but not job related. I like how you make up a pension law you also sound like a fool when you say any crime. It has to be a felony

According to the Illinois Pension Code, “none of the benefits…shall be paid to any person who is convicted of any felony relating to or arising out of or in connection with his service as a policeman.” That means that Servin could collect a pension even if convicted of a felony, since he was off duty when he fired at Boyd and a group of friends, striking the young black woman in the head and ending her life. The state law says nothing about a police board ruling or the city having any say as to whether he gets a pension.

You mean taxpayers will be forced to repay 90% of the money he stole. The taxpayers fund the majority of the pension. The only part that he contributes is his paltry percentage. In situations like this, he should lose $100% of his pension and that money should be left in the pension fund for non-criminal retirees to collect.

I love it when one of the unqualified, clouted, chosen ones goes down. The department treated other qualified people like red headed step children, while this fool and others like him had good spots, and climbed through the ranks. Karma works sometimes.

You are a moron! Any crime committed while a sworn law enforcement officer is pension forfeitable....unless you cut some kind of deal with the Feds. Geez, not related to his police duties, WTF are you thinking!

What about restitution? Should the fed sentencing penalty not include returning the 360k--with interest--to the Treasury?

How many monthly pension checks will it take to pay the Feds back, plus interest?
Double that amount and make him spend that many months in prison. He won’t need the checks in prison, he’ll have all expenses paid there! ;)

Ralph Papa Thorson Says:

Typical appointee of the CPD, a guy who should have been making pizzas at Chuck E. Cheese, yet ends up a Commanding Officer of the CPD. Ain’t Affirmative Action, Diversity, Nepotism, Clout, and Pay to Play great ? Thank you, Democrat Party, the party of Fairness and Equality for everyone.
